I would appreciate a reply letter from your state agency, providing me with a copy of the cited December 10, 2012, e-mail reply letter to me from TLC Legal Director Deborah Fulton that I maintain is, in fact, responsive to my August 29, 2018, online public-information request to your state agency in Austin.

I would also appreciate receiving from you a written statement in regard to whether that one additional legal document, from December 2012, is one of only two total legal documents you have identified that are each responsive to my public-information request.

Thank you in advance for your helpful reply letter to me on this.
Sincerely and Best Wishes,
public-information requestor John Kevin McMillan of NW Austin.

As a current public-information requestor to your state agency, I would like to point out that your September 11, 2018, reply letter apparently overlooked at least one other responsive written communication.

I am referring to a December 10, 2012, e-mail reply letter (below) to me from TLC legal director Ms. Deborah Fulton.

For the record, my online August 29, 2018, public-information agency to your state agency had stated, and I quote verbatim from your state agency's August 29 automated message confirming the exact text of that written request from myself:
"I am seeking a copy of any and all written communications, including e-mail communications, that were received or written or mailed or FAXed or e-mailed or forwarded by a member of the legal staff for the Texas Legislative Council at any time since April 17, 2011, and that, in each such case, referred at least once in any manner to myself, John Kevin McMillan of northwest Austin. EXCLUDED from the scope of this public-information request are any and all e-mail communications that were exclusively written by myself or were sent or forwarded by myself. I am a native of Lincoln, Nebraska. I was born there on April 27, 1957. I am also the founder and only approved current member of a new and non-Christian 'Honor Society' religion with very stringent membership-eligibility requirements---the 'Progressive Prohibitionist Religion' being my own fully-independent religious denomination. In the period ever since April 17, 2011, I have resided in a variety of addresses, including 11411 Research Boulevard, Building 3, Apt. 325, Austin, TX 78759; 12621 Hymeadow Road, Apt. 133 ,Austin, TX 78729; 10926 Jollyville Road, Building 9, Apt. 902, Austin, TX 78759; and, most recently, 10926 Jollyville Road, Building 16, Apt. 1609, Austin, TX 78759."

To: Texas Legislative Council Legal Director Deborah Fulton, Texas Legislative Council state agency, Austin, Texas.

December 6, 2012

Dear Ms. Fulton,

Do you know of any law that was ever approved by the Texas Legislature at any time that has denied me or would ever deny me (John Kevin McMillan of Texas, at present) or ever restrict or limit, for that matter, any of the following legal rights or human rights:

---the legal right and human right to myself sleep alone on my bed inside the bolt-locked one-bedroom apartment unit I rent in Austin, Texas (or anywhere else in Texas where I might reside, for that matter), without ANY person or ANY group of persons having ANY physical contact with me of any type or ANY sexual contact with me of any type, and without any person or group of persons ever at any time subjecting me to any type of "medical services" or "physical therapy services" or "psychiatric services" or "psychological services" or "negative-reinforcement therapy services" or "acupuncture services" or "deprogramming services" or "educational services" of any type during periods in which I am, in fact, unconscious and sleeping, and probably snoring as well for much of that time.

---the legal right and human right to myself associate in a law-abiding manner exclusively or almost exclusively with law-abiding and honest and non-alcoholic heterosexual adult men and with law-abiding and honest and non-alcoholic heterosexual adult women, this strictly in cases of mutual-consent involvements of any type (including as well the legal and human right to myself associate in a law-abiding and platonically polite manner with a wide variety of friendly or genial persons (including polite minors) who are younger than myself in age), during my leisuretime or off-duty time ----- periods, in other words, when I am not "on the clock" at any of my three respective restaurant-industry-only workplaces in Austin, Texas.

----the legal and human right to myself during my leisuretime or off-the-clock hours consistently enjoy full privacy rights for myself in Austin, Texas, that are fully as comprehensive and as full and extensive and comprehensive in scope as any and all other restaurant-industry-only employees in Austin, Texas, also THEMSELVES enjoy during those gainfully-employed persons' respective leisuretime hours or hours in which each of those respective restaurant-industry persons are not "on the clock" at any of their respective restaurant-industry-only workplaces in Austin, Texas.

Thank you in advance for your helpful reply letter on this.

Sincerely and Best Wishes,

John Kevin McMillan, a facially-cleanshaven (no mustache, no beard, no goatee, etc.), clean-talking, lifelong-completely-and-fully-tattoo-less, jewelry-less, platonically polite, longtime celibate-by-choice, morally and aesthetically straight, HIV-negative, fully ambulatory, psychologically healthy, single adult biological male (I'm also non-transsexual and non-transvestite), consistently civil and law-abiding and vigilant member of the anti-marijuana community of Austin. I might also add that I myself am also a permanent abstainer from any and all consumption of any quantity of marijuana of any type (or any other illicit drug, for that matter, and in fact I have NEVER in my entire life ever on any occasion consumed ANY illicit drug other than marijuana) ever since 1984. I'm also a permanent teetotaler (permanently alcohol-free ever since the summer of 1990, I wish to politely emphasize to your State of Texas agency) who is myself NOT an alcoholic, and I wish to emphasize that I was never at any time addicted to drinking alcohol. I'm also a lifelong single gentleman who myself has no criminal-conviction record. I'm also a former full-time employee in Austin, Texas, of three respective law-enforcement agencies of the State Government of Texas. I'm also a lifelong abstainer from any and all tobacco products. I'm also the founder of a new and non-Christian and implicitly-deistic and non-atheistic "Honor Society" religion---the non-proselytizing Progressive Prohibitionist Religion----that has very stringent eligibility requirements. In that regard, I would estimate that 99 percent or more of all of the current residents of Austin, Texas, who might qualify for and be appropriate as prospective or actual members of my own fully independent religion, the law-abiding and law-enforcement-minded Progressive Prohibitionist Religion, are heterosexual or almost exclusively heterosexual in sexual identity per se. I would also estimate that 99.9 percent or more of all homosexual male adult or all gay male adult or all effeminate male adult adult residents of Austin, Texas, in the year 2012 definitely would not qualify for or be appropriate as prospective or actual members of my own currently one-member-only (myself, only) and fully-independent Progressive Prohibitionist Religion. That one total religion of mine is a privacy-rights-respectful religion that strongly opposes anonymous communications violating the privacy rights of anyone (and that includes myself, I might politely point out).
