TEXAS DEPARTMENT OF PUBLIC SAFETY REPRESENTATIVE OFFERS TERSE ONE-WORD REPLY NOTE---"NO."----IN RESPONSE TO AUG. 18, 2011, E-MAIL LETTER OF MINE POSING A POLITE QUESTION TO DPS ABOUT EVIDENCE-GATHERING ASSISTANCE FROM DPS I SOUGHT ON ALLEGED CONTINUOUS-AND-CONTINUING-ANAL-RAPES CRIMES AND PERSONAL-INJURY-CRIMES CASE


(THE FOLLOWING IS THE EXACT VERBATIM UNEDITED TRANSCRIPT OF AN AUGUST 18, 2011, EXCHANGE OF E-MAIL LETTERS BETWEEN MYSELF AND TEXAS DEPARTMENT OF PUBLIC SAFETY (DPS) REPRESENTATIVE TELA MANGE.

IN REGARD TO THE CITED ALLEGED-CONTINUOUS-FELONY-SEX-CRIMES CASE I WHICH I AM THE SELF-IDENTIFIED VICTIM, I NEED TO ALSO MENTION THAT I MYSELF HAVE BEEN COMPLETELY CELIBATE, WITH ZERO SEXUAL CONTACT AND ZERO INTIMATE PHYSICAL CONTACT, WITH ANY HUMAN BEING OR ANIMAL OR BEAST, FOR THAT MATTER, ON ANY OCCASION OR AT ANY TIME DURING ANY AND ALL OF MY OWN WAKING OR CONSCIOUS HOURS EVER SINCE AND INCLUDING THE DAY WHEN I MOVED INTO MY CURRENT RENTAL APARTMENT UNIT IN NORTHWEST AUSTIN IN JANUARY 2002.---LONGSTANDING CRIMINAL-LAW COMPLAINANT AND FORMER TEXAS DPS LAW-ENFORCEMENT-AGENCY FULL-TIME EMPLOYEE JOHN KEVIN MCMILLAN OF AUSTIN, TEXAS, USA.)

Dear Public Information Officer Mange at the Texas Department of Public Safety state agency headquarters,

Thank you again for your kind reply message. As a former full-time employee of the Texas Department of Public Safety Motor Carrier Bureau in Austin (I worked at your state agency for 12 straight months, from late 1997 through late 1998), I would like to send you one additional follow-up request.

Is there any possibility that the Texas Department of Public Safety state agency on your own inititiave would be willing to conduct additional DNA medical testing on my anus, that part of my body being the exact spot where the APD on April 28 obtained DNA medical testing on myself. APD continues to maintain, including yesterday when I spoke with the lead investigator in this case, Detective David Silva, that it has not received ANY findings from that DNA testing so far.

The Austin Police Department has repeatedly refused so far to sponsor or conduct any additional DNA medical testing on my anus in the period after April 28, 2011. That policy by APD has occurred despite the fact that I have repeatedly informed APD that ever since April 29, 2011, I've continued to be subjected against my wishes to continuous alleged forcible-sodomy and continuous alleged sexual molestation of myself during my sleep on a continuous and year-round basis during my nocturnal slumber on my bed, where I always slept alone that entire time, inside my bolt-locked and locked apartment unit in northwest Austin.

I have not had ANY overnight or late-night or early-morning invited guest inside my apartment unit at any time during the entire period since April 29, 2011. I have lived alone ever since my only roommate in this apartment unit moved out of this apartment unit in late May 2011. That roommate of mine returned his key to the apartment manager when he moved out in late May, and his name was removed from the contract for my apartment unit in late May 2011 as well. I will be willing to provide you with the name of that former roommate of mine, should your state agency ever request that information from me.

Thank you in advance for your kind interest in this legal-liability matter facing the State of Texas, Travis County, and the City of Austin.

In that regard, I would also like to ask you if you would be willing to share all of this information with the Texas Rangers Division, since that division of your state agency does investigate evidence of alleged possible impropriety by a local government, the City of Austin possibly fitting that description in this context.
