AUSTIN POLICE REPORT FILED BY OFFICER JAMES TURNER ON MAY 20, 2016, CITES THE 'DELUSIONAL BELIEF' BY JOHN KEVIN McMILLAN THAT HE IS BEING RAPED EVERY NIGHT DURING HIS SLEEP INSIDE HIS LOCKED PRIVATE BEDROOM IN AUSTIN, TEXAS, USA

(The following Austin Police Department official report from an APD Senior Police Officer James Turner, Badge Number 5980, was publicly released by APD on September 20, 2016, among 136 total pages of legal documents that APD mailed that day to public information requestor and private citizen John Kevin McMillan of Austin, Texas. The documents were publicly released by APD in response to public-information request 9-17932. Mr. McMillan in that informational request had specified in writing in a September 15, 2016, e-mail letter to APD that he exclusively sought documents from APD in the period ever since 12:01 a.m. April 17, 2011, that referred to Mr. McMillan being a victim of either a possible or actual continuous crime or an alleged possible or actual federal crime. The term "CIT", below, refers to the APD "Crisis Intervention Team" in which numerous APD "mental health officers" are employed. -- jkm)

"On this date I made in person contact with the well known mentally ill subject John McMillan. Over the last week John has sent me 70 emails regarding his delusional belief that he is being victimized every night. This number of contact was more than normal and I heard he was at "Safe Place" on Monday. Due to these (sic) somewhat breaks (sic) in his normal routine I decided that an in person follow up was needed.

"On 5-20-16, I made contact with John at his residence, 10926 Jollyville Rd #902. Our conversation with John was around 20-30 minutes and covered the normal realm of his complainants (sic) and our positions as a department:

"--he believes he is being anally raped every night

"--APD believes his (sic) is delusional and suffering from a mental illness

"--He should only be contacting Officer Turner or Sgt (Michael) King regarding these delusional claims.

"When asked about this recent rise in emails and contacts John stated that he was 'advised' by his 'lawyer' that he needed to be sending APD every bit of evidence so as to later substantiate his claim that we are ignoring his victimization and being derelict in our duty as a police department.

"Officers Turner and Vick were very clear and firm with John that the police department believes him to be suffering from a mental illness and that there is no evidence of his perceived victimization. We offered his (sic) mental health services and again asked him to quit harassing agencies, organizations or departments that can not help him in this situation.

"No need for further follow up at this time.
