Dear Austin Mayor Steve Adler and Austin City Council Member District 4 Representative Greg Casar and Other Very Honorable Austin City Council Members,
As each of you is very aware, the Austin City Council has promulgated the official outlook that a variety of honorable local public-policy strategies can help to promote a long-term reduction in the local crime rate and a significant reduction in the number of violent conflicts between police and private citizens here in Austin.
I am offering this tentative recommendation in the hope that the proposed new city ordinance I am recommending tonight will meet the criteria that your City Council has officially endorsed.
I would like to see the Austin City Council approve a new ordinance that requires each apartment complex and each and every condominium complex and each and every multi-unit building or business building in Austin to offer a clear and easy-to-read outdoor display of the entire and complete street address ("900 Capital Boulevard, Building A, Suite 900", for instance, to offer one fictional example of complete information) of that complex and building on each and every (?) side of each and every building of that multi-building complex. It will be an outdoor street-address identification display that is visible at nighttime and can be easily seen from 50 or 100 feet away.
My hope is that the City of Austin can obtain private foundation grants and grants from the State of Texas to help reduce the financial burden on property owners as they strive to diligently and very promptly comply with this proposed new city ordinance. It is also very possible that Travis County Government will be willing to offer financial assistance to the City toward financing, implementation, and enforcement of this type of proposed increased-address-visibility project throughout this entire county-seat municipality of Austin.
Street-address-identification outdoor displays that glow in the dark, if at all possible, could be ideal for admirably vigilant private citizens who are seeking to offer crime reports and public-safety-related reports on a regular and year-round basis to the Austin Police Department, Austin-Travis County Emergency Medical Services, and other City Government of Austin departments.
This proposed new ordinance can help to increase the accuracy, frequency, and quantity of crime reports and public-safety-related reports that private citizens offer to the Austin Police Department, Austin-Travis County EMS, and the Austin Fire Department when those private citizens call 911 or 311.
The increased frequency and total quantity of crime reports to APD will help to promote a long-term decrease in criminal activities in Austin. Persons who are at risk of committing crimes in Austin will be less confident than at present that "no one will be able to see the street address for the unit where I committed the crime, so it won't get reported to 911 in time for APD to arrest me as a suspect," as many of the potential crime perpetrators may currently think to themselves here in this state-capital city for Texas.
The proposed new ordinance resulting in increased ease at identifying street addresses of multi-unit buildings will also help to reduce the response time needed by police officers, firefighters, and EMS crews as they strive to promptly arrive at the scene of a possible criminal-activity incident, fire, or medical emergency here in Austin.
That reduced response time can help toward faster identification and faster arrest of crime suspects and prevention of injuries or life-threatening medical problems as well as reduction in the severity of the injuries or medical crises that do occur in Austin.
The proposed new city ordinance will also help to reduce the number of total occasions per year in which Austin police officers, firefighters, or EMS crews attempt to gain entry into the wrong residence or business property.
In prior years, incorrect-address visits by APD officers have sometimes led to inter-personal conflicts with the residents or occupants of buildings. That, in turn, increased the risk of a violent assault occurring on or near that property, with each such violent attack significantly undermining private citizens' level of confidence in local peace officers.
I hope that this tentative proposal proves to be helpful to the City Government of Austin as you seek to finance a variety of innovative strategies that can foster reduction in the crime rate while also reducing the total number of new felony-crime cases that go unsolved here in Austin.
