Dear Sunset Valley City Secretary Rae Gene Greenough in Travis County, Texas,

Thank you for your reply letter to me today, in which you stated in writing that you do not have any documents responsive to my September 28, 2020, public-information request (final item, below) to your municipal government.

My request had stated that I sought "a copy of any and all e-mail communications, letters, reports, or memoranda referring in any manner to myself, John Kevin McMillan of Austin, that certified peace officer Richard Andreucci, certified peace officer Josh Simon, Sunset Valley Police Chief Sean Ford, Sunset Valley Police Chief Lenn Carter, or any other certified peace officer of the Sunset Valley Police Department wrote at any time from 12:01 a.m. April 28, 2011, to 8 a.m. September 28, 2020".

Thank you again for your friendly reply letter.

Best Wishes,
John Kevin McMillan, current criminal-law complainant with the Austin Police Department in APD Sex Crimes Case 20-3161213.

Election Day, November 3, 2020

Dear Sunset Valley (TX) City Administrator Sylvia Carrillo in a municipality bordering Austin and in the same county as Austin---Travis County,

Thank you for your follow-up reply note to me this afternoon and the helpful clarification you provided to me that the City Secretary---not the City Administrator---is the official custodian of most of the public-information requests submitted to your municipal government.

I would like to respectfully point out that I had sent my public-information request to yourself partly because your Travis County municipality's official website currently contains the following statement:

"Information Requests

"Information requests made to staff will be posted on this page. These requests will be categorized into three areas: CCARS, Elected Official Requests and Resident Requests. A CCARS is a City Council Action Request memo and will typically be generated by a Council member during a public meeting. An Elected Official Request and Resident Request for Information generate response to questions you may have about the City, operations or programs. These requests can be made at anytime by contacting the City Administrator, Sylvia Carrillo-Trevino at scarrillo-trevino@sunsetvalley.org...."

Thank you for kindly forwarding today my September 28, 2020-dated public-information request to your municipal government's City Secretary.

I will look forward to receiving a helpful and informative reply letter from that Sunset Valley city-government official---who is identified by name at your official city-government website as "Rae Gene Greenough", with a cited municipal-government office phone number of "(512) 892-1383".

Sincerely and Best Wishes,

John Kevin McMillan, public-information requestor.

My current rental-apartment-unit home address: Pebble Creek Apartments, 8805 North Plaza Drive, Bldg. 17, Apt. 2418, Austin, TX 78753.

Hi Mr. McMillan,

The key to information requests is held by the City Secretary of the City of Sunset Valley. I do not see where she was copied, and because there are so many copied in the email, it was blocked as spam in my box and therefore not received. I was going thru those spams today as is customary for me on the first of the month, hence I found it.

I will provide her the information to provide to you asap.

Thank you for your patience. I suspect this may be the same with many you have copied in the email.

V/R,

Sylvia Carrillo

Dear Sunset Valley City Administrator Sylvia Carrillo,

Thank you for your friendly reply letter (below) to me today on behalf of the City Government of Sunset Valley in Travis County---the same county in Texas where I myself reside.

In answer to your question, I have not yet received any reply letter from your city government in response to my September 28, 2020, Open Records request (final item, below) that I wrote and directly e-mailed to you yourself at your official City of Sunset Valley e-mail address.

I had addressed and submitted that request directly to you because you are the officially-designated administrator on any and all Open Records requests to your city government. The most public-information request (below) from me to your municipal government had sought:

"a copy of any and all e-mail communications, letters, reports, or memoranda referring in any manner to myself, John Kevin McMillan of Austin, that certified peace officer Richard Andreucci, certified peace officer Josh Simon, Sunset Valley Police Chief Sean Ford, Sunset Valley Police Chief Lenn Carter, or any other certified peace officer of the Sunset Valley Police Department wrote at any time from 12:01 a.m. April 28, 2011, to 8 a.m. September 28, 2020...."

I hope to hear from you soon on this.

Sincerely and Best Wishes,

John Kevin McMillan, public-information requestor and longtime criminal-law complainant with the Austin Police Department in APD Sex Crimes Case 16-1340923, APD Sex Crimes Case 11-1180447, APD Sex Crimes Case 11-3550615, and other recent crime cases in which I am the cited victim of alleged home-invasion-crimes, alleged personal-injury-crimes, alleged sleep-harassment-and-sleep-ruination crimes, alleged anal-rape-crimes and alleged oral-rape crimes and alleged illegal hydration-services crimes and alleged nasal-rape-crimes and alleged illegal "medical" services crimes involving allegedly illegal infliction of nasal inhalants on me during my sleep by alleged home-invasion crimes perpetrators and alleged rapists, that were and continue to be allegedly inflicted on me on a frequent and daily and year-round basis during my sleeping hours as I lay ALONE or lie ALONE on my own bed inside each of my respective bolt-locked  apartment units in Austin, including my current always-bolt-locked efficiency apartment unit in northeast Austin---and specifically in the District 4 section of Austin that is currently represented and served by City Council Member Greg Casar.

September 28, 2020

Dear Sunset Valley City Administrator Sylvia Carrillo-Trevino,

I would appreciate receiving from you a copy of any and all e-mail communications, letters, reports, or memoranda referring in any manner to myself, John Kevin McMillan of Austin, that certified peace officer Richard Andreucci, certified peace officer Josh Simon, Sunset Valley Police Chief Sean Ford, Sunset Valley Police Chief Lenn Carter, or any other certified peace officer of the Sunset Valley Police Department wrote at any time from 12:01 a.m. April 28, 2011, to 8 a.m. September 28, 2020.

I am solely and exclusively seeking any and all applicable documents during the cited multi-year time period that were specifically written or specifically authored by certified peace officers for the Sunset Valley Police Department.

My legal name is John Kevin McMillan. My date of birth is April 27, 1957. I was born in Lincoln, Nebraska.

Seven and three-fourths years ago (documentation on this is provided, final item below), I learned that peace officer Josh Simon---the nighttime security guard for the apartment complex in northwest Austin (Wind River Crossing Apartments, 11411 Research Boulevard) where I resided at that time as a rent-paying official tenant---had a primary job during the daytime as a certified peace officer for the Sunset Valley Police Department in Sunset Valley, a municipality in Travis County. Peace officer Simon was a self-identified married gentleman who also himself resided at Wind River Crossing Apartments, according to what he or a member of the apartment management team there politely stated to me.

I have resided in Austin proper ever since mid-March 1997, during which time I have been employed by a variety of reputable employers, including the Texas Department of Public Safety state law-enforcement agency. I was employed full-time in the DPS Motor Carrier Bureau along Guadalupe Street for one year in the late 1990s.

My primary personal e-mail address of "mcmillanj@att.net" and my primary personal phone number of "512-342-2295" have remained the same throughout the nine-and-one-half-year period applicable to this public-information request.

I am a former Salutatorian of Stephen F. Austin High School of Austin Independent School District in Austin, Texas. I am an alumnus of The University of Texas at Austin and The University of Minnesota Graduate School of Journalism and Mass Communications in Minneapolis, respectively.

During the nine-and-one-half-year period applicable to this public-information request, I have resided as a rent-paying official tenant or rent-paying approved occupant at the following locations, listed chronologically from oldest address for me to most recent address:
---Wind River Crossing Apartments, 11411 Research Boulevard, Apt. 325, Austin, TX 78759;
---Crossland Economy Studios, 12621 Hymeadow Road, Apt. 133, Austin, TX 78729;
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 902, Austin, TX 78759;
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 1609, Austin, TX 78759;
---Austin Motor Inn, 11400 North Interstate Highway 35, a first-floor room, Austin, TX 78753; and
---Pebble Creek Apartments, 8805 North Plaza Drive, Apt. 2418, Bldg. 17, Austin, TX 78753.

I am the founder and only approved current member of a new and non-Christian non-proselytizing "Honor Society" religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded  "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements.

That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings, opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms that individual's own medical health or that is aimed at punishing him or her for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators or sponsors of that noise pollution.

Numerous current or former Central Texas residents have stated to me over a multi-year period that they either dislike or intensely dislike or question the authenticity of my own fully-independent "Progressive Prohibitionist Religion" (PPR). Around the turn of the century I gave several televised speeches on behalf of that religion of mine on local Community Access Television in Austin. One younger Central Texan man left a violent-sounding and obscene anonymous recorded phone message on my telephone-answering machine inside my apartment near UT-Austin---a recorded phone message in which he volunteered that he himself is "Catholic". In his recorded message to me, he stated that he was reacting to one or more locally televised speeches of mine that I gave on behalf of my PPR religion.

Around the turn of the century, one former Austin-area resident, Dr. Michael Kim McMillan, declared to me in person with indignation and revulsion in his tone of voice and facial expression in a conversation I had with him outdoors near UT-Austin's campus that occurred during a brief visit of his to the Austin area from out of state: "The 'Heaven on Earth' religion you've (John Kevin McMillan of Austin) established has inflicted Hell on this entire planet!"

As supporting documentation on behalf of this request for information from the City of Sunset Valley and the Sunset Valley Police Department, I would like to share with you a courtesy carbon-copy of the following e-mail correspondence of mine from 2013:

Dear Sunset Valley Police Chief Ford, Sunset Valley Mayor Cardona, and Sunset Valley Mayor Pro Tem Rosengarten,

As a courtesy to each of you, since the following (below) E-mail letter of mine refers to your very fine municipal government in Sunset Valley, Texas, I would like to share this correspondence with you.

Please let me know if you would like me to E-mail to your municipal police department in Sunset Valley, Texas, any of the numerous infrared hunter's camera photos that I obtained for myself in 2012 (I bought my first-ever infrared camera in Feb. 2012 at a nearby Academy store) during my bedtime hours of one or more alleged illegal intruders who were each allegedly situated in the private bedroom of my bolt-locked, top-floor, vaulted-ceiling apartment unit at Wind River Crossing Apartments in NW Austin.

Finally, I would like to take this opportunity to politely mention that I myself previously worked full-time in Austin for respective law-enforcement agencies of the State Government of Texas for approximately three total combined years. Those state agencies were the Texas Department of Public Safety, the Texas Board of Pardons and Paroles, and the Texas Department of Criminal Justice.

Thank you in advance for your very kind interest in this criminal-law case relating to the very basic human right I am seeking to myself sleep alone UN-molested and UN-raped by anyone on a bed I own inside my bolt-locked private residence.

I am the only current management-approved occupant and only current management-approved leasee of the one-bedroom apartment unit where I am currently residing at Wind River Crossing Apartments in NW Austin.

Please do not hesitate to call me or write to me if any of you have any questions about this very major alleged continuous felony-crimes case in which I maintain that I am the victim during my sleep on a daily (and frequent) and year-round basis inside my bolt-locked apartment unit at the Westdale-owned and Westdale-managed Wind River Crossing Apartments in NW Austin. Westdale is a for-profit corporation reportedly headquartered in Dallas, Texas.

Sincerely and Best Wishes,

John Kevin McMillan, a civil and law-abiding and gainfully-employed, longtime celibate-by-choice, single adult gentleman and current criminal-law complainant who myself values having full privacy rights inside my bolt-locked private residence.

My home address: 11411 Research Boulevard, Apt. 325, Austin, Texas, 78759.

My home phone: (512) 342-2295.

To: Ann Coker, General Manager, and Kara Stevens, Assistant Manager, at the Westdale-owned and Westdale-managed Wind River Crossing Apartments in northwest Austin, office phone number (512) 346-1902.

Dear Ann and Kara,

I would like to thank Samantha of your polite management team for officially confirming for me on the telephone today that the full name of the security guard currently employed at Wind River Crossing Apartments is Josh Simon.

I would also like to thank Samantha for helpfully confirming for me today on the telephone this afternoon that Wind River Crossing security guard Josh Simon --- the only security guard of whom I myself am aware who currently works for Wind River Crossing --- is also employed as a police officer for the Sunset Valley Police Department in Sunset Valley, Texas. Sunset Valley is a tiny municipality reportedly surrounded by the City of Austin.

In view of the alleged daily and year-round illegal intruder or illegal intruders allegedly subjecting me to alleged anal-rape crimes and alleged personal-injury crimes during my sleep inside my bolt-locked top-floor, vaulted-ceiling, one-bedroom apartment unit at Wind River Crossing---a continuous and alarming alleged illegal intruder problem that I've repeatedly complained to the Austin Police Department about ever since April of 2011, in particular----I would appreciate any DNA testing on myself that the Sunset Valley Police Department might ever be willing to initiate with help from your highly-esteemed security guard Josh Simon.

If need be, I would appreciate the opportunity to myself visit Sunset Valley, Texas, in the very near future, and with help from Sunset Valley Police Officer Josh Simon during a period when he is on duty at Sunset Valley Police Department, to myself promptly obtain Sunset Valley Police Department-ordered DNA testing on my anus, my buttocks, my legs, my hips, my nostrils, my mouth, my genitals, etc.

Thank you again for that helpful factual information you offered me today on the telephone about the full name and current municipal-police department affiliation of Josh Simon of the Wind River Crossing Apartments staff.

Sincerely and Best Wishes,

John Kevin McMillan, longstanding criminal-law complainant and self-identified continuous crimes victim during periods in which I am sleeping alone inside my bolt-locked apartment unit at Wind River Crossing.

My address: 11411 Research Boulevard, Apt. 325,  Austin, Texas, 78759.

Home phone: (512) 342-2295.

John Kevin McMillan
