"Caller stated that he has nasal and oral inhalants coming in through the ceiling while he is sleeping. He is the victim of daily anal rape during his sleep because someone is somehow getting into his apartment. Police refuse to investigate. What are the laws about security for tenants? (Caller) stated that he has already contacted (Travis County) Sheriff, TDPS (Texas Department of Public Safety), (Texas) Rangers (Division of the DPS), and (State) Comptroller."
