Subject: Fw: 4-19-17 follow-up question for City Hall official Michael Searle
A respectful FYI to each of you on all of this (below).
Please note that I am simply re-contacting the City Government of Austin official, Michael Searles, who had helpfully advised me on the telephone on April 17, 2017, that I should write to Austin Police Department Officer James Turner and ask him to confirm for me in writing some recent statements that Officer Turner has attributed to District 10 City Council Member Dr. Alison Alter.
I myself am a law-abiding and gainfully employed single adult white male resident of Dr. Alter's district, District 10.
In particular, Officer Turner stated to me on March 9, 2017, that District 10 City Council Member Dr. Alison Alter --- herself a Harvard-trained and Stanford-trained public policy expert with a PhD in Political Economy and Government from Harvard University---has informed him that she forbids me from ever again directly contacting her or any of her staff members, or her husband, himself a UT-Austin LBJ School of Public Affairs public-policy professor and UT-Austin History Department professor, in any context or about any subject or topic or any public-policy issue of any type, Officer Turner stated.
I have not received any reply about this legal matter from APD Officer Turner or his immediate supervisor, Sergeant Michael King. However, I am hopeful that some City of Austin official will provide me with a reply letter about this legal matter and civil-rights issue currently facing the City of Austin.
Sincerely and Best Wishes,
John Kevin McMillan, a gainfully employed, tax-paying gentleman and alumnus of UT-Austin and the University of Minnesota in Minneapolis.

Dear Mr. Searle,
Neither Austin Police Department Officer James Turner nor his immediate supervisor, Sergeant Michael King, has sent me any reply letter in response to the following (below) polite question I posed on April 17 to those two cited City of Austin-designated and Austin Police Department-designated "Community Liaisons" for myself, John Kevin McMillan, I being a single white adult male resident of Austin District 10.
Do you recommend that I ask a City of Austin work supervisor of Officer Turner and Sergeant King to respond on those two APD officers' behalf to the question cited by me in the following e-mail letter?
Otherwise, do you recommend that I ask the City Manager's Office to explain to me in writing why the City Government of Austin is apparently seeking to disenfranchise me---despite my paying local taxes and utility bills to the City of Austin and despite my being gainfully employed and law-abiding and despite my having resided on a continuous and uninterrupted basis in this city ever since mid-March 1997---by allegedly depriving me of my own civil and Constitutional right and legal right to myself send written communications to and make phone calls to my duly-elected City Council Member, Dr. Alison Alter, who is herself directly serving and representing myself and all other residents of district 10 on City Council?
Thank you in advance, Mr. Searle, for any advice you might be willing to offer me at this time about this very important civil-rights issue for me.
Sincerely and Best Wishes,
John Kevin McMillan.

Dear Officer Turner and Sergeant King,
As each of you knows, the District 10 in Austin where I reside is a City Council voting-precinct territory that is directly represented and directly served on the 11-member Austin City Council by the Harvard University-trained and Stanford University-trained public policy expert Dr. Alison Alter-----she alone being my and others' duly elected one total District 10 City Council Member.
Officer Turner and Sergeant King, this is a courtesy follow-up letter to politely request in writing that either or both of you City Government of Austin officials acting on behalf of the entire municipal government for this state-capital city, please provide me with a written statement as soon as possible that either directly confirms (or, alternatively, that withdraws as possibly or apparently either inaccurate or longer accurate) each of the in-person statements about Council Member Alter that were volunteered to me inside my apartment unit on March 9, 2017, by on-duty APD Senior Police Officer James Turner (Badge Number 5980).
I am referring to Officer Turner's in-person statements to me on March 9 that Austin City Council Member Dr. Alison Alter has asked him to inform me that as of that date, neither she nor any of her District 10 office staff members are willing to accept any written correspondence of any type or any phone calls from me in regard to any subject or public-policy issue of any type that I as a District 10 resident might ever cite or choose to cite, and that I am also strictly forbidden by Dr. Alter from ever visiting her City Council office at any time.
I am also referring to Officer Turner's in-person statement to me on March 9, 2017, inside my apartment unit that as of March 9, 2017, I am strictly forbidden by Council Member Alter from myself ever again contacting her husband, a male University of Texas History Department and UT-Austin LBJ School public-policy professor, in any manner or at any time.
I hope to receive a prompt reply letter from either of you City of Austin-designated "Community Liaisons" to myself, John Kevin McMillan, that specifically addresses each of the issues cited in this e-mail letter from myself.
I might add that I am writing this follow-up letter upon helpful prior advice to me on the telephone today (Monday, April 17) from Michael Searle, the very distinguished chief of staff for Austin City Council Member Ellen Troxclair.
Mr. Searle helpfully mentioned to me on the telephone at about 12:53 p.m. today that it would be very appropriate for me to write to APD Officer James Turner and directly request a written statement from him on all of the above cited issues.
I hope to hear from you soon.
Sincerely and Best Wishes,
John Kevin McMillan.
