Description of Incident

An apparent female person made a phone call to me at 2:04 p.m. or 2:03 p.m. Wednesday, January 13, 2021, in which she stated that she was with "Texas Customer Choice Program". The female caller may have had a Far East Asian or Hispanic accent; I'm not sure, though. She stated that that program might help to reduce the amount of money I pay for my electricity bills. I asked her which State of Texas agency she is affiliated with, and she was evasive in her response. She stated that she did not have access to additional information of that type, she said. When I asked her for her phone number, she said that her line is not able to take incoming phone calls. She also said she wanted to ask me some questions to find out whether I qualify for electricity rate reductions. I did not agree to answer any questions from her, and I politely ended the call at 2:04 p.m. or 2:05 p.m. Wednesday, January 13, 2021. I then called Austin 311 telephone information and referral service of the City Government of Austin in this state-capital city for Texas at 2:05 p.m. that same day (Wednesday, January 13, 2021). Austin 311 female staff member Jasmine stated to me that she does not have any record of any such "Texas Customer Choice Program" designed to help people lower their electricity rates. Jasmine provided me with two separate service request numbers: number 18229 and 18232. One of those service request ID numbers was for the Austin Police Department; the other was for Austin Energy, she said. Austin Energy is the City Government of Austin Department that provides electricity service. I received a follow-up phone call at 3:37 p.m. today (January 13) from Austin Police Department employee Jay (ID number 8296). He advised me to file a complaint on this at IC3.gov

I later received a follow-up phone call today (1-13-21) from Austin Police Department employee Jay, ID Number (Badge Number?) 8296, and he advised me to file this complaint online at IC3.gov.
