Subject: Fw: 1-6-21 urgent hate-crimes questions for Professor Nolan
January 7, 2021
A courtesy FYI to each of you on the following two questions I have politely posed to Professor Jim Nolan, a nationally-renowned expert on hate crimes, in regard to whether he has identified me as a victim of any hate crimes in Austin, Texas.
I am a lifelong single person, celibate-by-choice, and an adult senior citizen age 63. I am also a longtime abstainer from any and all consumption of drinking alcohol---a religion-related conduct trait of mine that many Central Texans dislike about me, as I'm sure you are very aware. I am not a former alcoholic, I might add.
I also oppose legalization of medical marijuana or marijuana, in accordance with my Freedom of Religion through my one-member Progressive Prohibitionist Religion that opposes consumption of either medical marijuana or marijuana.
I am also someone who does not pray, which is also a feature of my own rationally religious and implicitly-deistic, non-atheistic Progressive Prohibitionist Religion that some Central Texans dislike.
I am also someone whose religion strongly opposes thought-control projects---which sets me in legal opposition to thousands of current Austin and Travis County residents, it seems fair to note. My Progressive Prohibitionist Religion specifically opposes thought-control projects.
I am also someone whose Anglo ancestry is from England, Scotland, and Germany (northern Europe). I am not Hispanic or American Indian or Asian in ancestry, and some Central Texans apparently dislike my exclusively northern European ancestry.
I hope to hear from any of you on any aspect of this very alarming legal-liability issue currently facing the City of Austin, Travis County Government, and the Texas Legislature, that relates to the apparent policy of the City Government of Austin to decline to authorize any rape-evidence exam on me in any subsequent year after 2011.
Sincerely and Best Wishes,
criminal-law complainant John Kevin McMillan.

Subject: 1-6-21 urgent hate-crimes questions for Professor Nolan
January 6, 2021
Dear Former FBI official and current Nationally Renowned Hate Crimes Scholar Professor Jim Nolan at West Virginia University in Morgantown,
Congratulations on your great success as a first-rate sociologist who studies evidence of hate crimes allegedly occurring in the United States of America.
Professor Nolan, as you are no doubt very aware, I have provided you with an abundance of alleged possible criminal-law evidence over a multi-year period that I myself have been victimized by alleged repeated hate crimes allegedly perpetrated by self-identified gay persons and others in Austin, Texas.
One respectful follow-up question for you, Professor Nolan:
Have you yourself determined that you believe or suspect I have been victimized by any alleged hate crimes relating to my religion (Progressive Prohibitionist Religion), my sexual identity (longtime celibate), my race (white), my perceived mental disability, my perceived physical disability, or some other identity attributed to me by others?
I was reminded of these specific categories after reviewing tonight a webpage about Hate Crimes that is sponsored by a very honorable former employer of yours, the Federal Bureau of Investigation.
Hate Crime — FBI
|
Finally, Professor Nolan, I hope you don't mind my asking if you ever have any communications with any officials or investigators for the FBI through your current very impressive role as a sociologist at West Virginia University.
If so, are you willing to ask the FBI to please consider authorizing for me what will be the first-ever comprehensive DNA-traces forensic medical exam on myself since 2011 that I have been authorized to obtain for myself by any law-enforcement agency?
I mention this because the Austin Police Department (APD) Sex Crimes Unit in this state-capital city for Texas has repeatedly chosen over the most recent nine-year period to repeatedly decline on about 10 or more separate occasions to authorize any forensic DNA-swabs sexual-assault medical exam on me that I had specifically requested.
Because I also maintain that I have been victimized by alleged continuous daily and year-round anal-rape-crimes and other personal-injury-crimes during my sleeping hours as I lie alone asleep and unconscious and probably snoring, on my own bed inside my current always-bolt-locked solo-occupancy efficiency apartment unit in Austin, I have repeatedly asked APD to please obtain full 190-day retroactive DNA traces of the two rape-evidence kits obtained from me in 2011 that APD already has in its possession. APD has apparently chosen against obtaining any such 190-day retroactive DNA-traces processing of either of those two rape kits.
Please do not hesitate to write to me if you have any questions about any aspect of this hopefully-polite and admittedly-urgent request for assistance from you. I hope to hear from you soon.
Sincerely and Best Wishes,
former Texas Department of Public Safety full-time employee John Kevin McMillan. (My date of birth: April 27, 1957; I was born at Lincoln, Nebraska.)
My solo-occupancy efficiency-rental-apartment home address ever since June 21, 2019:
