A respectful FYI to each of you on the following,
from longstanding criminal-law complainant John Kevin McMillan of Austin, Texas, in regard to APD Case 16-1340923, the specifically cited crime case for which APD's Sex Crimes Unit in 2019 and January 2020 accepted thousands of infrared-motion-sensitive-camera-generated spy-camera photos, many of them of alleged illegal intruders, that were obtained for me during my sleeping hours from inside my one total bedroom of my current solo-occupancy always-bolt-locked and always-fully-secured efficiency apartment unit in north Austin. I am a longtime celibate-by-choice, single-by-choice Anglo gentleman, and I always sleep ALONE on my own bed. I strive every day to lawfully and in  civil manner prevent anyone and everyone except myself from ever at any time being physically present anywhere inside my bolt-locked rental-housing unit at any time during my bedtime hours.

Re: Open Record Request of February 23, 2020, Reference # R033640-022320

Dear John McMillan,

The Austin Police Department (APD) received a Public Information request from you on February 23, 2020, to request copies of records pertaining to the following:

“a record of any interview the Austin Police Department has conducted with any of the following individuals that referred to myself, John Kevin McMillan of Austin, my date of birth 4-27-1957, at least once in any context:
---Jim Dane, a cousin of mine and farmer who reportedly resides near Iowa City, Iowa, and who stated to me on the telephone in the late 1990s, during a long-distance phone call I made to him from my rental apartment unit along Leon Street near the University of Texas at Austin campus, "You (John Kevin McMillan) are being victimized on a frequent basis by criminal activities in Austin, Texas, and I (Cousin Jim) urge you to stay in close communication with the Austin Police Department." (near-exact quote).
---Kent Neal McMillan, a biological oldest brother of mine, who volunteered to me in the late 1990s, during that same approximate time period when I lived alone in an apartment unit near UT-Austin: "Your (youngest brother John's) perception that you are being victimized by crime in Austin shows a lack of imagination. You should strive to achieve a more creative outlook toward your circumstances." (approximate quote). The same oldest brother of mine had volunteered to me in the early 1990s, during a period in which I resided in Sweetwater, Texas, and worked for the "Sweetwater Reporter", that "you (brother John) are being subjected to manipulative circumstances here in Texas, and the primary intent of those manipulations is for your intellectual development or educational benefit." (approximate quote).
The same Kent McMillan stated to me in 1994, during a long-distance phone call I made at my own financial expense to his and his wife's home in Austin, Texas, from my newspaper office in Snyder, Texas: "I (Kent) cannot understand why you (John Kevin McMillan) give legal authority over yourself to someone who disliked you intensely ever since your childhood."
---Mr. Chris or Christopher Dale, a reported attorney and University of Minnesota Law School alumnus residing in either the Minneapolis area of Minnesota or the Los Angeles area of California, who volunteered to me in 1988, during a long-distance phone call I made to his and his roommate's home in the Minneapolis area from my apartment unit in El Campo, Texas, without my having stated to Mr. Dale in that phone call that I myself sought to have any sex with anyone: "Every human being has a biological necessity for having sex on a year-round basis...You should make a point of yourself driving to Houston, Texas, every weekend and having a series of one-night stands with men you pick up from gay bars in Houston. You could get AIDS from that, but life itself is just a gamble, and it's a gamble worth taking."
---Mr. Roland Klose, a former roommate of mine at Washington University in St. Louis, who volunteered to me in 1986, during a period in which I resided at the Sloane House YMCA in New York City: "I (Roland Klose) recommend that you go on a spree of sexual promiscuity during this period in which you are living in New York City. I have a gay male friend in Alaska who went through a spree of promiscuity and he told me he found it to be very liberating experience for him." (approximate quote).
The same Roland Klose stated to me in 1991, I believe it was, during a period in which I resided in Cuero, Texas, or Zapata, Texas: "You (John Kevin McMillan) are still alive (exact quote). Do you have any evidence that your brother (exact quote) seeks to harm you?" At no time did Roland Klose ever cite to me any factual evidence that he himself had which indicated that any biological brother of mine or which specific brother of mine, may have possibly or allegedly sought to harm myself in any way, if at all.”

A thorough search of records of the Austin Police Department provided no responsive information.

Thank you for contacting the Austin Police Department.

Subject: Fw: 2-28-20 reply letter sought from APD Commander Johnson

March 6, 2020
Dear Austin (TX) Police Chief Manley,

As I'm sure you are already very aware, I  am a self-identified victim of alleged continuous-and-continuing, daily-and-year-round sex-crimes and alleged personal-injury-crimes allegedly inflicted on me during my sleeping hours as I lie alone, asleep and unconscious and probably also snoring, on my own bed inside my bolt-locked apartment unit.

Sergeant Mike Henderson of the Travis County District Attorney's Office has helpfully advised me on the telephone that I have the option of myself following the proper APD chain of command in formally appealing APD Sex Crimes Unit head administrator Sergeant Sandra Benningfield's repeated decisions over a multi-year period of herself declining to authorize ANY forensic medical-evidence rape-evidence exam on myself that I had requested at that time from APD.

I wish to politely emphasize, Chief Manley, that the APD Sex Crimes Unit in the latter half of 2019 and in January 2020 accepted from me thousands of infrared-motion-sensitive camera-generated photo images specifically designated to me by APD as being possible crime evidence for APD Case 16-1340923 ---- new photos that had been obtained for me in 2019 during my sleeping hours as I lay alone on my own bed.

Those new photos were of alleged illegal intruders caught on camera inside my one total bedroom of my current always-bolt-locked and always-fully-secured solo-occupancy (myself, only) efficiency rental-apartment unit at Pebble Creek Apartments, 8805 North Plaza Drive, in north Austin. I have an official signed 12-month lease agreement for my current apartment unit, and I am the ONLY cited tenant and only cited occupant on that lease.

I have repeatedly and politely informed APD's Sex Crimes Unit in writing that I sense that one or more possible hidden points of entry into my current bolt-locked and fully-secured rental apartment have been allegedly deployed by alleged home-invasion crimes perpetrators victimizing me during my sleeping hours. I have pointed out to APD in writing that infrared motion-sensitive photo images I've obtained during my sleeping hours appear to show possible movement of or possible passage through one or more of my current bedroom walls, for instance, during my sleeping hours.

The polite management team at my current apartment complex, Pebble Creek Apartments, has stated to me this year that they are sure there are only three possible points of entry into my current efficiency rental-apartment unit: my front door, the sliding glass-door between my living room and my outdoor balcony, and my kitchen window.

Despite the APD Sex Crimes Unit's reactivation last year of APD Case 16-1340923, APD in the entire period since 2016 (when that particular felony-crimes case originated) has repeatedly declined to authorize ANY DNA-traces rape-evidence medical exam on me on any of the approximately 10 separate occasions of the last four-year period when I specifically requested official authorization from APD's Sex Crimes Unit for a forensic medical exam of that type on myself.
The most recent year in which APD's Sex Crimes Unit was willing to authorize any rape-evidence exam on me was 2011----nine years ago. I have not obtained any written verification from APD that it obtained full 180-day retroactive processing of ONE OR MORE ---OR EACH, FOR THAT MATTER--- of the DNA traces obtained from those two separate rape-evidence kits obtained from me in 2011 at my request.

The Attorney General of Texas has this year confirmed for me in a written response to a public-information request from myself that that state agency's Human Trafficking and Transnational/Organized Crime section in Austin has officially established a file, along with corroborating photo evidence, that's focused on myself as a self-identified victim of crime in Austin.

I might add that the Polaris Project non-profit group has informed me in writing this year that their non-profit group seeking to deter human trafficking crimes in the United States has assigned me an official case number with Polaris. My case number with them is: 682239. The Polaris Project, as I'm sure you are very aware, maintains a 24-hours-per-day, 7-days-per-week Human Trafficking hotline, toll-free phone number 1-888-373-7888.

Please note that I did send additional e-mail documentation to APD Assistant Chief Jennifer Stephenson when I submitted my e-mail written appeal to herself that she chose not to reply to. I will be happy to share each of those 10 or so additional emails of mine to APD Assistant Chief Stephenson with yourself as well, if you believe that might be helpful to you in reviewing this written appeal to you from myself.

Chief Manley, I welcome any opportunity you might be willing to offer me to meet with you inside your APD Chief's Office at APD headquarters in downtown Austin.

That meeting would allow me to discuss with you why I am a very solid criminal-law complainant for APD, and why my own critical evaluation of APD Sgt. Sandra Benningfield's conduct toward me is very justifiable, in my opinion.

I hope to hear from you soon.

Sincerely and Best Wishes,
from former Texas DPS full-time employee John Kevin McMillan, date of birth 04/27/1957, and city of birth Lincoln, Nebraska.
My home address ever since June 21, 2019:

February 29, 2020

Dear Austin Assistant Police Chief Stephenson,
I have not received any reply letter from APD Commander Catherine Johnson on this letter of appeal in which I am following the proper APD chain of command.

For that reason, I have decided to now re-address this letter (below), along with related e-mail communications I had sent to Commander Johnson in the last several days, to yourself.

If you have any reason to believe that APD Commander Johnson had planned to send me a reply letter by 5 p.m. Monday, March 2, I would of course welcome that reply letter from herself. But if you don't have any reason to believe that APD Commander Johnson had planned to reply to me in writing by 5 p.m. March 2, I hope you will regard it as fair and reasonable of me to directly appeal to yourself on this issue.

Assistant Chief Stephenson, I hope to receive a reply letter from either you or, in the above-cited scenario, APD Commander Johnson in the very near future.

Sincerely and Best Wishes,
former Texas Department of Public Safety full-time employee John Kevin McMillan of north Austin.

February 28, 2020

Dear Austin Police Department Commander Johnson,

Thank you for your kind and helpful willingness to review my multi-part written appeal I have shared with you.

I respectfully maintain that the carbon-copy I shared with you this week on the February 27, 2019, Open Records reply letter to me from the Attorney General of Texas --- a reply letter confirming that that state agency's Human Trafficking and Transnational/Organized Crime Section has numerous crime-evidence photos in its possession that were each generated during my own sleeping hours as I lay alone on my own bed inside my current solo-occupancy always-bolt-locked efficiency apartment unit at Pebble Creek Apartments --- underscores the merit of my current written appeal to yourself.

As you know, Commander Johnson, I have diligently followed the official APD chain of command in my written appeal of conduct toward me by Austin Police Department Sex Crimes Unit head administrator Sgt. Sandra Benningfield that has included:

---Sgt. Benningfield has apparently chosen to ignore a recent public-information response to me from APD's Public Information Office that cited several infrared motion-sensitive-camera photos that were obtained for me during my sleep inside my current rental unit as each apparently exposing someone OTHER than myself inside my bedroom.

---Sgt. Benningfield has apparently chosen to ignore written statements of mine to her APD unit that in the period ever since early 2016, I myself have undergone five separate doctor-ordered surgical procedures on myself inside local hospitals for life-threatening medical problems relating to my cardiovascular system that I developed, the specific nature of which no relative of mine has ever had, and that I allege to have occurred largely because of my being victimized on a daily and year-round and multi-year basis alleged personal injury crimes, including deliberate-sleep-deprivation-infliction crimes, inflicted on me during my sleeping hours or during periods in which I was held unconscious by intruders wielding illegal nasal inhalants, inside my bolt-locked apartment unit in Austin.

--Sgt. Benningfield ever since February 7, 2020, has emphatically declined to accept any additional flashdrives from me that contain hundreds or thousands of additional crime-evidence photo images of alleged home-invasion-crime perpetrators, alleged trespassers, alleged sex-crimes perpetrators, alleged assault-by-physical-contact perpetrators, alleged unauthorized and flagrantly illegal-nasal-inhalant-services perpetrators, alleged unauthorized and flagrantly illegal hydration services perpetrators, alleged unauthorized and flagrantly-illegal anal-vibration-services perpetrators, alleged unauthorized and flagrantly illegal sleep-interruption-and-REM (deep)-sleep ruination "medical services" providers, and alleged personal-injury-crimes perpetrators who allegedly victimized me during my sleeping hours as I lay or lie ALONE, asleep and unconscious and probably snoring, on my own bed inside my bolt-locked and fully-secured solo-occupancy efficiency unit.
As a result of Sgt. Benningfield's action toward me, I have been forced to keep in storage inside my bolt-locked current apartment unit two current brand-new flashdrives with hundreds of photo images of additional crime evidence on my behalf as the crime victim that have not been reviewed by any APD unit, much less an APD unit with expertise in reviewing forensic photo evidence.

---Sgt. Benningfield over a very recent multi-year recent period has repeatedly declined to authorize ANY of the forensic rape-evidence medical exams on myself that I have specifically requested approval for that day from her APD Sex Crimes Unit.

---Sgt. Benningfield has apparently never chosen to order any full 180-day (?) retroactive processing of all DNA traces from each the existing rape kits obtained from me at my request that APD already has in its possession. Those two rape-evidence kits were for APD Sex Crimes Case 11-1180447 and APD Sex Crimes Case 11-3550615. Sgt. Benningield has pursued that conduct despite my repeated statements to her APD unit that I myself am a self-identified victim in a continuous-and-continuing, daily-and-year-round-and-multi-year personal-injury-crimes and sex crimes case in Austin, Texas.

--Sgt. Benningfield over a multi-year period has chosen against ordering ANY of her Sex Crimes Unit detectives to directly visit me inside my rental unit and directly interview me about APD Case 16-1340923 inside my apartment unit.

--Sgt. Benningfield has apparently chosen to repeatedly ignore my repeated written statements to her APD unit that I myself have been completely celibate, with zero sexual contact or intimate physical contact between myself or any other human being (or any animal, for that matter), regardless of where I was situated or where I traveled to or resided, on any occasion throughout any and all of my own conscious or waking hours ever since the day I moved to the northern section of Austin in August 2001.

---Sgt. Benningfield has apparently chosen to ignore these pertinent facts about me: I lead a permanently-marijuana-free (ever since 1984) lifestyle; I am NOT a former or current drug addict, and in fact I have NEVER consumed any illicit drug other than marijuana on any occasion in my entire life; I am not a "former alcoholic" or "recovering alcoholic", and in fact I have not consumed any quantity of drinking alcohol on any occasion since the late summer of 1990; I am a lifelong non-smoker; I do not have ANY tattoo anywhere on my own body, and I am in fact a lifelong-tattoo-less person; I do NOT wear jewelry on my own body, and I am in fact repulsed by jewelry on men; I am NOT effeminate, and I am platonicly polite toward a wide range of persons of any background; I myself am dependably civil and law-abiding and honest; I never verbalize profanity or obscene speech in my everyday conversations with others; and I do not have any criminal-conviction record.

---Sgt. Benningfield has apparently chosen to ignore the point that I lead a factually-minded lifestyle and have a prior career background in law-enforcement, through full-time jobs I held with the Texas Department of Public Safety state agency, the Texas Board of Pardons and Paroles state agency, and the Texas Department of Criminal Justice, as well as a prior career background as a full-time daily newspaper reporter. I had a very good accuracy record as a full-time reporter for a variety of respective daily general-circulation newspapers and semi-weekly or weekly general-circulation newspapers in Texas, Minnesota, and Florida, respectively.

---Sgt. Benningfield has never at any time questioned the accuracy of my repeated statements to her APD unit that in the entire period ever since the late afternoon of my move-in-date into my current efficiency solo-occupancy unit of June 21, 2019---when two male adult movers for Affordable Moving Company did help to place my mattress and possibly other furniture inside my bedroom for me---I myself have NEVER with my own eyes ever at any time definitely and directly seen any person other than myself inside my bedroom of my current solo-occupancy rental apartment unit at Pebble Creek Apartments.

---Sgt. Benningfield through her detectives has never at any time questioned the accuracy of my repeated written statements to her APD unit that as the only official tenant and only official occupant inside my current efficiency apartment unit, I have never at any time ever once knowingly permitted ANY PERSON (or any dog or cat or animal, for that matter--I am very opposed to bestiality) to enter my current rental unit other than:
---numerous respective on-duty APD officers, over a multi-month period;
---an on-duty Austin-based investigator for the Texas Department of Family and Protective Services, Investigator Diana McGeehan---cell phone number 512-960-9351, according to the professional ID card she left with me---who visited my unit for DFPS Case Number 7292-2668 and interviewed me for about 40 minutes, from 2 p.m. to 2:40 p.m. Thursday, November 14, 2019, during which time Investigator McGeehan politely advised me to purchase a second hunter's camera (which I later did as advised on December 5, 2019) and install it inside my one total bedroom for surveillance purposes inside my bedroom of my current apartment unit;
---on-duty pest-control-services providers for the polite management team here at Pebble Creek Apartments, 8805 North Plaza Drive, in north Austin;
---an on-duty African-American male adult moving company staff member, first name Ryan, and an Anglo male adult moving company staff member for Austin Affordable Moving Company, first name Cameron, and only in the context of their both helping me to move into my new rental unit at Pebble Creek Apartments at about noon on my officially approved move-in date of June 21, 2019;
---on-duty maintenance staff members doing possible repair work inside my apartment unit; and
---several on-duty staff members for the San Marcos-based Grande Communications, who installed my new Grande-internet and Grande-landline phone service and Grande cable television service inside my current rental-housing unit and helped me to figure out how to use that new media-services technology inside my unit over a multi-day or multi-week period in late June 2019 and possibly also in July 2019.

---Sgt. Benningfield has reportedly very recently advised me to contact mental health officers for APD, and to myself refrain from ever again contacting her Sex Crimes Unit, with Lt. Gena Curtis having conveyed that policy decision toward me in writing through an e-mail letter to me from Lt. Curtis that I have shared with you as evidence on behalf of my appeal. Sgt. Benningfield has reportedly pursued that policy action toward me despite the fact that I myself am psychologically healthy, dependably civil and law-abiding and honest and factually-focused, I am NOT under any mental health restrictions of any type, and I hold full power of attorney authority on my own behalf.

--Sgt. Benningfield has apparently advised her APD Sex Crimes Unit detectives to cite to me the absence of a possible point of entry into my bolt-locked apartment unit as an ostensible basis for no further investigation by her APD unit, with those statements conveying the repeated outlook toward me by her APD unit that I as the complainant and crime victim am expected to shoulder the entire burden of proof for APD Sex Crimes Case 16-1340923.

--Sgt. Benningfield as head of the APD Sex Crimes Unit has chosen against requesting that a building code inspector for the City of Austin inspect my apartment unit and each of the abutting apartment units for possible points of entry into my efficiency one-bedroom apartment unit in Building 17 at Pebble Creek Apartments. She has made that decision despite photo images evidence I have provided her APD unit of possible movement to one or more walls of my bedroom during my sleeping hours as I myself lay alone on my own bed.

--With one total exception, as noted in a follow-up e-mail to me several years ago, Sgt. Benningfield has declined to speak with me or interview me on any occasion in the last approximately four-year period. In her capacity as head of the APD Sex Crimes Unit, Sgt. Benningfield has presided over a unit that over a multi-year period has chosen against inviting me to visit their unit for a full formal interview. The ONLY full interview I was ever granted in person at the APD Sex Crimes Unit occurred in May 2011, with APD Sex Crimes Unit Detective David Silva having conducted that approximately 30-minute videotaped interview with me.

---Sgt. Benningfield has chosen to ignore my statements to her APD Unit that my public reputation for being the founder and only current approved member of a new and lawfully non-Christian religious group with very stringent membership-eligibility requirements, the anti-drinking-alcohol and anti-tobacco and anti-marijuana-minded and anti-tattoos-minded Progressive Prohibitionist Religion that I delivered televised speeches about around the turn of this century for local community-access television here in Austin, may have played a possible role in alleged retaliatory personal-injury-crimes and alleged hate crimes toward me during my sleeping hours by atheistic persons and other persons who dislike or despise my fully independent and implicitly-deistic new religion.

Commander Johnson, I hope to hear from you today in your written response to my appeal through yourself of conduct toward me by Sergeant Bennigfield and her immediate supervisor, Lt. Gena Curtis.

Sincerely and Best Wishes,

John Kevin McMillan, criminal-law complainant in APD Case 16-1340923.

MY LETTER OF CONGRATULATIONS THAT I WROTE AND SENT TODAY TO DEMOCRATIC PARTY PRESIDENTIAL CANDIDATE JOSEPH BIDEN:

From: John McMillan
To: Joebiden Info
Sent: Wednesday, March 4, 2020, 01:41:58 PM CST
Subject: 3-4-20 follow-up note re: your campaign

March 4, 2020
Dear Senator Biden,
Congratulations on your great success yesterday in the Democratic Party Presidential Primary elections. I am proud to inform you today I made a $10 online contribution to your political campaign.

Some advice I would like to offer you:

---Please consider offering very clear medical-criteria guidelines in advance that specify the circumstances in which, if elected, you would resign from the Presidency and hand over the position to your chosen Vice President. That assurance from you would impress many voters as an additional reminder to them that you, unlike President Trump, take pride in being forthright and honest and honorable.

---Please be very careful to select as your Vice Presidential running mate an individual in regard to whom you would feel very comfortable about their serving as President, if a worst-case scenario relating to your own medical health (and let us all hope this DOES NOT happen) should occur during your first term in the White House.

Since many Americans are worried that you might possibly die of natural causes or suffer a stroke while in office, your selection of a truly outstanding and very high-integrity Vice Presidential running mate will be very, very reassuring to American voters.

---Please consider establishing very clear and well-defined limits or prohibitions on your son Hunter's involvement in your political life and business ventures. This would assure the American people that integrity issues relating to your son Hunter would not undermine your own credibility as the Democratic Party candidate or as U.S. President.

I might add that if you do allow Hunter to have an involvement in your political career, you might want to limit that involvement to his doing a public-service announcement on the importance of seeking treatment for an illicit drug addiction---or possibly his serving as an unpaid member on a Presidential Commission on Illicit Drug and Alcohol Addiction.

---Please consider pledging to follow the lead of President Jimmy Carter by placing all of your own assets in a triple-blind-trust account (right phrasing?) immediately after you are elected to the Presidency. This would demonstrate to the American people that you will offer a very refreshing and high-integrity contrast to that of Donald Trump as President.

---You could impress many Americans if you publicly denounce and deplore the allegedly illegal human trafficking and transnational organized crime activities and continued thought-control project and continuous-noise-pollution-infliction project that President Trump has permitted to continue occurring in a context that has victimized myself, John Kevin McMillan of Austin, Texas ---- with my emphasis as a criminal-law complainant with the Austin Police Department and the FBI being on allegedly illegal physical contact and allegedly illegal sexual contact with me that allegedly is continuing to occur on a daily and year-round basis during my sleeping hours inside my bolt-locked solo-occupancy efficiency apartment unit in Austin, Texas.

I have written to President Trump about this issue for me, and he has chosen against sending me any reply letter or reply note, aside from a confirmation that he received my online written communication on that issue. I did get one telephone intake interview with the FBI in 2019, but was later told by the FBI when I did a follow-up call that since they were sure my case did not involve organized crime victimizing me, they would not investigate.

Thank you for contacting the White House. We are carefully reviewing your message.

President Donald J. Trump believes the strength of our country lies in the spirit of the American people and their willingness to stay informed and get involved. President Trump appreciates you taking the time to reach out.

THE ONLINE QUESTION I POSED TO PRESIDENT TRUMP AT ABOUT 8:30 P.M. JANUARY 11, 2019, AT HIS OFFICIAL WHITE HOUSE U.S. GOVERNMENT WEBSITE, WITH THE WORD "YOU" TYPED WITHIN PARENTHESES LATER ADDED BY ME FOR CLARIFICATION IN BLOGS OF MINE I LATER POSTED:
"Mr. President, please ask the FBI agents based in Austin, Texas, to help me put an immediate end to alleged personal-injury-crimes allegedly victimizing me on a daily and year-round and multi-year basis during my bedtime hours as I lie alone, asleep and unconscious and probably also snoring, on my own bed inside my locked rental-apartment unit. I am a longtime celibate-by-choice, single-by-choice, gainfully-employed, permanently-drinking-alcohol-free, lifelong-tobacco-free, civil and law-abiding Anglo adult gentleman. I have a great need for seven or eight consecutive and uninterrupted and uninjured hours of revitalizing sleep every night --- healthful sleep in which I am NOT subjected by anyone to any nasal-inhalants or liquids or "anal-vibration" services or other so-called "medical services" during my sleeping hours. I have not authorized ANY medical services being inflicted on me during my sleeping hours, as (you) may already be aware."
______
Senator Biden, the FBI has repeatedly referred me back to the Austin Police Department, which ever since February 2020 has declined to accept any additional infrared, motion-sensitive-camera-generated crime-evidence photo images obtained for me over a recent multi-month period at my financial expense (I own the cameras I'm using) that reveal alleged trespassers during my sleeping hours inside my bedroom of my current always-bolt-locked and always-fully-secured efficiency apartment unit at Pebble Creek Apartments, 8805 North Plaza Drive, Austin, Texas, 78753.

My recently-assigned case identification number with the Polaris Project, a group that opposes human trafficking, is: 682239.

The 24-hours-per-day, toll-free phone number for the National Human Trafficking hotline that is maintained by the Polaris Project is: 1-888-3737-888.

President Barack Obama did send me a reply letter during his tenure in the White House in which he stated that he supports freedom from crime for all Americans, apparently including myself, but did not specifically refer to safe housing conditions for me.

Senator Biden, I would be very, very grateful to you if you would please contact the Polaris Project or the Austin Police Department or the FBI and offer a vote of confidence in me as a criminal-law complainant here in Austin, Texas.

Sincerely and Best Wishes,
John Kevin McMillan, a gainfully employed, permanently-drinking-alcohol-free (ever since 1990, and never previously addicted), permanently marijuana-free (ever since 1984, and never-previously-addicted) and lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana, lifelong-tobacco-free and anti-tobacco-minded as well as anti-vaping-minded, lifelong-tattoo-less, permanently jewelry-free, platonicly polite, consistently clean-talking (no profanity by me in my everyday communications with others), single adult longtime-celibate-by-choice (including ever since I moved to the northern section of Austin in August 2001), 62-year-old Anglo-Saxon white gentleman and registered voter in Texas. I am also the founder and ONLY approved current member of a new and politely non-Christian religion, the factually-minded Progressive Prohibitionist Religion, that specifically opposes home-invasion crimes, the use of noise pollution as a political weapon for subjecting anyone to political or religious persecution, sexual assault crimes, personal-injury crimes, fraudulent and injurious "medical" services, thought-control projects, deprogramming projects inflicted on someone against his wishes, the infliction of continuous anonymous communications on anyone in a context that violates his or her privacy rights, the infliction of knowingly false or fraudulent communications on anyone, stalking crimes, and the defiance of anyone's legal or human right to exclude from their own life anyone whom they have already rejected (and I have in fact rejected numerous specified persons from my own life).

THE WIT AND WISDOM OF NEW YORKERS: AN IMAGINARY EAVESDROPPING REPORT FROM 2020:

----"I'm not as fascinated by murders here as I am by attempted murders. If I can prevent or block the attempt, no one murders me. That's my outlook as a New Yorker. Someday my epitaph should read, 'That He Died of Natural Causes is Proof of his Genius, in a City where Thousands Schemed and Plotted to Murder Him."

---"I prefer an alternative wording for that epitaph, something like: 'His Life was Truly Miraculous: He died of natural causes in a city where 90 percent of the residents schemed 24-hours-a-day with flagrant and truly outrageous homicidal intent toward him."

--"I would define depravity as a New Yorker who, when asked to cite his accomplishments in his life, states that attempting to commit homicide was the only project from his entire life that he ever put any energy into---and that particular project of his failed, since the intended victim is now being profiled as a hero in a front-page feature story for the New York Times."

---"If I could shake the hand of one New York Police officer, I would choose the detective who solved the largest number of attempted-homicide cases in calendar year 2019. I have a special place in my heart for that NYPD detective. I'm alive today because of truly courageous and brilliant detectives like that one."

---"Maybe there should be a special award for 'NYPD Attempted Homicide-Crimes Detective of the Year'. I would love to attend an awards banquet honoring that NYPD detective. My only worry would be that some organized crime syndicate would learn about the banquet before it takes place, and would attempt to put poison in the honoree's meal."

--"If you want to help deter attempted homicides in New York, you could donate money toward financing a new documentary film exploring attempted homicide in the Big Apple and how to help deter that violent felony crime."

---"I find it tragic that his tombstone epitaph declares that his biggest triumph and biggest accomplishment as a New Yorker was dying of natural causes. That's very grim, if you ask me."

---"Maybe there should also be an annual award for the best training program for attempted-homicide-cases detectives, assuming that NYPD has a separate investigative unit for attempted homicide detectives. There must be lots of angles to investigating an attempted homicide case here that are very distinct from the after-the-fact-cases, as I refer to our city's homicides."

---"Can you imagine being an Attempted Homicide Beat detective for NYPD and glancing nervously at your watch every hour, since you always worry that if you don't solve the most recent case ASAP, the attempted homicide victim will turn into a corpse floating down the Hudson River. So your case you didn't manage to solve on time turns into a Homicide case, and you end up facing an Internal Affairs interrogation provided to you by NYPD."

---"If I were an Attempted Homicides-beat detective for NYPD, I think I would get a heart attack from the severe anxiety of trying to identify the would-be murderer as soon as possible before he can succeed, so to speak, in his next attempt at murdering some unsuspecting New Yorker."

---"One consolation about Attempted Homicide in New York is that the would-be murderer doesn't always exhibit a continued zeal on behalf of pursuing attempted homicide. Maybe he stops doing it because he doesn't want to face the headline in the Daily News that warns everyone that "SERIAL ATTEMPTED HOMICIDE MANIAC STRIKES AGAIN!"
I, for one, am always very grateful when an Attempted Homicide perpetrator in the Big Apple decides to retire from that avocation and takes up gardening instead."

---"If I worked for the NYPD Attempted Homicides Unit, assuming there is one, I would want to have a healthy ongoing dialogue with the best detectives in the Homicide Unit. The attempted-homicide maniacs of New York all seem to follow the slogan for living of 'If at first you don't succeed, try, try, try again!' So the names of suspects I'd be interviewing in the Attempted Homicides Unit would nine times out of 10 end up getting interviewed by the NYPD Homicide Unit."

---"Personally, I pity the fact that New Yorkers who authorized cremation of their body upon their death don't have the chance for a final statement on granite that sums up what their life was all about. To me, a truly wonderful epitaph here in New York should say something like, 'His ESP about the many New Yorkers who sought to harm him explains why he was able to reach age 100. He excelled at thwarting members of the would-be homicidal element."

---"I never wear a necklace, partly because I remember that murder-by-strangulation scene in the movie The Godfather' and it put ideas into the heads of lots of New Yorkers. Wearing a necklace in New York is like an open invitation to attempt to strangle yourself."

---"Donald likes Putin so much that Donald plans to open up a new restaurant here called Putin's Place. If you dine there and you criticize Vladimir Putin to any employee of that restaurant, you get banished to the Siberia Room, where drinking a beverage or eating the food can be a fatal experience."

---"Maybe there should be an anthology of each of the finest scholarly criminology studies on Attempted Homicide as a category of crime. That analogy could then be donated to the New York Public Library, in the hope that it would promote further dialogue about how to help PREVENT attempted homicides here."

---"You would think the anti-stalking laws would help to reduce the attempted homicide rate. If someone is stalking you, you can get a court restraining order against them that identifies them publicly as a leading suspect if anything happens to you."

--"I would love to attend a documentary movie in which New Yorkers who got convicted of Attempted Homicide speak to an interviewer about why, had they done it over again, they would NEVER have even attempted to commit any act of homicide against anyone. That type of documentary movie could then be a mandatory presentation inside the school auditorium of each and every middle school and high school here in Manhattan."

---"One reason for optimism is that our city's many Attempted Homicide convicts are persons who may have subconsciously NOT wanted to actually murder their intended victim. If you put an Attempted Homicide convict in a rehab program that repeatedly highlights the fact that he did NOT, in fact, want to actually murder the cited victim, this might be helpful in preventing recidivism."

---"I tend to look upon attempted murderers as New Yorkers who are not, in fact, cold-blooded killers. They are individuals who secretly acknowledged that their victim has a right to live on this planet, and who reflect that sense of decency through their attempt at murder being, in fact, unsuccessful."
