September 24, 2014 (the cited date I wrote for this E-mail letter, which apparently referred to the date when I began to write this particular politely worded E-mail letter to APD Sergeant Michael King --- JKM)
Dear Sergeant King:
I was very disappointed by your unhelpful and insulting reply letter to me (below) in regard to the alleged continuous and still-continuing personal-injury-crimes case and alleged continuous and still-continuing anal-rape-crimes case in which I remain a victim on a daily and year-round and multi-year basis inside my rental apartment unit in Austin, Texas.
I would like to remind you, Sergeant, that your very influential colleague Tara Long-- who serves as Constituent Services Representative for the Austin Police Department and who maintains her office in the very same office as Austin Police Chief Art Acevedo---did helpfully indicate to me on the telephone on Monday of this week that Ms. Long agrees with me that it would be flagrantly illegal for any officer of the Austin Police Department to knowingly permit ANYONE to subject an Austin resident (myself, for instance) to any sexual assault or any rape of that Austin resident inside his own bolt-locked rental apartment unit in Austin.
Sergeant King, if there is ever any evidence at any time indicating that you yourself or any other officer of the Austin Police Department (APD) has ever at any time obtained or been provided with factual evidence indicating that I myself (John Kevin McMillan of Austin) am in fact being victimized by anal-rape-crimes-during-my-sleep--and I ALWAYS sleep ALONE on my own bed inside my bolt-locked bedroom---or by personal injury crimes, including during my sleep, inside my bolt-locked bedroom of my bolt-locked apartment unit at Wind River Crossing Apartments, I will insist on filing immediate criminal-law charges, with help from the FBI and the U.S. Attorney's Office and President Obama, against each and every APD officer who has knowingly on at least one occasion ever at any time permitted any of those those anal-rape crimes and personal-injury crimes victimizing myself, John Kevin McMillan, to occur on at least one occasion here in Austin.
I hope that this reply letter helps to clarify for you my own legal position and moral position in regard to whether I myself do indeed insist on myself pressing legal charges on this, including against any law-enforcement officer with jurisdiction in Austin, Texas, who ever at any time knowingly permitted any person or persons to victimize me with any anal-rape crime during my sleep inside my bolt-locked rental-apartment unit, or with any personal injury crime, such as during my sleep or inside the kitchen area of my rental apartment unit at Wind River Crossing.
Sergeant King, I also hope this reply letter conveys my own lawfully expressed dedication to promoting very diligent and thorough law-enforcement, including through my filing immediate criminal-law charges, if applicable, against any and all law-enforcement officers with jurisdiction in Austin, Texas, who knowingly permitted any felony crime victimizing myself to ever at any time occur on any occasion in Austin, Texas.

I hope you won't mind my mentioning that since my anus feels very sore much of the time these days as a result of the alleged illegal intruder in my apt. during my sleep, and since I have ...(lost) hundreds of hours of sleep and REM sleep ever since mid-April 2011 because of alleged physical abuse of my own body during my sleep as I lay alone on my own Swedish bed in my apt. unit, and since I often sense that I'm at increased risk of contracting anal cancer or colon cancer or circulatory or nervous-system injuries as a result of bodily injuries inflicted on me during my sleep by the illegal intruder or illegal intruders in my apt. bedroom, I feel an urgent need to make fast progress at identifying the right suspect for a private attorney.

If you ever do think of ANY reputable private-attorney member of the State Bar of Texas who's willing to help me legally challenge the outrageous decision by the Austin Police Department to REFUSE to do any lab testing on the extensive DNA medical swabs that were obtained from several parts of my own body by a female forensic nurse on Dec. 22, 2011, inside St. David's Medical Center Emergency Room, that legal assistance would be truly be a life-saver for me.
I feel very sure that those DNA lab-test results will definitely identify DNA from at least one person other than myself. And since NO ONE has ever been permitted by me to have ANY intimate bodily contact with me during that applicable time period, that criminal-law evidence will be very compelling on my behalf.

Are you willing to consider providing me with legal representation in this very shocking personal-injury case (see below) in which I am the victim?
I need to also mention about this personal-injury case that the apartment management team at my apartment complex in 2011 declined to fix the lock to the sliding screen door that runs parallel to and outside of the six-foot-high and very long glass sliding door situated between the outdoor balcony and (the) one (total) bedroom of my top-floor apartment unit.
I do not know how that lock to my sliding screen door somehow got broken, and I am very sure that I did not do that myself. I did report that problem to the Austin Police Department in 2011.
An Austin police officer initially told me in 2011 that the apartment manager should repair that lock, but police later stated to me that there is no legal requirement that the manager repair that lock to the sliding screen door.
That outdoor balcony abutting my apartment unit can be entered by anyone by their merely walking up the outdoor flight of stairs that lead to the entrances to two total units---Apartment 325 (my apartment unit), and Apt. 326....

---Norma Hilbig of the Travis County District Attorney's Office told me several months ago on the telephone that because I live in a top-floor, vaulted-ceiling apartment unit, this makes my apartment more vulnerable than most apartments to surreptitious, illegal entry into my bolt-locked apartment unit during the hours when I am sleeping alone on my Swedish bed.
---I continue to observe inexplicable scratches, slashes, bruises, cuts, aches, sorenesses, etc., on various parts of my body, including my legs and my arms, and my abdomen, that I feel very sure that I myself DID NOT cause or inflict on myself or incur from any of my restaurant jobs or at any time during my waking hours or conscious hours.
The ONLY two days ever since April 2011 (the month when I began a waitering job at Denny's Lakeline restaurant) when I have not observed or sensed any evidence of any physical abuse of myself or any sexual torture of myself or any sexual molestation of myself when I woke up on my Swedish bed were (the mornings of) September 3, 2011, and September 10, 2011. The sex-crimes and crimes of violence victimizing myself are continuing on a daily basis inside my bolt-locked apartment where I am the ONLY approved tenant and the ONLY approved occupant. I NEVER have any invited guests inside my apartment unit from midnight until 9 a.m. or so.
---I am continuing to use tweezers on a daily or near-daily basis to collect and place in sealed envelopes dark, thick hair follicles, many of them curly, that definitely are NOT coming from my own body. I myself have thin brown hair, and some gray hair as well, and most of my hair follicles are straight.
---Many of the dozens of hair follicles I have found ever since the spring of last year on my Swedish bed, a bed on which I ALWAYS have slept alone every day and every night since I purchased that orthopedic bed for myself in 2007, are hair follicles that appear to be pubic hairs.
---The Austin Police Department is refusing to do ANY lab tests on the very extensive DNA medical swabs that the Texas Department of Public Safety maintains that it provided to APD in late December of 2011. Those DNA swabs were performed on my body by a female forensic nurse in the early morning hours of Dec. 22, 2011, at St. David's Medical Center near UT-Austin.
APD even wronged me on Feb. 16, 2012, by subjecting me to involuntary 48-hour peace-officers' emergency commitment at Lakes Hospital (next to St. David's), where I was a model patient and I was released on Feb. 20, 2012, without any court hearing. I lost about one week's of wages from my restaurant jobs as a result of that unjustifiable commitment of myself by APD. No psychiatric medication was ever forced on me at any time, and I politely declined to take any. I am psychologically healthier and more law-abiding than the vast majority of all Austin adult male persons. I am consistently civil and law-abiding, and I definitely do not seek to harm myself or anyone else.
---The Austin Police Department in legal documents it provided to me is incorrectly maintaining that all of the spy-camera photos I've obtained during my sleeping hours inside my bolt-locked apartment unit are of myself. In fact, several of the spy-camera photos I've obtained on my own behalf using an infrared hunter's camera I obtained at a nearby Academy store are photos of darker-skinned male persons with black or very dark hair, either Far East Asian or Hispanic or Jewish or Italian-American in ancestry.
Louis, I hope you will consider serving as my first-rate attorney in this case, as I definitely have a great need to file a lawsuit against the unethical media company or individuals allegedly violating my privacy rights inside my bolt-locked apartment unit during my sleeping hours.

FYI to the Office of the Police Monitor on the following legal correspondence of mine with a kindly private attorney in Austin that refers to suspicious early-morning activities outside of my apartment building (Building 3 at Wind River Crossing) that were within earshot of me.
I am sharing this supporting evidence with you because it might possibly relate to this alleged ongoing personal-injury and alleged ongoing sex-crimes case in which I am a victim on a daily and year-round basis, and in which I allege that I am being molested or physically injured or physically harmed or wounded on two or more separate occasions per day during my sleep inside my bolt-locked apartment unit.
Today, for instance, I noticed additional damage to my nerves and veins of my left and right legs that is significantly more than only one month ago. I have sometimes suspected that an alleged intruder inside my apartment unit during my sleep has somehow applied pressure to my nerves or veins in order to attempt to cause them to pop up or inflate or otherwise reflect medical damage to them.
I myself have a very strong will to live, and to enjoy a full and fully healthy and fully ambulatory lifestyle, and I walk more than one mile per day in connection with my restaurant-waitering or restaurant-bussing career and my walking to and from bus stops. I also am currently losing weight through a healthy lifestyle diet in which I am minimizing my consumption of saturated fats and of sugars and of carbohydrates.
Incidentally, the polite attorney I wrote to about this matter, Mr. Leon Barish, who is also President of Temple Beth Israel Reform Judaism congregation in Austin, in a recent prior year assisted me in writing up my most recently-revised last will and testament, which does cite several individual beneficiaries by name as well as numerous planned civic group beneficiaries by name. I then shared copies of that newly revised last will and testament with each of the individuals whom I cited as individual beneficiaries of my eventual estate, which I thought would be a decent courtesy to extend to each of those three gentlemen (James Willett of Austin, John Schlueter of Austin, and Ernie Motloch of Temple).

Thank you, Mr. Barish, for your kind reply note on this. If I ever do find an attorney willing to represent me in this matter (and so far, more than 10 private attorneys whom I've contacted have each declined to represent me), this will help me a lot to get a full eight hours of uninterrupted sleep every night or every morning after I've gone to bed. That eight-full hours of sleep every night is crucial for my own medical health and my goal of enjoying full and fully vital medical longevity.
In the last week or two inside my bolt-locked apartment unit, I distinctly remember being awakened at 2:48 a.m. in the morning as I lay alone on my bed inside my bolt-locked apartment, with myself then suddenly hearing the loud voice of a middle-aged or younger woman standing outside my apartment building as she shouted angrily at what sounded like a younger male relative or younger male companion of hers who appeared to have dark and possibly curly hair, from what I could see from my bedroom at that hour, "Let's get the f---k (obscenity) out of here!" (exact quote of her words at that hour), she said, with her emphatic speech and strong accent reminding me of a New York accent. She also angrily asked her younger male relative or younger male companion how he could have done something like that (I did not hear her specify what), and she also asked him, from what I could distinctly hear from the bedroom of my bolt-locked apartment unit, "How did you get in there? Did he (exact quote) let you in (exact quote)?", with apparently shocked incredulity in her tone of voice.
I did not report the incident to APD, since the police have told me that I have never proven any point of entry into my apartment unit, and that on that basis all of my crime reports to APD refer to alleged sex crimes and other injurious conduct victimizing myself that could not possibly have occurred, according to APD.
I myself always triple-check and quadruple-check my front door of my one-bedroom apartment unit (a top-floor, vaulted-ceiling apartment) in order to make completely sure that my apartment is fully locked properly. All of my windows and the sliding glass window leading into my bedroom from the second-floor balcony adjoining my bedroom are always kept locked by me at all times.
I should also mention (particularly since I have heard so many rumors about this here in Austin) that I myself have been completely celibate (no sexual contact of any type with anyone) throughout ALL of my own waking hours or conscious hours in Austin, Texas, and everywhere else in the Austin area, for that matter, on a continuous and uninterrupted basis ever since December of 1979. I have resided in Austin proper on a continuous basis ever since mid-March 1997, most recently.
Thank you again for your kind interest in this quality-of-life issue and personal-safety issue for me. I have lost hundreds (thousands?) of total hours of much-needed REM sleep, or deep sleep, and I've repeatedly and on a year-round and daily basis experienced surprising and mysterious pain in my anus as I lay alone on my bed inside my bolt-locked apartment after I am suddenly awakened on my bed at all hours of the night and morning and day, for that matter (if I nap in the daytime), with myself ALWAYS sleeping alone on my bed and my apartment always being bolt-locked and fully secured by me at the time.
Incidentally, I did observe one very strong reaction to me in a recent prior month when I merely
attempted to very slowly (as always) park my car in the parking lot closest to Building 3, where I reside. I suddenly saw a tall, very muscular-looking, curly-dark-haired younger man in his teens or 20s, probably, who stood near the other side of Building 3 at my apartment complex and who stared at me with shock and horror, as if the sight of my face as I parked my car had frightened him quite a bit. I do not recall having ever once spoken with him in person on any occasion in my entire life, and he suddenly disappeared from my view. He looked to be someone who is either Italian-American (possibly Catholic?) or Jewish in ancestry, from what I could tell. I have not spoken with him or met with him on any occasion since that one total incident. I have since considered the possibility that maybe I should contact the Jewish Community Center in northwest Austin (a community center I've never contacted on any prior occasion) in order to politely ask if that organization knows of ANY member of that group who possibly exhibits any type of possible antipathy or hostility toward me for any cited reason. I would probably need to contact an attorney, though, before I'd consider contacting that particular community center, since i would not want to offend anyone at that community center here in northwest Austin.

A respectful FYI to each of you on the following most recent update to my crime reports I've filed on numerous occasions with the Austin Police Department in the two-year period since April 28, 2011, in particular, relating to my being a victim of alleged personal injury crimes and alleged anal rape crimes during my sleep inside my bolt-locked apartment unit at Wind River Crossing Apartments.
Incidentally, it occurred to me this Sunday morning that one of the male African-American youths cited in my most recent report (immediately below) did greet me last night on his own initiative by saying "Hello." I then replied with "Hello," but I said nothing else as I walked toward a gate I then opened in order to walk to a nearby Schlotzsky's chain restaurant at between 7:45 p.m and 8 p.m. last night (Saturday night). Since I had only said "Hello" in response to a "Hello" from one of the cited youths, I had neglected to reflect that in my statement I sent earlier this morning to my APD-designated "liaison" officer, Officer James Turner.
I hope that this most recent factual information is helpful to Austin City Council members as you attempt to decide whether to ask the Austin Police Department to authorize immediate DNA swabs on my body, and on my bedsheets.
This morning, I was awakened abruptly on my bed at roughly 2 a.m., then roughly 3 a.m., then about 5:30 a.m., and each time I felt throbbing pain in my anus. It took me a fair amount of time to recover from the baffling anal pain in order to fall back asleep on my bed.
I have been asked by APD not to call 311 unless I can cite dramatic or tangible evidence, such as a bloody wound on my body or a busted lock to the sliding glass door that leads into my private bedroom from an outdoor balcony that also abuts my front door of my top-floor apartment unit. I keep my sliding glass door locked at all times, and I also keep my front door to my apartment bolt-locked at all times.
Also this morning, I repeatedly heard the sounds of footsteps of human beings that appeared to originate from ABOVE my top-floor apartment unit. My unit is a vaulted-ceiling apartment unit, and Norma Hilbig of the Travis County DA's Office did inform me back in 2011, before she retired from her position, that a vaulted-ceiling top-floor apartment unit can be vulnerable to criminal intruders illegally entering that unit from above.
I hope that this follow-up factual report is helpful to you all.

I was reminded this Saturday night, March 23, to add to the following letter (below) that I wrote and sent to you some very pertinent factual information:
As I walked near the swimming pool area of Wind River Crossing Apartments at about 7:45 p.m. this Saturday, March 23, in order to then myself walk alone to a nearby Schlotzsky's restaurant, I was very surprised to overhear a black youth of about age 10 or possibly even younger state to some other black youths, who included male youths as well as female youths also standing with him near the apartment complex swimming pool: "He gets f-cked (obscenity, with the deleted letter being the letter "u") in the as- !(obscenity, with the deleted letter being the letter 's')" In all, I observed about 10 to 15 male African-American youths, males as well as females, standing together and socializing near the outdoor swimming pool at Wind River Crossing as I walked past them this Saturday night.
Wind River Crossing Apartments, where I reside in Austin, are reportedly owned and managed by Westdale Asset Management, a for-profit corporation reportedly headquartered in Dallas, Texas.
In regard to that surprising incident this Saturday night, I myself had not made and did not make any comment to any of those African-American youths as I walked near the swimming pool at this complex in order to myself then open a gate and walk to the nearby Schlotzsky's chain restaurant at Balcones Woods and Research Boulevard in NW Austin.
As I have accurately stated to you many times, Officer Turner, I myself have never participated in anal intercourse on any occasion in Austin or anywhere in the entire Austin area of Texas at any time since December 1979. I have been completely celibate throughout all of my conscious or waking hours anywhere and everywhere in the entire Austin area ever since December of 1979.
The very surprising and very odd comment this Saturday night from an African-American male youth apparently residing at (or possibly visiting (an editing change made by myself on 4-10-15---JKM)) Wind River Crossing Apartments has also reminded me to offer you additional factual evidence relating to my crime report to you below:
Seconds after I was awakened abruptly on my bed in the middle of my sleep on my bed inside my bolt-locked apartment unit (Apt. 325) at about 5:30 a.m. Friday, March 22, 2013, I heard loud voices apparently originating from a nearby unit in this wing of Building 3 at Wind River Crossing.
The additional detail I neglected to add in that factual account for you and your APD colleagues is that the voices I heard from inside my unit at about 5:30 a.m. Friday, March 22, appeared to be the voices of nearby African-Americans. I offer this observation because the accent of the speakers appeared to possibly be African-American.
None of my own current mutual-consent friends is African-American. I myself cannot recall having ever on any occasion invited any African-American person into my apartment unit, Apt. 325 at Wind River Crossing, on any occasion that I can recall since January 2002, with the exception of a male adult African-American postal inspector who met with me in 2005 or so at Wind River Crossing relating to a criminal complaint I had filed with the U.S. Postal Service back in 2005 (?), and the additional exception of some African-American Austin Police officers who entered my apartment unit with my permission in response to a crime report I'd filed with APD.
I need to also emphasize to you that in my entire life as a resident of Texas or as a visitor to Texas, I have never on any occasion participated in any romantic date or "sex date" or ever at any time agreed to myself have sex of any type with ANY African-American person at any time in my entire life anywhere in Texas. Also, I myself am NOT a pederast, and I am very opposed to any sexual contact between adults and minors.
Incidentally, I am not aware of any African-American persons (currently) residing in my wing of Building 3 at Wind River Crossing. This suggests to me that possibly a neighbor of mine in this section of Building 3 has allegedly or possibly had "guests" or "visitors" inside his own apartment unit who were themselves African-American persons. One theory of mine is that possibly a secret illegal point of entry emanating from a nearby apartment unit that abuts my own apartment and somehow extending into the apartment unit that I rent, Apartment 325, was somehow "created" or "established" in the last few or several years.
I myself am not aware of any such "secret" and flagrantly illegal point of entry that somehow "connects" Apartment 325 (where I reside) with a unit that abuts Apartment 325 at Wind River Crossing. However, it is possible that a flagrantly illegal "secret" point of entry of that type was somehow created in a secretive manner that may have involved possible alleged collusion by one or more possible neighbors of mine at Wind River Crossing Apartments.
I also need to mention to you at this time that many of the new residents here at Wind River Crossing Apartments appear to be African-American families. It is possible that some of them are Jehovah's Witnesses, and this is purely a guess on my part since I do frequently find Jehovah's Witnesses literature in the laundry room of Building 15 when I do my own laundry there. It seems likely that there is a large Jehovah's Witnesses presence at Wind River Crossing--and Jehovah's Witnesses, from what I understand, refuse to call the government or the police department about anything they observe, and this may be an over-statement on my part.
Officer Turner, I would also like to take this opportunity to emphasize to you once again that I welcome any and all DNA testing on my own body, including my own anus or buttocks or mouth or genitals, etc., that APD is ever willing to officially authorize at any time.
I also would welcome any opportunity to provide to APD the bedsheets I am using, which do in fact contain stains on them that I feel very sure include DNA of persons other than myself. I myself ALWAYS sleep alone on my bed, and I NEVER permit any other person to lie on my bed or be situated on my bed at any time. This makes DNA testing of my bedsheets all the more noteworthy. With permission from my doctor's office, I have been using the same bedsheets for several months, since I wanted to protect the integrity of that DNA evidence for APD and the accompanying criminal prosecutions on that. I do, of course, follow my doctor's advice that I get a bath every night before I go to bed.
Finally, I would welcome any secret electronic surveillance of my entire bedroom or my outdoor balcony, for instance, that APD or the government is willing to authorize at this time. That should help to identify who the alleged illegal intruders are.

I have a previous relationship with your university, having
been myself named among the approved adjunct faculty members
for the Journalism Department at your community college,
although I was never actually given a teaching assignment by
your college.
I am writing you today to ask you if you would please tell me
which faculty member or administrator or staff member in your
ACC Criminal Justice Department in Austin, Texas, has the
greatest expertise or interest in regard to sex-crime cases.
I have filed several respective criminal-law complaints with
the Austin Police Department in the last several months,
beginning on April 28, 2011, in which I alleged that I am
myself the victim of a sex crime in Austin, Texas. Forensics
nurses have provided me with DNA medical testing on two
separate occasions (on April 28, 2011, and, most recently, on
December 22, 2011, at St. David's Medical Center near
UT-Austin) in connection with the criminal-law complaints I
have filed in a civil and law-abiding manner with the Austin
Police Department.
The Travis County District Attorney's Office has expressed to
me considerable interest in the alleged sex crimes victimizing
myself in Austin, and has helpfully assured me on the telephone
that an alleged continuous sexual rape victimizing myself, John
Kevin McMillan of Austin, over a multi-day or multi-month
period would definitely comprise a felony crime on the part of
any such rapist or rapists.
So far, no one has been arrested by the Austin Police
Department in connection with any of the criminal-law
complaints I've filed with APD ever since April 28, 2011.
I would appreciate the opportunity to call or write to an
honorable faculty member, administrator, or staff member in
your department who has particular interest in deterrence of
