CIRCUMSTANCES IN WHICH THE TEXAS LEGISLATURE, THE ATTORNEY GENERAL OF TEXAS, THE GOVERNOR OF TEXAS, THE STATE COMPTROLLER OF TEXAS, THE TEXAS WORKFORCE COMMISSION, THE STATE AUDITOR'S OFFICE STATE AGENCY OF TEXAS, THE TEXAS HEALTH AND HUMAN SERVICES COMMISSION, AND THE TEXAS DEPARTMENT OF PUBLIC SAFETY STATE LAW-ENFORCEMENT AGENCY, INCLUDING THE TEXAS RANGERS DIVISION OF THE DPS, ALL INVITE ME TO MOVE TO THE MORE PRIVACY-RESPECTFUL AND HONEST AND LAW-ABIDING AND VIGILANT AND LAW-ENFORCEMENT-MINDED AND MORE WHOLESOME AND REFRESHINGLY ANTI-ALCOHOL, ANTI-MARIJUANA, ANTI-COCAINE, AND ANTI-TOBACCO MORMON-HERITAGE CITY AND STATE OF SALT LAKE CITY, UTAH, AND THEN MYSELF IN A COURT OF LAW FILE A MULTI-BILLION DOLLAR LAWSUIT AGAINST NUMEROUS AGENCIES AND INSTITUTIONS OWNED OR SPONSORED OR FINANCED IN PART BY THE STATE GOVERNMENT OF TEXAS

The circumstances for which a lawsuit on my behalf in a court of law is automatically applicable include any scenario in which the State Government of Texas or any entity sponsored or affiliated or financed in part by the State Government of Texas is in fact allegedly permitting and allegedly failing to investigate and allegedly failing to lawfully and in a civil manner terminate the following medically-injurious and harmful "living conditions" for myself---I being the gainfully employed single adult white gentleman who is myself the permanently alcohol-free and dependably civil and law-abiding and honest John Kevin McMillan of Austin----inside the capital city of Texas:

---Continuous and continuing and incessant 24-hour-a-day noise pollution being inflicted on me on a year-round and multi-year and multi-decade basis that I myself did not generate and did not authorize and did not request and very definitely DO NOT want.

----Continuous and continuing and incessant noise pollution being inflicted on me against my wishes anywhere and everywhere I visit or am situated or reside in the U.S. state of Texas, despite the fact that a prominent ear, nose, and throat medical specialist in Austin, Texas, Dr. David Tobey, has stated to me in a recent prior year inside his medical clinic that the continuous noise pollution I myself did not generate, he stated, has inflicted significant permanent damage to my own hearing capacity over the multi-year period that he has examined me inside his medical clinic in Austin.

---Continued alleged infliction of a "thought-control project" of any type upon myself against my wishes, I myself having never at any time authorized the infliction of any thought-control project on me anywhere in the entire world.

----Any alleged political or religious persecution or harassment or stalking of me or infliction of punitive or retaliatory "services" or "deprogramming services" or "personal-injury-infliction-services" upon me by one or more "civic" or "religious" or "political action" groups or "educational services providers" or state legislators or other entities that or who themselves support "legalization" of medical marijuana in a cited context, a course of action that I myself very emphatically oppose, or that support overall "legalization" or "decriminalization" of marijuana or any other illicit drug, a course of action that I also very emphatically oppose through my one-member (myself only) and law-enforcement-minded and dependably civil and law-abiding non-Christian and implicitly-deistic and very modern Progressive Prohibitionist Religion.

----Any and all alleged harassment of me or alleged stalking of me by members of the so-called "marijuana community" of Texas or by members of the so-called "cocaine community" of Texas or by members of the so-called "methamphetamine community" of Texas, with the notorious individuals participating in illicit-drug trafficking in Texas being confirmed members of each of those so-called "communities" of Texas.

----the alleged infliction of incessant or repeated anonymous communications upon myself on a daily and year-round basis by a media company or media-services entity operating in Austin, Texas, that any agency or institution of the State Government of Texas has knowledge of but chooses not to directly identify to me the name of that alleged source or alleged perpetrator or alleged financier of alleged anonymous communications being inflicted on me on a frequent or incessant basis against my wishes and without my prior or current written consent.

----the alleged infliction of incessant or frequent anonymous verbalized death threats to which I am or was being subjected against my wishes anytime this 21st Century, for instance, inside any workplace of mine or inside any private residence of mine or in any public place where I am or was myself situated or visiting or attempting to sleep alone on a bed of my own.

----the alleged infliction upon myself of fraudulent or medically injurious "sleep-interruption services" or "sleep-deprivation services" or "medical services" or "negative reinforcement services", for instance, during periods when I am, in fact, sleeping ALONE and lying unconscious, and probably snoring as well, on a bed I myself own inside my bolt-locked bedroom of my bolt-locked apartment unit.

----the alleged infliction on myself of medically injurious or illegal "nasal-inhalant services" and medically-injurious or illegal "oral-inhalant services" by one or more persons unbeknownst to myself during periods when I am, in fact, sleeping ALONE on a bed of my own inside my bolt-locked bedroom of my bolt-locked apartment unit in Austin, Texas, USA.

---the alleged infliction on myself during my sleep (I snore) of alleged repeated anal-rape crimes and personal-injury crimes on a daily and frequent and year-round basis by alleged illegal intruders or other criminal persons as I myself lie alone, always attired in undergarments in that context, on a bed that I myself own inside my bolt-locked private bedroom where I am the ONLY person authorized to be situated inside that bedroom during periods when I myself am sleeping, inside my bolt-locked Westdale-owned and Westdale-managed rental apartment unit in Austin, Texas, USA, with Westdale being a nationwide for-profit realty corporation headquartered in Dallas, Texas, USA.

---the alleged infliction on myself against my wishes during my conscious or waking hours of any and all fraudulent or significantly inaccurate or flagrantly false news and information services in Austin, Texas, or in any other cited city or county of Texas where I have ever visited or resided or traveled through.

---the alleged infliction on me against my wishes during my conscious or waking hours of alleged anonymous rumors referring incessantly or repeatedly to the respective names of various cited individuals whom I myself have already permanently rejected from my own life and career and religious life.
