Dear Cedar Park Public Information Coordinator Quinn,

Best Wishes to you and your City of Cedar Park colleagues in the New Year.

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all written communications, including e-mail communications, that were received or generated or written or sent or mailed or e-mailed or forwarded or FAXed at any time since April 17, 2011, by or on behalf of the City Attorney for Cedar Park or an Assistant City Attorney for Cedar Park and that, in each such case, refers at least once in any manner to myself, John Kevin McMillan of northwest Austin.

Mr. J.P. LeCompte, for instance, reportedly has held the job title of City Attorney for Cedar Park ever since March 27, 2014. Immediately prior to that, Mr. LeCompte reportedly served as an Assistant City Attorney for Cedar Park.

EXCLUDED from the scope of this public-information request are any and all e-mail letters that were exclusively and solely authored by myself.

This public-information request was prompted in part by legal documents that the City Government of Cedar Park provided me in response to a 2016 public-information request.

I am referring to a legal document, for instance, in which your distinguished Cedar Park Chief of Police, Sean Mannix, sent an e-mail advisory note to all of his Cedar Park Police officers, and to Leander Police Chief Minton, in which Chief Mannix used police-code language ("10-96") to indicate in writing that Chief Mannix regarded me (John Kevin McMillan, a gainfully employed resident of northwest Austin) as being a "mental patient" or "subject with mental illness" or "lunatic", or words to that effect.

The following is the exact text of that 2016 e-mail communication from Cedar Park Police Chief Mannix, with a copy of this legal document having been sent to me by yourself, Cedar Park City Secretary Quinn, in response to an August 13, 2016 e-mail public-information request from myself.

"From: Sean Mannix

"Sent: Tuesday, May 31, 2016 5:43 PM

"Subject: RE: 5-22-16 urgent note to Ms. Black at SafePlace Austin

"This poor guy is 10-96 and believes that somebody enters his locked apartment on a nightly basis and sexually assaults him in his sleep. This has been going on for over six years and he continuously emails police officials, politicians, news organizations, prosecutors, etc.

"APD's CIT folks are very familiar with him. Any reply to Mr. McMillan will add you to his list of folks to correspond with.

"Sean"

Cedar Park Police Chief Mannix served as Assistant Chief of Police for the Austin Police Department (APD) immediately before Chief Mannix accepted a job offer to become Chief of Police for Cedar Park.

It's also noteworthy that then-APD Assistant Chief Mannix served under APD Chief Art Acevedo -- the latter of whom is now reportedly the Chief of Police for the City of Houston.

My legal name is John Kevin McMillan. I was born on April 27, 1957, at Lincoln, Nebraska.

I have most recently resided in Austin, Texas, on a continuous and uninterrupted basis ever since mid-March 1997.

I have resided in several residences in northwest Austin during the period applicable to this public-information request:

---Wind River Crossing Apartments, 11411 Research Boulevard, Apt. 325, Austin, TX 78759;
---Crossland Economy Studios (an Extended Stay America facility), 12621 Hymeadow Road, Apt. 133, Austin, TX 78729;
---Village Oaks Apartments, 10926 Jollyville Road, Building 9, Apt. 902, Austin, TX 78759;
and, ever since early September 2017,
Village Oaks Apartments, 10926 Jollyville Road, Building 16, Apt. 1609, Austin, TX 78759.

My personal e-mail address has been the same throughout the entire time period for this public-information request: "mcmillanj@att.net". I have kept the same AT&T phone service landline home phone number, (512) 342-2295, for many years, including at present.

I hope to hear from you soon in response to this public-information request from myself.

December 25, 2017

Dear Ms. Wondrash,

Happy Holiday Season and New Year to you and your other first-rate colleagues for the City Government of Ann Arbor.

This is a public-information request in which I seek to obtain from you a copy of any and all written communications, including e-mail letters, letters, and reports and memoranda, that each referred at least once in any manner either to myself, John Kevin McMillan of Austin, Texas, or to my one-member (myself, only) and non-Christian, implicitly-deistic, "Progressive Prohibitionist Religion" with very stringent membership eligibility requirements, and that, in each such case, at any time since June 27, 2016, were written or generated or sent or mailed or e-mailed or forwarded or FAXed or received or compiled by or on behalf of Ann Arbor City Administrator Howard Lazarus.

Included in the scope of this public-information request is the official very recent e-mail reply letter to me about the City Government of Austin that Ann Arbor City Administrator Lazarus, using his official City of Ann Arbor e-mail address, sent to me at 5:52 a.m. (exact cited time) on December 20, 2017.

That official e-mail reply letter to me from Mr. Lazarus contained the following greeting, with the words "Dear Mr. McMillan" having been underlined in their entirety (not shown below), and the following entire exact verbatim text of the body of that letter that was sent to my personal e-mail address of "mcmillanj@att.net".

"Dear Mr. McMillan:

"I appreciate the concerns that you have raised, but I have no affiliation with the City of Austin. The addressees on your e-mail should have touched all those who can offer assistance. Best of luck."

Your highly-regarded current Ann Arbor City Administrator, as you know, previously served for eight years as Director of Public Works for the City Government of Austin in Austin, Texas. Mr. Lazarus apparently resigned from that position in 2016 after he accepted a job offer from your city government in Michigan.

It seems very likely that even today, Mr. Lazarus of your Michigan city has kept up and maintains ties with numerous professional contacts and personal contacts of his in Austin, Texas, that he personally developed through his previous tenure in public-service for this state capital city of Texas.

During the period from late September 2015 through early September 2017, my home address was: Village Oaks Apartments, 10926 Jollyville Road, Building 9, Apt. 902, Austin, TX 78759.

In early September 2017, I moved into another rental unit (see below) at this very same large complex in the District 10 voting-precinct of Austin.

Dr. Alison Alter, a resident of Austin District 10, is currently the official direct representative on the Austin City Council for any and all residents of Austin District 10, including myself.

However, City Council Member Alter has reportedly prohibited me from ever again directly contacting her or any of her staff members, or her UT-Austin LBJ School of Public Affairs and UT-Austin History Department professor husband, Dr. Jeremi Suri, according to a City Government of Austin official who on March 9, 2017---during an official on-duty visit he made to my Village Oaks apartment unit at that time---informed me in person about that apparent public-policy decision by Council Member Alter.

I hope to hear from you soon in response to this public-information request from myself.

Sincerely and Best Wishes,

Dear Government Officials and Political and Civic and Religious Leaders,

Below, please find a factual statement about recent conduct toward me by one or more members of the Austin Police Department in Austin, Texas.

According to Austin Police Department Senior Police Officer James Turner (APD Badge Number 5980), who made the announcement to me during a surprise on-duty APD visit to my apartment unit at about 9:20 a.m. Thursday, November 30, 2017:

I, John Kevin McMillan (I being a gainfully employed and dependably civil and law-abiding and honest, single-by-choice, longtime-celibate-by-choice, permanently drinking-alcohol-free, permanently illicit-drug-free, lifelong-tobacco-free, adult white male resident of Austin District 10),
am myself forbidden by City Government of Austin Interim City Manager Elaine Hart from myself ever again contacting either Ms. Hart or Amy Teel (Ms. Teel being an executive secretary to Assistant City Managers Joe Pantalion and Mark Washington, respectively) or any other member of the Austin City Manager's Office staff about any issue or subject of any type, Officer Turner stated during that November 30, 2017, official APD visit.

APD Officer James Turner (and two other APD officers with him) made that November 30 visit to my current third-floor rental apartment unit in northwest Austin. I am a rent-paying official current tenant in that unit---Apartment 1609 of Building 16 at Village Oaks Apartments, 10926 Jollyville Road, in Austin District 10.

(I agreed to let the three APD officers into my rental apartment because, as I politely emphasized, I am always hopeful they will share with actual crime investigators for APD any and all possible evidence the cited three APD officers might obtain during their visit about my being a longtime-celibate-by-choice, single-by-choice, white male victim of alleged personal-injury-crimes that are allegedly inflicted on me during my sleep, as I lie ALONE on my own bed, by one or more alleged possible intruders unbeknownst to me inside my bolt-locked rental-apartment unit.)

APD Officer James Turner was accompanied by APD Officer Rocky Reeves (APD Badge Number 7219) and APD Officer Christopher Gaines (APD Badge Number 4039) during the unannounced November 30, 2017, official APD visit to my current apartment unit at Village Oaks Apartments.

The duly-elected City Council member official direct representative for the District 10 of Austin in which I myself also reside, Dr. Alison Alter, on March 9, 2017, reportedly announced through the very same above-cited APD Officer Turner, during an official APD visit that APD officer made to another Village Oaks rental-apartment unit (Apartment 902 in Building 9), where I was an official rent-paying tenant at that time, that I am myself forbidden by Council Member Alter from ever again contacting her or any member of her staff or her UT-Austin History Department and LBJ School of Public Affairs Professor husband, Dr. Jeremi Suri, about any subject or issue of any type, APD Officer James Turner stated to me in person during the on-duty APD visit he made to my rental unit on March 9, 2017.

I hope this factual information about recent conduct toward me by one or more members of the Austin Police Department will prove to be of interest to each of you.

I would greatly appreciate any and all suggestions or recommendations or responses that any of you would be willing to offer me about any aspect of this recent news development involving on-duty APD officers' recent visits to my rental-apartment unit in Austin District 10.

CAPITAL METRO PUBLIC MASS-TRANSPORTATION SERVICE REPRESENTATIVE KEVIN STATES IN OCTOBER 25, 2017, VOICE-MAIL MESSAGE TO MYSELF THAT MY COMPLAINT ABOUT A CITED DRIVER POSSIBLY NOT WEARING A SEATBELT WHILE DRIVING A CAP METRO BUS IN AUSTIN IS 'STILL UNDER INVESTIGATION'

The following is the exact verbatim transcript of the voice-mail recorded message to myself, John Kevin McMillan of Austin District 10, that Cap Metro representative Kevin left on my AT&T home phone service at 1:31 p.m. Wednesday, October 25, 2017. The MV Transportation to which the Cap Metro rep refers, directly below, is a for-profit business serving as a Cap Metro contract-service provider:

"Yeah, John, this is, uh, Kevin with MV Transportation. I was calling in regards to your complaint on the 383 route.

"Um, I'm guessing you're calling for some more information on your previous complaint. I just want to let you know that that, um, complaint is still under investigation.

"Unfortunately, the camera system doesn't have a clear view of the driver's seatbelt area. So if the, if the alarm isn't going off----the alarm would be going off if the driver doesn't have a seatbelt on.

"Uh, these units have a seatbelt activation system switch that, uh, gives out an alarm if the driver isn't wearing the seatbelt.

"Um, like I said, this is still being under investigation. So, we will be looking into it to see if any of these issues or the carrier or what have you.

"Once again, I apologize, uh, for the operator's actions.

"If you have any additional questions or concerns, just contact Customer Service and um, they'll, um, get you pointed in the right direction.

"Uh, thank you and have a nice day."

Dear HHSC state agency Open Records Coordinator in Austin,

This is a Texas Open Records request in which I seek to obtain from your state government agency a copy of any and all written communications, including memoranda and records and written findings and letters and e-mail communications, and any and all telephone records, that were each generated or written or received or sent or forwarded or FAXed or mailed by your state agency's Office of the Ombudsman at any time since April 17, 2011, and that, in each and every such case, refers or refer at least once in any manner to myself, John Kevin McMillan, a rent-paying official apartment tenant in northwest Austin.

Among the questions in response to which I hope to obtain factual information from your state agency are:

--Does your state agency have any record of any "home medical services provider" or "home health-care services" provider that has had, or has claimed to have, a "professional services relationship" of any type with myself?

---Has any employee of any state agency in Texas or any State of Texas-sponsored institution allegedly or possibly violated my own privacy rights inside ANY of my rental apartment units in Austin, Texas, or in any context outside of my rental apartment units?

My legal name is John Kevin McMillan. I was born on April 27, 1957, at Lincoln, Nebraska.

I have resided in Austin proper in this capital city of Texas on a continuous and uninterrupted basis ever since mid-March 1997.

I am a gainfully employed, psychologically healthy, dependably civil and law-abiding and honest and law-enforcement-minded and vigilant, fully ambulatory, disease-free, single-by-choice, longtime-celibate-by-choice, permanently drinking-alcohol-free, lifelong-tobacco-free, permanently illicit-drug-free, facially-cleanshaven, consistently clean-talking (no profanity by me in my everyday conversations with others), non-sadomasochistic and anti-S&M-minded, jewelry-less, and lifelong-tattoo-less Anglo gentleman of English, Scottish, and German ancestry.

I am also the founder and only approved member of a new and non-Christian fully-independent religion, the Progressive Prohibitionist Religion, that has very stringent membership-eligibility requirements. My one-member Progressive Prohibitionist Religion opposes anonymous communications violating the privacy rights of the recipient of those communications; opposes fraudulent or injurious or harmful "medical" services; opposes fraudulent or deliberately false or slanderous or libelous "information services" or "communications services"; opposes verbal harassment involving profanity; opposes verbalization of death threats; opposes thought-control projects; opposes personal-injury-crimes; opposes sex crimes; opposes sexual harassment; opposes home-invasion crimes; opposes the felony crime of stalking; and opposes medically-injurious continuous noise pollution.

Throughout the entire period ever since April 17, 2011, I have maintained the same e-mail address and home phone number for myself of "mcmillanj@att.net" and (512) 342-2295, respectively.

During the brief period from July 29, 2015, through late September 2015, when I resided in a room of my own at a Crossland Economy Studios rental-housing facility in far northwest Austin as a rent-paying official apartment-unit tenant, I also cited a home phone number for myself at that Extended Stay America facility of (512) 331-4747.

In the period ever since April 17, 2011, I have resided at the following respective addresses:

Wind River Crossing Apartments, 11411 Research Boulevard, Apt. 325, Austin, TX 78759;
Crossland Economy Studios, 12621 Hymeadow Road, Apt. 133, Austin, TX 78729;
Village Oaks Apartments, 10926 Jollyville Road, Building 9, Apartment 902, Austin, TX 78759;
and, most recently,
Village Oaks Apartments, 10926 Jollyville Road, Building 16, Apartment 1609, Austin, TX 78759.

Included in the scope of this public-information request is the reply e-mail note (below, please see entire text of that note) that an official of your Office of the Ombudsman, Ms. Hester Brown-Hempel, wrote and sent to me on November 27, 2017.

That November 27 reply note from Ms. Brown-Hempel of your state agency directly stated to me, and I quote:

"Your request has been forwarded to a complaint resolution specialist for further consideration and response. An Ombudsman staff member will contact you when the issue has been resolved or if further information is needed.

"The tracking number to your question is A11272017.0130053."

To this day, I myself have not received any reply note from any official of your state agency that clearly states to me in writing which specific issue that I had myself apparently previously cited to your government agency in 2017 was the issue to which Ms. Brown-Hempel referred in her November 27 reply note to me.

I hope to hear from you soon in response to this public-information request from myself.

Sincerely and Best Wishes,

John Kevin McMillan.

---Is there any evidence that I myself have been subjected to any "medical services" during my sleeping hours (with myself unconscious at the time) inside any of my rental apartment units that were and are, in fact, medically harmful to me?

--Is there any evidence that I myself have been subjected against my wishes to nasal inhalants and oral inhalants and liquids poured into my mouth and noise pollution inflicted on my eardrums during periods when I was and am, in fact, sleeping alone on my own bed inside my locked rental-apartment unit in northwest Austin?

--Is there any evidence that any "medical services provider" operating in Texas has ever allegedly or possibly subjected me during my sleep to "sleep-interruption-infliction services" and "sleep-deprivation-infliction-services" that I very definitely DO NOT WANT and HAVE NOT AUTHORIZED?

---Has any employee of any state agency in Texas or any State of Texas-sponsored institution allegedly or possibly violated my own privacy rights inside ANY of my rental apartment units in Austin, Texas, or in any context outside of my rental apartment units?
