I have briefly reviewed the attachment containing legal documents you provided to me on February 25, 2021, in response to my July 23, 2020, public-information request (PIR) focused on Austin Community College District Police Chief Chester Dixon and me.
Does your February 25, 2021, reply letter to me comprise a final and complete response from ACC on my July 23, 2020, PIR?
When I glanced through the attachment you sent me on Feb. 25, I found one September 12, 2016, legal document in which ACC District Police Chief Dixon posed a question in writing to "Robert Horton" (his job title with ACC not identified) specifically in regard to me: "Who is this guy and is he a student?"
In the multi-document attachment from you I also found a legal document from ACC that contains an August 1, 2016, e-mail rejection letter to me from peace officer Ruben Puente, an Austin-based Assistant Director of Police for the University of Texas System Police Department.
However, I did not find a copy of the following August 22, 2012, legal document written by ACC District Police Chief Dixon, a communication in which he referred to me as allegedly being "crazy", that I had quoted in my July 23, 2020, public-information request (PIR), and that definitely would have been included in the scope of that PIR of mine to ACC (below):
"This is a Texas Open Records request in which I seek to obtain from you a copy of any and all e-mail letters that were written by Austin Community College District Police Chief Chester (Lynn) Dixon at any time since 12:01 a.m. April 28, 2011, that each referred at least once in any manner to myself, John Kevin McMillan of Austin, Texas.
"ACC District Police Chief Dixon is reportedly based at ACC District Police Headquarters, 6001 Airport Boulevard, Suite 2390, Austin, TX 78752. Chief Dixon's office phone number is: (512) 223-7262.
"Ms. Anzaldua-Torres, this request was prompted by a 2012 intra-agency e-mail letter from Austin Community College District Police Chief Chester Dixon. I am writing to you today upon advice I received on the telephone this afternoon from a polite female representative for the State Bar of Texas state-government agency here in Austin.
This is a courtesy reminder note to politely inform you that I have not received any reply letter on my July public-information request to ACC at any time after the September 4, 2020, reply message (below) that private local attorney Lori Robinson wrote sent to me on behalf of ACC.
As you know, I submitted my public-information request (final item, below) to yourself on July 23, 2020, and you later forwarded that request of mine to private attorney Lori Robinson. As of today, I have not received any legal document from or on behalf of your public institution of higher education that is responsive to my request.
My narrowly-focused July 23 request to you had sought "a copy of any and all e-mail letters that were written by Austin Community College District Police Chief Chester (Lynn) Dixon at any time since 12:01 a.m. April 28, 2011, that each referred at least once in any manner to myself, John Kevin McMillan of Austin, Texas."
As you know, I was never employed by ACC at any time during the applicable nine-year time period.
I myself am dependably civil and law-abiding and honest. I do not have any criminal-conviction record. I have never been arrested by any ACC police officer. I do not currently recall having ever spoken with or having ever been interviewed or interrogated by ACC Police Chief Chester Dixon or any other ACC police officer. I do not recall having ever been physically present at or on any of your ACC facilities or campuses or anywhere at your ACC headquarters offices on any occasion during the applicable nine-year time period.
Ms. Anzaldua-Torres, I hope to hear from you very soon about this legal matter.

My firm represents the Austin Community College (“College”). The College has forwarded your email for a response. At this time the days the College’s offices and campuses are closed to the public do not constitute business days for purposes of the Texas Public Information Act (PIA). All PIA requests will be processed once the College resumes normal operations and re-opens to the public. This information was shared with you in response to your request and is pasted again below for your reference:
To keep our staff and students safe during this time, the Austin Community College (“College”) will close its physical offices and only allow a skeleton crew involved with the College’s response to COVID-19, in addition to other employees working remotely. Conditions may change and updates will be provided on the College’s website.
The College was closed for spring break from March 16 through March 20, 2020. Beginning March 23, 2020, and until further notice, the College will be closed and will cease normal operations.
Public Information Act (“PIA”) requests involve the calculation of business days in relation to the College’s deadline to respond to requests. The days that the College will be closed during this time do not constitute business days for purposes of the PIA.
Once the College re-opens and resumes its regular operations, all pending requests will be processed in accordance with the PIA.

Ms. Anzaldua-Torres, this request was prompted by a 2012 intra-agency e-mail letter from Austin Community College District Police Chief Chester Dixon. The cited 2012 e-mail letter (directly below) from Chief Dixon was partly in response to factual information I had myself directly provided to ACC officials about myself being a self-identified continuous-and-continuing-anal-rape-crimes-and-personal-injury-crimes victim in Austin-----and that I was seeking DNA-trace forensic medical exam testing on myself and DNA lab processing of that alleged-crime evidence in Austin, Texas, with help from ACC on that, as I had also stated in writing to your community college system.

Ever since June 21, 2019, I have resided alone as the only official tenant and only apartment-management-team-approved occupant inside an always-fully-bolt-locked and always-fully-locked efficiency rental-apartment unit at a large gated-community apartment complex, Pebble Creek Apartments at 8805 North Plaza Drive in northeast Austin. I am the founder and only approved current member of a new and non-Christian as well as non-proselytizing religion, the Progressive Prohibitionist Religion.
It is a new and fully-independent religion for which I have given speeches on local-community access television here in Austin, with numerous current or former Central Texans volunteering to me over a multi-year period that they either dislike or are uncomfortable with or do not respect my religion. Around the turn of the century, one young man even left an obscene voice-mail message on my personal answering machine inside my apartment unit at ViewPoint Apartments near UT-Austin's main campus here in Austin. In that voice-mail message, the anonymous caller volunteered that he himself is "Catholic" and then verbalized an obscene and violent-sounding message expressing a critical outlook toward my own Progressive Prohibitionist Religion.
My anti-marijuana, anti-illicit-drugs, anti-drinking-alcohol, anti-tobacco, anti-tattoos, anti-facial-hair-minded, pro-clean-and-non-profane-speech-in-everyday-communications, platonicly polite "Progressive Prohibitionist Religion" emphatically opposes the sex crime of pederasty.
My religion also opposes sexual assaults, opposes home-invasion-crimes, opposes stalking-related crimes, opposes thought-control projects, opposes "deprogramming projects", opposes personal-injury-crimes, opposes the direct infliction of anonymous communications or noise pollution on anyone in a context that violates their own privacy rights or harms their medical health, opposes the deployment of continuous noise pollution as a means of punishing or harassing someone or attempting to pressure that person into moving away from his city of residence, opposes the infliction of fraudulent or knowingly dishonest communications on anyone, opposes the deployment of medical technology with the intent of medically injuring an individual, and opposes the deliberate physical infliction of pain on anyone during their own sleeping hours as they lie alone, unconscious, on their own designated bed inside their own residence.
