U.S. REPRESENTATIVE MICHAEL T. McCAUL, MY DULY ELECTED MEMBER OF CONGRESS, ON DECEMBER 1, 2015, ADVISES ME IN WRITING TO DIRECTLY CONTACT THE "FEDERAL BUREAU OF INVESTIGATION" LAW ENFORCEMENT AGENCY'S LOCAL FBI OFFICE IN AUSTIN, TEXAS, USA

The following is the exact text of Congressman Michael T. McCaul's very helpful and influential signed December 1, 2015, official letter to me on official Congressional stationery that he mailed to my current mailing address in northwest Austin.

The official reply letter comprised the first occasion in my entire life in which any member of the U.S. House of Representatives or the U.S. Senate has specifically advised me in writing to myself directly contact the Federal Bureau of Investigation and complain to the FBI about my being an apparent victim of one or more alleged possible federal crimes.

According to apparently up-to-date online records provided by the official website for the Federal Bureau of Investigation (FBI) law-enforcement agency, the Austin office of the FBI is located at 12515 Research Boulevard, Suite 400, Building 7, Austin, Texas, 78759. The office phone number for the FBI Austin office is: (512) 345-1111. The FAX number for the cited FBI Austin office is 512-506-2177.

Please note that the following (below) official reply letter to me from U.S. Rep. McCaul did not contain any bold-faced text. The bold-facing of portions of this letter for this particular Blog was added by myself, a gainfully employed single adult white non-Christian male constituent of Congressman McCaul, for the sake of highlighting especially noteworthy sentences in his signed official letter to myself.

The letterhead to the official stationery being used by my duly elected Congressman in his Dec. 1, 2015, reply letter notes that U.S. Representative McCaul is Assistant Republican Whip in the U.S. House of Representatives. He is also Chairman of the House Committee on Homeland Security. Congressman McCaul, who represents the 10th Congressional District of Texas, is also a member of the House Committee on Foreign Affairs, and of the House Committee on Science, Space, and Technology, respectively, according to his official Congressional stationery on which the following official letter was mailed to me this month by himself.

The letterhead for the official stationery used by Congressman McCaul in his letter to me also states that that federal lawmaker maintains Congressional offices in Washington, D.C. (phone number 202-225-2401), Austin, Texas (phone number 512-473-2357), Brenham, Texas (phone number 979-830-8497), Tomball, Texas (phone number 281-255-8372), and Katy, Texas (phone number 281-225-8372).

The body of the official December 1, 2015, reply letter to me from U.S. Congressman Michael T. McCaul is as follows:

"Dear Mr. McMillan:

"Thank you for contacting Congressman McCaul's office regarding your issue.

"Members of Congress do not investigate allegations of crimes. If you believe that you have credible evidence of violations of federal law, you should contact the local branch office of the FBI for information or assistance. In the event the FBI finds evidence of a prosecutable violation of federal criminal statutes, the case will be presented to the United States Attorney's Office.

"It is important to understand that Congress has adopted standards which recognize the legitimate role of Members in assisting constituents, while protecting both the due process rights of parties potentially affected by Government actions. The rules of the House, and laws and regulations governing federal executive agency activities, however, closely limit the extent of an intervention made on behalf of a constituent. Specifically, a Member of Congress may request information or a status report and or urge prompt consideration of a matter on behalf of a constituent needing assistance with a federal agency. A Member of Congress does not investigate allegations of crimes or mistreatment as described in the email (that) you (John Kevin McMillan of northwest Austin) sent to staff in my office.

"In addition, you may wish to consult with a private attorney to determinate what, if any, other options may possibly be available to you. Information concerning attorney referral services is available upon request from the State Bar of Texas Lawyer Referral and Information Service. Also, the State Bar can give you the name of an attorney who practices in a particular area of law. You can call the referral service free of charge in Texas at (877) 983-9227.

"I appreciate the opportunity to be of assistance.

"Sincerely,

"Michael T. McCaul

Subject: Fw: 12-6-15 re: current online item asking whether I'm a 'serial killer'

A respectful FYI to each of you on the following,

Dear Austin Police Department Sex Crimes Detective (Brian) Narciso at your APD Sex Crimes Unit (official office phone number of (512) 974-6916),

On behalf of the criminal-law complaint I filed June 3, 2015, that prompted APD Sex Crimes Case 15-1540423 that you are investigating, I would like to offer you what I regard as a possible lead about who the (alleged) suspects might include.

It seems to me entirely possible that the individuals who are currently sponsoring an Internet blog posing the very alarming question of whether I myself, John Kevin McMillan or "JKM" as I am identified initially in that online item, am allegedly a "serial killer," may themselves possibly exhibit (possible) alleged criminal intent toward myself that might also be pertinent in your own (current) crime investigation of alleged felony continuous-and-continuing, daily and year-round, anal-rape-and-personal-injury crimes allegedly victimizing me during my sleep (I snore, and I always sleep alone on my bed) every day of the year inside my locked private bedroom of my bolt-locked apartment unit.

I noticed this Sunday morning (today, December 6, 2015) when I Googled my full legal name with quotation marks around it that the very first page or list of citations from that included a frequently-visited online website that is currently asking the entire world to comment publicly on whether I myself might somehow be an alleged "serial killer."

I reported that online item to APD several months ago, and I received a reply E-mail note from an APD detective which stated that the cited item did not at that time reach the level of actual "harassment" of myself, he stated. I would like to respectfully raise the question at this time of whether the point of (possible) alleged harassment of me by that alleged group of individuals----whose online photos indicate that several of them are possibly of Asian Indian or Pakistani ancestry----has, in fact, been (allegedly) reached at this time.

If so, as I indicated to APD several months ago about that very same group, I insist on myself filing (criminal-law) harassment charges, at the very least, against all (applicable) members of the cited group.

Thank you again for your very thorough crime investigation of APD Sex Crimes Case 15-1540423, in which I am the victim and complainant. I hope this follow-up report is helpful to you in your investigation.

Sincerely and Best Wishes,

John Kevin McMillan, complainant.

I am a single-by-choice adult white male longtime-celibate-by-choice victim of alleged anal-rape-crimes and personal-injury-crimes allegedly being inflicted on me on a frequent and daily and year-round basis during my sleep (I ALWAYS sleep alone on my own bed, and I snore) by alleged illegal intruders inside my locked private bedroom of my bolt-locked apartment unit in Austin, Texas. Is there anything your group might be willing to do to help me file a successful criminal-law complaint that helps to terminate that alleged physical abuse and injurious-"medical services" abuse of me during my sleep?

TEXAS DEPARTMENT OF PUBLIC SAFETY STATE AGENCY, A FORMER EMPLOYER OF MINE IN AUSTIN, STATES IN JULY 12, 2001, SIGNED OFFICIAL STATE AGENCY REPLY LETTER THAT THE DPS HAS NO RECORD OF ANY ILLEGAL ELECTRONIC SURVEILLANCE OF MYSELF, JOHN KEVIN MCMILLAN OF AUSTIN, AT ANY TIME SINCE MARCH 1986

(EDITOR'S NOTE: The following is the exact verbatim text of a signed 2001 legal reply letter to myself, John Kevin McMillan of Austin, from the Office of General Counsel of the Texas Department of Public Safety state agency headquarters complex in north Austin.

I was employed for 12 consecutive months, from the fall of 1997 through the fall of 1998, as a full-time clerical employee of the Texas Department of Public Safety state headquarters Motor Carrier Bureau along Guadalupe Street in Austin. I was never fired from my position of employment with that state agency, and I did in fact resign from my position there in late 1998. I left the DPS a matter of weeks after Major Burroughs of the DPS Motor Carrier Bureau staff advised me during a discreet one-to-one meeting he requested of me inside his DPS office in 1998 to myself apply to work instead as a legal secretary for the Attorney General of Texas, Major Burroughs stated to me on his own initiative. Major Burroughs added during our one-to-one 1998 meeting inside his state agency office that he felt sure that I would be a better match for the Attorney General of Texas state agency as an employee than for the DPS. When I then applied for a legal secretary position at the Attorney General of Texas in downtown Austin, I was surprised and disappointed to learn that my application was rejected by that state agency. --jkm)
