This is a public-information request in which I am seeking to obtain from you a copy of any and all letters, e-mail letters, reports, memoranda, or other written communications referring to myself at least once in any manner, and that in each such case were written, received, sent, forwarded, mailed, or FAXed at any time since April 1, 2011, by any staff member or attorney or administrator of your state agency's Office of General Counsel here in Austin.

This public-information request was prompted  by a May 27, 2021, reply e-mail letter (farther below) to me from the Texas Education Agency's public information coordinator, Sherry Mansell, whose office is located in that state agency's Office of General Counsel here in Austin. Ms. Mansell's reply letter to me contained the following statement: "You (John Kevin McMillan of Austin) may wish to contact Texas Higher Education Coordinating Board.  This (that) agency may have information related to your (May 15, 2021-dated) request" (farther below).

My legal name is John Kevin McMillan.  My date of birth: April 27,1957. I was born in Lincoln, Nebraska. I am a single adult white Anglo-Saxon non-Hispanic gentleman of English, Scottish, and German ancestry. I lead a permanently drinking-alcohol-free (ever since 1990), permanently marijuana-free (ever since 1984), lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana,  lifelong-tobacco-free, lifelong-non-vaping, dependably civil and law-abiding, non-sadomasochistic and anti-S&M, platonicly polite lifestyle. I strongly oppose "thought-control projects" and I take pride in being privacy-respectful. I myself DO NOT generate any anonymous communications that are inflicted on anyone else in a context that violates or impinges on their own privacy rights. I oppose verbal harassment of or by anyone.

I have been and continue to be gainfully employed as a non-managerial staff member at one or more  restaurant workplaces in the Austin area of Texas on a continuous and uninterrupted basis ever since April 27, 2002.

I am a very recent criminal-law complainant in APD Alleged Home-Invasion-Crimes and Alleged Sex Crimes Case 21-0830533----an APD crime case that was activated by APD on March 24, 2021. No DNA-swabs forensic anal-rape-evidence medical exam on me has been authorized by APD's Sex Crimes Unit or the Austin Safe Alliance so far this year. However, I remain very hopeful that the infrared motion-sensitive photographic documentation of alleged trespassers inside the bedroom of my bolt-locked current rental-apartment unit during my sleeping hours that I have been providing to the APD Sex Crimes Unit over a multi-month period this year (and in other recent years as well) will help to convince that APD unit of my urgent need for a forensic DNA-swabs anal-rape-evidence medical exam on me as soon as possible.

This is a Texas Open Records request in which I seek to obtain from you a photocopy or printout of any letter or note or E-mail communication or report or memorandum or public statement or press release or public speech or other legal document written or delivered by or on behalf of Texas Attorney General Gregory Abbott at any time during the  multi-year period from April 1, 2011, through the present, in which Texas Attorney General Abbott indicated or stated or acknowledged in writing that he is himself aware or possibly aware, or that he himself is inclined to believe or suspect, that I myself, John Kevin McMillan of Austin, Texas, either have  been or continue to be subjected to alleged personal injury crimes during my sleep, alleged anal-rape crimes during my sleep, alleged illegal molestation of my own body during my sleep, or alleged illegal physical contact with my own body by one or more illegal intruders during my sleep, on a daily and frequent and year-round basis inside or near the top-floor, vaulted-ceiling, one-bedroom, locked apartment unit (Apartment 325) where I myself reside at Wind River Crossing Apartments in northwest Austin.

 

Wind River Crossing Apartments are a very large apartment complex situated at 11411 Research Boulevard in northwest Austin.

 

Wind River Crossing Apartments are reportedly owned and managed by "Westdale Asset Management," a for-profit corporation reportedly headquartered in Dallas, Texas.

 

Wind River Crossing Apartments reportedly do not currently provide or offer any electronic surveillance of any portion of his entire apartment complex----a very large complex featuring at least 16 multi-unit apartment bulidings that I myself am aware of.

 

I myself have resided on a continuous and uninterrupted basis in Apartment 325 in Bulding 3 at Wind River Crossing Apartments ever since January 2002.

 

I myself am a longtime celibate-by-choice single adult gentleman. I have not participated in any sexual activity of any type involving myself and any other person at any time or at any location anywhere in the entire world during my entire 12-year period of residence at Wind River Crossing ever since August 2001.

 

 I moved to this apartment complex in August 2001, with myself having roomed with another adult single gentleman, a  "Christian Meza" as he identified himself, in the two-bedroom Apartment 1638 at Wind River Crossing from August 2001 through December 2001.

 

I myself have not participated in anal intercourse anywhere in Texas on any occasion since December of 1979, as your State of Texas agency is no doubt very aware.

 

Any medical evidence of any alleged noteworthy molestation or any alleged sexual penetration of my own anus, is therefore very strong and compelling criminal-law evidence indicating that I am, in fact, a victim of alleged anal rapes on a daily and frequent and year-round basis during my sleep inside a locked apartment unit that I rent at Wind River Crossing.

 

In the period ever since mid-April 2011, in particular, I have repeatedly and in a civil manner complained to medical physicians and emergency room physicians and work supervisors of mine and numerous government agencies, including the Austin Police Department and a variety of other law-enforcement agencies, that I myself have suffered anal pain, a sore anus condition, redness in my anus, severe constipation, repeated flatulence, painful defecations, pain in my hips, pain in my legs, joint-related pain, circulation problems, and major and year-round sleep deprivation resulting from my being abruptly awakened on my bed in the middle of my sleep with throbbing pain in my anus on a frequent and daily and year-round basis inside my bolt-locked apartment unit, Apartment 325, at Wind River Crossing Apartments.

 

 

I should mention, incidentally, that I would appreciate it if you would please mail to me by U.S. Postal Service a hard copy of your reply letter and accompanying legal documents you provide to me in response to this Open Records request from myself.

 

Finally, please let me know in advance, and as soon as possible, if you ever sense that you plan to charge me more than $10 for processing this Texas Open Records request from myself.

 

That factual information will then enable me to revise this Texas Open Records request in order to hold down financial expenses that I incur from submitting this public-information request to your State Government of Texas agency in Austin, Texas.

I was informed this morning through an automated reply I received from the City of Westlake Hills, Texas, that your municipal government in Travis County, Texas, has somehow imposed a "block" on E-mail communications from myself. I received that surprising disclosure after I had E-mailed earlier today a courtesy carbon-copy to cited City of Westlake Hills officials, including your mayor and police chief and city administrator and mayor pro tem, of an E-mail follow-up letter of mine to an official of the Travis County District Attorney's Office, Ms. Nicole Waggoner. As you already know, I myself am a very honorable and permanently teetotaling single adult gentleman and former resident of Westlake Hills. I was a honor student at Eanes Elementary School, where I graduated in the late 1960s. I am gainfully employed, and dependably civil and law-abiding. I have no criminal-conviction record, as I am sure that your city government is well aware. I am also the founder and only approved member of a new and non-Christian and fully independent, implicitly deistic (non-atheistic, non-agnostic) religion, the Progressive Prohibitionist Religion. That new religion is anti-drinking-alcohol, anti-marijuana, anti-illicit-drugs, anti-medical-marijuana, anti-tobacco, anti-facial-hair, opposed to tattoos on human bodies, opposed to profanity in everyday conversations or everyday communications, opposed to thought-control projects, opposed to personal-injury crimes and sex crimes, opposed to fraudulent communications, opposed to fraudulent or injurious medical services, opposed to verbalized death threats inflicted on anyone at the workplace or in any other context, and opposed to anonymous communications that violate the privacy rights of myself or anyone else. In view of my very honorable status as a civic and religious contributor and crime-deterrence-minded writer in the greater Austin area and in Texas and the United States and world, would you please explain for me why a block was apparently imposed on E-mail communications from myself to city officials of the City Government of Westlake Hills? I might add that I do not recall having ever been previously informed about any such "domain block" imposed on E-mail communications from me by your city government.
