This is a courtesy carbon-copy to each of you top APD officials here in this state capital city for Texas on an unexpected reply e-mail letter I received today, Easter Sunday, from Jane Clayton, a female official of the National Police Accountability Project headquarters office in New Orleans, Louisiana.

As always, I would welcome any actual law-enforcement initiatives that either of you two APD officials plans to pursue in order to help protect my own ability as a longtime-celibate, permanently-drinking-alcohol-free, facially-cleanshaven, gainfully-employed, law-abiding and honest, single adult 62-year-old Anglo gentleman living alone in north Austin, to myself keep anyone and everyone AWAY from any portion of the interior of my always-bolt-locked and always-locked current solo-occupancy efficiency apartment unit during my sleeping hours or napping hours. I ALWAYS sleep alone and I ALWAYS lie alone on my own BED.

I want to assure each of you that I will of course immediately and fully honor the very unexpected and very surprising rejection note I received yesterday (below) from the award-winning Community Liaison Officer for the Pflugerville Police Department, Officer Ingrid Friedman---a written rejection that Officer Friedman sent to me in her cited official role as as CTCPA Vice President for Membership.

Please let me know as soon as possible if any of you highly-regarded crime-prevention-minded Central Texans object in any way to receiving any additional emails from me about my being a self-identified victim of alleged continuous criminal activities in north Austin.

I would also appreciate receiving a reply note from any of you in regard to whether you yourself agree with my own outlook that a rent-paying single adult gainfully-employed always-sober official rent-paying tenant living alone and sleeping alone inside an always-bolt-locked and always-fully-locked efficiency apartment unit in Austin, Texas, can benefit significantly from additional civil and law-abiding crime-prevention strategies.

A respectful FYI to each of you crime-prevention-minded civic leaders and government officials on the following, from John Kevin McMillan, longstanding criminal-law complaint in APD Case 16-1340923, an alleged continuous-and-continuing, daily-and-year-round home-invasion-crimes-and-personal-injury-crimes-and-sex-crimes case for which I have repeatedly informed Austin (TX) Police that there is a need for investigation to identify a possible currently-hidden additional point of entry by alleged perpetrators into my current always-bolt-locked and always-fully-secured solo-occupancy efficiency apartment unit during my sleeping hours.

I ALWAYS sleep ALONE on my own bed, and I NEVER permit anyone but on-duty APD officers to enter my bolt-locked unit during the nighttime or early-morning hours. Infrared motion-sensitive-camera-generated images obtained for me during my sleep as I lie alone on my own bed appear to show evidence of possible alleged movement near or from my bedroom walls.

Austin Police did send me a very recent PIR response in which APD confirmed for me that they had obtained from me photos of images of persons inside my current bedroom during my sleeping hours who each appeared to be someone OTHER than myself.

I myself have never with my own eyes ever at any time directly seen any confirmed person other than myself who was himself or herself physically present anywhere inside my bedroom at any time after I had moved into my unit on the afternoon of June 21, 2019.

Despite that progress for me in the crime case, APD's Sex Crimes Unit has declined to authorize ANY forensic DNA-swabs rape-evidence medical exam on me at any time since 2011.

I would appreciate any suggestions or advice or recommendations from any of you on any aspect of this crime case that has apparently baffled APD detectives for many years here in this state capital city for Texas.

This is a courtesy follow-up note to inform each of you board members that this afternoon, I was able to figure out on my own through online research that the gentleman named "Bruce" who sent me an e-mail rejection letter (below) earlier today was, in fact, a very distinguished member of your group's highly-esteemed Board of Directors and is also himself your current membership chairman: Harris County Sheriff's Office Deputy Bruce Paige.

I have, of course, immediately and fully honored Deputy Paige's rejection of myself, effective this afternoon.

Harris County Deputy Bruce Paige, as each of you is no doubt very aware, has publicly identified himself at your non-profit group's website of "htttp://www.tcpa.org" in the following way:

According to the official Facebook page for the Harris County Sheriff's Office, Deputy Paige as a member of the Harris County Sheriff's Office Community Engagement Division Crime Prevention Unit in July 2018 earned "2018 Outstanding Crime Prevention Specialist" Award at a Texas Crime Prevention Association awards ceremony in Tyler, Texas.
I myself do not recall having ever spoken with Deputy Bruce Paige or having met him in person on any occasion in my entire life. Today was the first occasion I can recall in which I received an e-mail note from him: the above-cited rejection letter.

For the record, the e-mail I had sent to TCPA Membership Chairman Bruce Paige that resulted in his rejection note to me this morning had used an e-mail address for Deputy Bruce Paige of "membership@tcpa.org that was provided to me at your group's official website after I clicked on his name.

As a former full-time employee in Austin for the Texas Department of Public Safety and the Texas Board of Pardons and Paroles state agencies, I value having fine credibility with law-enforcement officers for myself being civil and law-abiding and very honest and vigilant and law-enforcement-minded.

Please let me know as soon as possible if any other board member of your non-profit group ever states or indicates that he or she does not want to receive any additional e-mails from me about my being a victim of crime in Austin, Texas. I will then very promptly honor that request.

This is a Texas Open Records request in which I am seeking a copy of any and all e-mail communications that at any time since January 1, 2011, were generated or received or sent or FAXed or mailed by the City Attorney of San Antonio or any Assistant City Attorney of San Antonio or any other official or staff member employed in the City Attorney's Office in your city, and that, in each and every such case, directly referred at least once in any manner to myself, John Kevin McMillan of Austin, Texas.

This public-information request was prompted in part by the disclosure to me on September 11, 2018, by your municipal government that the City of San Antonio Police Department (SAPD) had classified as a "zoning" (exact quote) issue a legal document of mine on file with SAPD that was focused on myself and Austin (TX) Police Department Sex Crimes Unit Sergeant Martina St.Louis.

Below, for your convenience, is the text of the City of San Antonio's e-mailed reply to my online August 27, 2018, online public-information request to the City of San Antonio that was exclusively focused on the San Antonio Police Chief (or members of his staff) and me.

Your city government's September 11, 2018, e-mail official response to my online public-information request provided me with an attachment containing the above-cited legal document about myself and APD Sex Crimes Sergeant Martina St.Louis that was itself identified in writing by San Antonio Police as a "zoning" issue.

This April 3, 2020, public-information request was also prompted by a very surprising and very terse e-mail letter I received one day after Christmas Day of 2014 from the FBI's regional office in San Antonio in my e-mail system inbox of my personal computer inside my rental-apartment unit at 11411 Research Boulevard, Apt. 325, in northwest Austin:

Also noteworthy were specific oral recommendations on the telephone I received in 2012 from the Austin-based University of Texas (UT) System Police Department Assistant Director Ruben Puente. Officer Puente volunteered to me in two separate 2012 phone conversations I had with him that I myself might want to consider dropping UT-San Antonio from my list of educational institutions I contact by e-mail.

Below are the initial paragraphs of a follow-up letter of mine to Officer Puente that referred to his advice to me on the phone in 2012:

"In that phone call you made to me, and in a subsequent return phone call you made to me on December 31, 2012, you repeatedly stated to me that neither the UT System, nor any component institution of the UT System, nor any employee or official of any UT System-affiliated institution, bears any responsibility for or has any involvement of any type in, or any jurisdiction over, any aspect of the '(adverse) situation you (UT-Austin alumnus John Kevin McMillan of Austin) are having to endure (exact quote)...."

This public-information request was also prompted by the following e-mail letter I received from a City of San Antonio official who at that time possibly indicated in writing that her municipal government for the county-seat of Bexar County, Texas, did not have any applicable documents on file that referred to myself:

This public-information request was also prompted by an August 15, 2011, reply E-mail letter to me from Mr. Robert Rivard, Editor in Chief of the Hearst media company-owned "San Antonio Express-News" in San Antonio, Texas. That letter to me from Mr. Rivard stated as follows: "Pls remove my name from your list."

In subsequent years, that very influential daily newspaper in your city has sent me automated-message thank you notes for courtesy carbon-copies I have sent to Express-News Letters-section staff (staff members OTHER than Mr. Rivard, I might politely emphasize) that referred to myself being a self-identified victim of alleged personal-injury-crimes and alleged anal-rape-crimes during my sleeping hours as I lay ALONE on my own bed inside my bolt-locked apartment unit in Austin, Texas.

My legal name is "John Kevin McMillan". My date of birth is April 27, 1957. I was born in Lincoln, Nebraska.

Throughout the approximately nine-year period applicable to this public-information request, my primary personal e-mail address has always been: mcmillanj@att.net.
