A respectful FYI to each of you law-enforcement-minded government officials and others on the following (attached, (see below)) additional legal documents that the Texas Legislative Council (TLC) state agency in Austin has officially certified today are also responsive to my August 29, 2018, online public information request (PIR) to the Texas Legislative Council state agency in Austin.

That very recent PIR from me had sought: "all written communications, including e-mail communications, that were received or written or mailed or FAXed or e-mailed or forwarded by a member of the legal staff for the Texas Legislative Council at any time since April 17, 2011, and that, in each such case, referred at least once in any manner to myself, John Kevin McMillan of northwest Austin. EXCLUDED from the scope of this public-information request are any and all e-mail communications that were exclusively written by myself or were sent or forwarded by myself."

Sincerely and Best Wishes,

from longtime criminal-law complainant and self-identified continuous-personal-injury-crimes victim John Kevin McMillan of northwest Austin.

To: Ms. Anna Abraham, a public-information coordinator for the Texas Legislative Council state agency in Austin, Texas.

December 10, 2012

Dear Ms. Abraham,

In response to your reply note (below) to me on this, please allow me to rephrase my question to you.

In your role as a public-information coordinator for the Texas Legislative Council state agency in Austin, do you yourself recall ever hearing about or ever at any time learning about any bill or legislation approved by the Texas Legislature that imposed or imposes ANY restriction or restrictions of any type on the privacy rights or legal rights or human rights of myself (John Kevin McMillan, I being a single adult male resident of Austin, Texas, on a continuous basis ever since mid-March 1997, most recently, and I myself also being a single adult male employee in one or more restaurants in the Austin area of Texas on a continuous and uninterrupted basis ever since my birthday of April 27 in the year 2002) that WERE NOT imposed by the Texas Legislature during that same time period on ANY other single adult Texan male person situated or residing anywhere in the state of Texas who is also himself someone employed at one or more restaurant workplaces.

Thank you in advance for your helpful reply note to this follow-up question from myself.

Sincerely and Best Wishes,
John Kevin McMillan, a civil and law-abiding gainfully employed gentleman residing in Austin, Texas.

Dear Ms. Fulton,

Your reply letter (below) surprised me, since my inquiry to yourself had focused specifically on any possible public policy action (public law) per se that the Texas Legislature might have pursued that related to myself in any of the specific ways cited.

I am hereby requesting today that my inquiry (see below) on this please be redirected to the public-information officer for your state agency, as well as to the public information officer for the Legislative Budget Board in Austin.

Sincerely and Best Wishes,
John Kevin McMillan, a law-abiding and gainfully employed, longtime celibate-by-choice single adult gentleman living alone inside a one-bedroom apartment unit in northwest Austin.

I am also the founder of a new and non-Christian and non-proselytizing religion, the permanently drinking-alcohol-free and permanently-tobacco-free Progressive Prohibitionist Religion, that has very stringent membership-eligibility requirements.

I am the only current member of that one total religious denomination of mine, it also being a fully independent religion that assigns very high priority to generously befriending children and other young persons from a wide variety of backgrounds, as well as to befriending parents during the time period in which they are actually raising youths in a context in which those youths are living with their parents inside the same home.

My own Progressive Prohibitionist Religion, I might add, is a religion in which I would estimate that 99 percent or more of all adult persons who might conceivably qualify for membership in my religion and be
appropriate as prospective or actual members of my own religion are, in fact, heterosexual in sexual identity per se.

with courtesy carbon-copies to the courageous and enterprising investigative reporting and production team at KXAN News in Austin and their affiliate NBC news-gathering team in Houston. I would welcome any and all temporary multi-day or multi-week and comprehensive electronic surveillance inside the entire bedroom of my apartment unit that any NBC-affiliate television news-gathering team is willing to install for me inside Apt. 325 (the apartment I rent, and in which am the ONLY approved current occupant and leasee) at Wind River Crossing Apartments, 11411 Research Boulevard, in northwest Austin.
My home phone number: (512) 342-2295.

My Blogsite, which does contain some blogs alluding to the repeated problem of my being subjected in 2011 and 2012 against my wishes to alleged personal-injury crimes and alleged gastrointestinal rapes and alleged anal rapes and alleged sexual molestation crimes and alleged trespassing crimes and alleged breaking-and-entering crimes inside my bolt-locked and fully-locked and fully-secured top-floor, vaulted-ceiling, one-bedroom apartment unit in Austin, is:

with a courtesy carbon-copy as well to State Rep. Warren Chisum, who diligently and politely represented me in the Texas House of Representatives during a prior period in which I resided in Pampa, Texas, and I worked as a full-time education-beat and general-assignments-beat and occasional crime-beat reporter for the "Pampa Daily News."

I would like to thank Rep. Chisum for having very kindly mailed to me an official reply letter on Texas House stationery in the late 1990s, if I remember correctly, in which Rep. Chisum helpfully addressed the question for me at that time of whether he himself was aware of any gay group or homosexual group or militant gays group that allegedly was harassing me (John Kevin McMillan, a law-abiding and honest teetotaling and longtime celibate single adult gentleman) in any way in Austin, Texas, during that particular time period.

I would appreciate receiving a follow-up letter or note or phone call from Rep. Chisum, if he has any reason to suspect that any gay group currently operating in Austin, Texas, has allegedly harassed me or wronged me or violated my own privacy rights in any way.

I would also like to take this opportunity to politely mention to Rep. Chisum that I would be very grateful to him if he would be willing to share with me the name of any reputable personal-injury attorney or civil-rights attorney or criminal-law attorney or sex-crimes-victims private attorney anywhere in Texas who might be willing to help me file a legal complaint in Austin relating to the alleged failure of the Austin Police Department to pursue a criminal-law investigation and file criminal charges against any an all persons who allegedly have illegally entered my bolt-locked apartment unit in Austin during my bedtime hours at any time since June 1, 2011, in particular.

To: Texas Legislative Council Legal Director Deborah Fulton, Texas Legislative Council state agency, Austin, Texas

December 6, 2012

Dear Ms. Fulton,

Do you know of any law that was ever approved by the Texas Legislature at any time that has denied me or would ever deny me (John Kevin McMillan of Texas, at present) or ever restrict or limit, for that matter, any of the following legal rights or human rights:

---the legal right and human right to myself sleep alone on my bed inside the bolt-locked one-bedroom apartment unit I rent in Austin, Texas (or anywhere else in Texas where I might reside, for that matter), without ANY person or ANY group of persons having ANY physical contact with me of any type or ANY sexual contact with me of any type, and without any person or group of persons ever at any time subjecting me to any type of "medical services" or "physical therapy services" or "psychiatric services" or "psychological services" or "negative-reinforcement therapy services" or "acupuncture services" or "deprogramming services" or "educational services" of any type during periods in which I am, in fact, unconscious and sleeping, and probably snoring as well for much of that time.

---the legal right and human right to myself associate in a law-abiding manner exclusively or almost exclusively with law-abiding and honest and non-alcoholic heterosexual adult men and with law-abiding and honest and nonalcoholic heterosexual adult women, this strictly in cases of mutual-consent involvements of any type (including as well the legal and human right to myself associate in a law-abiding and platonically polite manner with a wide variety of friendly or genial persons (including polite minors) who are younger than myself in age), during my leisuretime or off-duty time ----- periods, in other words, when I am not "on the clock" at any of my three respective restaurant-industry-only workplaces in Austin, Texas.

----the legal and human right to myself during my leisuretime or off-the-clock hours consistently enjoy full privacy rights for myself in Austin, Texas, that are fully as comprehensive and as full and extensive and comprehensive in scope as any and all other restaurant-industry-only employees in Austin, Texas, also THEMSELVES enjoy during those gainfully-employed persons' respective leisuretime hours or hours in which each of those respective restaurant-industry persons are not "on the clock" at any of their respective restaurant-industry-only workplaces in Austin, Texas.

Thank you in advance for your helpful reply letter on this.

Sincerely and Best Wishes,
John Kevin McMillan, a facially-cleanshaven (no mustache, no beard, no goatee, etc.), clean-talking, lifelong-completely-and-fully-tattoo-less, jewelry-less, platonically polite, longtime celibate-by-choice, morally and aesthetically straight, HIV-negative, fully ambulatory, psychologically healthy, single adult biological male (I'm also nontranssexual and non-transvestite), consistently civil and law-abiding and vigilant member of the anti-marijuana community of Austin.

I might also add that I myself am also a permanent abstainer from any and all consumption of any quantity of marijuana of any type (or any other illicit drug, for that matter, and in fact I have NEVER in my entire life ever on any occasion consumed ANY illicit drug other than marijuana) ever since 1984.

I'm also a permanent teetotaler (permanently alcohol-free ever since the summer of 1990, I wish to politely emphasize to your State of Texas agency) who is myself NOT an alcoholic, and I wish to emphasize that I was never at any time addicted to drinking alcohol.

I'm also a lifelong single gentleman who myself has no criminal-conviction record. I'm also a former full-time employee in Austin, Texas, of three respective law-enforcement agencies of the State Government of Texas.

I'm also a lifelong abstainer from any and all tobacco products.

I'm also the founder of a new and non-Christian and implicitly-deistic and non-atheistic "Honor Society" religion--- the non-proselytizing Progressive Prohibitionist Religion----that has very stringent eligibility requirements.

In that regard, I would estimate that 99 percent or more of all of the current residents of Austin, Texas, who might qualify for and be appropriate as prospective or actual members of my own fully independent religion, the law-abiding and law-enforcement-minded Progressive Prohibitionist Religion, are heterosexual or almost exclusively heterosexual in sexual identity per se.

I would also estimate that 99.9 percent or more of all homosexual male adult or all gay male adult or all effeminate male adult adult residents of Austin, Texas, in the year 2012 definitely would not qualify for or be appropriate as prospective or actual members of my own currently one-member-only (myself, only) and fully-independent Progressive Prohibitionist Religion.

That one total religion of mine is a privacy-rights-respectful religion that strongly opposes anonymous communications violating the privacy rights of anyone (and that includes myself, I might politely point out).
