A respectful FYI to each of you very influential government officials and news-media executives on the following letter of mine addressed to U.S. Secretary of State Hillary Clinton that relates to the alleged daily and year-round sexual harassment of myself and religious harassment of myself, and other forms of alleged violations of my civil rights as well, allegedly occurring inside the top-floor, vaulted-ceiling one-bedroom apartment I rent, an apartment in which I live alone and I'm the ONLY approved current occupant or tenant in my apartment, that features a long and tall (seven-foot-tall) sliding glass door I keep locked at all times that leads directly into my private bedroom from a semi-public outdoor balcony. That semi-public outdoor balcony could easily be entered by an alleged illegal intruder or alleged illegal trespasser merely by his or her walking up an outdoor flight of stairs at Building 3 (the building where I reside) at Wind River Crossing Apartments in Austin, Texas. That outdoor flight of stairs leads to a balcony shared by the respective tenants in two total apartment units: Apartment 325 (the apartment I rent) and Apartment 326.
I would like to politely mention to each of you that Wind River Crossing Apartments are reportedly owned and managed by "Westdale," a for-profit corporation headquartered in DALLAS, TEXAS. So far, the Dallas County District Attorney's Office, the City of Dallas Police Department, and the Dallas County County Attorney's Office has not contacted me at any time in regard to this alleged civil-rights-violations and alleged continuous felony-crimes personal-injury and gastrointestinal-rapes case in which I am definitely the victim on a daily and frequent (an average of two or three times per morning, I'm abruptly awakened on my bed, where I ALWAYS sleep alone, with evidence of an alleged illegal intruder having had flagrantly illegal physical contact with me during my sleep) and year-round basis.
I would like to remind each of you that one very knowledgeable television-industry employee in the Austin area did very helpfully volunteer to me on the telephone several months ago that "no matter where you (John Kevin McMillan of Austin) go in Austin, they'll be raping you (during your sleep inside your bolt-locked private residence)" (an exact or near-exact quote----it is possible that that television-industry employee's exact words to me were actually: "No matter where you go in Austin, you'll (John Kevin McMillan) be getting raped (during your sleep).")
So far, no media company in Austin or elsewhere has contacted me and expressed ANY interest in investigating any aspect of this alleged sexual-harassment and alleged continuous felony-crimes case in which I am definitely the victim inside my bolt-locked apartment unit.
I would welcome any E-mail letters or phone calls from any of you in regard to my civil-law complaint I've filed with the federal government and with investigator Mr. Enrique Serrano of the City of Austin Equal Employment/Fair Housing Office, and my criminal-law complaints on this that I have filed on numerous occasions with the Austin Police Department ever since April of 2011 specifically in regard to an alleged illegal intruder or alleged illegal intruders inside my bolt-locked apartment unit allegedly having illegal physical contact and allegedly having illegal sexual contact with me during my sleep---alleged physical and sexual contact with me that also woke me up on my bed in the middle of my sleep several times per night or morning or day, with myself upon being rudely awakened without my being able to see any intruder in my bolt-locked apartment unit having repeatedly experienced sharp pain in my anus, surprising sharp pain in my legs, and sharp pain in my hips, and a surprising and unpleasant sensation in my nostrils indicating to me that I had possibly been subjected during my sleep to an illegal inhalant against my wishes during my sleep on my bed, with any such inhalant NOT having been requested or authorized by myself, I wish to emphasize.
I would also welcome ANY scenario in which ANY government agency, such as the U.S. Department of Housing and Urban Development or the FBI, is willing to install secret electronic surveillance inside the bedroom of my bolt-locked apartment unit on a temporary and multi-day basis. Any such electronic surveillance would truly be a life-saver to me, as it could promptly provide factual confirmation about the accuracy of the civil-law and criminal-law allegations I've filed to the appropriate law-enforcement agencies in Texas, including to the regional office of the U.S. Department of Housing and Urban Development that is situated in Fort Worth, Texas, and possibly in another state or in the District of Columbia as well.
Finally, I would like to again take this opportunity to mention how pleasant for me it was on the morning of September 3, 2011, and on the morning of September 10, 2011, to myself wake up on my bed after getting a full night's uninterrupted sleep on my bed, an to immediately sense that on those two total respective mornings, NO ONE had molested me or injured me during my sleep inside my bolt-locked apartment unit at Wind River Crossing Apartments in northwest Austin.
Those were the ONLY two mornings of my entire life ever since mid-April of 2011, in particular, when I have sensed that no one had had any illegal physical contact with me during my sleep that morning, and that I had also enjoyed a full-night's sleep without ANY interruption of my sleep at any time that morning that I can recall.

As a courtesy to each of you, since the following (below) legal complaint of mine refers to a self-identified "citizen of Indonesia," a "Sandjaja Utama," whom I myself have permanently and irrevocably rejected from all aspects of my own life, and who himself is NOT authorized to be anywhere on the premises of my one-bedroom apartment unit at Wind River Crossing Apartments in Austin, Texas, I have decided to share this correspondence of mine with each of you as well.
I am also providing each of you as an attachment to this E-mail letter one of the infrared motion-sensitive hunter's camera photos that were obtained for me earlier this year (2012) from inside the bedroom of my bolt-locked apartment unit during my bedtime hours. Please note that the cited dates and time on the "Wildview" photo image are not reliable. I had difficulty with my date and time-setting mechanisms for my infrared camera and video cards. Also, the 5-10-12 date cited was a date in 2012 that I used to identify ALL of the photo images being either stored for the first time ever or being stored an additional time inside my computer system on May 10, 2012, from a video card that I hooked up to my computer system on May 10, 2012.
I will gladly and very truthfully testify in a court of law at the earliest opportunity that I, John Kevin McMillan of Austin, Texas, purchased my first-ever infrared camera of any type in February of 2012 at an Academy store in northwest Austin, and that I have kept the receipt on that purchase of mine. Prior to February 2012, I had never used any infrared camera on any occasion in my entire life.
The infrared motion-sensitive photo I am calling each of your attention to seems to me to bear a slight or strong or possible resemblance to my most recent roommate at Wind River Crossing Apartments, the self-identified "Sandjaja Utama" from "Indonesia," he said, who roomed with me from mid-April 2011 until May 31, 2011.
On May 31, 2011, Mr. Utama had his name deleted from my lease agreement with Wind River Crossing Apartments and he moved out of my apartment unit on May 31, 2011. I have not spoken with Mr. Utama or met with him or written to him or received any written communication from him or any phone message from Mr. Utama on any occasion since May 31, 2011. Nor would I ever agree to have any further involvement of any type with Mr. Utama on any occasion in the next five or more decades of my own life.
Mr. Utama's name is not cited anywhere in my current lease-agreement with Wind River Crossing Apartments---an 11-month lease agreement that began officially on October 1, 2012. I am the ONLY approved current resident and current leasese inside Apartment 325 at Wind River Crossing Apartments in Austin, Texas.
If any of you ever at any time obtain any possible evidence indicating that a "Sandjaja Utama" (or any other foreign citizen, for that matter) has ever at any time allegedly violated my own privacy rights in any way or has ever at any time allegedly violated any of my own legal rights or human rights in any way, I hereby insist on myself pressing criminal-law charges and any and all civil-law charges accordingly, with help from the U.S. Government, at the earliest opportunity.
Thank you in advance for your very kind support for my legal and human right to myself sleep ALONE on my orthopedic Swedish bed inside my bolt-locked one-bedroom apartment unit in Austin, Texas, without ANYONE having any physical contact with me or any sexual contact with me of any type, and without anyone subjecting me to any form of personal injury of any type or any type of sleep interruption and accompanying sleep deprivation of any type as I lie ALONE on my orthopedic bed.
As a longtime celibate-by-choice single adult gentleman living alone and always sleeping alone in Austin, Texas, I value my privacy rights inside my bolt-locked private residence (Apartment 325, a top-floor, vaulted-ceiling one-bedroom apartment unit with seven-foot-tall and very wide sliding glass doors that lead directly into my bedroom from a semi-public outdoor balcony, sliding glass doors that I myself strive to keep locked at all times) at Wind River Crossing Apartments.
Wind River Crossing is a very large apartment complex reportedly with NO electronic surveillance capacity of any type anywhere on the premises of this complex, and that reportedly is owned and managed by "Westdale," a for-profit corporation headquartered in Dallas, Texas.
Finally, I would like to emphasize that I would welcome any and all DNA testing of my own body, or of the bedsheets of mine on my bed inside my apartment unit, that any federal agency or any other government agency is ever at any time willing to authorize or request or conduct.
That DNA evidence from my own body and my own bedsheets from my bed is urgently needed during a period in which the municipal law-enforcement agency in Austin, Texas, throughout all of 2012 thus far has repeatedly REFUSED to order or authorize or pursue ANY DNA medical swabs or pursue any accompanying lab tests on any possibly applicable portions of my own body, such as my anus, my buttocks, my thighs, my legs, my hips, my mouth, my nostrils, my upper chest, my genitals, or on bedsheets of mine from the orthopedic Swedish bed that I own inside my bolt-locked apartment unit.
In addition, the Austin Police Department ever since February 2012 has repeatedly refused to accept as criminal-law evidence ANY of the several video cards of mine that contain images taken for me in 2012 during my bedtime hours inside my apartment unit by an infrared motion-sensitive "Wildview" hunter's camera that I purchased earlier this year in Austin.

A respectful FYI to officials of the United States Department of Justice in Washington, D.C., and to the very helpful female attorney at the Physicians for Human Rights group in Cambridge, Mass., Ms. Jillian Tuck, who very kindly took the time to talk with me on the telephone recently about this ongoing human-rights-violations case in which I am definitely the victim on a daily and year-round basis. Ms. Tuck, who does not represent me, offered me some helpful informal suggestions that I will always be grateful for, including that I continue filing complaints with the designated "liaison" officer for the Austin Police Department, Officer James Turner, to whom I was somehow assigned by high-ranking officials of that municipal law-enforcement agency, including Assistant Chief Sean Mannix, in the complete absence of any mental-health commitment on myself, since Officer Turner is a police officer and my filing complaints with Officer Turner will thereby offer legal notice to APD and the City of Austin about alleged violations of my own legal rights allegedly occurring on a daily and frequent and year-round basis inside my bolt-locked apartment unit where I live alone, I am completely celibate on a year-round basis throughout all of my own conscious or waking hours ---and anywhere and everywhere in the Austin area and throughout all of Central Texas, in fact, I've been completely and always celibate throughout all of my conscious or waking hours ever since December 1979, in fact --- and I always sleep alone on my bed, and I NEVER have any invited overnight guest inside my apartment unit or any invited late-night guest inside my apartment unit after midnight. Most recently, this morning, Friday, November 9, 2012, inside my bolt-locked top-floor, vaulted-ceiling, one-bedroom apartment unit,, Apartment 325 at Wind River Crossing Apartments in northwest Austin, I was abruptly awakened on my orthopedic Tempurpedic bed (where I was sleeping alone and lying alone as always) with pain in my anus and constriction of my anus and some possible small amount of residue of some type in my anus at 1:51 a.m. today and, later, at about 6:15 a.m. today. I jotted down the first time in my standard-diary entry for Friday, November 9, 2012, at the time of that incident, and I plan to jot down the second time in that same standard-diary of mine as well. I did not see any intruder. My alarm clock had been set for 7 a.m., and I had gone to bed at about 12:30 a.m. this morning, as it turned out. After I was abruptly awakened this morning, I again (as often has been the case) sensed a sensation in my nostrils, indicating once again that I may have subjected to an alleged illegal inhalant of some type during my sleep that I definitely did NOT authorize.
I also noticed some sensation in my mouth when I was awakened at about 6:15 a.m. this morning that reminded me a bit of the aftertaste after I had myself years ago during my waking hours consumed a chewable vitamins. In fact, I had NOT knowingly ingested any such vitamin tablet at any time during my waking hours, nor do I ever consume chewable vitamins anymore.
I would also like to point out that I have not authorized ANY "medical-services provider" of any type to subject me to any "medical services" of any type during any period in which I am sleeping and unconscious, and it is my understanding that it violates the state law of Texas for any self-identified "medical services provider" to subject me to any medical services of any type in any context in which I am sleeping and lying unconscious on my bed.

Dear Ms. Whitfield,
Thank you for the October 23, 2012-dated and signed letter from yourself, inviting me to submit a formal civil-rights complaint with your U.S. Government agency's regional office in Fort Worth about alleged housing discrimination against me in alleged violation of my civil rights.
The most recent date of the alleged violation of my civil rights occurred this morning, as I lay alone (as always; I ALWAYS sleep alone on a bed that I own inside the one-bedroom apartment unit that I rent) sleeping inside the private bedroom of my bolt-locked, top-floor, vaulted-ceiling apartment that I rent at the Westdale-owned and Westdale-managed Wind River Crossing Apartments.
After I had gone to bed at about midnight this Sunday morning, and I was abruptly awakened at about 4:21 a.m. this morning with sharp pain in my anus as I lay alone on my orthopedic queen-size Tempurpedic bed that I own in my bedroom. I immediately sensed that I had been subjected once again to alleged sexual harassment of myself involving alleged personal injuries to myself as well during periods in which I was, in fact, sleeping alone and unconscious, and probably snoring as well, on my orthopedic bed. No intruder was visible to me.
The for-profit corporation that has allegedly discriminated against me is Westdale. Their address is: 3100 Monticello Avenue, Suite 600, Dallas, Texas 75205. Their phone number is: (214) 515-7000. The regional director for Westdale is Mary Bless, who chose not to return a phone message from me that I left with her several months ago relating to the alleged violations of my civil rights at Wind River Crossing Apartments. I also maintain that general manager at Wind River Crossing is allegedly guilty of alleged discrimination against me. Her name is Ann Coker. Her office phone number is: (512) 346-1902. Ann Coker was overheard by me denouncing me as "That Fascist!" or "Fascist!" as I walked away from her office area after having had a polite conversation with her in my capacity as a tenant here.

I have also had extensive E-mail correspondence about alleged sexual harassment of myself with Kara Stevens (also known as Kara Hlavaty, her name before she was recently married), an assistant manager at Wind River Crossing. Kara wrote me back by E-mail and stated that it is "against policy" at Wind River Crossing for the management team here to do anything to protect my personal safety or personal security inside my bolt-locked apartment unit, and that providing me with a bolt lock to my apartment unit was all that Wind River Crossing had to do to comply with the law, she emphasized to me in writing.
I allege that I have been discriminated against based on my race (a white person of British and German ancestries), color (white), gender (male), sex (longtime celibate by choice), religion (the NON-Christian and drinking-alcohol-free and tobacco-free and fully independent Progressive Prohibitionist Religion, a law-enforcement-minded honor-society religion with very strict membership-eligibility requirements, I being the only approved member of my non-proselytizing religion at present, that emphatically opposes crime and anonymous communications violating anyone's privacy rights, and also emphatically opposes thought-control projects and censorship), familial status (I'm a lifelong single and longtime celibate person living alone, and I have never been married to anyone at any time), and national origin (I was born in the United States, and I am an American citizen).
I also allege that I have been discriminated against at Wind River Crossing Apartments based on disability (I suffered colon cancer under mysterious circumstances that was diagnosed in January 2006, and I was hospitalized for colon cancer that same month at Seton Northwest Hospital in northwest Austin, a hospital situated very close to my apartment complex, and it is very apparent to me that the law-breaking persons subjecting me to alleged sexual harassment of myself during my sleep and alleged gastrointestinal rape of myself and alleged anal rape of myself during my sleep and alleged personal injury to me during my sleep are allegedly attempting to inflict personal injury to me, including to my spinal cord and hips, that would make it difficult for me to walk in my restaurant jobs, where I work as a waiter or busboy and do lots of walking at my workshifts, and might even inflict an alleged relapse of colon cancer on me or alleged anal cancer on me that would comprise an additional disability for me).
Ever since mid-April of 2011, when a self-identified "citizen of Indonesia" calling himself "Sandjaja Utama," moved into Apartment 325 as my management-approved roommate at Wind River Crossing, I have been awakened with sharp pain in my anus and legs and hips in the middle of my sleep on a daily and year-round basis.
I have never been able to identify the very reprehensible and very sinister and injurious illegal intruder or intruders inside my bolt-locked apartment unit where I live alone and always sleep alone. I have lost hundreds of hours of sleep ever since mid-April 2011 because the pain in my body that I experienced upon being rudely awakened by personal injury to me and sexual harassment of me by an illegal intruder, has made it impossible for me to fall back asleep on my bed at that time, so much so that I would generally have to wait 30 minutes to an hour before I could fall back asleep on my bed.
Mr. Utama moved out of Apartment 325 on May 31, 2011, and his name was permanently removed from my lease agreement with the apartment complex. I have not had any involvement with "Sandjaja Utama," as he called himself, on any occasion since he moved out of my apartment unit on May 31, 2011. Nor would I ever agree to have any involvement with him, or any of his employers, at any time in the present or future.
My most recent rental contract agreement with Wind River Crossing officially began October 1, 2012, and is for a cited 11-month period. I am the only cited tenant or occupant of Apartment 325 at Wind River Crossing in that current rental agreement.
My own relationship with Mr. Utama was completely and strictly-platonic throughout the entire one and one-half month period in which he roomed with me (from mid-April 2011 until May 31, 2011). He had an assigned bed (a bed I had purchased and that I offered him ad an option) that he agreed to sleep on as his only bed inside the good-sized bedroom of this apartment unit.
Sandjaja Utama was a complete stranger to me when he responded to my wholesome roommate-wanted ad with Craigslist in March 2011, and I permitted him to apply to room with me partly because I did not want to be accuse of having discriminated against him in any way based on his race (a dark-skinned Far East Asian) or nationality (Indonesian, he said), or because I found him to be significantly unattractive and unappealing as a human being from the very start, or because he had great difficulty speaking English, and conversation with him was very difficult for that reason as well.
I had made it very clear to Mr.Utama from the very start that I would not permit any physical contact or any sexual contact from him of any type, and I always kept my own hands to myself throughout the very unpleasant period in which he roomed with me.
In regard to my religion, the Progressive Prohibitionist Religion, many Austin-area residents have apparently expressed resentment toward me based on the fact that my honor-society religion's stringent membership-eligibility criteria very clearly exclude an estimated 99.99 percent to 100 percent of all homosexual, gay, lesbian, transsexual, bisexual, and transvestite persons from any prospective or any actual membership in my own fully-independent religious denomination. A significantly higher percentage of all law-abiding heterosexual men and all law-abiding heterosexual women would be appropriate as prospective or actual members of my own non-Christian Progressive Prohibitionist Religion, a very honorable religion that assigns very high priority to helping children and parents and comprehensively addressing the needs of all future generations of Americans.
In the last few years, one apparent tenant at Wind River Crossing posted an obscene public announcement in the outdoor mailbox area of this apartment complex, declaring that I myself am "bat-sh-t (obscenity) crazy" and also declaring that the new religion I had established, the Progressive Prohibitionist Religion, was very offensive to that individual. The person who wrote that public announcement, an announcement for which no public apology by the Wind River Crossing management team was ever posted, also stated that anyone who agrees to room with me ("that as-hole (obscenity)", the public announcement stated) as my roommate at Wind River Crossing would suffer the consequences, according to that posted warning to all other tenants here. I filed a complaint with the Austin Police Department about that obscene and defamatory posted announcement relating to myself.
I hope to hear from you soon in regard to this civil-law complaint from myself---a complaint for which I have an abundance of factual documentation evidence to share with you, I might add.
