Dear Ms. Nelson,

Thank you for your friendly reply note (below) to me on September 12, 2019.


Ms. Nelson, I would like to respectfully pose the question to you of why your non-profit group holding considerable legal authority over the administration of rape-evidence exams on self-identified sexual-assault victims in Austin, Texas, on Tuesday, October 8, 2019, declined to authorize a forensic DNA-swabs rape-evidence exam on myself that I repeatedly and politely requested from your group that day?

On October 8, 2019, at about noon I was denied a rape evidence exam on myself at St. David's North Austin Medical Center by the emergency room physician on duty, Dr. Katherine Alison Sides, MD. She examined my anus and stated to me that she saw no evidence of any "trauma" to my anus, she said.
I had visited the North Austin Medical Center ER that morning upon referral from a helpful nurse at your SAFE Austin Alliance, Shannon.

Shannon had assured me on the telephone that morning that I had the option of obtaining that exam on my own inside that hospital's Emergency Room without myself contacting the Austin Police Department Sex Crimes Unit for prior authorization. She offered me that assurance after I told her that APD's Sex Crimes Unit is apparently declining to itself authorize a rape-evidence exam on me.

Shannon also informed me that the resulting rape kit on me I could get on October 8, 2019, inside the St. David's North Austin Medical Center would go to the Texas Department of Public Safety state agency headquarters here in Austin, with DPS then processing that rape kit on their own, Shannon stated.

Earlier that morning on October 8 and before I spoke with Shannon on the phone, I did speak on the telephone at 8:57 a.m. that day with Austin Police Department Sex Crimes Unit Detective Leticia Acosta. Detective Acosta stated to me during that conversation that I have the option of myself visiting the SAFE Austin Alliance compound in south Austin in order to request a rape exam on myself by a forensic nurse there.

I visited the St. David's North Medical Center at about 11:30 a.m. October 8 with the clear prior understanding from Shannon that a forensic nurse for Austin SAFE Alliance would meet with me inside that hospital's ER and perform a SANE exam on me.


The SAFE Austin Alliance nurse Shannon also told me at 11:37 a.m. October 8, during a follow-up phone call I made to her from the St. David's North emergency room, that if the emergency room doctor does not authorize a rape-evidence exam on me, I could promptly call SAFE Alliance and request a SANE exam inside that hospital through her organization inside that hospital, she stated.

The male on-duty social worker at St. David's North ER, Dale, stated to me during my October 8 visit there that he had contacted SAFE Alliance on my behalf during my visit in the hospital's ER, and that SAFE Alliance told him that they were not willing to provide me with a rape exam at that time.

I was then subjected to repeated pressure from a female nurse at St. David's North ER (a nurse who declined to give me her name) to myself sign discharge paperwork, despite the fact that I myself had not as of that time obtained confirmation on my own of Dale's statement to me from SAFE Austin Alliance during visit in that hospital emergency room.

Before I left the hospital on October 8, I did request and obtain a meeting inside the ER with the ER Director, Kim Barker. Ms. Barker, with social worker Dale standing behind her, stated to me that she supported the decision by Dr. Sides that day to decline to offer me a rape exam. Ms. Barker also stated to me that state law in Texas does give the ER doctor the option of not authorizing a rape exam on a self-identified rape victim if the doctor does not identify any medical symptoms on the patient that indicate he or she had been raped, she said.

At about 4 p.m. October 8, 2019, after I had returned to my apartment without any rape-exam of myself, I did call the SAFE Alliance hotline and was told by staff member Heather that she was told by her supervisor at SAFE Austin Alliance that they are not able to offer me a rape exam at their south Austin location (or anywhere else, she indicated) at that time.

The ONLY two rape-evidence exams on me that have ever been performed on me in my entire life, each of them having occurred in Austin, were both from 2011.


This "no-rape-exams" defacto policy by Austin SAFE Alliance toward me is occurring despite the fact that APD has been accepted four separate flashdrives from me since this summer and fall --- in the year 2019--- for a 2016 sex-crimes case I submitted to APD as the complainant. Each of those flashdrives of photographs I obtained using a hunter's camera during my sleeping hours inside my bolt-locked apartment unit contain photographic evidence of alleged intruders inside my bedroom of my current bolt-locked efficiency apartment during my sleeping hours in recent weeks.

Congratulations on your very influential role as Public Strategies Officer for the Austin SAFE Alliance. I am very grateful to your SAFE Alliance for having provided me with a signed legal document on my behalf that enabled me to give 30 days' notice to the Village Oaks Apartments management team and then, with their prior permission, move out of that most recent previous rental-apartment unit in Austin.

Ms. Nelson, I would like to offer you and your colleagues an update on the alleged continuous-and-continuing-daily-and-year-round-personal-injury-crimes-and-sexual-assault-crimes case in which I myself have been a self-identified victim during my sleeping hours inside each and every one of my rental units in Austin over a multi-year period as I lie alone on my own bed, asleep and unconscious and probably also snoring, inside my bolt-locked and fully-secured apartment.

Austin Police Department (APD) Sex Crimes Detective Rafael Kianes, Badge Number 6309, of the APD Sex Crimes Unit officially confirmed for me on the telephone on August 30, 2019, that his APD unit is currently investigating an APD case dating to 2016 in regard to me. The APD-designated official ID number on that case is: 16-1340923.

In 2016, I myself had reported to APD, and provided accompanying ADT videoclips obtained at considerable financial expense to myself from inside my locked bedroom as corroborating evidence, that I had been victimized by alleged personal-injury-crimes and alleged sexual assaults on a daily and year-round basis inside my locked bedroom of my and one total Anglo male adult roommate's two-bedroom apartment unit, Apartment 902, in Building 9 of Village Oaks Apartments, 10926 Jollyville Road, in northwest Austin.

Between 1 p.m. and 2 p.m. today (September 4, 2019), I received an additional update on that APD continuous-crimes case. When I today called the APD Sex Crimes Unit (their main phone number, 512-974-5230), a male APD detective stating his last name as "Martin" stated to me that the APD Sex Crimes detective who has been assigned to investigate my currently-active crime case is APD Detective Acosta, APD Badge Number 5805.

I was later informed today by a 311 telephone information service male staff member for the City Government of Austin, who repeatedly stated to me his own name as "Shy" (sic), that the first name for the cited APD Detective Acosta is Leticia.

The APD office phone number for APD Sex Crimes Detective Leticia Acosta is: (512) 974-6834, the 311 staff member said.

Ms. Nelson, I would be very, very grateful to you and any of your friends or relatives or anyone else you know who might be interested, for any speculations or overheard-rumors or factual crime tips, including any anonymous crime tips or anonymous rumors, that any of you are willing to offer to APD Detective Leticia Acosta in regard to that still-continuing, daily and year-round sex-crimes case.

Incidentally, Sergeant Investigator Mahoney of the Travis County District Attorney's Office in Austin on July 12, 2019, did briefly talk with me on the telephone about the cited continuous-sexual-assault-crimes-and-personal-injury crimes case for which I have been providing APD this summer with flashdrives crime evidence obtained for me during my bedtime hours at my own financial expense from inside my bedroom or bed area of my three respective rental units ever since early or mid-June 2019.

Sgt. Investigator Mahoney stated to me on July 12 that he is employed with the Travis County District Attorney's Office "Child Abuse Unit" here in Austin. He sounded very friendly toward me throughout my brief telephone conversation with him.

I had been referred to Sergeant Investigator Mahoney by a female receptionist who on July 12 answered the phone for the Travis County DA's Office in downtown Austin and then on her own initiative chose to connect me with their Child Abuse Unit.
