I have no record of having ever received any reply letter on that from Congressman Doggett.

I myself do not have any criminal-conviction record, as I'm very sure you also know.
I mention this partly because you and I are each very honorable alumni of Stephen F. Austin High School of Austin Independent School District, and I'm sure you take great pride in honorable law-abiding conduct by as many Austin High alumni as possible, including myself.
Congressman Doggett, I would appreciate your answering a public-policy-related question from me:
Are you aware of any current involvement by any federal agency or federally-owned institution in any aspect of my own current living conditions during my sleeping hours per se inside my current solo-occupancy bolt-locked efficiency rental-apartment unit at Pebble Creek Apartments in Austin, Texas?
If your answer to the above question is "no", my polite follow-up question to you is:
Do you know of any way in which the federal government can help to protect my own privacy rights and my full freedom from sexual or physical contact of any type by anyone during my sleeping hours as I lie alone on my own bed, asleep and unconscious and probably also snoring, inside my current bolt-locked efficiency apartment unit in north Austin?

This is a public-information request in which I see to obtain from you a copy of any and all e-mail communications or other written communications that you or any member of your staff at your Washington, D.C., office or at your Austin, Texas, office have authored or generated or produced or sent or mailed or forwarded or FAXed or received at any time since June 21, 2019, that each refer at least once in any manner to myself, John Kevin McMillan of Austin, Texas.
EXCLUDED from the scope of this public-information request are any and e-mails that I myself exclusively wrote, or that I forwarded to you.
This public-information request was prompted in part by the surprising absence of any reply note to me from you at any time during the applicable time period for this public-information request.
My legal name is John Kevin McMillan. My date of birth is April 27, 1957. I am a native of Lincoln, Nebraska.
I have resided in Austin, Texas, on a continuous and uninterrupted basis ever since mid-March 1997.
I have resided ever since June 21, 2019, as a rent-paying official tenant in a solo-occupancy efficiency apartment unit at an apartment complex inside your congressional district. I might add that I have also previously resided here in Austin in a congressional district for which you were my duly-elected representative in the U.S. House of Representatives during that prior time period.
To assist you in your response to this public-information request, I am offering you courtesy copies of two respective e-mail letters that I wrote and directly addressed to you and sent to you in the time period applicable to this request:

As you of course already know, I am a single-by-choice, longtime-celibate-by-choice, gainfully-employed, permanently-drinking-alcohol-free, permanently marijuana-free and anti-marijuana-minded, permanently illicit-drug-free, dependably civil and law-abiding and honest, Anglo adult senior-citizen male constituent of yours residing in north Austin. I myself do not have any criminal-conviction record, as I'm very sure you also know.
I mention this partly because you and I are each very honorable alumni of Stephen F. Austin High School of Austin Independent School District, and I'm sure you take great pride in honorable law-abiding conduct by as many Austin High alumni as possible, including myself.
Congressman Doggett, I would appreciate your answering a public-policy-related question from me:
Are you aware of any current involvement by any federal agency or federally-owned institution in any aspect of my own current living conditions during my sleeping hours per se inside my current solo-occupancy bolt-locked efficiency rental-apartment unit at Pebble Creek Apartments in Austin, Texas?
If your answer to the above question is "no", my polite follow-up question to you is:
Do you know of any way in which the federal government can help to protect my own privacy rights and my full freedom from sexual or physical contact of any type by anyone during my sleeping hours as I lie alone on my own bed, asleep and unconscious and probably also snoring, inside my current bolt-locked efficiency apartment unit in north Austin?
I myself strongly support the sanctity of sleep---restful and revitalizing and rejuvenating and healthful sleep--- for any and all constituents of yours, including myself.
I was reminded to respectfully pose the above question to you after I received the following apparent invitation (below) from the U.S. Department of Health and Human Services federal agency to myself contact their telephone hotline service in order to myself file a complaint through that federal agency that they would then have the legal authority to apparently investigate.
Congressman Doggett, I am very aware that you have chosen not to reply to any of the previous e-mail letters I sent you this year, including one recent e-mail letter I sent you that was specifically and solely addressed to yourself.
I look forward with hope to your extending to me the kind courtesy of a helpful and informative and polite reply letter on this.

Dear Title V Administrator of the federally-funded "Sexual Violence Prevention" program at the Texas Department of State Health Services state agency in Austin,
I appreciate having read this week for the first time (see above link to your official webpage) about the life-saving federally-funded program you offer for prevention of sexual violence in Texas.
I myself am 62 years old at present, and I am a longtime celibate-by-choice, single-by-choice, permanently-drinking-alcohol-free, permanently-illicit-drug-free, lifelong-tobacco-free, dependably civil and law-abiding and honest Anglo adult gentleman of English, Scottish, and German ancestry. I am gainfully employed in the restaurant industry here in Austin.
Is there any context in which the Sexual Violence Prevention program that your state agency provides Texans can also offer full and year-round protection for myself, John Kevin McMillan of Austin, from any current or future risk of alleged personal-injury-crimes perpetrators and alleged sex crimes perpetrators and alleged home-invasion crimes perpetrators allegedly victimizing me during my sleeping hours as I lie alone, asleep and unconscious and probably also snoring, in the bedroom of my bolt-locked current solo-occupancy rental-apartment unit?
I would also like to find out whether your Title V-funded Sexual Violence Prevention program at your state agency in Austin also provides funding and authorization for DNA-trace rape-evidence exams on a cited victim of alleged continuous and continuing sexual assault crimes allegedly being inflicted on that victim during periods in which he or she is held unconscious throughout each of the alleged sexual assaults?
If so, is your state agency in Austin also willing to request full 190-day or full 180-day retroactive DNA-tracing on cases of individuals (myself, for instance) who appear to have been victimized by alleged continuous daily and year-round sex crimes during their own sleeping hours inside their own rental apartment unit?
I am posing this second question to your state agency because the Austin Police Department has declined to officially authorize any DNA-trace rape-evidence exam on myself that I have requested, on any occasion in more than eight years.
This year, calendar year 2019, both the APD Sex Crimes Unit and the Austin SAFE Alliance non-profit group (which, in the latter case, holds apparent quasi-governmental authority in regard to who gets DNA-trace rape-evidence exams in Austin) have denied each of my requests for a rape-evidence exam. I might add that two emergency room physicians in Austin have each this year chosen not to request a rape-evidence exam on myself that I had politely requested during that visit to their respective hospitals' emergency rooms.
I am always hopeful that Austin Police Chief Brian Manley will ask his APD Sex Crimes Unit to please authorize for me in 2019 my first-ever DNA-trace rape-evidence exam in more than eight years, with an emphasis on full retroactive DNA-traces processing for the most recent 190-day or 180-day period on that proposed new rape kit from myself.

Austin High and as a gainfully-employed, always-sober and permanently drinking-alcohol-free, anti-marijuana-minded and anti-illicit-drug-minded, longtime-celibate-by-choice, single-by-choice, lifelong-tattoo-less, dependably civil and law-abiding, lawfully non-Christian adult Anglo male current constituent of yours who myself resides alone in north Austin, I would like to respectfully pose a public-policy-minded question for you at this time:
Congressman Doggett, do you support safe housing conditions, including safe sleeping conditions, for myself on a 24-hour-a-day and year-round basis for me inside my current bolt-locked apartment unit in Austin, Texas---an efficiency apartment, I wish to politely emphasize, where NO ONE but me is ever authorized to be anywhere inside my bolt-locked rental unit at any time between the hours of midnight and 9 a.m., in particular.
My second question for you is simply this:
Congressman Doggett, you have received dozens of total e-mails from me over a multi-decade period, and you are very familiar with my own "living" conditions in your cited hometown of Austin.
Have you ever on any occasion ever at any time directly contacted the Austin Police Department Sex Unit here in Austin, Texas, to express your own personal concern and indignation about alleged continuous sex crimes and alleged continuous personal-injury crimes allegedly victimizing me during my sleep as I lie alone, asleep and unconscious and probably also snoring, on my own bed inside my bolt-locked apartment unit in Austin, Texas?

Justin Holland, who has very kindly sent me numerous courtesy reply notes in recent years in response to e-mails of mine I carbon-copied to Rep. Holland that each expressed my polite and civilly-worded concern about alleged breaches of security inside several consecutive bolt-locked and fully-secured apartment units or rental-housing units of mine in Austin that allegedly occurred on a daily and year-round basis over a multi-year period.
