Best Wishes to you during this multi-month period following the resignation of County Judge Sarah Eckhardt in which you have kindly agreed to serve as Travis County Judge on a temporary basis.

County Judge Biscoe, thank you again for having taken the time to advise me in writing (below) on November 6, 2008, in regard to any hypothetical scenario in which alleged possible violations of my own privacy rights and civil rights in Austin, Texas, might possibly give me the opportunity to myself in a civil and law-abiding manner file criminal-charges through a reputable law-enforcement agency here in Austin against one or more self-identified "gay persons", "homosexual persons", "bisexual persons", "effeminate male adult persons," "lesbian persons", "transsexual persons", "transvestite persons," etc., if any factual evidence is ever obtained that implicates one or more persons fitting those descriptions as allegedly being among the allegedly law-breaking perpetrators.

Judge Biscoe, are you currently aware of any possible alleged source of alleged current violations of my own privacy rights during my sleeping hours as I lie ALONE on my own bed, asleep and unconscious and probably snoring, inside my current always-fully-bolt-locked and always-fully-locked solo-occupancy (myself, only) efficiency rental-apartment unit in north Austin?

Thank you in advance for your very helpful reply note to me on this. That factual information from you can be invaluable to me in myself filing criminal-law charges through a reputable law-enforcement agency here in Austin, Texas.

Mr. McMillan, I'm afraid I an not able to provide much assistance.  Typically, if one believes a criminal violation has occurred, a complaint should be filed with the Austin Police Department or Travis County Sheriff's Office.  Generally speaking, the location of the offence controls where the complaint should be filed: if in the City of Austin, then APD has jurisdiction; and if in an unincorporated area of Travis County, then the County Sheriff has jurisdiction.  I cannot say more without more facts.  With more facts regarding the incident complained of, I can seek assistance from the County Attorney.

I greatly (appreciate) my own legal right to lead a lawfully and legally heterophiliacal lifestyle in Austin, Texas, in which I am far more inclusive in all aspects of my own life toward a significantly higher percentage of all of the law-abiding and civil and masculine and cleanshaven and friendly heterosexual adult men of Austin, in particular, than of all homosexual or bisexual adult male persons of Austin, for instance.
