I am the Chief of Police in El Campo. Chris Barbee and I work together. He discussed your request for DNA evidence collection an analysis with me.

I’m sorry we will not be able to assist you with your request. We use the state lab for analysis for DNA evidence. We can only submit evidence and request analysis if we have an open criminal investigation. It appears your suspicion of criminal activity has or is occurring in Austin. ECPD has no jurisdiction in the matter.

Also some of the evidence collection you are requesting needs to be done by a doctor or properly trained person. ECPD would refer you to a medical doctor for examination and evidence collection.

I understand you have reported your suspicion to the Austin PD. I also understand you disagree with results of their investigation. With the limited knowledge I have of your suspicions, I have to agree with APD. It is highly unlikely you are being assaulted inside your locked apartment. I strongly suggest you discuss the matter with your medical doctor. I would think your medical doctor would be in a position to conduct an examination and give you professional advice. Hopefully the doctor’s advise will help you resolve the matter. If you do decide to go to a doctor for professional help, please keep an open mind to the doctor’s advice and other alternatives. To me it sounds like a doctor is in the best position to offer help.

Thank you again for your prompt previous reply notes in response to my August 7, 2013, Texas Open Records request that I wrote and E-mailed to you that same day at your official municipal-government E-mail address for the City of El Campo.

This follow-up letter from myself is designed to clarify the point that I would appreciate it if you would please E-mail to me the entire text of Mr. Chris Barbee's January 17, 2013, reported E-mail letter on behalf of the City of El Campo to Jennifer McCleary of the Travis County District Attorney's Office in Austin, Texas.

That reported E-mail letter from Mr. Barbee should definitely have been included in the scope of legal documents responsive to my August 7, 2013, Open Requests request to your city government, since Mr. Barbee in his January 17 letter to Ms. McCleary does refer to my being a self-identified victim of crime in Austin, Texas, and, prior to that, during the period when I resided in and worked full-time as a newspaper reporter in El Campo, Texas, in 1988 and 1989.

Also, Mr. Barbee in his reported January 17, 2013, E-mail letter to Ms. McCleary does reportedly refer to the apparent or possible need for more investigation of my criminal-law complaints to the Austin Police Department and other law-enforcement agencies about my being allegedly subjected to anal-rape crimes during my sleep and personal injury crimes as well on a daily and year-round and muliti-year and continuing basis in Austin, Texas.

Ms. Snyder, I would appreciate your confirming for me in writing that each of the several E-mail letters to me from City of El Campo Community Services Director Chris Barbee and City of El Campo Police Chief Terry Stanphill, respectively, that I have shared with you in connection with this Open Records-related legal correspondence are, in fact, actual E-mail letters to me that Mr. Chris Barbee and Chief Stanphill of the City of El Campo each actually wrote on their own behalf and and sent to me.

Chris, I hope that you can sense (see below) from the reply note I've received from the self-identified "liaison" for the Austin Police Department, Officer James Turner, that APD is not willing to investigate this ongoing crime case in which I am the victim inside my bolt-locked apartment unit at Wind River Crossing.

If I take a trip to El Campo this Friday, and then contact the El Campo Police Department to complain that I had been subjected to sexual molestation during my sleep earlier that day in Austin, do you think El Campo PD would be willing to order DNA testing on me through DNA swabs of several parts of my body, including my anus, my buttocks, my groin area, my mouth, my nostrils area, my upper chest, my legs, and my thighs?

I feel very sure that if El Campo PD does lab testing on those DNA swabs they would get from me, it would confirm my very emphatic allegation that one or more illegal intruders inside my bolt-locked apartment unit ---where I ALWAYS sleep alone and am a long-time celibate throughout all of my waking or conscious hours, I live alone, and I NEVER have any invited guest inside my apartment at any time between midnight until 8 a.m., in particular --- have allegedly had illegal physical contact with me during my sleep.

That medical disclosure and criminal-law disclosure would truly be a life-saver for me.

As I have indicated to you in the past, I have lost hundreds of hours of sleep in the period since mid-April 2011, in particular, from my being awakened on my bed in the middle of my sleep with a throbbing pain in my anus and, often, pain in my legs and thighs, and, on occasion, a surprising sensation in my nostrils as well.

Also, I have sustained major damage to my own body, including an apparent bursitis to my right hip that I definitely DID not incur at any of my three restaurant workplaces, because of the illegal intruder or intruders allegedly attempting to injure me during my sleep. The alleged bursitis to my right hip was diagnosed this month by my new primary-care physician, Dr. Edie Shulman, who has expressed confidence in me and in my being psychologically healthy.

I respectfully regard it as alarming to read your statement (see below) that the Austin Police Department declines to provide me with the cited affidavit form I could complete and sign that would then authorize any and all investigators for APD to obtain any and all medical records or other records about me from my primary-care physician's office. My first-rate primary care physician is Dr. Edie Shulman, an internal-medicine specialist based along Jollyville Road in northwest Austin.

I would like to respectfully remind you that the criminal conduct victimizing myself during my sleep inside my bolt-locked apartment unit at Wind River Crossing has, in fact, continued on a daily and frequent basis (often twice or three times per day during my sleep, and I ALWAYS sleep alone on my orthopedic Swedish bed inside my top-floor, vaulted-ceiling apartment unit).

This morning (a Sunday), I was awakened abruptly in the middle of my sleep and with pain in my anus at 2:24 a.m. and, later, at about 5:30 a.m., as I lay alone on my orthopedic bed inside my bolt-locked apartment unit, Apartment 325 at Wind River Crossing. I was not able to identify any intruder in my apartment.

It has often occurred to me that one or more alleged illegal intruders inside my bolt-locked apartment unit at Wind River Crossing, by themselves subjecting me to alleged sleep deprivation inflicted on me in the middle of my sleep, and through alleged personal injury of me during my sleep, allegedly are attempting to signficantly harm my own medical health by triggering either anal cancer, hemorrhoids, cancer of the colon, damage to my spinal cord or legs, cardiovascular damage to me, or other major medical problems to myself during periods in which I am, in fact, sleeping alone on my orthopedic bed.

Officer Turner, would you please assure me in writing as soon as possible that the Austin Police Department and the City Government of Austin strongly oppose any circumstance in which any person other than myself is somehow present inside my bolt-locked apartment unit at any time during time periods in which I am, in fact, sleeping alone and lying unconscious on my bed?

Alma, an assistant in the medical clinic of my new primary-care physician, Dr. Edie Shulman, helpfully and politely advised me in person today that I will need to myself sign a formal affidavit provided to me by the Austin Police Department, if I wish to formally and officially authorize Dr. Shulman and her staff to share any and all medical records and any other records about me with your municipal law-enforcement agency in Austin.

As a law-abiding and civil and honest and gainfully-employed single adult male criminal-law complainant, I definitely wish to formally authorize your law-enforcement agency to obtain any and all records that you might ever wish to obtain that relate to myself in any way.

I wish to offer that authorization to APD because I am very sure that the resulting information about medical injuriousness to myself during my sleep in the period ever since mid-April 2011, in particular, will be invaluable to the Austin Police Department.

That factual information will help your law-enforcement agency to formally press criminal-law charges against an alleged criminal person who has allegedly illegally entered my bolt-locked apartment unit and allegedly illegally subjected me to alleged medical injury and alleged personal injury of myself and alleged molestation of my own body, and alleged frequent disruption and frequent interruption of my sleep, during periods in which I am sleeping alone on my bed. During those periods in which I am sleeping on my bed, I am also unconscious, probably snoring as well, and lying alone, as always, on my orthopedic bed inside my bolt-locked apartment unit at Wind River Crossing.

Wind River Crossing Apartments are owned and operated by Westdale, a for-profit corporation headquartered in Dallas, Texas. Dallas is also the very same city where Belo media corporation (which owns KVUE Television Station, a media company in Austin that has expressed some kind interest in this alleged ongoing felony-crime case in which I am the cited victim during my sleep inside my bolt-locked apartment), is headquartered.

I visited Dr. Shulman's medical clinic this morning for a 9:50 a.m. medical appointment that had been scheduled in advance as my annual physical exam. During that annual exam, Dr. Shulman tentatively identified surprising fluid near my right hip and some pain in my body that she said appears to be symptomatic of bursitis in that area of my body, she advised me in person during her examination of me.

This was the first-ever occasion I can recall in which any physician has ever stated to me that he or she had identified medical evidence of fluid in my right hip area and symptoms of what appears to be bursitis in that area of my body.

I emphasized to Dr. Shulman that my working conditions at each of my three restaurant workplaces apparently did not cause any such medical injury to me, and that my working conditions do not appear to be at all medically injurious to me. I feel very strongly that the alleged medical problems that Dr. Shulman identified originated during periods in which I was sound asleep, and sleeping alone, on my orthopedic Swedish bed inside my bolt-locked apartment unit.

Officer Turner, I would be very grateful to you if you are willing to visit my apartment at your conveinence in order to let me sign the type of affidavit for you that my doctor's office has advised me I need to sign. That will then provide APD with the formal authorization you need to obtain any and all records you might ever need from Dr. Shulman and her staff.

Thank you again for your polite and professional style toward me in your role as my assigned liaison officer for APD relating to this alleged crime case in which I am definitely the victim on a daily and year-round basis during my sleep inside my bolt-locked apartment.

Incidentally, today is an off-duty day for me, but I will be attempting to find work opportunities at one of my three employers today.
