A respectful FYI to each of you on the following E-mail letter I received today from Sergeant Lance White of the Austin Police Department,
from John Kevin McMillan, a sef-identified victim of continuous-and-still-to-this-very-day continuing alleged personal injury crimes and alleged anal-rape-crimes-during-my-sleep-only on a daily and year-round basis as I lie ALONE on my bed (I ALWAYS sleep alone) inside my bolt-locked private bedroom of an apartment unit.
I might add that I myself always bolt-lock and chain front door of this apartment unit before I retire to my bedroom for the night. Inside my private bedroom, I keep a total of seven locks to this bedroom secured during my bedtime hours, including two sliding locks and a regular lock to my bedroom door, each of which I check carefully to make sure they are fully secured before I go to bed at nightime. And I habitually go to bed a matter of minutes after I take a shower alone in the bathroom adjacent to my bedroom, a bathroom that I enter from my private bedroom.

Thank you for your reply note (below) in regard to conduct exhibited toward me by APD Officer Adam Best during a January 20, 2014, visit he made to my apartment unit on behalf of APD in which he spoke with me inside my private bedroom.
In regard to the quote you directly attribute to Officer Best --- "I am not forbidding you (John Kevin McMillan) from calling (APD about your being a self-identified victim of alleged anal rape during your sleep inside your bolt-locked private bedroom of your bolt-locked apartment unit)", with parenthetical clarifications added by myself at this time in this context --- are you completely sure that that is an exact quote of a comment that Officer Best actually made to me during that police officer's visit to my rental apartment unit?
I am posing this one follow-up question to you partly because I do not recall any such words having been verbalized to me by Officer Best during his January 20, 2014, official visit to my apartment unit on behalf of APD.
Sergeant White, your presumably diligent review of the cited audio-video recording of Officer Best's January 20, 2014, on-duty visit to my rental apartment unit should have also provided you with factual evidence that Officer Best repeatedly and emphatically and with anger or indignation in his tone of voice emphasized to me inside my private bedroom that my repeatedly calling 311 or 911 over a multi-year period to report alleged anal-rapes of myself during my sleep inside my bolt-locked private bedroom of my bolt-locked apartment unit had comprised a major and very annoying and enraging nuisance to the Austin Police Department and the City of Austin, Officer Best emphatically stated to me during his visit to my apartment on January 20, 2014, inside my private bedroom.
I might point out with emphasis that I myself always bolt-lock and chain lock and lock the front door of my apartment unit, Apartment 325, every night before I retire to my private bedroom where I always sleep alone on my bed.
I am the only person who is supposed to be inside my bolt-locked private bedroom during periods when I am sleeeping.
My strictly-platonic-at-my-insistence-and-his-repeatedly-stated-agreement-on-that older male roommate ever since April 27, 2013, Mr. "John Douglas Martin," chose to place his own bed in the living room on April 27, 2013, and he has kept his own bed in that particular room of our apartment unit ever since then.
Mr. Martin always sleeps alone with his tiny-headed cat in the living room during the periods when I myself am sleeping alone in my bolt-locked bedroom, Mr. Martin has repeatedly stated to me over a multi-month period, with himself also assuring me repeatedly over a multi-month period hat he himself NEVER enters my private bedroom during periods when I myself am sleeping, and that he never knowingly permits anyone else to somehow 'enter' my bolt-locked and fully-secured private bedroom during my sleeping hours, he has also repeatedly stated to me inside this apartment unit.
I maintain that APD Officer Best's agitated and hostile demeanor toward me and his coments to me during his January 20, 2014, two-person conversation with me inside my private bedroom conveyed a very apparent warning of reprisals against me by APD or the City of Austin if I myself ever attempted to call APD at any time subsequent to January 20, 2014, to make any 311 or 911 phone call about my being a victim of alleged anal-rape during my sleep that particular night --- or about my being a victim of alleged rape in any other context, Officer Best apparently indicated.
One private attorney in Houston whom I frequently consulted in 2011 and 2012 and early 2013 on the telephone reminded me during a consultation I had with him in December 2012 or January 2013, at the latest, that any and all official intimidation or "offiicial repression", I believe the actual term was that he used, by a law-enforcement officer toward me could be an alleged possible violation of the law by that law-enforcement officer.
That apparently kindly attorney , John Mayer, who provided me with hotline legal advice over a multi-year period through the Texas Legal Protection Plan in which I am a dues-paying subscriber, does not currently represent me in any way. He is employed at Ross Banks law firm in the Houston area.
Sergeant White, are you also willing to state for the record at this time that based on your review of APD Officer Adam Best's hostile style and hostile words to me during his visit to my apartment unit on January 20, 2014, you have yourself determined a possible basis for my filing a possible criminal-law charge against APD Officer Adam Best, with that cited criminal-law charge being "official repression".

I have reviewed the report and the audio/video recording of the incident under case number 14-0200747. Officer Best clearly states that “I am not forbidding you from calling.” Officer Best suggested to you that “you need to stop calling for this event,” however, “if you have locked your door and it is broken in the morning, or there is some amount of evidence that furthers something then yes you need to call us, or if you want to speak with a mental health officer then yes we will come out and talk with you.”
I find no evidence that Officer Best has prohibited you from calling 911.

Dear APD Sergeant White,
I would like to thank a distinguished colleague of yours, Administrative Specialist Claudio A. Martinez of APD's Central Records Division, for having kindly typed and mailed to me a signed April 28, 2014-dated reply letter on official City of Austin stationery that cited yourself as the immediate supervisor of APD Officer Adam Best.
I received that reply letter from Mr. Martinez in my Postal Service delivery this Wednesday, April 30, at my designated apartment complex unit mailbox.
That reply letter from Mr. Martinez was in response to an online Texas Open Records request I had submitted to the Austin Police Department that was officially received by APD on March 31, 2014, according to Mr. Martinez's reply letter to me. The official identification number on my March 31 Open Records request was ORR# 3-07574, according to Mr. Martinez's signed reply letter to myself.
Sergeant White, I would appreciate it if you would please review the official report written by APD Officer Adam Best in regard to APD crime report
14-0200747 that I myself initiated through a home-security-check-request 311 phone call I made to your law-enforcement agency on Monday, January 20, 2014.
I am assuming that APD Officer Adam Best in his report about his on-duty visit to my rental-apartment unit on January 20, 2014, stated in writing that he asked me during his visit to "stop calling us (APD)" (exact quote) with any additional crime report to APD about myself (John Kevin McMillan) being victimized by ANY alleged anal-rape crimes during my sleep as I lie alone on my bed inside my bolt-locked private bedroom in my rental apartment unit at Wind River Crossing Apartments in Austin, this according to what Officer Best emphatically warned me in person on January 20 as he spoke to me inside my private bedroom.
Sergeant White, do you yourself believe that Officer Adam Best has the legal authority to speak on behalf of your entire municipal police department in that particular context?
If not, does this also imply that you yourself are now inviting me in the present and future to myself feel free to call 311 or 911 at any time to report the most recent factual daily evidence observed by myself that I was in fact victimized by alleged anal-rape crimes during my sleep as I lay alone on my bed inside my bolt-locked private bedroom of my apartment?

Mr. Martin moved into my top-floor, vaulted-ceiling, one-bedroom and four-total-room rental apartment unit on April 27, 2013, after his application to room with me passed a reportedly thorough criminal-background check and overall background check, including a credit-history check, by the polite management team here at Wind River Crossing.
Mr. Martin has stated to me many times that he fully honors my own privacy rights and never attempts to enter my bolt-locked bedroom during periods in which I am sleeping on my bed inside my bolt-locked bedroom.
I myself always make sure that the front door of the apartment unit is locked, bolt-locked, and chain-locked before I retire to my bedroom at nighttime.
I also triple-check every night just before I go to bed to make sure that all seven of the currently-functional locks and currently-functional bolt-locks to my private bedroom are secured properly.
One of the new bedroom locks that I had installed by a friendly adult male restaurant-coworker of mine at Denny's Lakeline, Eduardo Arreguin, inside my bedroom on January 5, 2014---a lock to my very large accordion closet of my bedroom, my primary closet in my bedroom----has not been functioning properly for me ever since late March 2014.
I mentioned in my standard diary entry for Monday, March 24, 2014, that I discovered at about 12:50 a.m. that Monday, March 24, that I was not able to secure the lock to my accordion closet anymore.
That is the only lock in my bedroom that I have not been able to properly secure at any time in the entire period ever since and including March 24, 2014. I myself do not fully understand what might have caused the current difficulty I am experiencing when I attempt to secure that lock to my accordion closet in bedroom, and my attempt fails.
