'"Thank you for helpfully stating to me on the telephone at about 3:45 p.m. today (Monday, November 20, 2017) that you will promptly ask City of Austin Interim City Manager Elaine Hart to consider contacting the Austin Police Department for me to request that APD pursue an active crime investigation relating to my being victimized by alleged personal-injury crimes during my sleep.

"'Only the Mayor (Austin Mayor Steve Adler) is the one for you (John Kevin McMillan of District 10) to write to,' you stated to me today in our follow-up phone conversation.

"In response to a question from me, you added that possibly Austin Mayor Pro Tem Kathie Tovo might also be willing to accept e-mail reports from me relating to my being a self-identified victim of crime in Austin and other public-policy issues.

"You apparently indicated to me in our follow-up phone conversation this afternoon that my own duly-elected City Council member for District 10, Dr. Alison Alter, a Harvard-trained public-policy expert, is NOT willing to accept any e-mails, letters, phone calls, or City Hall office visits from myself.

"Also in our phone conversation today, I politely mentioned to you that Austin City Council Member Delia Garza and City Council Member Ellen Troxclair have each confirmed for me on the telephone this afternoon, through staff members of theirs whom I spoke with today, that they ARE EACH WILLING to accept written communications and phone calls from me----including e-mails from me about my being a victim of alleged continuous and continuing personal-injury crimes for which APD has not arrested any suspect as yet.

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all written communications, including e-mail letters, that were generated or written or sent or mailed or forwarded or FAXed or received by or on behalf of any of the following six City Government of Austin officials in one or more of their respective City of Austin offices at any time since January 2, 2017, and that, in each and every such case, refer at least once in any manner to myself, Austin District 10 resident John Kevin McMillan:

This public-information request was prompted in part by a Thursday, November 30, 2017, official visit to my current Village Oaks Apartments rental unit by on-duty Austin Police Department Senior Police Officer James Turner of the APD "Crisis Intervention Team".

APD Officer Turner (who was accompanied by two other APD officers during that November 30 visit to my apartment) stated to me in person at about 9:20 a.m. that day inside my apartment unit that I am myself forbidden by the current Interim City Manager, Elaine Hart, from ever again contacting either herself or Ms. Amy Teel of the City Manager's office staff in downtown Austin, or anyone else employed in the City Manager's Office, Officer Turner stated.

My legal name is John Kevin McMillan. I was born on April 27, 1957, in the state capital of Nebraska---Lincoln.

I have resided in Austin proper on a continuous and uninterrupted basis ever since mid-March 1997.

I am a gainfully employed, dependably civil and law-abiding, permanently drinking-alcohol-free, lifelong-non-Christian and religiously independent, single adult white gentleman of English, Scottish, and German ancestry.

During the approximately one-year time period applicable to this public-information request, I have resided at two different respective rental units at Village Oaks Apartments, 10926 Jollyville Road, in northwest Austin.

During the period from January 2, 2017, until September 5, 2017, I resided in Apartment 902 in Building 9 at this complex. I have been an official resident at Apartment 1609 in Building 16 at this same northwest-Austin apartment complex ever since September 5, 2017.

I hope to hear from you soon in response to this public-information request from myself.
