"On this date I made in person contact with the well known mentally ill subject John McMillan. Over the last week John has sent me 70 emails regarding his delusional belief that he is being victimized every night. This number of contact was more than normal and I heard he was at "Safe Place" on Monday. Due to these (sic) somewhat breaks (sic) in his normal routine I decided that an in person follow up was needed.
"On 5-20-16, I made contact with John at his residence, 10926 Jollyville Rd #902. Our conversation with John was around 20-30 minutes and covered the normal realm of his complainants (sic) and our positions as a department:
"--he believes he is being anally raped every night
"--APD believes his (sic) is delusional and suffering from a mental illness
"--He should only be contacting Officer Turner or Sgt (Michael) King regarding these delusional claims.
"When asked about this recent rise in emails and contacts John stated that he was 'advised' by his 'lawyer' that he needed to be sending APD every bit of evidence so as to later substantiate his claim that we are ignoring his victimization and being derelict in our duty as a police department.
"Officers Turner and Vick were very clear and firm with John that the police department believes him to be suffering from a mental illness and that there is no evidence of his perceived victimization. We offered his (sic) mental health services and again asked him to quit harassing agencies, organizations or departments that can not help him in this situation.
"No need for further follow up at this time.
