Dear Mr. Kellison,

As a follow-up to our friendly phone conversation yesterday---our third phone conversation so far, with the other two having occurred last Friday---I would like to offer you and our very courageous new District Attorney, Jose Garza, this follow-up letter.

Mr. Kellison, I hope you won't mind my asking you at this time whether Travis County District Attorney Garza supports safe housing conditions for me in Austin during my sleeping hours as I lie alone on my own bed, asleep and unconscious, inside my current bolt-locked apartment unit?

I am posing this question because so far, no one employed by APD or the City Government of Austin has been willing to offer me that kind of written assurance. The ONLY persons I've contacted on the subject who have been willing to write to me that they support safe housing conditions for me during my sleeping hours are: then-Travis County Judge Sarah Eckhardt; then-State Senator Kirk Watson; and my Democratic Party Precinct 139 chair, Saundra Ragona.

I have undergone a total of 9 separate medical surgeries (10, if you include one combined procedure for two different surgeries on two different parts of my body) ever since January 2006 for life-threatening medical problems I sustained that no other relative of mine had needed surgery of that type for. 

Mr. Kellison, I need to emphasize the urgency of crime investigation and criminal prosecutions in this continuous-crimes case in which I am the victim. It seems to me that some individual or group of individuals unbeknownst to me, with one or more of my relatives possibly having knowledge about who those individuals are, have allegedly subjected me to alleged possible attempted homicide in slow motion---a very sinister and truly heinous hate crime victimizing myself inside my own locked apartment unit in Austin!

I believe the alleged attempted continuous-homicide case victimizing me has comprised and continues to comprise an outrageous and truly heinous form of hate crime that points to malice and antipathy based on my sexual identity (celibate, which in Austin is apparently regarded as "very offensive" to many of the sexually active or sexually promiscuous persons who dwell in this city today); my perceived gender identity (some people have labeled me as "female" or "woman" or "girl" in that way, even though I myself DO NOT support sex-change operations, and I am very emphatically NOT a transsexual); my gender identity (I am NOT effeminate, and I am in fact repulsed by male adult effeminacy); my perceived sexual identity (that being "straight", since I am civil and law-abiding and honest and conscientious and I have a significantly greater emotional affinity for and greater identification with a significantly higher percentage of all Anglo heterosexual men than of all of the Anglo male homosexual or Anglo male adult effeminate populations; my racial identity (Anglo non-Hispanic); my ancestral identity (English-Scottish-German, and primarily English), my age (63); my religion (I am the only approved member of the non-Christian "Progressive Prohibitionist Religion" I've founded, a religion with very stringent membership-eligibility requirements); or some perceived "disability", such as my having been repeatedly injured and wounded by alleged home-invasion-crimes perpetrators over a multi-year period here in Austin, that the alleged crime perpetrators may have claimed that they somehow "identified" in me. 

In that latter regard, one Anglo male coworker of mine at Outback Steakhouse, a corporate-owned restaurant in northwest Austin, while taking a break or while off-duty did volunteer to me while dining inside our Outback Steakhouse restaurant one day several years ago: "People think of you (John McMillan) as being stupid, so they regard you as being the perfect victim", he said. 

Another Anglo male adult coworker of mine at Outback, Trevor Glynn, a waiter there who stated to me that he would like to become an FBI agent someday, stated to me in 2012 or 2011 just outside the side entrance to Outback, that "I (Trevor Glynn) know for a fact that it's (people breaking into your own apartment unit at nighttime and subjecting you to anal rape crimes and personal-injury-crimes during your sleep) going on!"

It is a very alarming possible attempted homicide-in-slow-motion case in which I am the permanently-drinking-alcohol-free, lifelong-tobacco-free and very anti-tobacco-minded, longtime-celibate, platonicly-polite, single adult white male Anglo-Saxon non-Hispanic senior citizen victim during my sleeping hours as I lie alone on my own bed inside my locked apartment unit. I always sleep alone on my own bed, and throughout any and all of my own conscious or waking hours ever since and including the day I moved to north Austin in August 2001, I have never once had ANY sexual contact of any type with any other human being (or any beast, for that matter).

I regard it as grounds for possible concern that officials of the Austin Police Department this year and last year have continued to refer me in writing to the APD Crisis Intervention Team in response to my crime reports. I regard those referrals as a possible form of alleged possible obstruction of justice by the APD Sex Crimes Unit or some other APD unit that is allegedly undermining the Sex Crimes Unit's level of willingness to actually investigate the continuous-and-continuing daily and year-round  anal-rape-crimes and oral-rape-crimes victimizing me during my sleep as I lie alone on my own bed inside my current solo-occupancy (myself, only) bolt-locked and fully-locked apartment unit. I continue to wake up several times per morning, often with pain or an unpleasant vibrating sensation in my anus and nearly always with an urgent need to urinate. I nearly always double check the front door of my apartment after or shortly before I walk to my bathroom to urinate, and that front door is always properly double-bolt-locked when I check it several times per early morning period.

I am a longtime celibate gainfully employed white Anglo-Saxon gentleman, age 63, and I DO NOT permit anyone but on-duty APD officers and---on one total occasion since I moved into my current solo-occupancy efficiency apartment unit at Pebble Creek Apartments on June 21, 2019---Austin-Travis County EMS staff members, strictly in response to a 911 phone call I made one day or one night after vomiting repeatedly inside my unit several months ago, to enter my unit at nighttime.

This Tuesday morning, March 9, 2021, after I took a shower and then went to bed at 1 a.m., I was awakened abruptly and then got out of bed (I often delay on then getting out of bed) at about 4:25 a.m., about 6:15 a.m., about 7:45 a.m., and about 9:15 a.m., among other times. I make every effort to jot down the times at the time I get out of bed after another ruination of my sleep to which I was subjected; however, I do not always jot down every time, since I am very fatigued whenever I am awakened in the middle of my sleep.

My apartment unit is currently electronically surveillanced for me with help from two surveillance cameras that were professionally installed for me by a Better Business Bureau-accredited, A-plus-rated home-security company service. I am still in the process of obtaining factual information from that innovative and first-rate company about how I can review the videotapes of my bedroom and living room during the one hour period before each of the occasions when I am awakened on my bed with pain in my anus.

I have the contact information for the highly-rated home security company with which I have a contract at present. I am also listed now with the Austin Police Department as myself having an approved alarm system in my unit.

I allege that because of alleged illegal home-invasion-crimes perpetrators and alleged trespassers and alleged rapists and alleged personal-injury-crimes perpetrators and alleged hate-crimes perpetrators, I have been robbed of thousands of hours of sleep ever since the morning of April 28, 2011, when APD's Sex Crimes Unit did authorize a rape-evidence exam on me Sex Crimes Case 11-1180447. One primary care physician of mine at Austin Regional Clinic, Dr. Carson Higgs, did state to me during a one-to-one medical appointment I had with him at the ARC Quarry Lake clinic location in the last several years, that the "sleep deprivation" (exact quote) to which I have been subjected against my wishes inside my locked apartment unit "may have had a role in the medical problems you've (patient John Kevin McMillan) had that resulted in medical surgeries being needed for you" (approximate quote).

I plan to call the APD Sex Crimes Unit later today and request a new rape-evidence exam on myself. I hope that they will grant me that rape-evidence exam on myself and will thereby finally acknowledge the continuous-and-continuing nature of the sex-crimes and personal-injury crimes victimizing me during my sleeping hours.

I regard it as very dismaying  that no officer or detective or official of the Austin Police Department has ever at any time stated to me in writing or in person or on the telephone that he or she believes I am being victimized by any form of continuous personal-injury crime.

By contrast, one cousin of mine in Iowa, Cousin Jim Dane, did volunteer to me on the telephone in the late 1990s, during a long-distance phone call I made to his and his wife's farm near Iowa City, Iowa, that Cousin Jim was privy to factual information about my being victimized by "frequent criminal activities in Austin, Texas" (approximate quote). Cousin Jim then added: "I recommend that you stay in close contact with the Austin Police Department (about those continuous criminal activities victimizing you (Cousin John)."

I have misplaced Cousin Jim's phone number, but I believe he is probably the only Jim Dane living in Johnson County, Iowa, who is himself either in his 70s or age 69.  Cousin Jim Dane is the brother of Cousin Jack Dane, a personal-injury-crimes attorney based in the Bettendorf area of Iowa. I will do some research later today in order to obtain Cousin Jim's phone number in Iowa.
