Under that apparent legal contract, AISD provides school-bus transportation services, including throughout the gated area of my complex, to many or most of the schoolchildren residing with their families at my current apartment complex. It is also noteworthy that a polite male officer of the Austin Independent School District (AISD) Police Department left an unexpected voice-mail message for me on my home telephone line inside my current always-bolt-locked apartment unit on July 21, 2020, here in this state-capital city of Texas. That recorded message to me from an AISD Police officer --- a message still retrievable in full from my home telephone system in my apartment, since I saved that voice-mail message and have never deleted it --- was left for me 13 days after I submitted an e-mail public-information request on July 8, 2020, to Austin ISD's public-information coordinator. That July 8 information request of mine was specifically focused on seeking specified documents on file with the AISD Police Department that refer in any manner to myself. The July 21, 2020, voice-mail message to me from AISD Police Officer John Yoder stated as follows: "Yes, Mr. McMillan, this is Officer Yoder with the Austin ISD Police Department. "Just wanted to, uh, try to make contact with you. "We've had some e-mails that you've sent (to AISD's public-information coordinator and to the AISD Board of Trustees that were then) forwarded to us. Sounds like you may be trying to request some information. Just want to see if we could help you out. So give us a call back when you can. "Our dispatch number is going to be (512) 414-1703. Thank you." I have repeatedly informed the Austin Police Department Sex Crimes Unit and other APD units that I seek to press criminal-law charges against any and all persons --- regardless of their age or sexual identity or gender identity or marital status or ethnic or racial or political or religious or ancestral identity or nation of birth, and regardless of who they are --- who allegedly have subjected me to any physical contact or any sexual contact of any type during my sleeping hours. I always sleep alone on my own bed inside my current double-bolt-locked solo-occupancy efficiency rental-apartment unit in the multi-unit Building 17 at Pebble Creek Apartments in Austin. I have repeatedly and politely stated in writing to the APD Sex Crimes Unit and other APD units that I welcome at any time any interviews with government law-enforcement-agency crime investigators; any and all government-ordered DNA-swabs forensic medical exams on me (or on anyone else in any context relating or referring to me, I might politely add at this time); and any lie-detector tests on me that are specifically focused on this alleged home-invasion-crimes-related sex-crimes and personal-injury-crimes case in which I am the cited victim and complainant here in Austin. ANY DNA trace obtained from my own body that matches the DNA of a person other than me, is virtual proof in a court of law in Austin that I was allegedly sexually assaulted or molested or physically abused by that person. It will truly be a life-saver for millions of crime victims in this nation, and to millions of Americans who are held hostage or kidnapped, if the U.S. Congress under your leadership can approve an official nationwide goal of striving to achieve 100 percent enrollment by all American citizens, and by all foreign-citizens residing in the United States, in a nationwide DNA-registration program. Once the 100 percent-participation goal is met, this can dramatically reduce the total amount of personnel time and expenses that law-enforcement agencies in the U.S. and other nations spend or incur toward attempting to solve sexual-assault cases, domestic-violence cases, homicides, attempted homicides, home-invasion crimes, burglaries, kidnappings, hostage-takings, paternity-identification cases, and other cases for which DNA matches are needed or helpful. President-Elect Biden, I am very hopeful that a significant long-term savings to law-enforcement agencies and to government at all levels can occur even if only a 5 percent nationwide increase per year is achieved in the percentage of all Americans and all residents or long-term visitors to the U.S. whose personal and unique DNA is registered with the U.S. Government. Among the advantages to this proposed strengthening of our nation's reliance on DNA registration as a tool in investigation of crime cases: ---It can help significantly reduce the number of detentions or arrests of the wrong suspects in personal-injury-crime cases. --It can help reduce the number of interactions between law-enforcement agencies and private citizens in which a violent conflict occurs. ---It can help to increase the percentage of criminal-law cases in which a defendant pleads guilty. ---It can help to reduce backlog in our nation's court system by speeding up prosecution of criminal-law cases in a courtroom and of civil-law court cases for which paternity-identification might be cited as pertinent evidence. ---It can help to significantly reduce the percentage of all criminal-law court cases resulting in conviction of a defendant that are later retried or overturned by a higher court. ---It can help to reduce total time needed for reuniting parents with biological children of theirs who had been kidnapped or illegally held hostage by others. President-Elect Biden, I need to emphasize that I myself have pursued only minimal online research this weekend before sharing with you this very tentative recommendation. I am currently employed exclusively in three different first-rate corporate-owned chain restaurants in Austin; during my leisuretime, I pursue crime-deterrence brainstorming as a hobby of mine. One of the local statistics in the state-capital city where I reside that I myself would like to obtain, if possible: What percentage of all Austin residents---or what percentage of all citizens of foreign nations who currently reside in Austin, Texas---currently have their personal DNA registered with a law-enforcement agency of the federal government, the Austin Police Department, Travis County Sheriff's Office, or the Williamson County Sheriff's Office? I mention Williamson County partly because a significant portion of Austin's territory lies in Williamson County, though from what I understand the Austin Police Department has full legal authority and jurisdiction over all of that territory of Austin that lies in Williamson County. President-Elect Biden, I also recommend to you that the U.S. Government consider requiring that any and all American Indians residing in tribal-governed territories must each be required to have their personal and unique DNA registered with the Federal Bureau of Investigation and U.S. Department of Homeland Security as well as the U.S. Bureau of Indian Affairs. That DNA-registration program will help professional law-enforcement agencies to more quickly solve home-invasion-crime cases, personal-injury-crime cases, or sex-crime cases in which the perpetrator (or, in other types of cases, the victim) is an American Indian and the crime victim is NOT an American Indian (or, alternatively, in which the crime victim is an American Indian). I myself do not recall Mr. Trump ever at any time promulgating to the American people the current percentage of all current American citizens whose DNA is currently registered with the federal government, and what the long-term trend is on those nationwide DNA-registration participation levels, including on a state-by-state basis.
