CIRCUMSTANCES IN WHICH A VERY HONORABLE AND DEPENDABLY CIVIL AND LAW-ABIDING ANGLO NON-HISPANIC AMERICAN CITIZEN MIGHT CHOOSE TO MOVE TO A U.S. STATE WHERE THE PERCENTAGE OF ANGLO NON-HISPANIC PERSONS IS SIGNIFICANTLY GREATER

Protection of your own personal safety, medical health, and creatively-vital lifespan is very, very crucial.

I pursued some crime-prevention-minded online research tonight. It was research that can help befriend an honorable and very gentle and law-abiding, pro-law-enforcement, anti-tobacco-minded, anti-vaping-minded, permanently-drinking-alcohol-free and anti-alcohol-minded, anti-marijuana-minded, anti-illicit-drugs-minded, lifelong-tattoo-less and anti-tattoos-minded, facially-cleanshaven and very anti-facial-hair-minded, anti-profanity and dependably clean-talking, platonicly polite Anglo non-Hispanic single adult person.
I am referring to an Anglo non-Hispanic person so conscientious that he himself very definitely DOES NOT have any criminal intent toward anyone else. He of course strongly supports full public safety and fully-safe housing conditions and fully-safe sleeping conditions inside their own locked private residence for anyone and everyone residing in the United States (including American residents of any racial or ethnic identity or any country of citizenship or any previous or current criminal-background record).
I am also referring to an Anglo non-Hispanic adult person who has determined from careful and honorable observation in his own life that he has been repeatedly victimized over a multi-decade period by numerous threats of violence and acts of violence against him that appear to him to have possibly been racially-motivated crimes.
That very kind and dependably law-abiding Anglo adult person has a very civil and polite option that could help to save his own life in a very kind manner that dramatically reduces his personal risk of ever again having any inter-racial conflicts with others in the entire future of his own life.
To protect his own personal safety in a very honorable and polite manner, that Anglo-American U.S. citizen can exercise his Constitutionally-protected Freedom of Association and Freedom of Speech legal rights to move to a more Anglo U.S. state where he can associate more fully on a daily basis with other Anglo non-Hispanic Americans.

Through that personal-safety-focused move, he can achieve a significant reduction in the statistical chances of his being victimized by alleged inter-racial hate crimes and other inter-racial personal-injury crimes.
I learned tonight through online research that the following U.S. states are among the U.S. states with the lowest statewide percentages of African-American residents: Utah (1.9 percent), Vermont (2.1 percent), Wyoming (2.1 percent), New Hampshire (2.2 percent), Maine (2.4 percent), Oregon (3.0 percent), South Dakota (3.0 percent), and North Dakota (3.9 percent).
Those recent factual statistics were obtained by me online tonight through research I did at the following very helpful copyrighted Wikipedia online encyclopedia webpage, with Wikipedia being headquartered in San Francisco, California:

ONLINE ADVICE FROM A MEDICAL PHYSICIAN ON HOW TO RECOVER FULLY DURING THE CRUCIAL 30-DAY PERIOD IMMEDIATELY AFTER YOU ARE RELEASED FROM THE HOSPITAL FOLLOWING SURGERY ON YOURSELF:

The following copyrighted November 27, 2017-dated blog, "Preparing for Hospital Discharge," is written by medical physician Dr. Dipali Dave and sponsored online by a very reputable pharmaceutical company, Pfizer.

Pfizer's corporate headquarters is reportedly located at at 235 East 42nd Street NY, NY 10017. Pfizer's office phone number: (212) 733-2323.
Dr. Dave in late November 2017 was reportedly the Assistant Editor and Medical Researcher for Pfizer’s "Get Healthy Stay Healthy" website. The online address for that website is: "gethealthystayhealthy.com".
My hope is that if you read this blog you might someday benefit from the guidelines offered below by Dr. Dave on how you can recover promptly and fully during the crucial 30-day period immediately after you have been released from a hospital following surgery on yourself inside that hospital.
Some key insights from the blog below:
---"...(A) study of 551,000 patients who had surgery in the hospital found that almost 17% experienced a complication within 30 days of the surgery. Some of the most common complications were infections, pneumonia, blood clots, and surgical wounds breaking open."
---"Another study of patients who were readmitted within 30 days showed that almost 27% of these readmissions could have been prevented."

A LINK TO A COPYRIGHTED FEBRUARY 18, 2021. ONLINE ARTICLE ENTITLED, "TIME TO REBUILD YOUTH SPORTS IN AMERICA"

I was very pleased tonight to find the following (see link, below) February 18, 2021, online copyrighted opinion piece co-written by Tom Farrey (executive director of the Aspen Institute Sports & Society Program, whose main initiative is "Project Play") and Kristine Stratton (president and Chief Executive Officer of the National Recreation and Park Association).

The online article is entitled "Time to Rebuild Youth Sports in America".
The column was published in "The Hill", an influential online publication founded in 1994. According to an impressive online statement at the current official website for "The Hill", that publication "stands alone in developing solid, nonpartisan reporting on the inner workings of Congress and the nexus of politics and business."

ANOTHER VICARIOUS ADVENTURE IN NEW YORK: THE IMAGINARY COMMENTS THEY MIGHT HAVE SAID TO ONE ANOTHER, HAD I BEEN THERE TO JOT DOWN NOTES

----"Everywhere I travel in New York these days, it feels like I'm in a seance session attempting to communicate with the dead. So many of my friends and coworkers died from the plague, and I often feel like I had something more I wanted to tell them when I had the opportunity."

---"This COVID-19 crisis has given me a whole new perspective on religious groups. If they object to social distancing, I personally blame them for lots of needless deaths in our city."

---"Maybe there should be a website or podcast in which everyone who feels they had something more they wanted to say to that friend or relative or acquaintance, only to find out that he or she had passed away from the COVID crisis, could do a videotape of what they wanted to say to them."

--"It isn't manic-depressive to suddenly burst into tears when you're waiting for a subway these days and you suddenly remember a friend of yours you used to chat with on the subway who passed away very abruptly. We shouldn't pathologize those moments of grief that can occur very spontaneously when we're standing right there at the subway stop."

--"If it weren't for Norah O'Donnell and her wonderfully concerned and idealistic style for 'CBS Evening News', I might worry that our city lacks heart. But I have to keep in mind that she does her shows in D.C. So we can't completely claim her as our own. I have read that she has a home in New York's West Side, and this proves she has New York credentials.'

--"Maybe there should be a new museum here that profiles the history of philanthropy in New York State. That might help to put some heart back into New York. It would show all the effort here that's gone toward helping others."

---"I'm dreading the first theatrical play I attend where some of the actors suddenly disappear from the stage accompanied by an announcement by another actor in the middle of the play that they had died very unexpectedly from COVID-19, and all that's left of them now is their ashes in an urn."

---"So perhaps the great existential question for many New Yorkers these days is whether you want your personal urn containing your ashes in the foreseeable future to feature a design from ancient Greece, ancient Rome, or someplace else."

---"You remind me that there may be urns with an American motif, something like Niagara Falls in the background. It isn't clear, though, whether having the right motif on your personal urn after you're cremated is what most people will pay attention to at your memorial service."

---"I am sure there are millions of New Yorkers who would love to own a mini-condo of their own, even if it's no more than 200 square feet in all. Just to have a place of your own without having to worry about making rent for next month---that would be complete bliss for a lot of us."

---"How do you host a party, though, if you are living in a mini-condo unit? I guess you just limit your guest list to two persons. So you could host a series of parties, with two persons invited to each of them. Or you could host a party at a neutral site that could accommodate more than two or three people."

---"My only complaint about 'CBS Evening News' is that I would like to see more features profiling accomplishments by Asian-Americans and Hispanic Americans and Jewish Americans. It's like the current message from those feature stories is that 'if you aren't black and are an ethnic  or racial minority, you don't count.'"

---"The underlying causes of racial discrimination are not being explored adequately enough by the news media. If an applicant for a job is unable to speak conventional English, is addicted to verbalizing the 'F' word and the 'N' word and other profanity, and refuses to take his headset off for a job interview, this type of conduct by a job applicant is unlikely to land him a job."

---"I hope that Norah O'Donnell with her strong Irish background will be willing to visit Ireland for a CBS News feature story on the relatives and friends of President Biden there who are elated that he is in The White House these days. It could be a great excuse for a piece celebrating Irish culture. It could also earn Norah O'Donnell an Emmy award, since she could really put her heart into a feature piece set in Ireland. Everyone knows she is passionate about Ireland."

Subject: 2-20-21 urgent question for the Elder Justice Initiative Officials of the U.S. Dept. of Justice

February 20, 2021

Dear Very Honorable Elder Justice Initiative Officials of the United States Department of Justice in Washington, D.C.,

Have any of you Elder Justice Initiative Officials of the U.S. Department of Justice obtained any factual information indicating that an accurate and honest criminal-law complaint from a senior citizen age 60 or older is less likely to be investigated fully and lead to an actual arrest of a suspect by a municipal law-enforcement agency in the United States or in Texas than are criminal-law complaints from persons who aren't senior citizens?

If so, has your office determined that any type of elder abuse or elder neglect or discrimination against, or alleged obstruction of justice victimizing, senior citizen self-identified crime victims by local law-enforcement agencies in the USA or in Texas has recently played a role in lack of investigation or inadequate investigation of those crime reports from senior citizens?

Another question: Has your Elder Justice Initiative Office obtained any information indicating that senior citizens are more likely to be victimized by personal-injury-crimes and sex crimes inflicted on them during their sleeping hours, in a context in which those senior citizens were asleep and held unconscious by home-invasion-crimes perpetrators throughout those felony crimes, than are other adult age groups in the USA or in Texas?

I myself am psychologically healthy and very alert. I have strong training in factual reporting, and I have a Master's Degree in Journalism and Mass Communications from the University of Minnesota in Minneapolis. I am a former full-time daily newspaper reporter, and I had a very good accuracy record in my reporting. I do not have any criminal-conviction record, as I'm sure the U.S. Department of Justice and FBI are very aware. I am dependably civil and law-abiding. I am also gainfully employed at three different respective wholesome family-friendly corporate-owned restaurants in north Austin. I am single-by-choice, and I am an American citizen. I was born on April 27, 1957, at Lincoln, Nebraska.

I always sleep alone on my own bed in Austin, Texas. I have been completely celibate throughout any and all of my own conscious or waking hours ever since the day I moved to north Austin from central Austin in August 2001. I lead a permanently-drinking-alcohol-free lifestyle (ever since 1990) in which I am not a "former" or "current" alcoholic. I have not consumed any marijuana since 1984, and in my entire life I have never consumed any illicit drug other than marijuana. I am NOT a "former drug addict" or "recovering drug addict". I am also a lifelong abstainer from any and all tobacco products and, ever since they were offered for sale to consumers, any and all vaping products.

I might add  that I am platonicly polite and I fully honor other persons' legal right to permanently exclude me from their own life---a legal right I insist on for myself as well when I permanently reject someone from my own life. My lifestyle is conservative (and politically left-wing). In fact, ever since I moved into my current unit on June 21, 2019, I have never permitted anyone other than on-duty Austin Police Department Officers or on-duty Austin-Travis County EMS staff members (on one total occasion, in the latter case) to enter my bolt-locked apartment unit at nighttime.

My third question to you: Are there any circumstances in which your Elder Justice Initiative Office can help a senior citizen criminal-law complainant (myself, for instance) who suspects that he has faced possible discrimination as a criminal-complainant based on his (my) age?

I am specifically referring to my seeking help from your Elder Justice Initiative Office for a criminal-law complainant (myself, for instance) who states that he or she is victimized by alleged continuous-and-continuing sex crimes and alleged personal injury crimes during his or her sleeping hours.
Does your Elder Justice Initiative ever help that senior citizen (myself, in this case) to himself or herself obtain a full and comprehensive DNA-traces forensic medical-evidence sexual-assault exam on himself (myself) or herself, with any and all DNA-traceable items from the resulting rape-evidence kit to be retroactively processed for the full maximum possible 190-day (or longer, if possible) time period?

I hope to hear from you soon in response to these three public-policy-minded questions from myself.

Sincerely and Best Wishes,
longstanding criminal-law complainant John Kevin McMillan.
My solo-occupancy efficiency apartment unit home address ever since June 21, 2019:

Subject: 2-19-21 urgent plea to Republican U.S. Senator Mitt Romney of Utah

February 19, 2021

Dear Senator Romney,

Congratulations on your great courage and incisiveness and eloquence as a Republican Senator. I am very grateful to you for having supported the Congressionally-imposed impeachment and lawful removal from The White House of Donald Trump.

If you yourself are familiar with any aspect of my own living conditions or sleeping conditions in Austin, Texas, from mid-January 2017 until mid-January 2021, and you suspect that then-President Trump pursued any possible conduct that allegedly blocked investigation by one or more law-enforcement agencies of the alleged continuous-and-continuing home-invasion-crimes and alleged sex-crimes and alleged personal-injury crimes victimizing me during my sleep as I lay alone on my own bed inside my locked apartment unit in north Austin, please share your factual information or speculations as soon as possible with the FBI and the Austin Police Department.

After the outrageously violent insurrection by dozens of Trump supporters at the U.S. Capitol, I also hope that you will consider lending your influential support to the proposed establishment of a new research institute in Salt Lake City, Utah, or some other city or town you regard as appropriate for that type of institute, that bears an official name such as "Center for the Study of Vigilanteeism (standard spelling, Vigilantism) as a Threat to American Society."

I also hope you will consider authoring or sponsoring a proposed revision of the federal penal code that specifically cites specific circumstances in which vigilanteeism or vigilantism in American society can comprise an act of treason or can otherwise be punished more severely than at present through the federal penal code.

It can also be very helpful if the state penal codes of many states, including Texas, are strengthened to more extensively punish acts of vigilanteeism (vigilantism) in which the vigilantees physically assault or sexually assault or deliberately medically injure or murder or attempt to murder others.

Senator Romney, I know that you will always cherish your prior period as a resident of Massachusetts. I myself am a former resident of Worcester, Cambridge, Boston, and Quincy, Mass., respectively. On my mother's side of the family, I am a certified direct descendant of the Rev. William Brewster, head chaplain on the Mayflower and the leading religious adviser to British Plymouth Colony Governor William Bradford. My father, Calvin McMillan, was stationed in the Boston area of Massachusetts for a portion of his World War II military service for the United States Army. My father was born and raised as a Mormon in Murray, Utah, and was a very honorable alumnus of the University of Utah in Salt Lake City.

Senator Romney, do you have any reason to believe that if I myself were to move from Austin, Texas, to Salt Lake City, Utah, I could sleep alone on my own bed inside my bolt-locked solo-occupancy efficiency-rental-apartment unit in Salt Lake City without anyone but me ever being physically present inside my rental-housing unit at any time during my bedtime hours at nighttime?

I am a longtime celibate-by-choice, single-by-choice, Anglo non-Hispanic gentleman, and I always sleep alone on my own bed inside my bolt-locked apartment unit. I am also a platonicly polite and clean-talking (no profanity by me in my everyday conversations with others), facially-cleanshaven and anti-facial-hair-minded, lifelong-tattoo-less and anti-tattoos-minded, permanently drinking-alcohol-free and non-alcoholic, anti-marijuana-minded, lifelong-tobacco-free, law-abiding and civil, privacy-rights-minded, white gentleman of English, Scottish, and German ancestry. I am also the founder and only approved current member of the politely-non-Christian and implicitly-deistic, law-enforcement-minded, crime-deterrence-minded "Progressive Prohibitionist Religion"---a new "Honor Society" rational-goals-centered religion with very stringent membership-eligibility requirements.

I hope to hear from you soon, Senator Romney.

Sincerely and Best Wishes,
John Kevin McMillan, a former full-time employee of the Texas Department of Public Safety state law-enforcement agency in Austin. I am also a former full-time copy-editor at "The Patriot Ledger" daily newspaper in Quincy, Mass., and a former full-time reporter at "Worcester Magazine" in Worcester, Mass.
My solo-occupancy efficiency-apartment-unit rental-home address ever since June 21, 2019:

Subject: Re: 2-17-21 urgent question for UMN Center for Holocaust Studies in Duluth

To: Ms. Deborah Petersen-Perlman, Chair of the Baeumler Kaplan Holocaust Commemoration Committee at the University of Minnesota campus in Duluth, Minnesota.

February 19, 2021

Dear Ms. Petersen-Perlman,

Thank you for your prompt and friendly reply note (below) to me yesterday. Your polite letter was in direct response to an e-mail letter I sent you about my self-identified status as a single longtime-celibate male adult Anglo non-Christian victim of alleged continuous-and-continuing-anal-rape-crimes and alleged home-invasion-crimes inflicted on me. I have repeatedly complained to the Austin (TX) Police Department over a multi-year period that those alleged continuous felony crimes have occurred on a daily and year-round basis during my sleeping hours as I lie alone on my own bed inside my bolt-locked current solo-occupancy apartment unit in Austin, Texas.

I wrote to you in the hope that my being subjected to allegedly Holocaust-like sleeping conditions inside my bolt-locked solo-occupancy apartment unit in Austin, Texas, might possibly qualify me for assistance from a noble group such as your own.

If you or any of your University of Minnesota system colleagues ever happen to learn about any office or honorable organization in Minnesota that can help me to obtain a very thorough forensic anal-rape-crimes and oral-rape-crimes sexual-assault-evidence DNA-swabs medical exam on myself, I would welcome that friendly referral.

The proposed new rape-evidence kit to be obtained from me with my full prior permission must be accompanied by full and comprehensive 190-day retroactive DNA-traces processing of the resulting entire rape-evidence kit from me. The full maximum possible retroactive DNA-traces processing is crucial in the alleged continuous-and-continuing daily-and-year-round-felony crimes case in which I am self-identified victim of alleged felony personal-injury crimes during my sleeping hours in the state capital city for Texas.

Among the possibilities that come to mind for me on a possible referral for life-saving assistance to me in Minnesota are: the Office of the Governor of Minnesota; the Office of the President of the University of Minnesota; a University of Minnesota Medical School campus; the Criminology Department at the Duluth campus of the University of Minnesota; the Mayor of Duluth; the St. Paul Police Department; the Minneapolis Police Department; the Office of the Mayor of Minneapolis, the Hennepin County Attorney's Office; the "Minnesota Daily" Alumni Association; the University of Minnesota Alumni Association; the "Minneapolis Star-Tribune" daily newspaper; the Hubert H. Humphrey School of Public Affairs in Minneapolis; the Dean of the University of Minnesota School of Journalism and Mass Communications in Minneapolis; and the New Ulm Diocese of the Catholic Church.

Thank you again, Ms. Petersen-Perlman, for your much-appreciated reply letter.  I want to wish you the best of success with your Holocaust Commemoration Committee in Duluth, Minnesota.

Sincerely and Best Wishes,
John Kevin McMillan, a former "New Ulm Journal" regional-beat full-time daily newspaper reporter in New Ulm, Minnesota; a University of Minnesota Graduate School of Journalism and Mass Communications alumnus; and a former "Minnesota Daily"-based faculty-appointed teaching assistant and trainer at the Journalism school building on the campus in Minneapolis.

Dear Center for Holocaust Studies Researcher at the Duluth campus of the University of Minnesota,

I am a 1984 alumnus of the University of Minnesota Graduate School of Journalism and Mass Communications in Minneapolis.

Does your first-rate Center for Holocaust Studies ever pursue research about American citizens in the 21st Century who are believed to be currently subjected to Holocaust-like substandard and hazardous and medically injurious living conditions or sleeping conditions inside their own locked private residence?

If so, can your noble Center ever help a self-identified continuous-and-continuing-daily-and-year-round- sexual-assault-crimes-and-personal-injury-crimes victim (myself) in Austin, Texas, to obtain a comprehensive DNA-swabs forensic sexual-assault-crimes evidence and personal-injury-crimes  evidence medical exam on myself?

Here in Austin, Texas, I have been repeatedly rejected by the Austin Police Department on my numerous requests throughout the most recent nine-year period for a forensic anal-rape-crimes medical exam on myself for which any and all DNA-traceable items from the resulting rape-evidence kit will be processed retroactively for the full 190-day (or longer, if possible) time period. I am very sure that Professor Chris Ison, a very fine former colleague of mine at the "Minnesota Daily" student newspaper when I was a teaching assistant based at the U of Minn. campus in Minneapolis, will be willing to put in a good word for me with your Center for Holocaust Studies about my very high level of honesty and accuracy. I am a lifelong non-Christian (and I am NOT an atheist), and many Texans apparently dislike that about me. I am also a former full-time newspaper reporter in Texas and Minnesota, respectively.

Incidentally, I am very hopeful that Minnesota native and highly-regarded former Minneapolis City Coordinator Spencer Cronk  or his current high-ranking staff member Julie Bollman at Austin (TX) City Hall will be willing to put in a good word for me with your very influential Holocaust Center in Duluth.

I hope to hear from you soon.

Subject: 2-17-21 PIR re: APD Internal Affairs or Special Investigations notes re: Sgt. Benningfield or Lt. Curtis and me

From: John Kevin McMillan, public-information requestor. My solo-occupancy efficiency-apartment-unit rental-home address ever since June 21, 2019: Pebble Creek Apartments (a Belco Equities-affiliated, large gated-community complex), 8805 North Plaza Drive, Building 17, Apt. 2418, Austin, TX 78753. A respectful FYI to each of you on the following public-information request I submitted online tonight at 10:37 p.m. this Wednesday, February 17, 2021, to the Austin Police Department at their official City Government of Austin website:

"I am seeking a copy of any and all records of or reports about any interviews of or findings about Lt. Gena Curtis or APD Sex Crimes Unit Sergeant Sandra Benningfield that referred at least once in any manner to myself, John Kevin McMillan of Austin, and that, in each such case, were  conducted at any time since September 1, 2015, by the APD Internal Affairs Unit or the APD Special Investigations Unit.

"My legal name is John Kevin McMillan. My date of birth is April 27, 1957. I was born at Lincoln, Nebraska.

"On February 17, 2020, I received a very unexpected e-mail rejection letter from Lt. Curtis, the immediate supervisor of Sgt. Benningfield, in which Lt. Curtis forbade me in writing from ever again directly contacting herself:

"'Larroque, Lelan

"'Good morning,

"'In the future if you need to connect with someone at the Austin Police Department please feel free to reach out to either Officer Larroque or Sgt. Mike King; both are copied on this email. Please have no further contact with me, Lt. Gena Curtis. Have a great day!

"'Lt. Gena Curtis #2170

"'P.O. Box 689001
"'Austin, Texas 78768-9001
"'(512) 974-5570"'
________

"The APD Sex Crimes Unit under the leadership of Sgt. Benningfield and Lt. Curtis has never at any time authorized any new rape-evidence forensic medical exam on me that I repeatedly requested from APD's Sex Crimes Unit on numerous occasions over a multi-year period.

"Also, the APD Sex Crimes Unit has never requested and obtained full 190-day maximum possible retroactive processing of either of the two 2011 forensic rape-evidence kits from me that APD has in its possession for APD Sex Crimes Case 11-1180447 (an April 28, 2011, forensic DNA-swabs rape-evidence medical exam on me) and APD Sex Crimes Case 11-3550615 (a December 22, 2011, forensic DNA-swabs rape-evidence medical exam on me).

"I have repeatedly informed the APD Sex Crimes Unit and other APD units over a multi-year period that I have been and continue to be victimized on a daily and year-round and multi-year basis by alleged anal-rape crimes and alleged oral-rape crimes as well as other personal-injury crimes and home-invasion-crimes and trespassing crimes and harassment crimes during my sleeping hours as I lie alone on my own bed, asleep and unconscious and probably snoring, inside my bolt-locked rental-housing unit in north Austin. I always sleep alone on my bed, and I have been completely celibate ever since and including the day I moved to north Austin in August 2001.

"I have lived alone inside a double-bolt-locked efficiency apartment unit at Pebble Creek Apartments, 8805 North Plaza Drive, ever since June 21, 2019."
