Assistant City Manager Ray Arellano reportedly supervises operations of the Austin Police Department municipal law-enforcement agency of the City Government of Austin.
Self-identified felony-crimes victim John Kevin McMillan has repeatedly complained to the Austin Police Department ever since April 28, 2011, that alleged felony home-invasion crimes, anal-rape-crimes, personal-injury-crimes, injurious "medical services" crimes, and injurious deliberate-sleep-ruination crimes have allegedly been inflicted on Mr. McMillan on a daily and year-round and multi-year basis during his sleep as he lies alone, unconscious and probably also snoring, on a private bed he himself owns inside his locked private bedroom of his bolt-locked apartment unit in northwest Austin.
In the cited time period ever since April 2011, complainant John Kevin McMillan has resided at three separate respective commercial real-estate properties:
---Wind River Crossing Apartments, reportedly owned and managed by "Westdale" of Dallas, Texas; at 11411 Research Boulevard, Building 3, Apartment 325, in northwest Austin, from January 2002 until July 29, 2015;
---Crossland Economy Studios, reportedly owned by Extended Stay America, at 121621 Hymeadow Road, Apartment 133, Austin, Texas, 78729, from July 29, 2015, until late September 2015;
and, ever since late September 2015, at Village Oaks Apartments is a very large apartment complex situated at 10926 Jollyville Road, a few blocks from a Randall's supermarket, an H.E.B. supermarket, and the Great Hills Baptist Church, in northwest Austin.
According to some online records, Village Oaks Apartments are reportedly owned and managed by "Northland Investment Corporation" of Newton, Massachusetts.
