Thank you for your reply letter (below) today and accompanying attachment you sent me today that contained a three-page invoice for me from TDCJ Assistant
General Counsel William Overton.
That three-page signed invoice states that your public law office is now asking me to pay your Office of General Counsel in advance a total of "$498.60" in exchange for:
"a copy of any and all e-mail letters and other written communications or legal records that were written, generated, compiled, received, sent, FAXed or mailed by any staff member or official of your TDCJ Office of General Counsel in Huntsville during the time period from January 1, 2015, through the present and that in each and every such a case referred to me (John Kevin McMillan) at least once in any manner or any context" and
"a copy of each and every document I (John Kevin McMillan) wrote that was received by your Office of General Counsel in Huntsville, including any and all public-information requests that I wrote and submitted to your state agency headquarters during the time period ever since January 1, 2015, and any and all written communications during that time period between your public law office and the Attorney General of Texas state agency that referred to me or to a public information request of mine."
I am hereby respectfully narrowing the scope of my February 7, 2023, follow-up public-information request to solely and exclusively include:
---any and all e-mail communications that during the time period from January 1, 2015, through the present, were written, sent, forwarded, or received by any and all TDCJ staff members who during the applicable time period had or have an involvement in the processing or forwarding of, or communications about, financial restitution payments to myself, John Kevin McMillan, my date of birth being 4-27-1957; and
---any and all e-mail communications in which your Office of General Counsel requested legal rulings or legal advice from the Attorney General of Texas during the time period from January 1, 2015, through the present, in a context that referred at least once to myself, John Kevin McMillan, date of birth 4-27-1957, or to a public-information request of mine I had submitted to your State of Texas agency.
Thank you for your kind patience and understanding about my now seeking to narrow the scope of my public-information request to your state agency's Office of General Counsel.

Your recent request, dated January 23, 2023, failed to expressly include emails. Your prior requests, at least the three previous requests, expressly included emails for which you were issued cost estimates with bonds. You failed to pay the bonds on the estimates; records were not released because payment was not received.
As noted, your present request failed to expressly include emails, with your history of expressly including emails and rejecting cost estimates for the emails it was reasonable to conclude you were not including emails in the language of your request. As you have clarified that you were including emails in the language of your January 23, 2023, request, please see the attached cost estimate with bond letter.

Directly below is the online public information request that I, John Kevin McMillan of Salt Lake City, Utah, wrote and submitted at 11:18 p.m. Mountain Time this Sunday night, January 22, 2023, to the Texas Department of Criminal Justice (TDCJ) state agency in Huntsville, Texas, at their official website:
"I am seeking a copy of any and all documents received or produced anytime since January 1, 2015, by the Office of the General Counsel for the Texas Department of Criminal Justice (TDCJ) state agency or your primary TDCJ office for administering restitution payments, that in each such case referred to:
"---financial payment or payments of restitution to me that were made by or on behalf of one or more respective persons who were convicted of having committed a felony crime that victimized me in Texas;
"---your state agency not having a current mailing address for me to which restitution payments for me could be mailed; or
"--the TDCJ expecting or planning to assist in future expected financial payment or payments of restitution to me that are expected to be made by or on behalf of one or more respective persons who are expected to be convicted in the future of having committed a felony crime that victimized me in Texas.
"My date of birth is April 27, 1957. I was born in Lincoln, Nebraska.
"My full legal name is John Kevin McMillan. My social security number is: ....(That ID number was provided in my online public-information request to the TDCJ, but has been withheld in carbon-copies I have sent out on this.)
"I am a lifelong single, permanently-alcohol-free, lifelong-tobacco-free, lifelong-tattoo-less,
white non-Hispanic adult gentleman. I am gainfully employed in Utah.
"I am a previous full-time employee in Austin, Texas, of the TDCJ and the Texas Board of Pardons and Paroles state agency, respectively.
"My current mailing address and home address ever since June 1, 2022, is: Wasatch Manor,
535 South 200 East, Apt. 912,
Salt Lake City, UT 84111.
"I have resided in Utah on a continuous and uninterrupted basis ever since December 31, 2021---the date when I relocated by airplane from Austin, Texas, to Salt Lake City, Utah. I officially became a permanent resident of Utah on January 1, 2023."
