Subject: Fw: 4-21-20 friendly question for City Manager Chavez
April 21, 2020
Dear Austin Police Department "Crisis Intervention Team" APD officer Larroque and APD Sergeant King,
A first-rate "Super Lawyer" criminal-law attorney member of the State Bar of Texas helpfully advised me on the telephone at between 2 p.m. and 2:30 p.m. on Friday, April 17, 2020, to myself honor the e-mail request (immediately below) of myself that I received on February 17, 2020, from APD Lt. Gena Curtis in order to myself be fully successful in my capacity as a criminal-law complainant, that attorney indicated to me on the phone.
Lt. Curtis, as you may recall, advised me in writing in mid-February to myself contact each of you two designated APD officers with any additional criminal-law complaints I might choose to share with either of you:
Curtis, Gena

_____
Officer Larroque and Sgt. King, I as a longtime-celibate Anglo male apartment tenant living alone hereby allege in writing that I continue to be awakened four or more times per night --- an average of about once per hour or once every two hours --- with an unpleasant vibrating sensation in my anus, despite my high-fiber diet and despite the fact that I don't have anal cancer, according to medical physicians I've consulted.
I am also awakened several times per night in the middle of my sleep with medical symptoms such as an unpleasant sensation in my nostrils (this happens much of the time when I'm awakened), even though I myself DO NOT OWN ANY OR USE ANY NASAL INHALANTS; an urgent need to urinate (I am forced to visit my bathroom for that); and no person other than myself ever visible to me at any time after I get out of bed in the middle of the night to check inside my current always-fully-locked solo-occupancy apartment.
As each you of course knows, I am always sober and never high. I have not consumed any illicit drug on any occasion since the late fall of 1984; and the ONLY illicit drug I ever consumed on ANY occasion in my entire life was marijuana. I have not consumed any drinking alcohol since the late summer of 1990. I am NOT a recovering alcoholic or former alcoholic, and I am NOT a recovering drug addict or former drug addict.
I also am dependably civil and law-abiding and do not seek to harm anyone or myself.
I need to also inform each of you very influential APD officers that when I am awakened in the middle of my sleep, which happens every night inside my current always-bolt-locked and fully locked solo-occupancy rental-apartment unit, I consistently find shortly after that jarring incident that each of the three apartment-management-team-cited possible of entry into my apartment unit are, as always, either fully bolt-locked, if applicable, or fully locked.
I never observe that my point-of-entry front door was broken or busted, or that any window or the sliding glass door was either broken or shattered.
According to the management team here at Pebble Creek Apartments, the only three total possible points of entry into my current solo-occupancy efficiency apartment unit are: the front door; the sliding glass door leading into my living room; and the window leading into my kitchen.
According to legal notes I jotted down at the time of the cited conversation in a small notepad of mine, Pebble Creek Apartments Assistant Manager Miranda Vasquez stated to me on the telephone at 3 p.m. April 10, 2020, that because of the current COVID-19 crisis the management team for Pebble Creek Apartments, 8805 North Plaza Drive, here in north Austin will have to wait until May 2020, at the very earliest, for any staff member of this complex to visit my current apartment unit, she stated.
Ms. Vasquez politely mentioned to me that in May 2020---the earliest possible month for any possible management-team-sponsored visit for any maintenance work I had requested on my bathroom door or any other cited purpose, she said---a manager for this complex and the "lead maintenance" (exact quote) staff member for Pebble Creek Apartments will visit my apartment unit, Apt. 2418 in Building 17, in order to attempt to determine whether there is any possible additional point of entry into my current solo-occupancy efficiency apartment unit, Ms. Vasquez stated.
Also in that April 10, 2020, phone conversation I had with Ms. Miranda Vasquez, she politely stated to me that the entire management team, including herself, appreciate receiving carbon-copies from me about cited "security issues" inside my current always-fully-locked rental-housing unit that I have complained about to the Austin Police Department and other government agencies, she indicated.
Incidentally, Officer Larroque and Sergeant King, I did politely emphasize to the first-rate attorney I consulted on April 17 that I myself am psychologically healthy and will NEVER under any circumstance ever at any time in the entire 21st Century of my own life ever agree to have any involvement of my own at any time with any psychiatrist or any psychiatric services provider, I emphasized to that attorney.
That attorney assured me in the April 17 legal consultation I had with him that the APD CIT unit can obtain evidence from a crime victim (I being one such crime victim) that is then promptly and directly shared by CIT officers with actual crime investigators for the Austin Police Department.
It is "not unusual" (exact quote), that criminal-law attorney also stated to me during my telephone consultation with him on April 17, for APD CIT unit officers to interview an actual crime victim (myself, for instance) who is also the criminal-law complainant, and to then promptly share factual information obtained from that crime victim and complainant with actual crime investigators for APD.
I hope this follow-up letter is helpful to your crime-evidence-gathering team at the Austin Police Department. I will be very pleased when one or more suspects are actually arrested by APD and charged with a home-invasion-crimes-related violation of the state penal code or federal penal code---among the many alleged crimes I have been victimized by during my sleeping hours as I lie ALONE ON MY OWN BED, being assault by physical contact, trespassing, and sexual assault.
Sincerely and Best Wishes,
John Kevin McMillan, longstanding criminal-law complainant in the still-unsolved APD Case 16-1340923.

Subject: 4-21-20 friendly question for City Manager Chavez
April 21, 2020
Dear Beverly Hills City Manager George Chavez,
Congratulations to yourself for your very impressive career as Chief Executive for the City Government of Beverly Hills, California--a career in which you offer public-policy recommendations to the Beverly Hills City Council and you also reportedly supervise the operations of nine City Government of Beverly Hills departments.
I was impressed to read today at your official City of Beverly Hills website the following factual statements about you:
"Chavez began his career with the City of Beverly Hills in 1988 as a Building Inspector and has worked in a variety of positions including Assistant Director of Community Development/City Building Official and Director of Public Works before being named Assistant City Manager in 2016.
"He has devoted hundreds of hours to organizations throughout Beverly Hills and worked closely with community leaders on economic development strategy and enhancing the overall quality of life in the City."
City Manager Chavez, I am writing you today because a highly-esteemed attorney member of the State Bar of Texas in Austin, Texas, has recently advised me that the for-profit corporation that owns the apartment complex where I currently reside in Austin, Texas, maintains a corporate mailing address in Beverly Hills, California.
I myself reside at Pebble Creek Apartments, 8805 North Plaza Drive, Apt. 2418, Austin, Texas, 78753.
I would appreciate it if you would please inform me in writing of any specific context in which you or any department or office of the City Government of Beverly Hills has any involvement with or any form of legal authority over conduct by, or official registration of, for-profit corporations that reportedly maintain either their headquarters offices or a mailing address for their corporation in your city.
According to the first-rate Austin-based private attorney I consulted on the telephone on Friday, April 17, 2020, “Pebble Creek Babay Ltd.”----a California Limited Partnership registered in California, that attorney said---is the owner of the large gated-community apartment complex where I currently reside in north Austin.
I have been the only rent-paying official tenant and the only rent-paying official occupant ever since June 21, 2019, in my always-bolt-locked-and-always-fully-locked current solo-occupancy efficiency apartment at Pebble Creek Apartments, 8805 North Plaza Drive, in Austin, Texas. I always sleep alone on my own bed inside my current apartment unit, and I am a longtime celibate, permanently-drinking--alcohol-free, lifelong-tobacco-free, anti-marijuana-minded and permanently-illicit-drug-free, facially-cleanshaven, lifelong-tattoo-less, lifelong-non-Christian and implicitly deistic, single 62-year-old Anglo adult gentleman.
My current official apartment-management-team-approved 12-month lease --- a lease signed by myself and by a management-team representative --- also officially cites me as the only approved tenant and only approved occupant of my current rental efficiency apartment. That lease of mine expires at 11:59 p.m. June 30, 2020.
The mailing address of the commercial property owner of my current apartment complex's property owner (my current complex's official landlord) is 612 North Alpine Drive, Beverly Hills, California, 90210, according to the highly-rated private attorney I recently consulted who also provided me that factual information on the telephone on April 17, 2020.
Thank you in advance for your helpful reply note to me on this.
Sincerely and Best Wishes,
John Kevin McMillan, a former resident of California who resided in Berkeley for one school year during my childhood.
