Subject: Fw: 5-22-14 urgent request to Kennedy School Center for Human Rights re: crime case

Dear Prosecuting Attorney Drummond of the Public Integrity Unit of the Travis County District Attorney's Ofice in Austin, Texas, with your government office phone number being (512) 854-9530,

I would also like to share with you a courtesy carbon-copy of the following E-mail letter that I wrote and sent earlier today to officials of the Kennedy School of Government Carr Center for Human Rights Policy at Harvard University in Cambridge, Mass.

In regard to some of the factual information I provided in that letter (below), please let me know if you would like me to share with you a copy of the cited official reply letter to me several months ago from the Office of General Counsel of the Texas Department of Public Safety state agency in Austin.

That reply letter to me from DPS in response to a public-information request from myself provided me with either 26 or 28, and it seems to me now that it may have been 26, infrared-camera photographs of possible suspected illegal intruders inside my bolt-locked private bedroom that were obtained for me during my sleeping hours from inside my private bedroom of my bolt-locked apartment unit at Wind River Crossing Apartments in Austin.

One male Austin Police Department officer did state to me in person during a visit of his to my apartment unit in the last year or so, I believe it was, that all of the cited DPS-generated infrared photographs of suspected possible illegal intruders inside my bolt-locked private bedroom during periods when I was myself sleeping alone on my bed, automatically become "court-documented," that APD officer helpfully stated to me either on the balcony of my apartment unit or inside my apartment unit.

Despite that APD officer's helpful and reassuring statement to me on that, the alleged personal injury crimes and alleged sex crimes victimizing me during my sleep----I am awakened three or more times per night with pain or discomfort in my anus and often with an unpleasant sensation in my nostrils or mouth and pain in my legs or hips as well, and I am never able to identify the intruder when I attempt search for that illegal trespasser and alleged rapist inside my bolt-locked private bedroom---no arrest of any suspect has been pursued by APD at any time.

In fact, APD has repeatedly refused to investigate this crime case at any time since late 2011.

I am reminded that one male APD officer did state to me in the outdoor balcony in front of my apartment unit in either 2011 or 2012 that if APD does NOT arrest any suspect in connection with this cited alleged-felony-crimes case, that APD officer wanted to know whether I myself, might possibly or allegedly turn "violent" toward one or more APD officers, he asked me.

That APD officer posed that question to me as two or more other l APD officers stood near him on the outdoor balcony to this apartment unit..

I replied to that APD officer that I myself am dependably civil and law-abiding, and I indicated that I would assert my legal right to enjoy freedom from crime in Austin in a dependably civil and law-abiding manner on my part.

The U.S. Department of Homeland Security did disclose to me on the telephone on March 22, 2014, that that federal law-enforcement agency has begun a crime investigation of the most recent previous apartment-management-team-approved roommate of mine, a self-identified "citizen of Indonesia" who stated his name as "Sandjaja Utama," after Homeland Security received a crime tip about Mr. Utama from a reliable source OTHER than myself in connection with this crime case in which I myself am the victim.

Mr. Utama moved out of my apartment unit on May 31, 2011, and he is NOT authorized to be anywhere on or near the premises of this unit.

I hope to hear from you soon in regard to which legal actions you plan to pursue on my behalf in connection with Travis County DA's Office Public Integrity Unit Case 9655-13 in which I am the only cited complainant at present.

Sincerely and Best Wishes,

John Kevin McMillan.

Subject: 5-22-14 urgent request to Kennedy School Center for Human Rights re: crime case

Dear Officials of the Harvard University Kennedy School Carr Center for Human Rights Policy in Cambridge, Mass.,

I am a former resident of Massachusetts, and I am a certified direct descendant of the Rev. William Brewster---head chaplain on the Mayflower and the first full-term Puritan Governor of what is now the U.S. state of Massachusetts.

I am writing you to ask if there is any way you could help me to persuade the City Government of Austin and the Austin Police Department in Austin, Texas, to finally, after two and one-half years of delay on that, obtain for me full and comprehensive and fully reliable DNA-swab lab test results on the doctor-ordered forensic exam that was performed on myself by a female forensic nurse on Dec. 22, 2011, inside the emergency room of St. David's Medical Center near UT-Austin.

That factual information will then enable me to immediately press criminal-charges here in Austin, Texas, with help from a conscientious and vigilant former employer of mine, the Texas Department of Public Safety state agency, against any and all persons other than myself whose DNA was detected through that forensic exam.

I am a longtime celibate-by-choice, always-sober, non-smoking, dependably civil and law-abiding and honest, platonically-polite, clean-talking in my everyday conversation with others, lifelong-tattoo-less, jewelry-less, facially-cleanshaven (no beard, no mustache), single adult white gentleman of Scottish, English, and German ancestry. I might add that I ALWAYS sleep ALONE on a bed that I own inside my bolt-locked private bedroom of my bolt-locked rental apartment unit.

I am a self-identified victim of alleged anal-rape-crimes and alleged personal-injury-crimes during my sleep on a frequent and daily and year-round basis inside my bolt-locked private bedroom of my bolt-locked apartment unit at a Westdale-managed apartment complex in northwest Austin. Westdale is a for-profit corporation reportedly headquartered in Dallas, Texas.

The Texas Department of Public Safety has acknowledged to me in writing that that state agency here in Austin has itself generated 28 separate infrared-camera photograph images of alleged possible illegal intruders inside my bolt-locked private bedroom of my bolt-locked apartment unit. Despite this, the Austin Police Department refuses to investigate this alleged continuous-and-to-this-very-day-continuing felony-personal-injury crimes case in which I am the victim.

Thank you in advance for your very kind and invaluable assistance to me on this.

Sincerely and Best Wishes,

John Kevin McMillan, current criminal-law complainant in Travis County District Attorney's Office Public Integrity Unit Case 9655-13.

Dear Mr. Keig,

I apologize for an absent-minded typographical error that I just now discovered in my May 21, 2014-dated E-mail reply letter to you that I sent you a matter of minutes ago.

THE CORRECTION I NEED TO MAKE IS THIS:

I HAVE RESIDED AS A TENANT AT WIND RIVER CROSSING APARTMENTS EVER SINCE AUGUST OF 2001.

Please note that I have inserted the correct year (2001) for that particular specific statement in the text of my letter to you (below).

Please disregard the previous version of this May 21 reply letter from me.

Sincerely,

John Kevin McMillan of Austin, Texas.

Subject: 5-21-14 reply letter to TWC state agency Civil Rights Director Keig

To: Mr. Lowell A. Keig, an attorney member of the State Bar of Texas and current Civil Rights Division Director for the Texas Workforce Commission (TWC) state agency in Austin, Texas.

Wednesday, May 21, 2014

Dear Mr. Keig,

Thank you for taking the time to send me a reply E-mail letter (below) this Tuesday, May 20, 2014, in response to the May 18 E-mail letter (immediately below) I had written and sent you that posed two hopefully-polite questions for yourself and your State Government of Texas agency in Austin.

Mr. Keig, I was very surprised by your reply letter to me, for at least two reasons.

First, your reply letter to me stated that you are not aware of ANY current legal issue relating to any possible alleged violation of my own legal rights in ANY context on which your Civil Rights Division of the TWC state agency might have any possible legal jurisdiction.

Second, I noticed that in your May 20 reply E-mail letter (below) to me, you chose to delete as citedly "redacted" a significant share of the text of my own May 18 E-mail letter to you that had prompted your reply.

In particular, you chose to delete all of the factual information I had provided you (see below)---- including factual information about my being a self-identified victim of alleged continuous and continuing personal-injury crimes, and of alleged anal-rape crimes during my sleep, on a daily and year-round basis inside my bolt-locked private bedroom of my bolt-locked apartment unit at an apartment complex in Austin, Texas; and also including factual information about myself being the founder and only current approved member of a new and NON-Christian as well as anti-alcohol and anti-tobacco and anti-marijuana religion, the Progressive Prohibitionist Religion----that immediately followed my name in the concluding portion of my May 18, 2014, E-mail letter to you.

Mr. Keig, do you mind if I ask you at this time why you chose to delete and possibly ignore or possibly dismiss as "inconsequential" that final portion of my May 18, 2014-dated E-mail letter to you?

Thank you in advance for your helpful reply letter on this.

Sincerely,

John Kevin McMillan, a gainfully employed single adult white lifelong-non-Christian gentleman. I am also an official tenant residing at the Westdale-managed Wind River Crossing Apartments in Austin, Texas, ever since August of 2001--- including inside Apartment 325 of Building 3 at this apartment complex on a continuous and uninterrupted basis ever since January of 2002.

Westdale, as you may already be aware, is a for-profit corporation reportedly headquartered in Dallas, Texas.

To: Mr. Lowell Keig, Director of Civil Rights for the Texas Workforce Commission state agency of the State Government of Texas in Austin, Texas.

May 18, 2014

Dear Mr. Keig,

Have you identified any possible violation or violations of my own civil rights or legal rights or privacy rights in any context for which your Civil Rights Division of the Texas Workforce Commission might possibly have legal jurisdiction?

If so, which legal action would I need to pursue on my own behalf in order to obtain a full investigation by your TWC Civil Rights Division and state agency of the cited alleged possible violations of my own civil rights or legal rights or human rights here in Austin, Texas, for which your state agency has jurisdiction?

Sincerely and Best Wishes,

John Kevin McMillan, a civil and law-abiding and tactfully honest, gainfully employed, always-sober and permanently teetotaling, permanently illicit-drug-free, lifelong-tobacco-free, facially-cleanshaven, recently-certified-HIV-negative, dependably clean-talking (no profanity) in my everyday speech with others, lifelong-tattoo-less, permaently jewelry-less, longtime-celibate-by-choice, single adult white non-Christian and non-Jewish non-Hispanic gentleman of Scottish, English, and German ancestry.

I am also a self-identified victim of alleged personal-injury crimes and alleged anal-rape-crimes-during-my-sleep allegedly occurring on a daily and year-round basis inside my bolt-locked private bedroom where I always sleep ALONE on my bed inside my bolt-locked rental apartment unit in Austin.

In that regard, I am also current a current criminal-law complainant in Travis County District Attorney's Office Public Integrity Unit Case 9655-13, a cited possible crime case that reportedly centers on DNA-swabs crime evidence on my behalf that was reportedly obtained by APD from an emergency-room-doctor-ordered forensic exam on myself that took place on Dec. 22, 2011, inside St. David's Hospital near UT-Austin----DNA-swabs crime evidence obtained from DNA swabs of my anus and buttocks and mouth and genitals, etc., by a female forensic nurse that the Austin Police Department has refused to obtain or release any lab results on at any time.

The public-information office of APD has officially acknowledged to me in a recent prior week that it is currently storing that cited DNA alleged-sex-crimes evidence in an APD substation in Austin.

I need to also remind you at this time that I am also a single gentleman who myself has reportedly sustained a significant amount of permanent hearing loss over a multi-year period this century in Austin, Texas, that one prominent ear, nose, and throat medical specialist whom I have consulted, Dr. David Tobey, has stated to me inside his medical clinic was apparently caused by noise pollution in Austin, including at my workplace and inside my rental apartment unit, that I myself did not cause or generate or authorize.

I would also like to remind your Civil Rights Division at this time that I am the founder and only current approved member of a new and non-Christian religion, the anti-alcohol and anti-tobacco and anti-marijuana Progressive Prohibitionist Religion, that opposes anonymous communications violating the privacy rights of myself or anyone else, oppose the infliction of obscene or profane speech on anyone in a context violating his own privacy rights, opposes thought-control projects, opposes the verbalization of death threats to anyone at their workplace or inside their apartment unit, opposes fraudulent or deliberately-false or incorrect communications, opposes the sex crime of prostitution, opposes the sex crime of rape, opposes intergenerational exploitation of younger persons, opposes pederasty, opposes slavery, opposes compelled personal relationships, opposes "arranged marriages, opposes the view of many Americans that human identity is primarily "sexual" in nature, supports the legal right of anyone to lead a completely celibate lifestyle on a 24-hour-a-day-and-year-round basis if they so choose, etc.
