Dear Chris,
Since I did not receive any reply letter from you on this...I thought it might be very fair and reasonable for me to ask you one follow-up question at this time.
Chris, would you kindly assure me in writing that you yourself personally support my legal and human right to myself sleep ALONE on my own bed (a Swedish Tempurpedic orthopedic bed with a futon I also own that is currently situated on top of my Swedish bed) without ANY person having any physical contact with me of any type during periods in which I am in fact sleeping inside my bolt-locked and locked private bedroom of an apartment unit that I myself always bolt-lock the front door before I go to bed every night.
Thank you in advance, Chris, for your very kind and reassuring reply letter on this.
Sincerely and Best Wishes from a former employee of yours in El Campo,
John Kevin McMillan of Austin.

Thank you, Chris, for your very kind willingness to review several of the infrared hunter's camera photos obtained on my behalf in 2012 from inside my bolt-locked apartment unit. It is a top-floor, vaulted-ceiling apartment unit where I live alone, and I've been the only approved leasee and only approved tenant inside my apartment, ever since May 31, 2011, most recently.
My apartment unit features a very wide seven-foot-tall sliding glass door that leads directly into my private bedroom from a semi-public outdoor balcony that an intruder could very easily reach merely by climbing an outdoor flight of stairs at my apartment building (Building 3 at Wind River Crossing Apartments).
I have decided to send you 12 infrared photos, since I feel hopeful that from this greater variety of photos, at least one will "jump out" at you as being someone OTHER than myself. Since I never have any invited guest inside my apartment unit at any time between midnight until 8 a.m., this also means that the infrared hunter's-camera photo of someone other than myself is allegedly of an illegal intruder inside my bolt-locked apartment unit in Austin.
I need to mention to you in advance that the attached infrared photos do reveal some wholesome posters of mine in the background that were posted to my bedroom wall by myself. Those posters depict adult younger persons, most of them apparently talented athletes or entertainers and all of them wearing clothes as they posed before a camera. Among the featured younger men are actor Leonardo DiCaprio, actor or singer (I forget which) Jesse McCartney, actor Seth Cohen, actor (singer?) Zach Efron, pro football quarterback David Carr, actor Jimmy Dean of 1950s America, a male actor portraying Superman in a Hollywood movie (two posters), and then-Cleveland Browns quarterback Tim Couch. I have found those exuberant and gentlemanly posters to be inspirational, since I live alone and I enjoy the sense of cheerful and stylish camaraderie that those posters have conveyed for me. All of those posters are G-rated, I wish to emphasize. Two of the posters depict adult young ladies, each of whom is fully attired in the applicable poster scene.
Despite all this, several officials of the Austin Police Department and the City of Austin have stated in writing in 2012 that they regard those posters of mine inside my private bedroom of my bolt-locked apartment unit as being somehow scandalous and possibly lewd or obscene in nature, according to legal documents I obtained from the City of Austin through a Texas Open Records request I made this year.
That cited "position" by City of Austin officials is doubly ironic in a city where X-rated posters and R-rated posters as wall displays are very common. Also, I myself have never heard of the Austin Police Department publicly criticizing any other single adult resident of Austin for owning posters inside their private bedroom that APD regards as being scandalous or lewd or obscene.
In regard to the infrared photos, I would like to again point out that the cited dates and times are unreliable, since I had difficulty setting the date and time on my Wildview infrared hunter's camera that I purchased in February 2012 at an Academy store near my apartment complex in northwest Austin.
All of the infrared photos were taken in the time period since or including February 2012 (this year). February 2012 was when I purchased my first-ever infrared camera upon prior advice in person from the then-proprietor of one of my restaurant workplaces---a man named Jason Pastrano who is originally from San Antonio, from what he told me. I am very grateful to Jason for that life-saving advice he kindly offered me during a workshift of mine as a busboy at Outback Arboretum steakhouse. Outback Arboretum is a restaurant workplace of mine that's situated virtually "across the street" from the very large apartment complex (Wind River Crossing Apartments, owned by Westdale, a for-profit corporation headquartered in Dallas) where I live in Austin.
Chris, I look forward to receiving your opinion on whether ANY of the infrared photos I'm sending you tonight appears to you to be of someone OTHER than myself.
I should mention, by the way, that I myself am six-feet, two-and-one-half inches tall, I have broad shoulders, I am white and of English, Scottish, and German ancestries, I have no tattoos anywhere on my body, I have no facial hair on my face, and I weigh 220 pounds according to my bathroom scale. I do not have a heavily muscular build or massive physique.
With Friendly Best Wishes,
John Kevin McMillan,

Dear Chris,
Thank you for your prompt response on this. Since my own credibility with the City of El Campo is very important to me as a former resident and former reporter in your Texan city, I would like to respectfully request the opportunity to send you five examples of infrared hunter's camera photos obtained for me inside my bolt-locked apartment unit in 2012. (I purchased my first-ever infrared camera of any type in February 2012. This means that even though the cited dates and times are unreliable (I had difficulty with the date-setting and time-setting mechanism, I do have a receipt verifying the date in February 2012 when I purchased my first-ever infrared camera of any type.)
None of the photos I plan to send you would strike you as being "obscene" per se, and the ones I'm thinking of would primarily call your attention to the face and the body shape or body features of that individual who was "caught" by my infrared camera inside my bolt-locked apartment.
I am making this request of you as a courtesy to me. So far, the Austin Police Department has repeatedly stated to me in writing that ALL of the infrared photos taken on my behalf during my bedtime hours inside my bolt-locked apartment appeared to be of myself, and no one else. I very emphatically and respectfully and very strongly disagree with APD's contention on that, and I am convinced that if you would be willing to glance through the infrared photos I'd like to share with you, you might agree with me on this.
This is a matter very crucial to my own ability to enjoy the best possible medical health and a fully ambulatory and athletically active and creatively vital and disease-free lifespan without anyone subjecting me to any form of injury during my sleep, and without anyone interrupting my sleep on a repeated basis and disrupting my deep sleep or REM sleep, in particular, while subjecting me to repeated sleep deprivation and pain in my body and legs and hips whenever I fall asleep on my orthopedic bed inside my bolt-locked apartment. Those "rude awakenings" on my bed, with mysefl always sleeping alone on my bed, I might add, is occurring regardless of the time of day when I either nap for a few hours in the daytime or I sleep on my bed for an hour or longer at nighttime or in the early morning hours.
Thank you in advance, Chris, for very kindly authorizing me to send you five total attachments of infrared hunter's camera photos of alleged illegal intruders inside my apartment unit that were each taken on my behalf inside my bolt-locked apartment unit.
Best Wishes from a former reporter of yours at the "Leader-News,"

Dear El Campo Police Chief Stanphill,
Thank you for taking the time to write to me about this criminal-law case in which I am a law-abiding and consistently civil single adult male victim inside my bolt-locked apartment unit in Austin during periods in which I am sleeping and unconscious, and probably snoring as well.
I noticed that your reply letter (below) to me did not include a courtesy carbon-copy to the people-friendly and polite Chris Barbee, a former work supervisor of mine at the "El Campo Leader-News." Since I have sent several examples of infrared hunter's camera photos of possible alleged intruders to Chris Barbee at his new official E-mail address with the City of El Campo, I am very hopeful that Chris will be willing to share those infrared photos with you that I sent to him as attachments to an E-mail letter I sent to himself earlier this year.
Otherwise, since I value having the finest of credibility with the City of El Campo as a former resident of your city and former newspaper reporter in your city, I would welcome any invitation from you to send you three or four or more examples of infrared photos obtained from inside my apartment unit during my bedtime hours that definitely appear to be of an illegal alleged intruder inside my apartment unit.
Thank you again for your politely worded reply letter, and I hope to hear from you soon about this crime case.

John,
I am the Chief of Police in El Campo. Chris Barbee and I work together. He discussed your request for DNA evidence collection an analysis with me.
I’m sorry we will not be able to assist you with your request. We use the state lab for analysis for DNA evidence. We can only submit evidence and request analysis if we have an open criminal investigation. It appears your suspicion of criminal activity has or is occurring in Austin. ECPD has no jurisdiction in the matter.
Also some of the evidence collection you are requesting needs to be done by a doctor or properly trained person. ECPD would refer you to a medical doctor for examination and evidence collection.
I understand you have reported your suspicion to the Austin PD. I also understand you disagree with results of their investigation. With the limited knowledge I have of your suspicions, I have to agree with APD. It is highly unlikely you are being assaulted inside your locked apartment. I strongly suggest you discuss the matter with your medical doctor. I would think your medical doctor would be in a position to conduct an examination and give you professional advice. Hopefully the doctor’s advise will help you resolve the matter. If you do decide to go to a doctor for professional help, please keep an open mind to the doctor’s advice and other alternatives. To me it sounds like a doctor is in the best position to offer help.
Good luck and I hope you are able to resolve your concerns.

Dear Open Records Coordinator,
This is a Texas Open Records request in which I seek to obtain from any and all applicable offices or divisions of your State of Texas agency in Austin a photocopy or copy or computer printout of any and all lab test results and medical records and any and all crime-suspect information obtained or received or compiled by your State Government of Texas agency in regard to or relating to the Dec. 22, 2011, emergency-room-doctor-ordered forensic rape-evidence DNA-swabs exam that was very diligently and in an apparently very thorough manner conducted by a female forensic nurse on my own anus, buttocks, mouth, etc., in the early morning hours of Dec. 22, 2011, inside the emergency room of St. David's Medical Center hospital situated a few blocks from the Law School of the University of Texas at Austin.
That factual information from you will be invaluable to me in myself pressing one or more successful criminal-law felony rape charges on my own behalf, with help from a reputable law-enforcement agency and the Travis County District Attorney's Office, inside a courtroom here in Austin.
The early-morning December 22, 2011, forensic medical exam on myself inside St. David's Emergency Room was performed on me a matter of hours after I filed a crime report with the Austin Police Department on Dec. 21, 2011, in which I cited crime evidence to an APD officer that I had been victimized in the early morning hours of Dec. 21, 2011, by alleged anal-rape allegedly inflicted on me during my sleep as I lay alone, unconscious and probably also snoring, on my own bed inside my bolt-locked apartment unit.
I was the only apartment management-team approved official tenant and also the only approved occupant inside my top-floor, vaulted-ceiling apartment unit at the time of the alleged rape that allegedly violated my own legal rights and human rights in Austin, Texas, USA.
No one other than myself was authorized by or knowingly permitted by myself to be physically present anywhere inside my bolt-locked apartment unit at any time on December 21, 2011, with the sole exception of the one total Austin Police Department officer, Officer Guzman, an on-duty officer who visited my apartment unit on Dec, 21, 2011, in response to a rape-crime criminal-law complaint to APD from myself.
Incidentally, I might note that I had taken a shower or bath minutes before I went to bed inside my bedroom of my bolt-locked apartment unit early on the morning of Dec. 21, 2011.
When Officer Guzman while on duty visited my apartment unit later that day, he informed me in person in the living room of my apartment unit that I had the option of myself working at my scheduled restaurant workshift later that day without my taking another shower or bath (a course of action that would help preserve DNA crime evidence on my own body). Officer Guzman also told me that after my scheduled restaurant workshift that day, I could then promptly travel to St. David's Medical Center Emergency Room in central Austin and then myself on an individual basis request a rape-exam on myself inside that emergency room.
I diligently followed Officer Guzman's advice on that, and have since been informed in writing by APD's public-information office and by the Travis County DA's Office that the Austin Police Department has been maintaining the resulting DNA-swabs rape-evidence kit at an APD substation in Austin, Texas.
My legal name is John Kevin McMillan. I was born on April 27, 1957, at Lincoln, Nebraska. My social-security number is:....
I have resided in Austin, Texas, on a continuous and uninterrupted basis ever since mid-March 1997.
Thank you in advance for your very helpful official response providing me with any and all legal documents or records responsive to this public-information request from myself.
Sincerely and Best Wishes,
John Kevin McMillan, a current criminal-law complainant with APD in regard to a cited illegal-trespassing incident on my lamp-lit outdoor balcony that I directly observed from inside my bolt-locked bedroom at about 1:15 a.m. one morning earlier this year----an incident about which I have filed an official crime report with APD, with APD Detective Robert Field the investigator assigned to that alleged-crime case. I appreciate the professional manner in which Detective Field has interviewed me or spoken with me on the telephone at least twice in regard to that alleged illegal-trespassing crime case in which I am the single adult white male complainant and cited crime victim.
I am also a self-identified personal-injury-crimes victim and self-identified anal-rape-crimes victim, as I have informed numerous law-enforcement agencies in recent years here in Austin.

Also, please let me know as soon as possible if you were not able to yourself (as you had told me on the phone this week you planned to possibly do) obtain from the APD Chief's Office a copy for your own legal records of the 20 total pages of legal documents, including a cover sheet signed by myself, that I FAXed to you on April 20, 2015, and that you then personally delivered directly to the APD Chief's Office. according to what you stated to me.
I am referring to the legal documents which directly stated or indicated that the City of Austin (including City Manager Marc Ott, who co-signed for a January 31, 2012-dated $2,302.08 check from the City of Austin to St. David's as compensation for the cited Dec. 2011 forensic exam on myself), the Austin Police Department, the Attorney General of Texas, and the Travis County District Attorney's Office in Austin each officially approved the cited late December 2011 rape-evidence kit for APD Case Number 11-3550615, with myself the criminal-law complainant and crime victim.
If you like, I would be happy to mail to you another copy of those legal documents I FAXed you last Friday, since you stated to me on the phone this week that you did not keep a copy of those records for your own files.
My hope is that you might then be willing to provide a courtesy-carbon copy of those legal documents on my own behalf to Assistant City Manager Rey Arellano and City Manager Marc Ott, and to Austin Mayor Steve Adler, and to Austin City Council Members Greg Casar and Ann Kitchen, for their own personal review of those very important and timely legal documents on my own behalf.
Finally, I would appreciate it if you would be willing to cite to me the name of the staff member in the Austin Police Chief's Office who accepted from you on April 10, 2015, the legal documents I had FAXed to you earlier that day. That information would be very helpful to me.
Thank you in advance for your helpful reply note to me on this. And, as always, I welcome any actual crime investigation by APD at any time that authorizes one or more additional follow-up DNA-swabs rape-evidence medical exams on myself as the cited victim of alleged continuous-and-still-continuing-daily-and-year-round-felony-anal-rape-crimes-and-felony-personal-injury-crimes that are allegedly continuing to be inflicted on me against my wishes on a frequent and daily and year-round basis during periods when I myself am sleeping and lying alone (I ALWAYS sleep alone), unconscious and probably snoring, on a bed that I myself own inside my bolt-locked private bedroom of my bolt-locked apartment unit at Wind River Crossing Apartments.
I feel confident that you will never find a more cooperative and honest and dependably civil and law-abiding and factually accurate and factually informative criminal-law complainant and crime victim than myself.
For instance:
I very definitely WELCOME any and all additional non-psychiatric medical testing (such as follow-up analscopies on myself and extensive neurologial testing on myself and a PET-scan on my brain and upper-respiratory exams on myself, etc.) on myself that the City of Austin or Travis County Government is willing to order or authorize at any time.
I also WELCOME any and all APD or Travis County DA's Office interviews of myself -- or of my current apartment-management-team-approved "roommate,"...who reportedly sleeps alone on a bed of his own in the living room of this top-floor and vaulted-ceiling apartment unit. (That "roommate", name withheld at this time)...has stated to me many times in the living room of our rental apartment unit that he will definitely cooperate with actual crime investigators for any government law-enforcement agency other than Scotland Yard, he indicated, if they ever seek to interview (himself) at any time.
I myself also welcome and all APD-ordered or City of Austin-ordered electronic surveillance of my entire bedroom, including the large closet inside my bedroom that I am not currently able to lock properly because of a difficulty I've had with that locking mechanism ever since mid or late 2014.
I also welcome any and all APD-ordered or City of Austin-ordered electronic surveillance or temporary infrared-camera surveillance of the outdoor balcony that abuts a massive seven-foot-tall-and-six-foot-wide-sliding glass door I myself keep locked at all times that leads directly into my bedroom. That outdoor balcony also abuts the front door to my apartment unit.
(My current "roommate")...(not myself) controls the front door area of this apartment unit, and I frequently discover the next morning to my shock and dismay that he has unlocked the chain lock that I myself always lock before I retire to my bedroom for the night; or that (my current "roommate")...has once again unlocked and opened up one or both of the two living-room windows leading into the living room from the outdoor balcony; etc.
Sincerely and Best Wishes,
John Kevin McMillan.

Mr. McMillan: The Office of the Police Monitor indicated that they investigated your case and considered it closed as of 2013, so they said they would not reopen that case or open a new case on the previously closed matter.
Sorry for the delay in getting back to you, I was out sick yesterday.
Thank you.
