HOW NEW YORKERS TALK AS THEY CELEBRATE THE FIRST MONTH OF THE NEW YEAR, 2018: AN IMAGINARY EAVESDROPPER'S REPORT FROM MANHATTAN


--"The type of man I'd like to marry is someone who, if I ever get murdered or mysteriously vanish, would be eliminated by NYPD as a possible suspect a matter of minutes after they begin their investigation. That's how we all define integrity here in New York: Someone completely lacking in CI---someone whose alibi would immediately check out as the simple and honest truth if something ever happens to his wife."

----"I am always asking myself during my personals-ads dates whether the gentleman I'm talking to is someone who could quickly pass an NYPD lie-detector test focused exclusively on questions exploring whether he has an ounce of CI in himself toward anyone."


--"Personally, I would like to see a special new NYPD-sponsored lie-detector test for CI evaluation that also explores whether he has any CI toward animals. I don't want to date a man who has any CI toward animals."

--"That would make a great project for NYPD, and could even earn them a matching grant from the federal government. Development of a special new lie-detector test that helps to identify the CI index for any given New Yorker, regardless of whether he currently has any criminal-conviction record. My next-door neighbor, on a scale of 1 to 10, with 10 being the worst possible score for CI rating, would get an 11 on a test like that from NYPD. I don't trust him one bit, and it's just a matter of time before they take him away in handcuffs!"

This public-information request was prompted in part by a legal document that the City Government of Cedar Park---a Williamson County city that borders Leander from the south---provided me in response to a 2016 public-information request I had submitted in writing to the City of Cedar Park.

I am referring to the legal document in which the Cedar Park Chief of Police, Sean Mannix, sent an
e-mail advisory note to all of his Cedar Park Police officers, and to Leander Police Chief Minton, in which Chief Mannix used police-code language ("10-96") to indicate in writing that Chief Mannix regarded me (John Kevin McMillan, a gainfully employed and law-abiding and permanently-drinking-alcohol-free single adult Anglo male resident of northwest Austin who myself has no criminal-conviction record) as being a "mental patient" or "subject with mental illness" or "lunatic", or words to that effect.

Attached, please find the Round Rock (TX) Police Department official crime report resulting from the tentative complaint I filed with that municipal law enforcement agency in October 2016.

I obtained a copy of that crime report this Friday, January 12, in response to a very recent online public-information request I submitted to Round Rock Police.

In 2016, I had filed my tentative complaint with Round Rock Police during a brief time period in which I was a patient inside the St. David's Hospital in Round Rock.

Round Rock Police's crime report noted that "he (complainant John Kevin McMillan) stated that he has been sexually assaulted in his sleep and it has been an on going crime since 2011."


(The same October 2016 Round Rock PD crime report also stated: "John (Kevin McMillan) is diagnosed with paranoid schizophrenia....")

Please note that the cover letter to the attached 2016 tentative report from Round Rock Police (see below) cited a private law firm in Round Rock, Sheets & Crossfield, P.C., as "representing" the City Government of Round Rock in that city's official response to my public-information request.

As a self-identified continuous-and-continuing-personal-injury-crimes victim in Austin, Texas, I would welcome any non-psychiatric medical exams or non-psychiatric medical tests on me that the University of Michigan might ever choose to pursue at any time.



I would also welcome any opportunity that the Ann Arbor City Council or a governing body for the University of Michigan might ever grant me to give an in-person public statement before either or both of those governing bodies about the "living conditions" I myself have endured against my wishes throughout a very recent multi-year period in Austin, Texas.

Thank you for the seven PDF file attachments, each of which I was able to read this morning with my computer system.

I appreciate your very prompt reply note to me on this.

As a conservative left-wing gentleman who takes pride in being law-abiding and always-tobacco-free and permanently drinking-alcohol-free and never under the influence of marijuana or any other illicit drug, I would appreciate any suggestions that any official of your noble city might have for a good "safe-home" city for me that I myself could consider moving to.

Otherwise, I would like to raise the question of whether your Ann Arbor City Council ever has a tradition of approving a non-binding resolution that publicly expresses concerns about alleged violations of the human rights or legal rights, or about alleged threats to the personal safety, of any particular adult resident (myself, for instance) of another U.S. city (Austin, Texas for instance, in this case).

Thank you again for your helpful reply note this morning.

It is very apparent to me why Ann Arbor takes pride in being a conscientious, progressive, human-rights-minded U.S. city.

I might add that the uninterrupted sleeping experience I am seeking in Ann Arbor would occur without my ever being subjected to anyone having physical contact with me or any sexual contact with me, or anyone subjecting me to pain-infliction "medical services" or injurious "medical services" or repeated-sleep-deprivation-infliction "medical services" of any type, or "religious deprogramming services" or "antipathy-from-local-residents-education services" during my sleep as I lie alone on my own bed in your city.
