Would any of you very influential Travis County Government officials please state to me in writing as soon as possible whether Travis County Government holds a current legal-services contract for forensic rape-evidence medical exams with the "Safe Alliance" non-profit group that operates "Safe Place" in south Austin?

I am raising that question because I have recently obtained conflicting statements from "Safe Alliance" or "Safe Place" staff members in regard to whether that organization can legally perform a SAFE (sexual assault forensic exam) on a self-identified rape victim if the Austin Police Department declines to authorize a SAFE for that individual at that time.

Two very helpful staff members for "Safe Alliance" at Safe Place have each stated to me in separate phone calls I made to their non-profit social-services organization in recent weeks that Safe Alliance at Safe Place Austin IS able and willing to provide a SAFE on a self-identified rape victim for whom APD has declined to authorize a SAFE at that time.

According to one of those two very helpful female "Safe Alliance" staff members, a lady named "Josie" with whom I spoke on the telephone at about 4:45 p.m. Friday, June 24, 2016, the Austin Police Department in that scenario involving a SAFE not approved by APD will then pick up the rape-evidence kit from Safe Place and maintain that kit for at least two years at an APD substation, she indicated.

That statement differs from what Jenny Black, director of forensic nursing for "Safe Alliance" at Safe Place in south Austin, stated to me in a recent phone conversation I had with her. I later sent Ms. Black follow-up E-mail correspondence on that conversation, and she did not dispute the accuracy of my paraphrasing of what she had told me on that subject.

My second question that I would like to pose today to any of you officials willing to send me a reply note is this: Under the terms of any current contract that Travis County apparently has with Safe Alliance or Safe Place in south Austin, do any of you agree with the two very helpful female staff members at Safe Place or Safe Alliance who have each stated to me in recent weeks that their organization CAN, in fact, legally perform a SAFE on a self-identified rape victim for whom APD has declined to authorize a SAFE at that time, with the clear understanding that an APD officer will then pick up that rape-evidence kit from Safe Place and transport it to an APD substation for at least two years of storage there?
