Subject: Re: [Austin Public Records Center] :: R051271-010521

February 8, 2021

Dear Open Records Unit Officials of the Austin Police Department in our state-capital city for Texas,

Thank you for your February 5, 2021, reply note (below) to me in response to my cited January 5, 2021,  online public-information request to the Austin Police Department at your official City of Austin website.

I was disappointed by the concluding statement you offered in your reply letter to me.

Your reply letter indicated that in the cited one-and-one-half-year period that ended on January 5, 2021, neither Austin Mayor Steve Adler  nor Austin District 4 City Council Member Representative Greg Casar, nor any municipal-government staff member of either of those two primary elective officials for me in the City Government of Austin, ever at any time sent an e-mail letter or other written communication to Austin Police Chief Brian Manley or Austin Police Department Chief of Staff/Assistant Chief Troy Gay in a context that referred to me.

I am a longtime criminal-law complainant with the Austin Police Department in regard to alleged continuous home-invasion-crimes, trespassing crimes, anal-rape-crimes, personal-injury-crimes, unauthorized medical services during my sleeping hours that have been allegedly harmful to me, and assault-by-physical contact crimes allegedly inflicted on me on a daily and year-round and multi-year basis during my sleeping hours as I lay or lie alone on my own bed, asleep and unconscious, inside my bolt-locked apartment unit in Austin.

I always sleep alone on my own bed, and I am a longtime celibate (including on a continuous and uninterrupted basis ever since the day I moved to north Austin in August 2001), permanently-drinking-alcohol-free, anti-marijuana-minded, lifelong-tobacco-free, civil and law-abiding and honest, white Anglo-Saxon English-Scottish-German-American non-Hispanic single adult non-Christian gentleman, age 63. I have lived alone as the only official tenant and only apartment-management-team-approved occupant inside my current double-bolt-locked rental-apartment unit ever since the day I moved into my current second-floor solo-occupancy efficiency apartment at Pebble Creek Apartments on June 21, 2019. My current official one-year apartment-lease agreement with the polite management team at Pebble Creek Apartments expires at 11:59 p.m. on June 30, 2021.

Does your highly-rated Austin Police Department have any readily-available record of the most recent occasion in which an elective official in Austin, Texas, was formally charged in  Austin, Texas, with having had an alleged role in alleged obstruction of justice in a context that allegedly victimized a self-identified continuous-personal-injury crimes victim in Austin or a continuous sex-crimes victim in Austin?

Thank you again for your reply letter. I hope to hear from you soon.

Sincerely and Best Wishes,

John Kevin McMillan, public-information requestor.
My solo-occupancy efficiency-apartment-unit rental-home address ever since June 21, 2019:
Pebble Creek Apartments (a Belco Equities-affiliated complex), 8805 North Plaza Drive, Building 17, Apartment 2418, Austin, TX 78753.
Home phone: (512) 342-2295.
Cell phone: (512) 993-7305.

Re: Open Record Request of January 05, 2021, Reference # R051271-010521

Dear Mr. John Kevin McMillan,

The Austin Police Department (APD) received a Public Information request from you on January 05, 2021, to request copies of records pertaining to the following:

“I am seeking a copy of any and all e-mail communications or other written communications referring to me at least once in any manner that occurred from 12:01 a.m. June 21, 2019, until 3:45 p.m. January 5, 2021, between either APD Chief Manley or APD Chief of Staff Gay, and the office of Mayor Adler or the offices of District 4 City Council Member Casar.

My legal name is John Kevin McMillan. I was born on April 27, 1957, at Lincoln, NE. Ever since June 21, 2019, I have resided alone inside an always-bolt-locked solo-occupancy efficiency in District 4. My address: Pebble Creek Apts., 8805 N. Plaza Dr., Bldg. 17, Apt. 2418, Austin, TX 78753. Home phone: (512) 342-2295. Cell: (512) 993-7305.

This request was prompted by an exchange of e-mail letters I had with City Council Member Riley in 2012 that referred to any possible communications between Mr. Riley and APD in regard to me:

No, John, neither I nor my staff have ever asked the APD to send officers to your apartment, or anyone else’s. Regards, Chris Riley

A thorough search of records of the Austin Police Department provided no responsive information.
