Thank you for your prompt and reassuring reply note (below) to me about the cited ongoing felony crimes case in which I am definitely the victim inside my bolt-locked apartment unit at Wind River Crossing during periods in which I am asleep and unconscious and probably snoring as well.

Ms. McCleary, do you need me to myself directly contact the Austin Police Department by calling either 911 or 311 early this Wednesday morning, January 9, in order to myself directly file official criminal-charges at that time against one or more alleged suspected intruders who allegedly will have illegally entered my bolt-locked one-bedroom apartment unit this Wednesday morning and who allegedly will have subjected me to alleged personal-injury crimes and alleged rape crimes during my sleep this Wednesday morning as I sleep alone on my bed inside my bolt-locked apartment unit at the Westdale-owned and Westdale-managed Wind River Crossing Apartments in NW Austin?

I am posing this question to you based on my sensing that the continuous daily and frequent and year-round felony-crimes victimizing myself during my sleep inside my bolt-locked apartment unit (Apartment 325 at Wind River Crossing) apparently have not been terminated yet, and are therefore expected by me to continue to victimiize me again this Wedneday morning, January 9, 2013, during my sleep inside my bolt-locked apartment unit at Wind River Crossing in NW Austin.

In the entire multi-year period ever since and including the early morning hours of April 17, 2011, in particular, there have been only two total mornings I can recall (the early morning hours of Saturday, September 3, 2011, and the early morning hours of Saturday, September 10, 2011) when I woke up on my bed that morning and I immediately sensed that I myself had NOT been molested or physically abused or medically injured or subjected to anal-rape during my sleep that morning.

Each of those two total mornings in September of 2011 were mornings for which I had been scheduled in advance to work as a member of the waitstaff at ... (my corporate-owned) cafeteria (workplace) near Lakeline Mall in the Austin area beginning at 11 a.m. on each of those two respective Saturday mornings in September of 2011.

I reported for work on time for both of those two respective workshifts (Sept. 3, 2011, and Sept. 10, 2011), and I did politely comment to my work supervisor at (my corporate-owned cafeteria workplace)..., Mr. Jerry Moore, a self-identified former Harris County Sheriff's Office investigator in the Houston area, on one or both of those two respective Saturday mornings in September 2011 that I was very hopeful that the illegal intruder allegedly victimizing me during my sleep on a daily and year-round basis had finally been arrested by a law-enforcement agency in Austin, Texas.

Thank you in advance, Ms. McCleary, for your helpful reply note offering me guidance on whether you would recommend that I call either 311 or 911 at the next applicable occasion and file a formal criminal-law complaint with the Austin Police Department on the telephone the very next occasion (such as late this Tuesday night or early this Wednesday morning) when I am abruptly awakened on my bed inside my bolt-locked apartment unit and I immediately sense at that time that I was again victimized by personal injury crimes during my sleep or by rape of any type during my sleep.

I am making this request for guidance from you partly because, as I indicated to you on the telephone this Tuesday, the Austin Police Department throughout 2012 and 2013 thus far has repeatedly refused to investigate any crime reports of that type from myself.

APD in Austin, Texas, has also insisted that all of the infrared photos I've obtained for myself from inside my bolt-locked apartment unit beginning in Feb. 2012 (I purchased my first-ever infrared camera in Feb. 2012, and before that time I had never once ever on any occasion owned or operated any infrared camera at any time in my entire life) were all of myself, John Kevin McMillan, and of no one else, APD officers repeatedly stated to me throughout 2012. APD still, to this day, has repeatedly refused to accept from me any of the several video cards I own that each contain infrared-photograph images of one or more alleged illegal intruders inside my bolt-locked apartment unit at Wind River Crossing during my bedtime hours in 2012.

Also, APD has on two separate occasions in 2012 (Feb. 16-20 of 2012 at Austin Lakes Hospital, and October 14-16 of 2012 at Shoal Creek Hospital) responded to crime reports from me about one or more alleged illegal intruders inside my bolt-locked apartment unit by subjecting me against my wishes to a "48-hour" peace officers' involuntary commitment inside a psychiatric hospital in Austin.

No psychiatric medication was ever forced upon me at either psychiatric hospital, and I did not consume any psychiatric medication during either of those two involuntary hospitalizations that also cost me lots of forgone wages and tips I would have otherwise earned at my restaurant jobs. The City of Austin has not financially compensated me in any way for those foregone wages and tips.

I was credited with being a polite and rational and civil and law-abiding and honorable patient throughout each of those two involuntary hospitalizations in 2012 to which I was subjected against my wishes by APD. I was released from Austin Lakes Hospital and from Shoal Creek Hospital, respectively, without any court hearing for me of any type on each of those two separate occasions in February 2012 (Austin Lakes Hospital near the central St. David's Hospital location, and also situated near UT-Austin) and in October 2012 (Shoal Creek Hospital in west Austin), respectively.

One tall African-Amrican male staff member at Shoal Creek Hospital, a man identifying himself as "Terence," responded in a repeatedly and surprisingly hostile manner toward me when I at least twice politely asked him in person in the early morning hours of Tuesday, October 16, 2012, for the opportunity to myself be examined by a nurse at that time.

I stated to Terence, the cited staff member for Shoal Creek Hospital, that I had been abruptly awakened on my assigned bed inside my assigned room at Shoal Creek Hospital, and that I had experienced significant anal pain immediately after I was very abruptly awakened there in the middle of my sleep that morning, I stated to that African-American male staff member. I had been sleeping alone on my assigned bed at the time when I was abruptly awakened with throbbing pain in my anus.

Terence repeatedly replied to my request for a nurse by stating to me that he would NOT agree to let me meet with any nurse. "Go back to bed (exact quote)!" Terence emphatically stated to me in a very terse and hostile manner that morning of Ocotber 16, 2012, at Shoal Creek Hospital. As it turned out, no examination of my anus or of my cited anal pain was ever granted me by any staff member of Shoal Creek Hospital prior to my release from that hospital at about noon on Tuesday, October 16, 2012.

The psychiatrist who met with me for the first time ever on Tuesday, October 16, 2012, Dr. Garcia, did state to me that he strongly disagreed with the decision by the Austin Police Department to subject me to involuntary hospitalization inside Shoal Creek Hospital at that time. Dr. Garcia commented to me on my lucidity, the consistency of my statements to him, my alertness, my civility, my politeness, my rational and factually-minded style, and my definitely NOT being a psychotic human being, Dr. Garcia helpfully emphasized. I appreciated his expression of confidence in me.

During my prior period of involuntary hospitalization by APD at Austin Lakes Hospital in February 2012, I did politely complain to the staff there that at about 1:30 a.m. Monday, Feb. 20, 2012, I was very abruptly awakened on my assigned Austin Lakes psychiatric hospital bed with severe pain in my anus, and that I then immediately noticed that the door leading into my assigned bedroom had been left wide open by someone unbeknownst to myself. I had myself on Sunday night, Feb. 19, left that door only slightly open, according to the rules and regulations on that that had been clearly explained to me by staff members at Austin Lakes Hospital.

I was informed on Feb. 20, 2012, by Holly, a female supervisor at Austin Lakes Hospital, that one male nurse, "Chin" or "Chen" ---- a male person of apparent Far East Asian ancestry, I observed----had in fact entered my assigned bedroom between 1 a.m. and 1:30 a.m. that Monday, February 20, 2012, the female shift-supervisor informed me. Holly also stated to me that she did not find out from her own supervisor, based on a review of their videotape on that, exactly how many minutes the male nurse Chin or Chen had remained inside my assigned bedroom before he left that room of mine and continued his assigned duties for Austin Lakes Hospital.

Ms. McCleary, I would welcome any and all DNA medical testing on me and on my current bedsheets that you are willing to help authorize for me as soon as possible, including anytime tonight.

I feel very confident about my being a very strong criminal-law complainant for your Travis County District Attorney's Office as you proceed toward filing criminal-law felony charges against one or more alleged rapists who allegedly victimized myself and allegedly subjected me to personal-injury crimes during my sleep as I slept alone on my bed in Austin.

I would also like to take this opportunity to thank Norma Hilbig (also known as Norma Almaraz) of your Travis County DA's Office for having discussed this case with me on the telephone several months ago and shortly before her retirement.

Ms. Hilbig in that phone conversation we had emphasized to me that I had a need for an urgent ladder to help me check for any possible hidden points of illegal entry into my bolt-locked apartment unit from above. She pointed out in that phone conversation we had that since I live in a top-floor, vaulted-ceiling apartment unit, my apartment is especially vulnerable to illegal intruders entering illegally from above my unit, Ms. Hilbig pointed out in our phone conversation shortly before her retirement as a paralegal for the Strategic Prosecution Division of the Travis County DA's Office in Austin.

When I then requested that the apartment management team at Wind River Crossing provide me with a ladder so I could check my entire apartment unit for possible illegal points of entry from above, the apartment managhement team here chose not to honor that request from me. Nor has the Austin Police Department so far been willing to bring any ladder into my apartment unit in order to check for any and all possible illegal points of entry from above into the bedroom of my apartment unit.

Thank you again for your very kind interest in this major felony continuous crimes case in which I am definitely the victim and the criminal-law complainant.

I am very grateful to the Federal Bureau of Investigation for the very kind interest in this crime case that the FBI under the apparently helpful leadership of U.S. President Barack Obama has expressed to me in recent days.

I welcome any and all DNA testing on myself, any DNA testing on my bedsheets (which have several noteworthy stains on them, some of which I maintain did NOT come from myself), that the Federal Bureau of Investigation is willing to order during this period in which the local law-enforcement agency in Austin, Texas, under the cited "leadership" of Chief Art Acevedo, an ex-Californian, has repeatedly declined to investigate or file charges against any alleged illegal intruder in my bolt-locked, top-floor, vaulted-ceiling apartment unit where I live alone and I am the ONLY approved current tenant on my current 11-month apartemnt lease or contract with Wind River Crossing.

One high-ranking law-enforcement officer for a State of Texas agency (Officer Ruben Puente of the University of Texas System Police Department in Austin, with this full identification of that law-enforcement officer being added by me to this E-mail letter of mine Sept. 13, 2015---jkm), who asked for anonymity, did on his own initiative make a phone call to me in late December 2012 in which he discussed this alleged continuous crime case with me.

That law enforcement officer of the State of Texas on his own initiative during that phone call he made to me referred to the "situation you're (John Kevin McMillan) are having to endure" (exact quote).

At no time during that phone conversation did that high-ranking law-enforcement official of the State of Texas ever once state to me that he questioned the accuracy or validity of my frequent and numerous crime reports to APD about this alleged continuous felony-crime case in which I am definitely the victim during my sleep on a daily and year-round basis inside my bolt-locked apartment unit at Wind River Crossing Apartments in NW Austin.

During a subsequent December 31, 2012, extensive local phone conversation I had from my apartment unit with that very same high-ranking State of Texas law-enforcement officer, we again discussed at length the cited continuous felony-crime case in which I'm the victim during my sleep inside my bolt-locked apartment unit at Wind River Crossing. That high-ranking State of Texas official at one point in our conversation referred to the "investigation, or lack thereof, by the Austin Police Department" (an exact or near-exact quote).

Attached, please find the 2012 infrared photos of alleged intruders inside my bolt-locked apartment that I had promised you in the letter I just sent you a few minutes ago.

I hope to hear from you soon about this very alarming continuous-personal-injury crimes and continuous-anal-rapes case in which I am the victim on a daily (and frequent) and year-round basis inside my bolt-locked apartment unit.

Incidentally, the management team at my apartment complex has repeatedly stated to me that this is a police matter and the management team is not willing to offer me any additional special protection services or assistance of any type (though one maintenance staff member here with permission from the management team did in 2012 install for me three additonal locks that I had either been given by a coworker of mine at Outback Arboretum steakhouse, one of my three workplaces that is situated virtually across the street from where I live, or that I had purchased on my own that I wanted to have installed on the front door (a chain lock) and the bedroom side (two respective bolt locks) of my two bedroom doors that lead into my bathroom and living room, respectively). The apartment management team here has repeatedly informed me in writing that the bolt lock to my front door that is provided by Wind River Crossing fully meets all state requirements on this on the part of the management team..
