The City of Austin received a public information request from you on August 23, 2020, to request copies of records pertaining to the following:
“I am seeking a copy of any and all written communications referring at least once in any manner to myself---among those possible written communications being e-mail communications, reports, crime reports, arrest records, memoranda, written requests, orders, directives and FAXed documents, for instance---that each of the State of Texas-certified peace officers stationed anywhere on the premises of the Austin City Hall complex at 301 West Second Street in downtown Austin for any period of time between 12:01 a.m. April 28, 2011, and 8 a.m. August 24, 2020, received, wrote, generated, produced, forwarded, sent, mailed, e-mailed, or FAXed.
EXCLUDED from the scope of this public-information request are any and all e-mail communications that were written exclusively by myself, John Kevin McMillan of Austin.
My legal name is "John Kevin McMillan". I was born on April 27,1957, at Lincoln, Nebraska. I have resided in Austin proper on a continuous and uninterrupted basis ever since mid-March 1997.
I am the founder and only current approved member of a new and non-Christian religion, the "Progressive Prohibitionist Religion" (PPR), that has very stringent membership-eligibility requirements. Several or more current or former Central Texans have told me they either dislike my "PPR" religion or are alienated by it or regard it as not being a true religion. Many Austin-area residents learned about my "PPR" religion by watching televised speeches I gave on behalf of my "PPR" religion on local community-access television here in Austin around the turn of the century.
One former Austin-area resident, Dr. Michael Kim McMillan, even volunteered to me with sharp indignation in his tone of voice and sharp antipathy and revulsion in his facial expression during a visit of his to downtown Austin around the turn of the century, that my one-member "Heaven on Earth"-minded Progressive Prohibitionist Religion "has inflicted Hell on this entire planet!"
My own primary landline home telephone number of (512) 342-2295 and my own primary e-mail address of "mcmillanj@att.net" have each remained the same throughout the entire nine-year time period of this public-information request.
During that same nine-year time period, I have resided at the following respective locations, listed chronologically below from oldest previous address to most recent current address, in my capacity as a rent-paying official tenant, or, for a brief multi-month period (when I resided in Apt. 902 at Village Oaks Apartments in Austin), as a apartment-management-team-approved rent-paying occupant:

---Austin Motor Inn, 11400 North Interstate Highway 35, a first-floor room, Austin, TX 78753.
---Pebble Creek Apartments, 8805 North Plaza Drive, Apt. 2418, Bldg. 17, Austin, TX 78753.
Ever since June 21, 2019, I have resided alone as the only official rent-paying tenant and only apartment-management-team-approved official tenant in a solo-occupancy always-fully-bolt-locked and fully-locked second-floor efficiency apartment unit, Apt. 2418, situated in the northeastern corner of the Pebble Creek Apartments complex. My signed management-team-approved lease for my apartment unit clearly states that I am the only approved tenant and only approved occupant inside my current apartment unit at Pebble Creek Apartments.”
In order for the City of Austin to begin processing your request, we need additional clarification.
