Hi John. Say, if I were to very respectfully ask that you remove me from this list, would you be willing to do that? Two reasons: 1) … and this is no lie, my wife just got offered a job in Geneva Switzerland with an organization called the International Labor Organization that is affiliated with the UN. Yep, I’m moving to Geneva Switzerland. I will be back next spring for a couple months with my son who will be returning to his current high school, Eagan, but then after he graduates, I’m headed back over there. Yep, I’m really excited. I’m going to transition back into consulting and I am trying to line up a gig as something called an “Honorary (yep, I’d be fricking HONORARY) Consul”. How great is that? But in the immediate term, I plan on visiting as much of Europe with my son and wife as possible!! Et je parle francais, aussi! So the thing is john, this email address is getting shut down, and I’d really appreciate not having to explain some of this to someone.

2) Seriously, John, if this was happening to me, I would just get the hell out of there. You might recall when we spoke on the phone a few months back, that was my - perhaps unsolicited advice – but my advice all the same. There must be better options somewhere, right?

So thanks. I think back fondly at my time at COACT, and the truth is, you were one of the first friends I made in this town. But it’s time for me to open up this next big chapter of my life, so I am asking you to take me off this list please, okay, John?

Thanks. Sincerely,

Matt

Subject: re: FIVE City of Austin departments consulting an attorney re: me

Please note (below) that in the three-year period since April 1, 2011, five separate departments or offices of the City Government of Austin ---including the Austin Police Department---have each reportedly consulted the City Attorney's Office in Austin, Texas, in a context directly referring to myself, John Kevin McMillan of Austin.

That factual information is contained in a signed April 30, 2014-dated legal letter from Assistant City Attorney Elaine Nicholson in which she is asking Texas Attorney General Gregory Abbott --- the cited recipient of that letter from herself --- to grant exemption to the City of Austin from the state law that requires release to myself of any and all of the cited legal documents on file with the City of Austin Law Department.

The cited documents reportedly contain factual information about the nature of the legal consultations specifically referring to myself by employees or officials of the five cited City Government of Austin departments or offices during the period since April 1, 2011.

Those five City of Austin departments or offices are:

---the Austin Police Department, as noted above;

---the City Manager's Office;

---the City's Public Infomation Office;

----the City's Human Resources Department; and

----the City Clerk's Office in Austin.

Incidentally, I would also like to take this opportunity to correct a misspelling in the cited username for a cited UT System official. The correct spelling of his name is: Barry Burgdorf. I need to also mention that I just now learned through online research today that he no longer holds the cited job title for the UT System in Austin.
Thank you for your very kind interest in this alleged crime case in which I am the self-identified longtime-celibate-by-choice, lifelong-NON-Christian, implicitly-deistic and religiously independent (Progressive Prohibitionist Religion, an anti-alcohol, anti-tobacco, anti-marijuana religion I myself founded in which I am the ONLY approved member), gainfully-employed, dependably civil and law-abiding and honest, single adult white male victim.

Sincerely and Best Wishes,

John Kevin McMillan, current criminal-law complainant in Travis County District Attorney's Office Public Integrity Unit Case 9655-13. The phone number for the first-rate Sergeant Investigator who is compiling crime evidence for that case, Ms. Lori Carter, is (512) 854-9530. She has kindly authorized me to share this information with the news media.

The prosecuting attorney for this Travis County DA's Office Public Integrity Unit (PIU) case is: Travis County Assistant District Attorney Rob Drummond. (Incidentally, the FAX number for Sergeant Investigator Carter and Prosecuting Attorney Drummond at the PIU is: 512-854-4810.)

Dear Sergeant Investigator Carter in the Public Integrity Unit of the Travis County District Attorney's Office in Austin, Texas,

Thank you for your prompt reply note (below) to me on this.

I appreciate your having politely confirmed for me in writing that you and Prosecuting Attorney Rob Drummond received the FAX I had sent you both that contained a copy of the three-page, signed, April 30, 2014, legal letter from an official of the City of Austin Law Department that was addressed to Texas Attorney General Gregory Abbott in Austin.

Sergeant Investigator Carter, I would also like to take this opportunity to offer a few corrections and clarifications to some hastily-written statements I made in an E-mail letter that I sent you on May 8, 2014.

Two of the paragraphs toward the end of my May 8, 2014, follow-up letter to you should have stated the following:

In the April 30, 2014, signed legal letter from Assistant City Attorney Nicholson, Ms. Nicholson informed Attorney General Abbott in writing that FIVE SEPARATE DEPARTMENTS OR OFFICES OF THE CITY GOVERNMENT OF AUSTIN HAVE EACH CONSULTED AN ATTORNEY OR LEGAL STAFF OR ADMINISTRATIVE STAFF OF THE CITY ATTORNEY'S OFFICE IN THE PERIOD SINCE APRIL 1, 2011, IN A CONTEXT RELATING TO MYSELF --- JOHN KEVIN MCMILLAN OF AUSTIN--- AND IN REGARD TO WHICH THE CITY IS NOW SEEKING TO WITHHOLD ANY AND ALL INFORMATION FROM ME ABOUT WHAT WAS DISCUSSED IN THOSE NUMEROUS CITED LEGAL CONSULTATIONS.

THOSE FIVE CITED DEPARTMENTS OR OFFICES OF THE CITY OF AUSTIN ARE THE AUSTIN POLICE DEPARTMENT, THE CITY MANAGER'S OFFICE, THE CITY OF AUSTIN HUMAN RESOURCES DEPARTMENT, THE CITY'S PUBLIC INFORMATION OFFICE, AND THE CITY CLERK'S OFFICE, ACCORDING TO WHAT MS. NICHOLSON STATED IN HER APRIL 30, 2014, SIGNED LETTER TO ATTORNEY GENERAL ABBOTT IN REGARD TO MYSELF.

For your convenience, I am also at this time making those copy-editing changes (below) to the text of those two paragraphs contained in the E-mail letter I sent you this Thursday.

Please disregard the earlier version of the cited May 8, 2014, E-mail letter to you from myself, which I had sent you at about noon this Thursday. I apologize to you and Prosecuting Attorney Rob Drummond for the minor factual errors found in the two cited paragraphs in that particular E-mail letter to you from myself.

Sincerely and Best Wishes,

John Kevin McMillan, a former full-time newspaper reporter, and a former full-time employee in Austin of three respective law-enforcement agencies of the State Government of Texas: the Texas Department of Public Safety state agency, the Texas Board of Pardons and Paroles state agency, and the Texas Department of Criminal Justice state agency.

May 8, 2014

Dear Sergeant Investigator Carter,

Thank you again for your very diligent and very polite style as the investigator for the criminal-law complaint that I have filed through your nobly vigilant Public Integrity Unit in which I am alleging that one or more employees or officers or officials of the Austin Police Department (APD) may have allegedly violated the law and may have allegedly committed a possible felony crime in conduct of theirs toward myself.

I am also alleging that one or more employees or officers or officials of APD may have violated the law and committted a possible felony crime as well as through their conduct in "response" to crime reports I have filed with APD and in response to tangible crime evidence I have provided to APD.

I am referring to the numerous crime reports and extensive very tangible crime evidence provided by myself to APD about my being a self-identified victim of alleged anal-rape-crimes and alleged personal-injury crimes on a daily and year-round and still-to-this-day-(May 8, 2014)-continuing basis as I lie ALONE on a bed I own inside my bolt-locked private bedroom of my bolt-locked rental apartment unit at the Westdale-managed Wind River Crossing Apartments in Austin.

The only two total exceptions to that from the entire period ever since and including the early morning hours of April 17, 2011, were the early-morning hours of Saturday, Sept. 3, 2011, and Saturday, Sept. 10, 2011. On each of those two total mornings, I woke up to the sound of my alarm clock at 9 a.m., and I felt fully refreshed and delighted from having enjoyed a full night's healthful rest and a full night's uninterrupted sleep without ANY indication from either of those two total early-morning periods that I had myself been subjected to ANY alleged molestation of myself by anyone, ANY alleged personal-injury crimes victimizing myself, or ANY alleged anal-rape crimes victimizing myself during my sleep on either of those two total early-morning periods.

Investigator Carter, this is a follow-up letter to simply ask you to please confirm for me in writing that you received the five-page FAX I sent you on May 2, 2014, that contains a photocopy of a three-page, April 30, 2014-dated signed legal letter that City of Austin Assistant City Attorney Elaine Nicholson wrote and mailed by First Class Mail to Texas Attorney General Gregory Abbott of the Office of the Attorney General of Texas state agency in Austin.

I am referring to the three-page signed legal letter from Ms. Nicholson on official City of Austin Law Department stationery in which she asks Texas Attorney General Abbott to grant the City of Austin exemption from the Texas Open Records Act state law that requires the City to provide me with any and all documents responsive to my April 16, 2014, Texas Open Records request (below) --- a public-information request exclusively seeking documents referring to myself --- that I had written and submitted by E-mail to the Public Information Manager of the City of Austin Law Department at her cited official E-mail address of deborah.jennings@austintexas.gov.

For your convenience, Investigator Carter, I am also including (below) in this follow-up letter the entire contents of my April 16, 2014, public-information request to the City of Austin that prompted the City of Austin Law Department to submit the cited April 30, 2014, letter to Texas Attorney General Gregory Abbott, in regard to myself:

"To: Ms. Deborah Jennings, Public Information Manager for the City of Austin Law Department in Austin, Texas, with your office phone number being (512) 974-1305.

"April 16, 2014

"Dear Ms. Jennings,

"Thank you for your reply letter (below) in regard to the first portion of my March 21, 2014, Texas Open Records request to the City Government of Austin.

"This is a follow-up public-information request to the City of Austin that I believe to be very fair and reasonable and appropriate.

"Ms. Jennings, I would like to ask you today for a photocopy or computer printout of any and all letters, E-mail letters, memoranda, handwritten notes, policy decisions, or any other legal documents that were each written by or on behalf of or received by an attorney or staff member for the City Government of Austin Law Department at any time since April 1, 2011, and that, in each such case, referred to myself, John Kevin McMillan of Austin, in any manner or any way.

"EXCLUDED from the scope of this follow-up public-information request are any and all letters or E-mail letters that were exclusively written by myself, John Kevin McMillan of Austin, Texas.

"Please let me know as soon as possible if you anticipate that the administrative charge you plan to ask me to pay you in exchange for your processing this most recent public-information request from myself might be more than $20. That information from you would then give me the opportunity to revise this particular April 16, 2014-dated public-information request to the City of Austin.

"Thank you in advance for your prompt and helpful reply letter on this.

"Sincerely and Best Wishes,

"John Kevin McMillan, a civil and law-abiding and psychologically healthy and tactfully honest single adult male resident of Austin, Texas, on a continuous and uninterrupted basis ever since mid-March 1997.

I might add that I have been gainfully employed as a waiter or support-staff employee in one or more of the wholesome and family-friendly restaurants of Austin, Texas, on a continuous and uninterrupted basis ever since my birthday of April 27 in the year 2002.

---the Austin Police Department, as noted above;

---the City Manager's Office;

----the City's Public Infomation Office;

Dear Austin Community College Criminal Justice Dept. Officials,

I have a previous relationship with your university, having been myself named among the approved adjunct faculty members for the Journalism Department at your community college, although I was never actually given a teaching assignment by your college.

I am writing you today to ask you if you would please tell me which faculty member or administrator or staff member in your ACC Criminal Justice Department in Austin, Texas, has the greatest expertise or interest in regard to sex-crime cases.

I have filed several respective criminal-law complaints with the Austin Police Department in the last several months, beginning on April 28, 2011, in which I alleged that I am myself the victim of a sex crime in Austin, Texas. Forensics nurses have provided me with DNA medical testing on two separate occasions (on April 28, 2011, and, most recently, on December 22, 2011, at St. David's Medical Center near UT-Austin) in connection with the criminal-law complaints I have filed in a civil and law-abiding manner with the Austin Police Department.

The Travis County District Attorney's Office has expressed to me considerable interest in the alleged sex crimes victimizing myself in Austin, and has helpfully assured me on the telephone that an alleged continuous sexual rape victimizing myself, John Kevin McMillan of Austin, over a multi-day or multi-month period would definitely comprise a felony crime on the part of any such rapist or rapists.

So far, no one has been arrested by the Austin Police Department in connection with any of the criminal-law complaints I've filed with APD ever since April 28, 2011.

I would appreciate the opportuniity to call or write to an honorable faculty member, administrator, or staff member in your department who has particular interest in deterrence of sex crimes in Austin, Texas. Please send me the name, E-mail address, and phone number of any such individual employed in your department.

Sincerely and Best Wishes,

Dear Ms. McCleary in the Travis County District Attorney's Office Strategic Prosecution Division in Austin, Texas,

Thank you for your prompt and reassuring reply note (below) to me about the cited ongoing felony crimes case in which I am definitely the victim inside my bolt-locked apartment unit at Wind River Crossing during periods in which I am asleep and unconscious and probably snoring as well.

Ms. McCleary, do you need me to myself directly contact the Austin Police Department by calling either 911 or 311 early this Wednesday morning, January 9, in order to myself directly file official criminal-charges at that time against one or more alleged suspected intruders who allegedly will have illegally entered my bolt-locked one-bedroom apartment unit this Wednesday morning and who allegedly will have subjected me to alleged personal-injury crimes and alleged rape crimes during my sleep this Wednesday morning as I sleep alone on my bed inside my bolt-locked apartment unit at the Westdale-owned and Westdale-managed Wind River Crossing Apartments in NW Austin?

I am posing this question to you based on my sensing that the continuous daily and frequent and year-round felony-crimes victimizing myself during my sleep inside my bolt-locked apartment unit (Apartment 325 at Wind River Crossing) apparently have not been terminated yet, and are therefore expected by me to continue to victimize me again this Wedneday morning, January 9, 2013, during my sleep inside my bolt-locked apartment unit at Wind River Crossing in NW Austin.

In the entire multi-year period ever since and including the early morning hours of April 17, 2011, in particular, there have been only two total mornings I can recall (the early morning hours of Saturday, September 3, 2011, and the early morning hours of Saturday, September 10, 2011) when I woke up on my bed that morning and I immediately sensed that I myself had NOT been molested or physically abused or medically injured or subjected to anal-rape during my sleep that morning.

Each of those two total mornings in September of 2011 were mornings for which I had been scheduled in advance to work as a member of the waitstaff at...(a restaurant) near Lakeline Mall in the Austin area beginning at 11 a.m. on each of those two respective Saturday mornings in September of 2011.

I reported for work on time for both of those two respective workshifts (Sept. 3, 2011, and Sept. 10, 2011), and I did politely comment to my work supervisor at...(that restaurant workplace for me), Mr. Jerry Moore, a self-identified former Harris County Sheriff's Office investigator in the Houston area, on one or both of those two respective Saturday mornings in September 2011 that I was very hopeful that the illegal intruder allegedly victimizing me during my sleep on a daily and year-round basis had finally been arrested by a law-enforcement agency in Austin, Texas.

Thank you in advance, Ms. McCleary, for your helpful reply note offering me guidance on whether you would recommend that I call either 311 or 911 at the next applicable occasion and file a formal criminal-law complaint with the Austin Police Department on the telephone the very next occasion (such as late this Tuesday night or early this Wednesday morning) when I am abruptly awakened on my bed inside my bolt-locked apartment unit and I immediately sense at that time that I was again victimized by personal injury crimes during my sleep or by rape of any type during my sleep.

I am making this request for guidance from you partly because, as I indicated to you on the telephone this Tuesday, the Austin Police Department throughout 2012 and 2013 thus far has repeatedly refused to investigate any crime reports of that type from myself.

APD in Austin, Texas, has also insisted that all of the infrared photos I've obtained for myself from inside my bolt-locked apartment unit beginning in Feb. 2012 (I purchased my first-ever infrared camera in Feb. 2012, and before that time I had never once ever on any occasion owned or operated any infrared camera at any time in my entire life) were all of myself, John Kevin McMillan, and of no one else, APD officers repeatedly stated to me throughout 2012. APD still, to this day, has repeatedly refused to accept from me any of the several video cards I own that each contain infrared-photograph images of one or more alleged illegal intruders inside my bolt-locked apartment unit at Wind River Crossing during my bedtime hours in 2012.

Also, APD has on two separate occasions in 2012 (Feb. 16-20 of 2012 at Austin Lakes Hospital, and October 14-16 of 2012 at Shoal Creek Hospital) responded to crime reports from me about one or more alleged illegal intruders inside my bolt-locked apartment unit by subjecting me against my wishes to a "48-hour" peace officers' involuntary commitment inside a psychiatric hospital in Austin.

No psychiatric medication was ever forced upon me at either psychiatric hospital, and I did not consume any psychiatric medication during either of those two involuntary hospitalizations that also cost me lots of forgone wages and tips I would have otherwise earned at my restaurant jobs. The City of Austin has not financially compensated me in any way for those foregone wages and tips.

I was credited with being a polite and rational and civil and law-abiding and honorable patient throughout each of those two involuntary hospitalizations in 2012 to which I was subjected against my wishes by APD. I was released from Austin Lakes Hospital and from Shoal Creek Hospital, respectively, without any court hearing for me of any type on each of those two separate occasions in February 2012 (Austin Lakes Hospital near the central St. David's Hospital location, and also situated near UT-Austin) and in October 2012 (Shoal Creek Hospital in west Austin), respectively.

One tall African-American male staff member at Shoal Creek Hospital, a man identifying himself as "Terence," responded in a repeatedly and surprisingly hostile manner toward me when I at least twice politely asked him in person in the early morning hours of Tuesday, October 16, 2012, for the opportunity to myself be examined by a nurse at that time.

I stated to Terence, the cited staff member for Shoal Creek Hospital, that I had been abruptly awakened on my assigned bed inside my assigned room at Shoal Creek Hospital, and that I had experienced significant anal pain immediately after I was very abruptly awakened there in the middle of my sleep that morning, I stated to that African-American male staff member. I had been sleeping alone on my assigned bed at the time when I was abruptly awakened with throbbing pain in my anus.

Terence repeatedly replied to my request for a nurse by stating to me that he would NOT agree to let me meet with any nurse. "Go back to bed (exact quote)!" Terence emphatically stated to me in a very terse and hostile manner that morning of October 16, 2012, at Shoal Creek Hospital. As it turned out, no examination of my anus or of my cited anal pain was ever granted me by any staff member of Shoal Creek Hospital prior to my release from that hospital at about noon on Tuesday, October 16, 2012.

The psychiatrist who met with me for the first time ever on Tuesday, October 16, 2012, Dr. Garcia, did state to me that he strongly disagreed with the decision by the Austin Police Department to subject me to involuntary hospitalization inside Shoal Creek Hospital at that time. Dr. Garcia commented to me on my lucidity, the consistency of my statements to him, my alertness, my civility, my politeness, my rational and factually-minded style, and my definitely NOT being a psychotic human being, Dr. Garcia helpfully emphasized. I appreciated his expression of confidence in me.

During my prior period of involuntary hospitalization by APD at Austin Lakes Hospital in February 2012, I did politely complain to the staff there that at about 1:30 a.m. Monday, Feb. 20, 2012, I was very abruptly awakened on my assigned Austin Lakes psychiatric hospital bed with severe pain in my anus, and that I then immediately noticed that the door leading into my assigned bedroom had been left wide open by someone unbeknownst to myself. I had myself on Sunday night, Feb. 19, left that door only slightly open, according to the rules and regulations on that that had been clearly explained to me by staff members at Austin Lakes Hospital.

I was informed on Feb. 20, 2012, by Holly, a female supervisor at Austin Lakes Hospital, that one male nurse, "Chin" or "Chen" ---- a male person of apparent Far East Asian ancestry, I observed----had in fact entered my assigned bedroom between 1 a.m. and 1:30 a.m. that Monday, February 20, 2012, the female shift-supervisor informed me. Holly also stated to me that she did not find out from her own supervisor, based on a review of their videotape on that, exactly how many minutes the male nurse Chin or Chen had remained inside my assigned bedroom before he left that room of mine and continued his assigned duties for Austin Lakes Hospital.

Ms. McCleary, I would welcome any and all DNA medical testing on me and on my current bedsheets that you are willing to help authorize for me as soon as possible, including anytime tonight.

I feel very confident about my being a very strong criminal-law complainant for your Travis County District Attorney's Office as you proceed toward filing criminal-law felony charges against one or more alleged rapists who allegedly victimized myself and allegedly subjected me to personal-injury crimes during my sleep as I slept alone on my bed in Austin.

Sincerely and Best Wishes,

John Kevin McMillan, criminal-law complainant and longstanding felony-crimes victim during my sleep in a context in which I am, in fact, SLEEPING ALONE on my own bed in Austin, Texas.

The main number for the Travis County DA's Office in Austin, Texas: (512) 854-9400.

Thank you for very kindly authorizing me on the telephone today to send you additional factual information (see below) relating to the alleged continuous and daily (and frequent) and year-round felony personal-injury crimes and anal-rape crimes and nasal-inhalant-rape crimes and oral-inhalant-rape crimes case in which I am definitely the victim during my sleep on a daily and frequent and year-round basis during periods in which I am sleeping alone (I ALWAYS sleep alone on a bed that I own) inside the one-bedroom, top-floor, vaulted-ceiling apartment unit that I rent at a Westdale-owned and Westdale-managed apartment complex in NW Austin. Westdale is reportedly headquartered in Dallas, Texas.

I would also like to take this opportunity to thank Norma Hilbig (also known as Norma Almaraz) of your Travis County DA's Office for having discussed this case with me on the telephone several months ago and shortly before her retirement.

Ms. Hilbig in that phone conversation we had emphasized to me that I had a need for an urgent ladder to help me check for any possible hidden points of illegal entry into my bolt-locked apartment unit from above. She pointed out in that phone conversation we had that since I live in a top-floor, vaulted-ceiling apartment unit, my apartment is especially vulnerable to illegal intruders entering illegally from above my unit, Ms. Hilbig pointed out in our phone conversation shortly before her retirement as a paralegal for the Strategic Prosecution Division of the Travis County DA's Office in Austin.

When I then requested that the apartment management team at Wind River Crossing provide me with a ladder so I could check my entire apartment unit for possible illegal points of entry from above, the apartment management team here chose not to honor that request from me. Nor has the Austin Police Department so far been willing to bring any ladder into my apartment unit in order to check for any and all possible illegal points of entry from above into the bedroom of my apartment unit.

Thank you again for your very kind interest in this major felony continuous crimes case in which I am definitely the victim and the criminal-law complainant.

Sincerely and Best Wishes,

John Kevin McMillan, a former full-time employee in Austin of three respective State of Texas law-enforcement agencies, and I might add that I myself do not have any criminal-conviction record. I currently work at three respective family-friendly and wholesome chain restaurants, and I am very grateful to my coworkers and work supervisors at each of my three total respective...workplaces in Austin...for their very kind support for my privacy rights inside my bolt-locked apartment unit where I live alone and I NEVER have any invited overnight guest or any invited late-night guest after midnight inside my bolt-locked apartment unit.

I might add that I am also a longtime celibate-by-choice single adult gentleman living alone, and I have very high platonic aptitude. A respectful FYI to each of you on the following alleged felony continuous daily and frequent and year-round personal-injury crimes and alleged felony continuous and daily and frequent and year-round anal-rape crimes and nasal-inhalant-rape crimes and oral-inhalant-rape crimes case in which I am definitely the victim during my sleep (I snore) on a daily and year-round basis at an apartment complex reportedly owned and managed by a "Westdale," a for-profit corporation headquartered in Dallas, Texas.

I am very grateful to the Federal Bureau of Investigation for the very kind interest in this crime case that the FBI under the apparently helpful leadership of U.S. President Barack Obama has expressed to me in recent days.

I welcome any and all DNA testing on myself, any DNA testing on my bedsheets (which have several noteworthy stains on them, some of which I maintain did NOT come from myself), that the Federal Bureau of Investigation is willing to order during this period in which the local law-enforcement agency in Austin, Texas, under the cited "leadership" of Chief Art Acevedo, an ex-Californian, has repeatedly declined to investigate or file charges against any alleged illegal intruder in my bolt-locked, top-floor, vaulted-ceiling apartment unit where I live alone and I am the ONLY approved current tenant on my current 11-month apartment lease or contract with Wind River Crossing.

One high-ranking law-enforcement officer for a State of Texas agency, who asked for anonymity, did on his own initiative make a phone call to me in late December 2012 in which he discussed this alleged continuous crime case with me.

That law enforcement officer of the State of Texas on his own initiative during that phone call he made to me referred to the "situation you're (John Kevin McMillan) are having to endure" (exact quote).

At no time during that phone conversation did that high-ranking law-enforcement official of the State of Texas ever once state to me that he questioned the accuracy or validity of my frequent and numerous crime reports to APD about this alleged continuous felony-crime case in which I am definitely the victim during my sleep on a daily and year-round basis inside my bolt-locked apartment unit at Wind River Crossing Apartments in NW Austin.

During a subsequent December 31, 2012, extensive local phone conversation I had from my apartment unit with that very same high-ranking State of Texas law-enforcement officer, we again discussed at length the cited continuous felony-crime case in which I'm the victim during my sleep inside my bolt-locked apartment unit at Wind River Crossing. That high-ranking State of Texas official at one point in our conversation referred to the "investigation, or lack thereof, by the Austin Police Department" (an exact or near-exact quote).

Sincerely and Best Wishes,

John Kevin McMillan,law-abiding gainfully employed single adult longtime celibate-by-choice Anglo gentleman and longstanding criminal-law complainant with the Austin Police Department ever since April 28, 2011, in particular, in regard to this alleged continuous and year-round felony personal-injury crimes and alleged felony rape-crimes case in which I am definitely the victim during my sleep (I ALWAYS sleep alone, and I NEVER have any invited late-night guest inside my apartment unit after midnight) inside my bolt-locked apartment unit at Wind River Crossing Apartments in NW Austin.

Wind River Crossing is a large apartment complex with at least 16 separate buildings I myself know of, each of which houses numerous apartment units. I have recently been informed in writing by the highly-regarded management team at Wind River Crossing that they cannot offer any electronic surveillance of the outdoor balcony in front of my top-floor and second-floor apartment unit, of the bedroom of my apartment unit, or of any other portion of this apartment complex. I am the only current tenant at Wind River Crossing who at any time in the last several months has ever on any occasion ever once complained to the management team here about anyone allegedly having broken into or illegally having entered that tenant's apartment unit, according to Wind River Crossing General Manager Ann Coker.

P.S. The Office phone number for the highly-regarded management team at Wind River Crossing is: (512) 346-1902. Ms. Ann Coker, General Manager, and Ms. Kara Stevens, Assistant Manager, have had an extensive E-mail correspondence with me in recent months about this cited felony continuous-crimes case in which I am definitely the victim during my sleep inside my bolt-locked apartment unit. Ann and Kara have helpfully agreed with me that no one other than myself is ever at any time authorized to be inside my botl-locked apartment unit during my bedtime hours when I am sleeping alone on my bed.

I would like to thank your FBI office in San Antonio for talking with me this morning about this (see below) alleged ongoing and daily and year-round personal-injury crimes and anal-rape-crimes and oral-inhalant-rape-crimes and nasal-inhalant-rape crimes case in which I am being repeatedly and on a year-round basis victimized during my sleep (I ALWAYS sleep alone, and I live alone) inside my NW Austin bolt-locked top-floor, vaulted-ceiling one-bedroom apartment unit at an apartment complex owned and managed by "Westdale" of Dallas, Texas.

I would welcome any and all DNA testing on my anus, buttocks, mouth, nasal passages, chest, etc., and any and all DNA testing on my stained bedsheets on my bed, that the FBI is willing to order at this time. I would also welcome any and all interviews of myself by any FBI agent as soon as possible.

Attached, please find the 2012 infrared photos of alleged intruders inside my bolt-locked apartment that I had promised you in the letter I just sent you a few minutes ago.

I hope to hear from you soon about this very alarming continuous-personal-injury crimes and continuous-anal-rapes case in which I am the victim on a daily (and frequent) and year-round basis inside my bolt-locked apartment unit.

Incidentally, the management team at my apartment complex has repeatedly stated to me that this is a police matter and the management team is not willing to offer me any additional special protection services or assistance of any type (though one maintenance staff member here with permission from the management team did in 2012 install for me three additional locks that I had either been given by a coworker of mine at Outback Arboretum steakhouse, one of my three workplaces that is situated virtually across the street from where I live, or that I had purchased on my own that I wanted to have installed on the front door (a chain lock) and the bedroom side (two respective bolt locks) of my two bedroom doors that lead into my bathroom and living room, respectively). The apartment management team here has repeatedly informed me in writing that the bolt lock to my front door that is provided by Wind River Crossing fully meets all state requirements on this on the part of the management team..

CITY MANAGER OTT, DO YOU CURRENTLY SUPPORT FULL PRIVACY RIGHTS FOR ME INSIDE MY BOLT-LOCKED PRIVATE BEDROOM OF MY RENTAL APARTMENT UNIT AT WIND RIVER CROSSING IN NORTHWEST AUSTIN DURING PERIODS WHEN I MYSELF AM SLEEPING ALONE (I ALWAYS SLEEP ALONE ON MY BED) AND LYING UNCONSCIOUS ON MY BED INSIDE A TOP-FLOOR, VAULTED-CEILING, FOUR-TOTAL-ROOM APARTMENT UNIT THAT I MYSELF ALWAYS BOLT-LOCK THE FRONT DOOR OF IMMEDIATELY UPON RETURN HOME FROM WORK EVERY NIGHT OF THE WEEK?

Mr. McMillan,

Based on the emails that you have forwarded to our office, it is our understanding that the Austin Police Department (APD) has looked into your accusations, and found no grounds for further investigation. We defer to their expertise on this matter.

Dear Scott,

I have not received any E-mail reply letter or signed reply letter from you or Rep. Donna Howard about this very important quality-of-life issue for me here in Austin.

Are you and State Rep. Donna Howard concerned about alleged violations of my own privacy rights during my nocturnal slumber that involve alleged repeated sexual rapes of myself occurring at times when I am, in fact, unconscious and snoring (and, of course, sleeping alone) on my Swedish bed inside my bolt-locked one-bedroom apartment unit in northwest Austin.

Also, is there any public-policy action relating to this major legal-liability issue facing state and local government here in Austin that you or State Rep. Donna Howard would be willing to pursue on my behalf?

Sincerely and Best Wishes from a consistently honest and civil and law-abiding, psychologically healthy, gainfully employed, tax-paying, single adult male constituent of Rep. Donna Howard.
My home phone: (512) 342-2295.

Dear Texas DPS Public Information Office Representatives,

As a former employee of DPS in Austin, I am very surprised that I have not heard back from you yet about this very important issue for me.

I mention this because your office is normally very prompt about sending me a reply note in response to polite inquiries I send to you by E-mail.

I would also like to take this opportunity to provide you with the official identification number for the criminal-law complaint I filed with APD on Dec. 21, 2011, for which extensive DNA swabs were done on several parts of my body in the early morning hours of Dec. 22, 2011, by a forensic nurse at St. David's Medical Center near UT-Austin. APD has identified that criminal-law alleged-continuous-sex-crimes (a felony crime) complaint from myself as 11-3550615.

Thank you in advance for your prompt response on this.

I might also take this opportunity to politely mention to your law-enforcement agency in Austin that the sooner the alleged continuous anal-sex rapes of myself during my nocturnal slumber inside my one-bedroom bolt-locked apartment unit are terminated for good, the better I will feel about the level of integrity and level of competence of our state and local law-enforcement agencies here in Austin.

So far, I have enjoyed only two total days (Sept. 3, 2011, and Sept. 10, 2011) since April 28, 2011, for instance, in which I myself woke up on my Swedish bed (a bed on which I always sleep alone, I would like to emphasize) and immediately sensed that NO ONE had allegedly sexually molested me or allegedly sexually raped me during my sleep that morning.

It felt great, on each of those two total days (Sept. 3, 2011, and Sept. 10, 2011) to sense that the Austin Police Department had finally made an arrest of a suspect accused of having allegedly raped me and allegedly molested me during my sleep as I lay alone on my Swedish bed.

Incidentally, I am very grateful to the Travis County District Attorney's Office for pointing out to me on the telephone several weeks ago that possibly an illegal intruder is allegedly entering my bolt-locked apartment unit through a secret compartment situated toward or above the ceiling of my vaulted-ceiling, top-floor apartment unit.

That first-rate official of the DA's Office, Ms. Norma Hilbig, helpfully informed me on the phone in late 2011 that because of the large amount of space between the ceiling above my kitchen and the roof atop my top-level apartment unit, there might conceivably be a situation in which an illegal intruder is allegedly entering my apartment unit from above my apartment.

Ms. Hilbig also pointed out to me at that time that I have an urgent need to myself rent a video camera or an infra-red photography camera in order to help document the alleged illegal break-ins into my apartment unit for law-enforcement agencies here in Austin, Ms. Hilbig stated to me. I did reply to her advice on the phone that I myself am low-income, and I might add at this time that I cannot currently afford to even rent a camera at this time.

I would be VERY grateful to the DPS if your State of Texas law-enforcement agency would be willing to help install an electronically sophisticated "spy camera" or "surveillance camera" inside the bedroom of my apartment unit (Apt. 325 at Wind River Crossing). That would then enable me to provide the Austin Police Department (APD) and the DA's Office in Austin with factual documentation of alleged sex crimes and alleged physical abuse of myself during my nocturnal slumber that APD thus far has failed to itself acknowledge are, in fact, occurring on an ongoing and year-round basis inside my bolt-locked apartment unit.

Sincerely and Best Wishes from a proud former DPS employee in Austin,

John Kevin McMillan, a law-abiding and gainfully employed criminal-law complainant who was myself interviewed earlier this century for a possible position of employment at KVUE Television News in northwest Austin.

Dear DPS Public Information Office Representatives,

This is a supplement to the phone message I left with your office at about 3:05 p.m. today.

My legal name is John Kevin McMillan. My date of birth is April 27, 1957.

I am a former full-time employee of the Texas Department of Public Safety in Austin.

I am seeking to obtain confirmation from your State of Texas law-enforcement agency that you have in fact, obtained medical results on the numerous DNA medical swabs that were reportedly provided to your state agency in Austin on or about December 22, 2011.

Ms. Jacki Allen, Patient Relations Representative for St. David's Medical Center near UT-Austin, wrote and mailed to me a signed Jan. 23, 2012-dated letter on official St. Davi'd Medcial Center stationery (a letter I received in today's U.S. Postal Service mail delivery) that explained to me that "...The SANE nurse obtains any physical evidence from the patient and as per the chain of custody sends that evidence to DPS for testing and analysis."

I am the male adult victim of alleged continuous sex crimes, including forcible illegal anal rape of myself and alleged sexual torture of myself and alleged physical abuse of myself during my nocturnal slumber at a time when I was myself snoring and sound asleep and sleeping alone on my Swedish bed inside the bedroom of my bolt-locked, locked, and fully-secured one-bedroom, vaulted-ceiling, apartment unit in northwest Austin. I have NEVER at any time authorized ANY person to lie on my Swedish bed, or to be physically situated on my Swedish bed, at any time since I purchased that bed and had it installed in my bedroom in 2007.

A female forensic nurse for St. David's Hospital near UT-Austin did very extensive DNA medical testing on several portions of my body in the emergency room of St. David's in the early-morning hours of December 22, 2011. I had been admitted into the emergency room of that hospital for DNA medical-swabs of my body late on December 21, 2011, and I remained in hospital for several consecutive hours that night and in the early-morning hours of December 22, 2011. I made that visit to St. David's on late December 21, 2011, after I filed a criminal-law complaint with the Austin Police Department earlier that day relating to an alleged illegal intruder allegedly raping me during my sleep inside my bolt-locked and locked and fully-secured apartment unit.

The Austin Police Department has apparently indicated to me that no testing has been done on ANY of the DNA medical swabs that were obtained from several portions of my body (including my anus or anal cavity, my buttocks, my penis, my upper chest), early on Dec. 22, 2011. Detective David Silva of APD's Sex Crimes Unit in Austin has stated to me in an early January (possibly Jan. 4) 2012, phone message he left with me, a recorded message that I have saved for future reference, that the DNA medical swabs of my body were not pre-approved by the Austin Police Department, according to Detective Silva.

Thank you in advance for your helpful reply note in response to this follow-up inquiry from myself, as I would like very much to examine the test results on those DNA swabs of my own body that the DPS has apparently obtained.

Sincerely and Best Wishes,

John Kevin McMillan, criminal-law complainant.

Mr. McMillan:

As we explained to you on a prior occasion, we reviewed your complaint and determined that our sole area of inquiry would be as to whether the Austin Police Department is maintaining the evidence gathered December 22, 2011, as required by law. Our inquiry revealed that APD continues to maintain the evidence gathered on December 22, 2011. In addition, they have noted that the Travis County District Attorney’s Office has requested the said evidence continue to be maintained. This resolves our inquiry. As we explained to you, the decision as to how to utilize investigative resources in a sexual assault allegation falls within the purview of the Austin Police Department. Therefore, we believe our involvement in this matter is concluded.

Thank you,

Rob Drummond
