Dear Open Records Coordinator for the State Comptroller of Texas state agency,
This is a Texas Open Records request in which I seek to obtain from you a copy of any and all
e-mail communications, letters, memoranda, reports, or other written communications referring at least once in any manner to myself, John Kevin McMillan of Austin, that were written at any time during the multi-year period from noon January 2, 2015, until noon October 2, 2020, by any of the certified peace officers, regardless of their rank, who were at that time or are each currently employed here in Travis County in an office or division of your state agency.
My legal name is John Kevin McMillan. I was born in Lincoln, Nebraska, on April 27, 1957. I am a single adult permanently-drinking-alcohol-free white non-Hispanic gentleman of English, Scottish, and German ancestry.
I have resided in Austin proper ever since mid-March 1997, during which time I have been employed by a variety of reputable employers, including the Texas Department of Public Safety state law-enforcement agency. I was employed full-time in the DPS Motor Carrier Bureau along Guadalupe Street for one year in the late 1990s.
This public-information request was prompted in part by having read recently that infliction of continuous and toxic noise pollution on targeted human rights victims has frequently occurred in cases of religious or political persecution of those individuals.
I am the founder and only approved member of a new and non-Christian, non-proselytizing religion, the anti-drinking-alcohol Progressive Prohibitionist Religion ("PPR"), that many Texans have indicated to me that they either dislike or do not regard as being a religion. My religion was incorporated by me with the Secretary of State of Texas state agency in 1996. However, I decided not to renew my incorporation of my PPR religion with the Secretary of State in Austin until I myself agree to personally approve an application for membership in my religion that I directly receive from at least one prospective new member.
This public-information request was also prompted by concerns of mine in regard to whether any individuals employed by a State of Texas-owned agency or institution have allegedly had any role of any type in alleged continuous-and-still-continuing-daily-and-year-round obscene anonymous communications, verbalized anonymous death threats, home-invasion-crimes, trespassing-crimes, anal-rape-crimes and personal-injury-crimes inflicted on me during my sleep; or in alleged continuous-and-still-continuing-daily-and-year-round sleep-harassment crimes and accompanying verbal harassment of me that have repeatedly robbed me of sleep and of revitalizing deep sleep, in particular, on a daily and year-round and multi-year basis as I lay alone or lie alone on my own bed, asleep and unconscious and probably also snoring, inside each of my locked apartment units, and inside each of the locked hotel rooms I had rented for myself only, in this state-capital city for Texas.
I myself am a lifelong non-Christian gentleman. I take pride in being law-abiding, conscientious, very civil, and honest. I am very opposed to the deliberate infliction of continuous noise pollution on anyone in a context that violates his own privacy rights. I also oppose the infliction of continuous anonymous obscene communications on anyone in a context that violates his own privacy rights. I also oppose infliction of thought-control projects on anyone.
In August of 2001 one Travis County Government official, David Ferris, Civil Probate Division Director for the Travis County Clerk's Office in Austin, volunteered an oral statement to me on the telephone during a polite local phone call I had made to his government office from inside an apartment I had just moved into in northwest Austin (this after having myself been informed in writing by most recent previous apartment manager in Austin that my UT campus-area rental-efficiency-apartment at ViewPoint Apartments along Leon Street was no longer being rented to any non-student, with the ViewPoint management team also having informed me in writing in 2001 that for that one total reason --- my not being a registered college student or graduate student--- I myself did not have the option of renewing my lease for my efficiency apartment at that ViewPoint Apartments complex):
"There appears to be an attempt by numerous persons to drive you (John Kevin McMillan of northwest Austin) out of the Austin area," Travis County official David Ferris stated to me on his own volition.
A few years ago, as I walked near one Austin gentleman at a public place in northwest Austin, I overheard him stating to a friend of this: "That guy is in Auschwitz (sic), but no one else is."

I am a former Salutatorian of Stephen F. Austin High School of Austin Independent School District in Austin, Texas. I am an alumnus of The University of Texas at Austin and The University of Minnesota Graduate School of Journalism and Mass Communications in Minneapolis, respectively.
During the five-and-three-fourths-year period applicable to this public-information request, I have resided as a rent-paying official tenant or, for a brief multi-month period in 2016, a rent-paying apartment-management-team-approved occupant, at the following locations, listed chronologically from oldest address for me to most recent address:

The "Honor Society" Progressive Prohibitionist Religion that I founded in 1996 while residing in Denver City, Texas, is anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded, and has very stringent membership-eligibility requirements.
That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings, opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms that individual's own medical health or that is aimed at punishing him or her for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators or sponsors of that noise pollution.
Around the turn of the century I gave several televised speeches on behalf of that religion of mine on local Community Access Television here in Austin. One younger Central Texan man even left a violent-sounding and obscene anonymous recorded phone message on my telephone-answering machine inside my apartment near UT-Austin---a recorded phone message in which he volunteered that he himself is "Catholic". In his recorded message to me, he stated that he was reacting to one or more locally televised speeches of mine that I had given on behalf of my PPR religion.
Around the turn of the century, one former Austin-area resident, Dr. Michael Kim McMillan, declared to me in person with indignation and revulsion in his tone of voice and facial expression in a conversation I had with him outdoors near UT-Austin's campus that occurred during a brief visit of his to the Austin area from out of state: "The 'Heaven on Earth' religion you've (John Kevin McMillan of Austin) established has inflicted Hell on this entire planet!"
