Mr. McMillan, I'm afraid I an not able to provide much assistance. Typically, if one believes a criminal violation has occurred, a complaint should be filed with the Austin Police Department or Travis County Sheriff's Office. Generally speaking, the location of the offence controls where the complaint should be filed: if in the City of Austin, then APD has jurisdiction; and if in an unincorporated area of Travis County, then the County Sheriff has jurisdiction. I cannot say more without more facts. With more facts regarding the incident complained of, I can seek assistance from the County Attorney.

I would appreciate a courtesy reply letter from either of you very influential government officials in Austin about whether you are aware of any evidence of any current or expected restrictions or prohibitions of any type, that do or that would, or that might in any way, ever at any time undermine my own asserted legal right to myself successfully file criminal-law charges through the Austin Police Department or any other applicable law-enforcement agency in Austin, Texas, against any cited gay person, any cited homosexual person, any cited bisexual person, any cited lesbian person, any cited transvestite person, any cited effeminate male adult person, or any cited transsexual person, who, in each such case, allegedly violates the state penal code of Texas through allegedly illegal conduct by that person, or by those persons, that allegedly victimizes myself, John Kevin McMillan of Austin.

As you may already be aware, I myself am a morally and aesthetically straight and honest and consistently civil and law-abiding, vigilant and law-enforcement-minded, platonically polite, gainfully employed, HIV-negative, hygienic, disease-free, medically healthy, fully ambulatory, athletically talented, intelligent, lifelong tobacco-free, permanently alcohol-free and non-alcoholic, permanently illicit-drug-free, tattoo-less, non-sadomasochistic and emphatically anti-S&M, clean-talking, facially cleanshaven, masculine, handsome, relatively slender, and youthful single adult gentleman.

I greatly my own legal right to lead a lawfully and legally heterophiliacal lifestyle in Austin, Texas, in which I am far more inclusive in all aspects of my own life toward a significantly higher percentage of all of the law-abiding and civil and masculine and cleanshaven and friendly heterosexual adult men of Austin, in particular, than of all homosexual or bisexual adult male persons of Austin, for instance.

Mr. Field, do you have any evidence of which you are aware of any current or expected future restrictions or prohibitions of any type on my own asserted legal right to myself on an individual basis file criminal-law charges at any time, including at present, through the Austin Police Department in Austin, Texas, against any gay person, any homosexual person, any gay group of any type, any lesbian person, any lesbian group, any transsexual person, any transvestite person, any effeminate male adult person, any HIV-positive person, any AIDS victim, any AIDS-theme group, any bisexual person, or any "gay rights activist," for that matter, who or that allegedly violated the state penal code, such as through commission of an alleged felony crime or an alleged misdemeanor crime, in any manner victimizing myself, John Kevin McMillan of Austin.

Thank you in advance for your prompt factual response to this letter of inquiry from a law-abiding rejector of the so-called gay subculture who is not myself affiliated with ANY gay person or ANY gay group or gay-theme group or any gay institution anywhere in the world; and I of course greatly value my legal and Constitutional right to not associate with any cited persons, including any gay persons or transsexual persons fitting that description, whom I do not feel comfortable with.
