Dear Mr. Biden,

I read online this Sunday night that crime experts say that a history of deliberately setting fires can be a possible warning sign that someone might later become a serial killer. I obtained that information by Googling "warning signs of a serial killer" or some similar phrase.

This is one example of why I recommend that you consistently highlight and promote your own refreshingly pro-active style toward addressing public-safety issues in very specific terms that will greatly impress voters. You could urge the federal government to establish a nationwide database about any and all persons who are ever suspected or having deliberately set a fire, regardless of whether they were actually convicted of the crime of arson.

I also recommend that you highlight your own pro-active style toward crime-deterrence by urging the federal government to either establish or expand upon any current nationwide computer database containing factual information about any and all persons in the United States who have ever been suspected of cruelty toward animals or have been formally charged with a crime involving alleged cruelty toward animals.

According to a fascinating and first-rate blog I read tonight, a history of arson and a history of cruelty toward animals are two of the "Red Flags" that identify a possible current serial killer or possible potential future serial killer.

At present, I respectfully question whether the U.S. Government has assigned high enough priority to development of a fully-up-to-date database containing factual information and unconfirmed reports about any and all CURRENT OR EXPECTED FUTURE SUSPECTS FOR SERIAL HOMICIDE in the United States.
I strongly believe, Mr. Biden, that if you can convince American voters that you will be much more effective than President Trump has been at deterring violent crimes such as serial homicide----one of the most feared categories of crime, along with the terrifying and also heinous crime of mass homicide---this will significantly boost your own chances of winning the majority of Electoral College votes in the November 2020 General Election.

I hope this additional campaign-strategy letter is helpful to you. 

Incidentally, I hope you won't mind my mentioning again that I feel very strongly that if you make a public pledge to yourself lead a completely and permanently drinking-alcohol-free lifestyle throughout the remainder of the Presidential campaign and throughout your entire four-year term of office as President, this will be very, very reassuring to voters.

If they feel 100 percent sure that you will be sober at all times, and with a much better mind for Presidential leadership and public-policy-minded governance than Donald Trump has, this will greatly enhance the confidence of voters when they cast their ballot for yourself at the polls in November.

I feel that you could make your public "I WILL ALWAYS BE ALCOHOL-FREE" PLEDGE in a context that---FAR FROM MAKING YOU APPEAR TO "COPY" OR "IMITATE" Mr. TRUMP ---- ACTUALLY HIGHLIGHTS YOUR ADMIRABLE DIFFERENCES FROM Mr. TRUMP'S STYLE OF PRESIDENTIAL LEADERSHIP.

IN THAT CONTEXT, WITH YOUR MANY DIFFERENCES FROM Mr. TRUMP BEING BRILLIANTLY EMPHASIZED, YOU COULD THEN PUBLICLY PLEDGE THAT YOU YOURSELF ARE VERY DETERMINED TO NEVER HAVE A NON-SOBER MOMENT,  AND TO ALWAYS BE FULLY HONORABLE AND LAW-ABIDING AT ALL TIMES, IN YOUR CAPACITY AS CHIEF OF STATE AND, BEFORE THEN, AS A DEMOCRATIC PARTY CANDIDATE FOR U.S. PRESIDENT.
