Subject: 11-30-20 PIR re: Republican U.S. Senator Cornyn of Texas and me

From: John Kevin McMillan, public-information requestor and law-abiding, gainfully-employed, permanently-drinking-alcohol-free (ever since 1990), permanently-marijuana-free (ever since 1984), lifelong-tobacco-free, facially-cleanshaven, lifelong-tattoo-less, Anglo male adult constituent of U.S. Senators Cornyn and Cruz and Congressman Doggett; and current criminal-law complainant in the currently active Austin Police Department Sex Crimes Case Number 20-3161213. It is an alleged-continuous-and-continuing-felony-crimes case that was generated by APD on November 11, 2020, minutes after I handed to APD Patrol Officer Blair Brozynski a brand-new flashdrive I had myself purchased that contained infrared motion-sensitive photographic crime evidence transferred onto that flashdrive from an SD card of mine that exposed alleged nighttime home-invasion-crimes perpetrators on a variety of very recent days in 2020 who were each allegedly caught on camera inside my private bedroom of my always-bolt-locked, solo-occupancy current efficiency-apartment unit in Austin as I lay alone on my own bed, asleep and unconscious and probably snoring. I am a longtime celibate-by-choice (including ever since the day I moved to the northern section of Austin in August 2001), platonicly polite, single-by-choice, white English-Scottish-German-ancestry non-Hispanic gentleman age 63. My home address ever since June 21, 2019: Pebble Creek Apartments (a Belco Equities-affiliated large gated-community complex), 8805 North Plaza Drive, Building 17 (northeastern corner of the complex), Apartment 2418 (a second-floor, eastward-facing unit), Austin, TX 78753. To: Public Information Coordinator,
Central Texas district federal office for Republican United States Senator John Cornyn,
221 West 6th Street, #1530,
Austin, TX 78701.
Office phone: (512) 469-6034.

Dear Public Information Coordinator for U.S. Senator Cornyn in Austin,

This is a public-information request in which I seek to obtain from you a copy of any and all e-mail letters or other written communications referring at least once in any manner to myself, John Kevin McMillan of Austin, Texas, that any staff member or administrator or certified peace officer at your federal-government office in Austin has written or e-mailed or sent or forwarded or received at any time since December 2, 2002.

EXCLUDED from the scope of this public-information request are any and all e-mails that were exclusively and solely written by me.
INCLUDED in the scope of this request are any typed or handwritten notes from any staff member in your federal office in Austin that directly refer to or respond to or reply to an e-mail communication from myself, or that directly refer to myself in any cited context or manner.

This public-information request was prompted in part by the absence of any reply to me at any time from U.S. Senator John Cornyn or any staff member of his in response to my March 25, 2020, e-mail public-information request (final item, below) to Senator Cornyn.

This public-information request today was also prompted by my surprise upon receiving a July 24, 2020, reply e-mail letter (below) to me on behalf of Senator Cornyn that originated from his Dallas office.
That reply letter was  responding to my online request (farther below) I submitted to Senator Cornyn at his official U.S. Congress website in Washington, D.C., on July 8, 2020.
Although I have lived in Austin proper on a continuous basis ever since mid-March 1997, I myself have never once received any reply letter on behalf of Senator Cornyn from his Central Texas office here in Austin, Texas.

Good Afternoon,

Senator Cornyn has received your recent letter and regrets that the problem you describe does not appear to be one over which he has jurisdiction as a United States Senator. Consequently, He is unable to afford you the assistance you requested.

Sincerely,

Below is the online public-policy-related comment I politely submitted online on Wednesday, July 8, 2020, at about 4:38 p.m. Central Time to U.S. Senator John Cornyn at his official U.S. Government website. I received an immediate online confirmation note (directly above) from Senator Cornyn, thanking me for my comment and verifying that he had received it from me. The federal agency I cited for which I sought assistance with help from Senator Cornyn was the U.S. Department of Commerce in Washington, D.C.
My online constituent request of July 8, 2020, to Senator Cornyn:
"I would appreciate it if a federal agency you contact for me would be willing to help me eliminate any current design feature or technological feature in the walls of my bedroom --- or in the walls of any other portion of my apartment unit, for that matter --- that according to infrared motion-sensitive photographic evidence obtained for me at my own financial expense during my sleeping hours have apparently been moving inward or moving outward during my sleeping hours as I lie ALONE on my own bed in this solo-occupancy (myself, only) efficiency apartment unit. I am the only approved tenant and only approved occupant inside this unit, and I always sleep alone on a bed I myself own inside my bedroom. I always very consistently double-check to make sure that each and every one of the three total apartment-management-team-cited points of entry into my current apartment unit are kept fully-bolt-locked (if applicable) and fully locked at all times."
__________

This public-information request was also prompted in part by a very surprising statement that Chris, a male deputy director in Austin for fellow Republican U.S. Senator Ted Cruz, volunteered to me on the telephone at about 4:30 p.m. Monday, October 3, 2016, during a local phone call I made to that federal office building in Austin from my rental-apartment unit in northwest Austin.

In that 2016 phone conversation, Chris of Senator Cruz's staff in Austin volunteered to me that "there may be some federal-agency involvement in it (the alleged anal-rape-crimes victimizing myself, John Kevin McMillan of Austin, Texas, on a daily and year-round basis during my sleeping hours that I myself had politely complained to Chris about in that local phone call)".

The alleged sex crimes, as I politely explained to Chris of Senator Cruz's Austin staff in that 2016 local phone conversation, were allegedly occurring during my sleeping hours each night as I myself lay alone on my own  bed, asleep and unconscious and probably also snoring, inside my locked solo-occupancy private bedroom during that time period.
That private bedroom of mine was located in the two-bedroom and bolt-locked Apartment 902 in Building 9 at Village Oaks Apartments, 10926 Jollyville Road in northwest Austin.

Village Oaks Apartments are reportedly owned and managed by the  Northland nationwide realty company of Newton, Massachusetts.

Also in that October 3, 2016, local phone conversation, Senator Cruz's Austin district office deputy director Chris stated to me that Senator Cruz "cannot assist you (constituent John Kevin McMillan of Austin)" to put an end to the alleged continuous and continuing, daily and year-round personal-injury-crimes and anal-rape crimes allegedly victimizing myself, John Kevin McMillan, during my sleeping hours as I lay alone on my own bed inside my locked apartment unit in northwest Austin.

That same high-ranking staff member of Senator Cruz, his Austin deputy director Chris, also volunteered to me in that same October 3, 2016, local phone conversation I had with Chris that "You (John Kevin McMillan of Austin) have a need for an attorney."

My legal name is John Kevin McMillan. I was born at Lincoln, Nebraska, on April 27, 1957.

I myself do not have any criminal-conviction record, as I'm sure that Senator Cornyn is very aware.

I have resided in Austin proper ever since mid-March 1997, during which time I have been employed by a variety of reputable employers, including the Texas Department of Public Safety state law-enforcement agency. I was employed full-time in the DPS Motor Carrier Bureau along Guadalupe Street for one year in the late 1990s. I have been employed in the restaurant industry in Austin on a continuous basis ever since April 27, 2002. I previously was employed full-time as a general-circulation- professional newspaper reporter or professional copy-editor in Texas and other U.S. states.

My primary personal e-mail address of "mcmillanj@att.net" and my primary personal phone number of "512-342-2295" have remained the same throughout the approximately 18-year period applicable to this public-information request. Ever since August 2019, I have also owned and used a personal cell phone I purchased through AT&T that has the cell phone number assigned to me by AT&T of (512) 993-7305.

I am a former Salutatorian of Stephen F. Austin High School of Austin Independent School District in Austin, Texas. I am an alumnus of The University of Texas at Austin and The University of Minnesota Graduate School of Journalism and Mass Communications in Minneapolis, respectively.

During the 18-year period applicable to this public-information request, I have resided at the following locations, listed chronologically from oldest address for me to most recent address:
---Wind River Crossing Apartments, Building 3, Apartment 325, Austin, TX 78759.
---Crossland Economy Studios, 12621 Hymeadow Road, Apt. 133, Austin, TX 78729;
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 902, Austin, TX 78759;
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 1609, Austin, TX 78759;
---Austin Motor Inn, 11400 North Interstate Highway 35, a first-floor room, Austin, TX 78753; and
---Pebble Creek Apartments, 8805 North Plaza Drive, Apt. 2418, Bldg. 17, Austin, TX 78753.

I am the founder and only approved current member of a new and non-Christian non-proselytizing "Honor Society" religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded  "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements.

That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes verbalization of anonymous death threats or other death threats to anyone, opposes verbal harassment of anyone, opposes continuous anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings, opposes the crime of stalking, opposes the crime of spying on anyone against that person's wishes, opposes attempted censorship of non-anonymous communications that are in compliance with the law and that advocate civil and law-abiding conduct or that support law-enforcement, opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms that individual's own medical health or hearing capacity or that is aimed at punishing him or her for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators or sponsors of that noise pollution.

Numerous current or former Central Texas residents have stated to me over a multi-year period that they either dislike or intensely dislike or question the authenticity of my own fully-independent "Progressive Prohibitionist Religion" (PPR). Around the turn of the century I gave several televised speeches on behalf of that religion of mine on local Community Access Television in Austin. One younger Central Texan man left a violent-sounding and obscene anonymous recorded phone message on my telephone-answering machine inside my apartment near UT-Austin---a recorded phone message in which he volunteered that he himself is "Catholic", and that he was very critical of my PPR religion because it allegedly "kills c-nts" (a shocking obscenity, with one letter from the latter word having been omitted by me here for the sake of propriety and full obedience the law by myself), that self-identified Catholic man stated.  In his recorded message to me, that self-identified Catholic man stated that he was reacting to one or more locally televised speeches of mine that I had given on behalf of my PPR religion.

Around the turn of the century, one former Austin-area resident and self-identified older brother  of mine from my childhood family in Westlake Hills, Texas, Dr. Michael Kim McMillan, declared to me in person with indignation and revulsion in his tone of voice and facial expression in a conversation I had with him outdoors near UT-Austin's main campus that occurred during a brief visit of his to the Austin area from out of state: "The 'Heaven on Earth' religion you've (John Kevin McMillan of Austin) established has inflicted Hell on this entire planet!"

Subject: 3-25-20 PIR re: U.S. Senator John Cornyn and me

To: United States Senator John Cornyn,
United States Senate,
Washington, D.C.

March 25, 2020

Dear Senator Cornyn,

This is a public-information request in which I seek to obtain from you a record or copy of any and all reports or e-mail letters or letters received or written by you or any member of your U.S. Senate office staff in Washington, D.C., that directly referred at least once to actions you or a staff member of yours pursued, or that contained information or statements or findings or legal notes you obtained or received or generated on my behalf or in regard to me, during the multi-week or multi-month period in 2013 or 2014 in which you officially represented me in direct communications between yourself (or a member of your staff) and the U.S. Department of Homeland Security federal law-enforcement agency.

INCLUDED IN THE SCOPE OF THIS PUBLIC-INFORMATION REQUEST IS A COPY OF THE SIGNED LETTER OF AUTHORIZATION I MYSELF SENT TO YOU IN 2013 OR 2014 UPON YOUR PRIOR AGREEMENT THAT GAVE YOU OFFICIAL LEGAL AUTHORITY TO REPRESENT ME IN DIRECT COMMUNICATIONS ABOUT ME BETWEEN YOURSELF AND THE "U.S. DEPARTMENT OF HOMELAND SECURITY" FEDERAL LAW-ENFORCEMENT AGENCY.

(Below, please find a e-mail letter I wrote in 2014, a copy of which was presumably forwarded to you at my request by the Republican National Committee, that referred to that official authorization I had provided you with your prior agreement on that.)

Also in this public-information request, I seek to obtain from you a copy of any and all e-mail letters or other written communications that you or a member of your U.S. Senate Office staff in Washington, D.C., wrote or sent or forwarded or FAXed or received at any time from 9 a.m. March 26, 2010, until 9 a.m. March 26, 2020, and that, in each such case, referred at least once in any manner to myself, John Kevin McMillan of Austin, Texas.

EXCLUDED FROM THE SCOPE OF THIS PUBLIC-INFORMATION REQUEST ARE ANY AND ALL E-MAIL LETTERS PER SE THAT WERE EITHER WRITTEN BY MYSELF OR SENT TO YOU OR FORWARDED TO YOU BY MYSELF.

My date of birth is April 27, 1957. I am a native of Lincoln, Nebraska. I have been a resident of Austin, Texas, on a continuous and uninterrupted basis ever since mid-March 1997.

Subject: 4-10-14 special note to federal officials re: crime case

I would like to again thank the U.S. Department of Homeland Security for your current investigation into this alleged continuous-and-still-continuing felony-crimes case in which I am being victimized on a frequent and daily and year-round basis during my sleep.

Earlier this morning, for instance, I was awakened abruptly on my bed inside my bolt-locked bedroom in the middle of my sleep with discomfort in my anus and surprising constriction in my anus at about 3:45 a.m. and, later, at about 6:15 a.m., according to the legal notes I jotted down today in my standard diary entry for April 10, 2014, inside my private bedroom. I was also awakened two or three other times in the middle of my sleep, but I neglected to jot down a note in my standard diary on those other sleep-interruption-related alleged personal injury crimes victimizing myself.

I would also like to take this opportunity to politely remind Homeland Security officials that your federal agency did confirm for me on March 22, 2014, that you received an additional crime report about my most recent previous roommate, "Sandjaja Utama", a self-identified "citizen of Indonesia," from a complainant OTHER than myself, and that your federal agency has begun an official investigation about Mr. Utama, you informed me in that March 22 phone  conversation I had with your federal agency.

I have not been granted any in-person meeting or interview with any Homeland Security investigator at any time this year or in any prior year, much to my disappointment on that.

I would welcome any and all DNA-evidence medical testing on my stained bed linens (my primary-care doctor, Dr. Edie Shulman, has authorized me to not wash my linens over a multi-week period in order to protect that DNA evidence of an alleged illegal intruder in my bedroom until that evidence is finally evaluated by a law-enforcement agency, provided that I take a shower every night before going to bed, which I am doing nearly every night) or on my anus or buttocks or mouth or nostrils, for instance, that Homeland Security is willing to order for me at any time, with the understanding that results would extend back at least 190 days, as APD Sex Crimes Unit Detective David Silva had assured me in 2011 that results from DNA forensic medical exams on me could in fact do (for 190 days, at most, he told me in 2011 on the telephone). I would also welcome any and all electronic surveillance of my bedroom that Homeland Security is willing to sponsor or request or order at this time.

I would also like to remind each of your federal agencies that I recently signed a legal document that provided the very distinguished and very honorable U.S. Senator John Cornyn the legal authority to himself represent me in communications with Homeland Security about this very urgent criminal-law matter. I might add at this time that if Senator Cornyn needs to contact any other government agency at any level about this criminal-law case in which I am the victim, I hereby authorize him to do so on my behalf.

I am very grateful to Senator Cornyn for his very kind interest in this very alarming continuous crimes case that President Obama  in 2013 wrote me a signed reply letter about. I have provided President Obama with several telephone reports and E-mail letter updates about this crime case in the period since then.

Sincerely and Best Wishes,
John Kevin McMillan, criminal-law complainant and the victim of continuous-and-still-continuing personal-injury crimes, including repeated interruption of my sleep by an alleged intruder that has robbed me of thousands of hours of sleep in the period ever since and including the early morning hours of April 16 or 17, 2011----that having  been the very first early morning period after Sandjaja Utama moved into Apartment 325 as my apartment-management-team-approved roommate----and alleged continuous-and-still-continuing anal-rape crimes on a daily and year-round and multi-year basis. Mr. Utama moved out of Apartment 325 on May 31, 2011, and I have never met with him or spoken with him at any time since then. He did send me one alleged harassment E-mail letter in 2013, a letter that the Austin Police Department informed me was a sufficient basis for my then sending a reply E-mail rejection letter to Mr. Utama. I did as APD advised on that, and I have already provided Homeland Security officials with an E-mail carbon-copy of that rejection letter I wrote and sent to Mr. Utama.

Incidentally, my current roommate, "John Douglas Martin," self-identified date of birth of ....(deleted here on 11-30-20 for legal-liability reasons), who sleeps with his tiny-head "cat" in the living room of Apartment 325 on a bed that he himself owns, has told me several times inside our apartment unit that he suspects that Sandjaja Utama has allegedly attempted to stalk me and allegedly harass me in the period since Mr. Martin moved into Apartment 325 on April 27, 2013.

Mr. Martin has also told me, though, that he himself will NEVER call the police to report evidence of any illegal intruder---UNLESS Mr. Martin sees evidence, for instance, that an intruder broke the glass to the sliding glass door that leads directly into my bedroom from a semi-public outdoor balcony, Mr. Martin has told me.

My own relationship with the heavyset and bald and currently-unemployed older man Mr. Martin---someone I myself definitely DO NOT trust, particularly since I tested positive for arsenic in my urine several days  after Mr. Martin moved in as my roommate, with myself having noticed unpleasant aftertastes in my store-bought foods in the kitchen of this apartment before I asked for that medical test on myself----is, of course, strictly platonic, as I made VERY clear to him, including in writing, from the very start.

Incidentally, I did file crime reports with APD about my being victimized by alleged illegal contamination of my foods and beverages on a frequent basis inside Apartment 325 over a multi-month period since and including May 2013, but APD chose not to investigate in any way. In fact, my understanding is that APD apparently destroyed crime evidence in the form of several allegedly contaminated foods and beverages from my own designated myself-only-items in the Apartment 325 refrigerator that I personally handed to APD Officer Tran inside this apartment unit in 2013.

I keep my bedroom bolt-locked and locked at all times during my bedtime hours, and no one other than myself should ever be inside my bedroom during my sleeping hours.

Mr. Martin had promised me several times before he moved into Apartment 325 that he would contact the police for me if he EVER observed any evidence of any illegal intruder inside my apartment unit. He has since "changed" his policy on that, by repeatedly stating to me in the living room of Apartment 325 that he would have to see shattered glass to my own sliding glass door leading into my bedroom, for instance, before he would consider calling police on my behalf. One APD officer, Officer Broomhall, stated in my presence on October 23, 2013, that my current apartment-management-team-approved roommate, Mr. Martin, has a "criminal background."

The apartment management team at Wind River Crossing had assured me in April 2013, before Mr. Martin was permitted by me to move into Apartment 325, that Mr. Martin had passed their criminal-background check on him. Westdale, the for-profit company that manages Wind River Crossing, is reportedly headquartered in Dallas, Texas.
