As a civil and law-abiding, non-stalking and anti-stalking, single adult male resident of Travis County, Texas, I recently sent an E-mail letter of inquiry to Stalking Help, a non-profit organization that is administered by The University of Texas at Austin Department of Psychology.
I found it very surprising to note that my E-mail letter did not succeed at eliciting any reply letter from that organization--an organization sponsored by a State of Texas-owned public university, I might add.
As a dues-paying current member of the Ex-Students Association alumni organization for The University of Texas at Austin, I was very disappointed by that "no reply" response.
However, I would like to take this opportunity to urge anyone and everyone who senses that they are possibly being victimized by a stalker---a person intruding upon their own privacy rights in an illegal manner, possibly someone electronically surveillancing them without any legal authorization----to study the list of apparently helpful suggestions for stalking victims that are offered by "Stalking Help" at its website.
More information about that non-profit organization can be found at:
http://homepage.psy.utexas.edu/homepage/Group/BussLAB/stalkinghelp/StalkingContact.html
One suggestion I would have for the "Stalking Help" organization is that at its website, it should offer a special "Question and Answer"-format section providing specific responses to a wider range of questions about specific types of circumstances that a stalking victim in Texas might experience.
Among the possible questions that I believe should be answered in that proposed addition to that website are:
---If I have tentative factual evidence indicating that someone or some group of persons is secretly and without my authorization subjecting me to covert videotaping of myself, might this also suggest that that person or group of persons allegedly exhibits harmful or criminal intent toward, and is possibly seeking to produce an alleged "snuff movie" resulting in the fatal injury of, or the actual murder of, a cited victim (myself, for instance) that is against that victim's (my own) wishes?
--If I verbalize to someone a permanent and irrevocable rejection of himself, and if I ask him to never again contact me at any time, and he then directly subjects me in Austin, Texas, to repeated unwanted communications, can I file a stalking charge against him with the Austin Police Department?
---If I obtain legal evidence indicating that a media company or religious organization or political orgnaization or civic group or law firm or attorney has allegedly stalked myself and spied on myself, can I still file criminal-law stalking charges through a law-enforcement agency in Austin, Texas, against one or more cited employees or cited officials of that for-profit business or non-profit organization or law firm?
--Do I have to prove that someone is attempting to do physical harm to me in order to myself file criminal-law stalking charges against that person?
--If I am myself being repeatedly subjected to anonymous communications from a stalker who does not directly identify himself to me by name, must I myself first obtain the name of the suspected stalker in order to myself then file a successful anti-stalking charge with a law-enforcement agency?
--I was recently advised on the Internet by an anti-stalking activist that I should myself cite by name to others as often as possible, each of the various cited persons I've previously rejected from my own life, and who might possibly or allegedly be stalking me at present. Do you agree with that advice from the anti-stalking activist whom I recently consulted?
--Under which circumstances would you recommend that a person who suspects he is being stalked by another person, should hire a private detective in order to obtain additional criminal-law evidence before formally filing a stalking complaint against the latter individual with a law-enforcement agency?
---Do you know of any reported cases of stalking occurring in Texas in the 21st Century in which the stalker and his associates are themselves situated or based or headquartered in another U.S. state or a foreign country?
---Is there any risk that a stalking victim who is not completely sure as to the identity of the person stalking him, might be himself charged with the crime of filing false charges if the former individual attempts to file formal charges against a cited possible stalker with a law-enforcement agency.
---In the late 1990s, I complained about alleged possible stalking of myself in Austin by one or more other persons during an in-person consultation I had at his law firm in downtown Austin with a State Bar of Texas member and very distinguished attorney. That kindly attorney is an alumnus of the University of Texas at Austin Law School, I might add.
That male attorney responded to my stated complaints during our two-person meeting by stating to me in person that day (approximate quote): "John, if I (that attorney) sensed that someone was invading my own (that State Bar of Texas member attorney's) privacy rights by spying on me on a year-round basis, I (that same State Bar of Texas member attorney) would feel very flattered that anyone finds me that interesting. The fact of the matter is, John, that most of us are not interesting enough as human beings to elicit any desire by anyone else to spy on us."
---In what percentage of the cases of stalking featuring illegal electronic surveillance of a cited victim is it also the case that a government-owned institution, or an employee or official of a goverment-owned institution such as a public university or public school, was in fact the alleged sponsor of, or at least determined to be complicitous with, that unauthorized stalking or illegal electronic surveillance?
---From a psychological standpoint, could you please describe for me what motivates a stalker to violate the law in that very offensive and alienating and harmful manner?
---Do you know of any current outrageous case of the felony crime of stalking occurring anywhere in Texas for which the federal, state, or local government has failed to enforce the law and arrest and prosecute the stalker.
---Are you satisfied with the level of enforcement of anti-stalking laws throughout Texas at present?
---Do you have any reason to suspect that if the religious or political beliefs or philosophical beliefs of the person being victimized by a stalker are themselves unpopular to one or more State of Texas or Travis County Government or City of Austin officials or governing bodies, this would have any bearing on the ability of that stalking victim to successfully file criminal-law charges and an accompanying lawsuit against the source or sources of that stalking.
---In what percentage of the reported cases of stalking is it accompanied by inter-generational exploitation of a person significantly younger in age than the stalker or group of stalkers?
---Could you please list the 20 other felony and misdemeanor crimes that, statistically speaking, are the most likely to accompany the crime of stalking of a cited victim in Texas? Is theft of property among the cited crimes most likely to accompany the crime of stalking? Is theft of intellectual property, for that matter, among the additional crimes that frequently accompany the crime of stalking in Texas? Is the illegal infliction of deliberate and man-made noise pollution on a stalking victim often an additional crime to which that stalking victim is subjected against his wishes in Texas?
In cases of stalking evidenced in Texas, how common is it for that felony crime to be accompanied by the crimes of illegal hostage-taking, illegal attempted enslavement, illegal forms of censorship, illegal forms of "thought control," illegal forms of political or religious persecution, or illegal attempted brainwashing of a cited stalking victim?
