Subject: John McMillan letters
Hi Jennifer...
I am one of the unfortunate individuals who receives emails from Austin resident John McMillan concerning him allegedly being assaulted in every way possible while he is asleep behind locked and bolted doors. I am writing you simply because I saw you were on his email list, and from your position with Travis County, felt you might be someone who could make a difference in some way or another.
I know you are a very busy woman, but I'm just curious, is anyone following up with John? I'm afraid he could be one of those guys we read about in the newspaper or see on national TV one day after mowing people down. His letters concern me.
John worked for me at the El Campo Leader-News 2O-something years ago. He had these same delusions back then. In fact, my news editor went to his apartment and added a padlock of some sort because John felt some guy named Dr. G-------- (THE REST OF THE CITED LAST NAME HAS BEEN WITHHELD BY MYSELF, JOHN KEVIN MCMILLAN, AT THIS TIME; THE WITHHELD NAME WAS OF A CITED ALLEGED 'SUSPECT' THAT ACCORDING TO MR. CHRIS BARBEE I HAD SOMEHOW MENTIONED TO MR. BARBEE IN EL CAMPO IN THE LATE 1980S, WITH THE ENTIRE LAST NAME OF THE CITED POSSIBLE 'SUSPECT' HAVING BEEN INCLUDED IN THE ORIGINAL TEXT OF THIS WHICH WAS ALL APPARENTLY FORWARDED BY E-MAIL ON JANUARY 22, 2013, DIRECTLY TO THE AUSTIN POLICE DEPARTMENT BY THE TRAVIS COUNTY DISTRICT ATTORNEY'S OFFICE IN AUSTIN, TEXAS, USA, AS NOTED BELOW; AND I SHOULD ADD AT THIS TIME THAT I MYSELF DO NOT CURRENTLY RECALL HAVING EVER MYSELF DIRECTLY STATED TO ANYONE AT ANY TIME THAT THE CITED ALLEGED POSSIBLE 'SUSPECT' WAS EVER HIMSELF PHYSICALLY PRESENT INSIDE MY LOCKED APARTMENT UNIT IN EL CAMPO, TEXAS, AT ANY TIME WHEN I RESIDED IN THAT CITY LOCATED FAIRLY CLOSE TO AND WEST OF HOUSTON, TEXAS) was entering his locked apartment and physically assaulting him. Our police chief, who was a young patrolman at the time, remembers him going to the PD to ask that his crotch be photographed for evidence of the assault he was enduring during his sleep. A detective said he thought the red skin was probably a jock rash.
John is very intelligent. He was a National Merit Scholar, was salutatorian of his Austin High School class, is a UT graduate, but sometime after college, I would guess, had a nervous breakdown. I don't know if his parents are alive, but he had a very contentious or strained relationship with his parents, it seemed, when he worked for me.
Anyway, I hope someone is keeping tabs on John. I don't think he is dangerous, but on the other hand, he could become that way. In my opinion he should be committed to the state hospital. He needs help.
I personally wrote him a few weeks ago and strongly encouraged him to seek psychiatric help. I don't think he appreciated my suggestion. Problem is, he does not think he needs it. He firmly believes he is being assaulted during his sleep.
Please feel free to pass this along to anyone you think might be in the position to help John. As you can tell from his letters, he DOES need help. And we don't want Austin making national news one day because no one answered his cries for help.
Thank you.
Chris Barbee

Officer Turner, after reviewing some recent offense reports I understand that you're familiar with John McMillan. Mr. McMillan corresponds frequently with our office about the same concerns he's expressed to you. Apparently he also emails Chris Barbee, a former colleague. We received the email below from Mr. Barbee and I wanted to pass it on to you in case it's helpful or supplies additional information.
