"Caller (John Kevin McMillan) was transferred to me from the switchboard. Caller asked to speak with a supervisor.

"He has concerns about how Austin Police Department investigators are handling a sexual assault case where he was the victim. He says APD officers refuse to swab certain materials and state the OAG (Office of Attorney General of Texas) is the reason they are not performing this task. He also has questions about the relationship between the county sheriff and municipal police, crime victims services and how the OAG can become involved in investigations of police officers who commit crimes.

"I explained that the OAG can assist local prosecutors at their request. I explained the opinion process and said that it was possible the OAG released an opinion that related to the subject referred by APD (I said I was unaware of any such opinion, however). I provided basic information about the typical roles of sheriff's offices and municipal police departments."
