Dear District 4 Representative Casar,

Best Wishes to you this Holiday Season in your very influential role as the official District 4 representative on the Austin City Council.

One follow-up question for you, Council Member Casar:
Do you support safe sleeping conditions for me on a daily and year-round basis as I lie alone on my own bed, asleep and unconscious, inside my bolt-locked and fully-secured solo-occupancy efficiency rental apartment unit in your district?

I am posing this question to you for a very tangible reason. So far, I have not received any written reply letter or any clear and unambiguous oral reply on the telephone on that particular subject from any of the City Government of Austin officials I have previously contacted.

In the last few years I have politely contacted a variety of City Government of Austin officials, including staff members of the City Manager's Office and some City Council members and my community liaison officer (see final item, below) with the Austin Police Department, in order to pose this type of public-policy-related question to each of them or attempt to arrange for a meeting with that City official in order to discuss this issue with that official in person inside his government office.

I might add that the current administrator of the City of Austin Housing Authority (see below), Mr. Michael Gerber, has possibly indicated to me in writing this fall that neither he nor any of his staff members with the Austin Housing Authority are willing to accept any additional e-mails from me.

Mr. Gerber conveyed that possible public-policy response to me by sending me an October 22, 2019, e-mail reply letter (below) in which Mr. Gerber stated to me in writing that it would be his and his City of Austin agency's last-ever communication to me of any type. 

I have been very careful not to send Mr. Gerber any e-mail letter on any occasion after my receipt of Mr. Gerber's reply letter to me of October 22, 2019.

Council Member Casar, I would also appreciate receiving a clarification from you on whether Mr. Gerber has in fact prohibited me in writing from ever again contacting any staff member or official of the City of Austin Housing Authority.

If so, I will need to find out from you as soon as possible whether City of Austin housing official Rosie Truelove is somehow herself classified in any way as herself possibly being a "staff member" under the supervision of Mr. Gerber.

Mr. McMillan – Thank you for your note.  Unfortunately, the Housing Authority of the City of
Austin does not have any relationship or involvement with your apartment complex.
 I am sorry we are not able to assist.  You may wish to consult with Rio Grande Legal Aid
 or with the Austin Tenants Council.  Both of these organizations do excellent work
to protect tenants experiencing difficult situations.

 I have also copied Laura Bodai and Paige Super with our Admissions Team.  Laura or Paige
will be in touch with you directly with information regarding our programs.  Unfortunately, we
have extensive waitlists, so we encourage you to contact other affordable housing providers
 in our community as well.
