Good morning Mr. McMillan:
This email is in response to your Open Record Request received by the Austin Police Department December 21. You asked to receive a copy of a list, which gives the name of individuals who are being denied Sexual Assault Forensic Exams. We apologize for the delay in response; unfortunately, we are working with a huge backlog with more than 25,000 requests received and we receive approximately 100 new requests each day. There are only four employees assigned to answer these.
We’ve been working your request. Regrettably, we will likely not have your request answered by today. Considering our backlog and the 24,392 requests we received before yours, we will endeavor to have your request answered by January 22 at 5 pm.
We apologize for the delay in response and appreciate your continued patience.

Dear Open Records Administrator for the Austin Police Department in Austin, Texas,
This is a polite reminder that you are required by state law to respond in full and in writing to a public-information request within 10 working days.
I maintain that you may have allegedly violated state law through your municipal law-enforcement agency's alleged possible failure to mail me a reply letter providing me with any and all responsive documents that are responsive to my December 19, 2015, E-mail public information request (below) to your City of Austin Police Department.
I might add that if I do not receive a reply letter from you on this by 4 p.m. Tuesday afternoon, January 12, 2016, I will have no choice but to myself immediately file a civilly-worded legal complaint against you with Attorney General of Texas Open Records Division investigators here in Austin.
Sincerely,

This public-information request was prompted by an official APD report filed on June 3, 2015, by Austin Police Department Sex Crimes Detective Ms. Rae Ann Egan.
In that full-page report, Detective Egan explained in writing why APD on that day chose not to authorize any Sexual Assault Forensic Exam on myself, criminal-law complainant and self-identified continuous-anal-rape-crimes-and personal-injury-crimes victim John Kevin McMillan of Austin, Texas, even though (I) had repeatedly requested that SAFE exam on myself on the morning of June 3, 2015.
"I (APD Detective Rae Ann Egan) did some research and I did find out that this particular person (John Kevin McMillan of Austin, Texas) is on the 'Do Not Approve' List for SAFEs (Sexual Assault Forensic Exams)," Detective Egan wrote in that June 3, 2015, official APD supplementary report by that APD Sex Crimes Unit officer.
Detective Egan's report concludes with the highlighted phrase, "SAFE NOT APPROVED".
That report by APD Detective Egan was among 19 pages of legal documents that were mailed to me this month by the Austin Police Department in response to a public-information request from myself that APD designated as Open Records Request Number 12-23337.

---What prompted the Assistant Director of the University of Texas System Police Department, a statewide law-enforcement agency with jurisdiction over the UT-Austin campus, to make a surprise unsolicited local phone call to me at my landline telephone number of (512) 342-2295 inside my apartment unit of Wind River Crossing Apartments in northwest Austin on December 20, 2012, in which that UT System official, UT System Police Officer Ruben Puente, volunteered to me:
"The situation you're (John Kevin McMillan of Austin) having to endure is something outside of our (the University of Texas System Police Department's and the UT System's) jurisdiction" (an exact verbatim quote of an emphatic comment that UT System Police Officer Puente made to me in that December 20, 2012, phone call.
---What prompted University of Texas System Police Department Assistant Director Ruben Puente in a Dec. 31, 2012, return phone call he made to me at my rental apartment unit at Wind River Crossing Apartments in northwest Austin, to state to me in my capacity as the victim and complainant in a continuous-and-continuing-sex-crimes-and-personal-injury-crimes case in Austin:
"Good luck on the investigation, or lack thereof, by the Austin Police Department" (exact verbatim quote).
---What prompted University of Texas System Police Department Assistant Director Ruben Puente to repeatedly state to me on the telephone during an unsolicited December 20, 2012, phone call he made to me, and also during a subsequent December 31, 2012, return phone call he made to me, that while it is acceptable to him for me to contact himself, Officer Puente, at any time, that UT System Police Department official recommends that I consider not contacting any other official of The University of Texas System or any component institution of the UT System, such as The University of Texas at Austin, or any student organization or faculty member affiliated with any component institution, and that he specifically advises me against ever again contacting the General Counsel for the UT System Board of Regents at that timne, Mrs. Francie A. Frederick, ever again or in any context, Officer Puente stated.
---What prompted UT System Police Department Assistant Director Ruben Puente to repeatedly state to me during an unsolicited December 20, 2012, phone call he made to my landline phone inside my apartment unit at Wind River Crossing Apartments in northwest Austin, that he requests that his phone call be strictly confidential, and that not even General Counsel Francie A. Frederick of the UT System headquarters in Austin---herself a next-door neighbor at that time of my oldest brother Kent Neal McMillan and his wife, Sara, in Westlake Hills, after that married couple purchased my parents' home along Ridgewood Road in Westlake Hills---was not herself aware that he was making that phone call to me, Officer Puente stated.
---What prompted a high-ranking investigator for the Texas Rangers division of the Texas Department of Public Safety law enforcement agency, Lt. Jesse Valdez, to send me an official E-mail letter on January 23, 2013, about my being a victim of alleged continuous crimes in Austin, Texas?
----What prompted Texas Rangers Division Lt. Jesse Valdez in his January 23, 2013, E-mail letter to me to express a high level of confidence in the Austin Police Department as the one total law-enforcement agency expected by Lt. Valdez to investigate any and all of my allegations about alleged felony-crime criminal activities victimizing myself on a daily and year-round and multi-year basis in Austin, Texas?
----What might explain why in the seven-year period since I myself began writing this Google Blog on December 17, 2008, only one of the top five nations where visitors to my blogsite apparently reside has been a predominantly English-speaking nation --- the United States of America.
----What might explain why the four other respective nations each accounting for the largest total number of visits to my Google Blog from the most recent seven-year period, are: Russia (number two in total readership by that criterion), Germany (number three in total readership by that criterion), Ukraine (number four), and France (number five), even though I myself have never visited Germany, Russia, the Ukraine, or France, nor have I ever made any long-distance phone call to anyone residing in any of those foreign nations at that time, and it's also true that only Germany of those four foreign nations accounts for any of my own ancestral heritage (through the "Siegling" clan on my mother's side of my family tree).
----What might explain why it is that in the entire multi-year period from 12:01 a.m. April 17, 2011, through the present (January 9, 2016, in particular), I have experienced only two total multi-hour early-morning periods (on Saturday, September 3, 2011, and on Saturday, September 10, 2011) in which I benefitted from a full and uninterrupted night's slumber and I woke up after seven or eight consecutive hours of sleep, feeling fully refreshed and revitalized and immediately sensing that on that particular early-morning period, NO ONE had physically abused me or medically injured me or wounded me or anally raped me or subjected me to unwanted nasal inhalanants or to unwanted liquids somehow forced into my mouth or anus as I lay unconscious, probably snoring as well, on my own bed inside my locked bedroom of my bolt-locked apartment unit in Austin, Texas.
---What might explain why a polite male adult work supervisor of mine and Assistant Manager inside a corporate-owned restaurant workplace for me in Williamson County, Texas, Mr. Israel Rios, himself a kindly Hispanic gentleman and married man and father residing with his wife and children in the Williamson County city of Pflugerville (or possibly Cedar Park or Round Rock), volunteered to me during a workshift of mine inside the general manager's office of that corporate-owned cafeteria workplace for me in 2011 or 2012:
"It's obvious to me (Mr. Israel Rios of Williamson County, Texas) that organized crime (exact quote on that particular two-word term verbalized by Mr. Rios on his own initiative) is involved in the alleged personal-injury-crimes and anal-rape-crimes victimizing you (waitstaff employee John Kevin McMillan of Travis County, Texas) during your sleep as you lie alone on your own bed inside your bolt-locked rental apartment unit in Austin!"?
----What might explain why Houston-based private attorney John Mayer volunteered to myself, John Kevin McMillan of Austin, on the telephone during a legal consultation phone call I made to his hotline-service Ross Banks law firm in Houston, Texas, in 2011 or 2012:
"It seems to me (State Bar of Texas member first-rate attorney John Mayer of Houston) that you (Texas Legal Protection Plan legal-aid-services client John Kevin McMillan) are apparently being victimized by an Austin-based satantic devil-worshipping cult (sic) inside your rental apartment unit in Austin!"
----What prompted former crime investigator Jerry Moore---himself a resident of Williamson County and married man and father, and also a work supervisor employed as an Assistant Manager at a corporate-owned cafeteria restaurant workplace for me in Williamson County, Texas----to state to me at the start of a workshift for me one day in 2011 or 2012 from inside the general manager's office of my restaurant workplace, that after examining several spy-camera photos I had handed him with his prior permission that day inside the general manager's office, photos that had been obtained for me from inside my bedroom during periods when I was asleep and unconscious, Mr. Moore had determined that the one spy-camera photo that struck him as the best apparent crime evidence showed an apparent light-skinned male suspect with very muscular arms and apparent tattoos on at least one of his arms, Mr. Moore said.
"Since you (waitstaff employee John Kevin McMillan) don't have any tattoos on your own body, and the featured arm is very muscular, this indicates to me that this particular photo is of a likely intruder", (approximate quote), Mr. Moore, a self-identified "former crime investigator for the Harris County Sheriff's Office in Houston", helpfully stated.
---What prompted Senior Officer James Turner of the Austin Police Department to volunteer to me on his own initiative on the telephone in 2011 or 2012 from his APD office in downtown Austin, this during a multi-month period in which I myself was repeatedly informing Officer Turner and his APD colleagues in writing, and through 311 and 911 phone calls, that I was being subjected against my wishes on a daily and year-round basis to alleged anal-rape crimes and alleged personal-injury crimes allegedly being inflicted on me by alleged illegal intruders as I lay alone on my own bed, sleeping and unconscious, inside my locked apartment unit at Wind River Crossing Apartments in northwest Austin:
"These types of things can turn around overnight, and can lead to a very fast out-of-court settlement!" (approximate quote).
---What prompted Senior Officer James Turner of the Austin Police Department in Austin, Texas, to state to me in person at my apartment complex in 2011 or 2012, during a conversation in which I complained to Officer Turner about my being medically harmed and injured by alleged anal-rape-crimes-and-personal-injury-crimes allegedly being inflicted on me on a daily and year-round basis by alleged illegal intruders during my sleep as I lay alone on my own bed inside my locked apartment unit in Austin:
"They can't damage or harm you that much (approximate quote, with the word 'They' being an exact quote).
---What prompted APD Senior Officer James Turner, during a 9 a.m. Tuesday, July 14, 2015, unannounced visit by himself, accompanied by his APD colleague "Vic", on the outdoor balcony directly in front of my second-floor rental apartment unit in Building 3 at Wind River Crossing Apartments in northwest Austin (an APD visit in which I politely stated to the two APD officers that my rental lease in that unit would automatically expire 11:59 p.m. July 29, 2015), to himself pose to me the very surprising and unsolicited question:
"Are you (John Kevin McMillan) planning to move out of (Travis) County?"
---What prompted a restaurant-industry coworker of mine to state to me in 2011 or 2012 outdoors on the property of our restaurant-industry workplace in Travis County, after I had complained to him repeatedly about my being victimized by alleged anal-rape crimes and alleged personal-injury-crimes during my sleep on a daily and year-round basis inside my locked apartment unit at Wind River Crossing Apartments in Austin:
"I (that male adult restaurant-industry coworker) know for a fact that it is going on!".
---What prompted that very same adult male coworker of mine at a restaurant-industry workplace in Travis County, Texas, to state to me in a one-to-one conversation we had outdoors on the property of our workplace in 2011 or 2012:
"I (that male adult restaurant-industry coworker) can easily imagine a scenario in the foreseeable future in which your crime case in which you are the victim of anal-rape crimes on a daily and year-round basis here in Austin, will lead to a criminal-law prosecution by a prosecuting attorney inside a courtroom here!" (approximate quote).
---What prompted Jerry Moore, a work supervisor of mine and an Assistant Manager at a cafeteria workplace in Williamson County, Texas, to state to me in February 2014 that he would like to personally review inside the general manager's office a copy of the signed official E-mail letter from U.S. President Barack Obama that I had received on Feb. 20, 2013, in which President Obama expressed strong written support for my cited goal of myself achieving full freedom from being victimized by crime in Austin, Texas?
----What prompted Jerry Moore, a self-identified former crime investigator for the Harris County Sheriff's Office in Houston and, at the time, a work supervisor of mine and Assistant Manager at a corporate-owned cafeteria workplace for me in Williamson County, Texas, to himself state to me inside that restaurant during a workday for me there in late February 2013:
"I (Jerry Moore) am no longer worried about it, since that signed letter you (employee John Kevin McMillan of Travis County, Texas) have received from President Obama indicates to me that the alleged personal-injury crimes victimizing you during your sleep inside your apartment unit will end very soon!" (approximate quote).

Subject: 8-20-08 two questions for your group
To: nyssf@aol.com
Dear National Youth Sports Safety Foundation officials in Boston, Mass.,
I would like to find out how much of your current injury-prevention emphasis is on lifelong sports. I am referring to sports one could pursue throughout one's entire life, including tennis, racquetball, croquet, volleyball, table tennis, running, jogging, ice skating, roller skating, speed-walking, hiking, cross-country skiing, swimming, and golf.
I am particularly interested in helping to promote injury-prevention in each of the lifelong sports throughout a person's entire lifetime.
Also, I would like to find out whether your noble non-profit foundation is seeking to educate the general public about the value of possibly abstaining from participation in the so-called high-risk sports. I am referring to sporrts such as downhill skiing, boxing, race-car driving, rock climbing, mountain-climbing, sky-diving, etc.
As a former Bostonian currently residing in Austin, Texas, I have been dismayed by the many Austin residents in their teens and 20s who have told me in recent years that they love to pursue "high-risk sports" on a year-round basis. One young man in Austin even told me a few days ago that he likes to pursue "target practice" using a variety of guns he would himself shoot, he said, as a favorite "sport" or "hobby" of his, that young man told me during that first-ever conversation I had with him earlier this week.
It seems to me that the obsessive pursuit of high-risk sports on the part of many younger Austin residents in this capital city of Texas points to self-destructive, destructive, and possibly even violent tendencies in many of those younger persons.
Thank you in advance for your reply letter in response to these two questions from myself.
I am very interested in possibly joining your group as an individual dues-paying member. I would need your reply letter on these two questions before I could decide for sure whether to myself join your gorup.
Sincerely and Best Wishes,
John Kevin McMillan,

Subject: 3-8-15 Texas A and M University System Open Records
March 8, 2015
Dear Texas A and M University System Open Records Coordinator in College Station,
This is a Texas Open Records request in which I seek to obtain from you a copy or photocopy or computer printout of any and all letters, reports, memoranda, notes, legal notes, handwritten notes, E-mail correspondence, or computer records that each refer at least once to myself, John Kevin McMillan of Austin, Texas, in any manner, and that, in each such applicable case, at any time since 12:01 a.m. March 1, 2011, were written or mailed or sent or received or forwarded or FAXed or e-mailed or compiled and kept on file by Texas A&M University System General Counsel Ray Bonilla or any other staff member or attorney or administrator or official employed in the Office of General Counsel of the Texas A&M University System headquarters offices in College Station, Texas.
This public-information request from myself was prompted in part by a very memorable two-page memorandum that your State of Texas-owned public university system kindly mailed to me earlier this century in response to a public-information request from myself.
The two-page late 1990s signed memorandum was written by then-General Counsel Delmar Cain of your very influential statewide public university system.
General Counsel Cain in that memorandum on official Texas A&M University System stationery explored in writing whether Mr. Cain was willing to help myself, John Kevin McMillan of Austin, by General Counsel Cain on behalf of the Texas A&M University System filing a lawsuit in a court of law in Texas that might help put an end to the cited unwanted anonymous obscene communications allegedly victimizing myself, John Kevin McMillan, in Austin, Texas.
Mr. Cain's memorandum was in response to numerous E-mail letters or letters I had written and E-mailed or mailed to Texas A&M University System officials in the late 1990s that complained in writing about my being victimized during that multi-year period by alleged anonymous obscene communications in Austin, Texas.
Mr. Cain concluded in his two-page late 1990s memorandum I have kept on file in my own personal legal files inside my rental apartment unit in Austin, that Texas A&M University System General Counsel Cain would NOT be willing to assist me, he stated in writing.
Mr. Cain cited as his sole explanation for that decision by himself his own outlook that he questioned my level of "sincerity" (his wording) in regard to the content of my speeches before Austin City Council on behalf of my own non-Christian fully-independent new religion that were citedly aimed at helping to address the overall needs of Austin, General Counsel Cain stated in writing in that late 1990s memorandum exclusively focused on myself, John Kevin McMillan.
I have sent numerous E-mail letters to Texas A&M University System Assistant Chancellor David Rejino in recent years.
My legal name is John Kevin McMillan. I was born on April 27, 1957, at Lincoln, Nebraska. My social security number is: ....
I have resided in Austin, Texas, on a continuous and uninterrupted basis ever since mid-March 1997.
I am the founder and only current approved member of a new and non-Christian quality-of-life-minded religion, the implicitly-deistic Progressive Prohibitionist Religion. I have referred to my involvement with that fully independent one total religion of mine in numerous public-policy-minded E-mail letters or letters that I wrote and sent to Texas A&M University System and Texas A&M University officials in College Station.
In recent E-mail correspondence of mine I have shared in the last several months with a rape-evidence DNA-swabs forensic exam advocate---a "Trisha Sheridan" employed as a faculty member at a Texas A&M University Nursing School in east Texas---I was very surprised one day to receive an automated notification through my AT&T E-mail service that a "block" had been imposed from her end that prevented me from successfully sending Professor Sheridan any additional E-mail letters referring to my civilly-stated criminal-law complaints.
I am referring to criminal-law complaints from myself, including numerous crime reports I have filed with the Austin Police Department over the last four-year period, in particular, about my being a victim of alleged continuous and continuing daily and year-round and multi-year anal-rape-crimes and alleged personal-injury crimes allegedly inflicted on me during my sleep by one or more alleged illegal intruders----this during periods when I myself was sleeping ALONE and lying ALONE on my own bed inside my bolt-locked bedroom of my bolt-locked rental apartment unit.
I have repeatedly informed law-enforcement agencies in Texas that I would WELCOME any and all forensic DNA-swab medical exams that any government agency or government-owned institution is willing to offer me at any time----including your own highly-regarded Texas A&M University System or any of your component institutions---that involves
DNA swabs on my own anus, buttocks, mouth, and nostrils, in particular.
I am a longtime celibate-by-choice, always-sober and permanently alcohol-free, single adult white gentleman.
Thank you in advance for your helpful reply letter providing me with any and all documents responsive to this public-information request from myself.
Sincerely and Best Wishes,
John Kevin McMillan.

In regards to your questions, I'll try and answer them in order that you asked..
1. regarding members who live in the Austin area, I do not have those records, they are kept by the treasurer. I'll see if I can get some information from her about that.
2. Same as above.
3. The best way to meet other members of the Brewster Society, would be to come to our Trienniel meeting in Plymouth, Massachusetts being held next year. Also, the newsletter that we send out, is really for information only. We really don't advertise to other members. You can access our newsletter on our website. www.brewsterfamily.org
4. We are going to discuss an endowment and or scholarship at our next meeting. This is something that we've talked about for many years, but never really got it off the ground. I have been working very hard to get membership going so that this would be possible. If you'd like to help with it, I can let the president know at our meeting.
5. a GREAT idea.. I'm going to see if we can possibly come up with something that would go along with your ideas.
Thanks for your sincere interest, and please keep in touch.

Dear Mr. Thompson,
Thank you for your helpful reply message.
I would also like to ask you a few follow-up questions:
(1) Do you know of any members of the Elder William Brewster Society who reside anywhere in the Austin area of Texas? Among towns near the capital city of Texas where I am living are: Westlake Hills, Texas; Round Rock, Texas; Cedar Park, Texas; Pflugerville, Texas; Georgetown, Texas; Bastrop, Texas; and San Marcos, Texas.
(2) As an alternative way of asking this same type of question, I could ask you whether you know of any other members who reside in a geographical location with a zip code that begins with, "787." I pose that question because I myself reside at the zip code area of 78759. It would be truly wonderful if I could meet some member of our Elder William Brewster Society who resides in the very same zip code as myself, in fact.
(3) If you aren't able to give out information of that type, is there some newsletter for our society into which I could at least pay for an announcement about myself wanting to meet several other members of our society who reside in the Austin area? I would find it very inspirational to have the opportunity to treat a fellow Elder William Brewster Society member to lunch or dinner or breakfast or tea and conversation in a nearby restaurant in the Austin area.
If there is an Austin chapter or other Texan chapter of the William Brewster Society, I would be very pleased to obtain the name of the president or secretary of that society.
Some brainstorming ideas I would like to share with you and your fellow officers of the Elder William Brewster Society include the following:
(1) Might there possibly be a benefit to our society raising funds at some point in order to finance one or more seminary-education-related financial scholarships for honorable seminary students who are themselves direct descendants of the Rev. William Brewster?
I raise this question partly because it would be fitting for our group to foster the educations of future clergymen, in the hope that they might prove to be of the caliber of Rev. Brewster himself. Also, the traditions of integrity and morality maintained by the gentleman who inspired the establishment of our non-profit group might be especially evident among seminary students and clergymen, it seems to me. Inevitably I find myself sensing that if Rev. Brewster himself had been consulted about the matter toward the latter stages of his career as a clergyman, he might have been very pleased to sense that future clergymen would be offered special nurturance and assistance through an endowment fund inspired by Rev. Brewster's life as a clergyman.
(2) If an endowment fund for this could somehow be established, I sense that it would also be very fitting for our Elder William Brewster Society to possibly sponsor an annual "Brewster Award" or "Rev. Brewster Integrity in Government Award" to the elective official or appointed government official who in the most recent 12-month period exhibited particular integrity, courage, honesty, diligent obedience of the law, cleanliness of speech, civility, generosity, moral vision, and dedication to addressing the broader needs of the city, county, state, and nation in which that government official is situated.
I offer this idea partly because Rev. William Brewster did, after all, preside over much of the governance of the colony of Puritan settlers in what is now Massachusetts.
(3) Many Americans are aware that a President of Yale University a few decades ago, Kingman Brewster, was himself a descendant of the Rev. William Brewster, from what I understand. If that is true, do you think that possibly the Elder William Brewster Society should consider offering a special award each year to the highest-ranking administrators of educational institutions around the United States who are themselves descendants of the Rev. William Brewster? It also seems to me that possibly there might be a benefit from establishment of a Brewster Scholarship at Yale University that might be earmarked for descendants of the Rev. William Brewster or, otherwise, for students planning to pursue a career in the ministry or in higher education, say...
Thank you again, Mr. Thompson, for your very kind and friendly reply letters. I would be very pleased if any of the very tentative brainstorming ideas from myself are useful to our Elder William Brewster Society.
Sincerely and Best Wishes,
John Kevin McMillan of Austin, Texas.

Dear Mr. Thompson,
Happy New Year to yourself, and thank you again for the official confirmation you have mailed to me via the U.S. Postal Service and Internet that I am now an official member of your very prestigious Elder William Brewster Society.
I was reminded again today, as I reviewed my checking account records on the Internet, that the $12 check (Chase Bank Check Number 112) that I wrote and mailed Nov. 7, 2007, to yourself and your admirable non-profit organization at your cited post-office box mailing address in Branford, Connecticut, still has not been cashed.
I am very hopeful that you will be willing to cash that Chase Bank check from myself in the very near future, which will simplify my ability to balance my checkbook without any complications.
Thank you, and Best Wishes to yourself and all of your Elder William Brewster Society members,

P.S. Some of the non-partisan causes I hope that the Elder William Brewster Society can endorse or champion, and thereby translate Elder William Brewster's admirable beliefs into a 21st Century context, include:
---freedom from religious or political persecution;
---freedom from persecution or discrimination relating to one's being law-abiding and vigilant (such as by reporting possibly illegal activities to legal authorities), consistently civil, and honest and alcohol-free and tobacco-free and clean-talking and tattoo-less, for instance, there being outrageously immoral favoritism by many Americans of today toward Americans who are dishonest, law-breaking, uncivil, verbalize death threats to others, consume alcohol, consume tobacco, swear frequently, and have tattooes or body piercings on their own bodies.
---the freedom of assembly and freedom of association Constitutional and legal right to associate with persons who actually do agree with and feel comfortable with one's own beliefs and lifestyle conduct, and to develop lasting and mutual-consent and honest personal friendships or career-related professional relationships with those individuals.
----development of utopian-style communities in the United States of today where illicit-drug-addiction, alcohol consumption, tobacco consumption, and incivility are virtually non-existent.
----the conferment of a "Puritan of the Year Award" to the American citizen of the 21st Century who most embodies the very finest of the Puritan Colonists' ideals.
-----sponsorship of an anthology book containing the very finest and wisest of the written observations of Puritans, and particularly of the Rev. William Brewster.
