Does your State of Texas agency in Austin officially delineate and update standards or protocols for forensic photography examination and evaluation by any and all state and local law-enforcement agencies in our state?

Also, does your state agency have the legal authority to pursue disciplinary actions against any forensic-photography specialist for a law-enforcement agency in Texas who is significantly negligent or significantly incorrect or inaccurate in his findings or significantly incompetent in his assigned work duties?

Finally, which official of your State of Texas agency supervises initial or final review of forensic photography criminal-law evidence that was received or obtained and initially evaluated by an on-duty employee of a state or local law-enforcement agency in Texas?

These questions for your very influential State of Texas agency in Austin are each very crucial and timely for me.

I have myself sustained a multi-year period in Austin, Texas, of my having to spend hundreds of dollars from my modest income as a restaurant-industry employee on three new electronic-surveillance cameras for my apartment unit, as well as for new batteries and new video cards I purchased for my two respective new infrared motion-sensitive "Wildview" hunter's cameras I purchased for myself in 2012 at a nearby Academy store in NW Austin, as well as for a new video recorder electronic-surveillance camera and audio-recorder as well that I had purchased in 2011 at a large Frye's (sp?) electronics store in northwest Austin.

I made those major purchases on my behalf after the Austin Police Department (APD) and several private attorneys in Texas whom I consulted repeatedly indicated to me that I had an urgent need to provide APD investigators with what APD regarded as being "compelling" enough or "convincing" enough (my quotation marks on each of those two words) criminal-law photography documentation by myself that would then hold up in a court of law in Austin, of alleged daily and year-round and multi-year personal-injury crimes and alleged daily and year-round and multi-year anal-rape crimes victimizing myself during my sleep inside the private bedroom of my bolt-locked apartment unit (Apt. 325) at Wind River Crossing.

I would also like to emphsize that I purchased those batteries and video cards with the additional hope of providing APD and a private attorney expected to represent me in a court of law in Texas with photographic documentation of alleged daily and year-round and multi-year nasal-inhalant-rape crimes and alleged daily and year-round and multi-year oral-inhalant-rape crimes and alleged deliberate and willful and daily and repeated sleep-deprivation crimes that woke me up abruptly in the middle of my sleep and that continue to wake me up in the middle of my sleep at all hours of the morning or day or afternoon or evening or night, regardless of the day of the week when I chose or choose to sleep alone on my bed inside my bolt-locked apartment unit at Wind River Crossing in NW Austin.

On each and every occasion after I was abruptly awakened with throbbing pain in my anus or pain in my anus while lying alone on a bed I own inside my apartment unit, I invariably found that when I got out of bed to attempt to search for an alleged intruder inside my bolt-locked apartment unit, I was never successful in that in-person and direct search I pursued. I also found that the anal pain that I experienced upon being abruptly awakened on my bed in the middle of my sleep (such as at 7 a.m. this Monday morning, January 28, 2013, for instance) was so severe or unpleasant that it took me 30 minutes to an hour to recover from that anal-pain enough so I could then fall back to sleep on my bed, where I always sleep alone inside my bolt-locked apartment unit in Austin, Texas.

The Austin Police Department over a multi-year period has repeatedly and very emphatically discouraged me from calling 311 or 911 to report any of those alleged-anal-rape crimes victimizing myself during my sleep inside my bolt-locked apartment unit. For instance, APD Officer Broomhall (APD officer ID number 4839) emphatically warned me in person in the early morning hours of Monday, December 10, 2012, during a visit that Officer Broomhall made that morning to the front doorstep of my apartment unit in response to APD crime report 12-3450361 that I filed with APD earlier that morning on the telephone, that if I myself ever again call 311 or 911 to myself report any future anal-rape crimes that were allegedly inflicted on me during my sleep inside my bolt-locked apartment unit at Wind River Crossing in Austin, APD would respond by confining me to Austin State Hospital as an involuntary psychiatric patient there, APD Officer Broomhall emphatically warned me in person from the front doorstep of my one-bedroom apartment unit on December 10, 2012.

Finally, I would like to ask your State of Texas agency whether a municipal law-enforcement agency in Austin, Texas, currently has the legal authority to refuse to or to decline to order or authorize a full forensic medical exam on a criminal-law complainant or crime victim (myself, for instance) who is NOT himself under a mental health commitment or mental health restrictions of any type, and who directly states to any official of that municipal law-enforcement agency (the Austin Police Department, for instance) that that private citizen and self-identified crime victim believes he was sexually assaulted during his sleep inside his bolt-locked apartment unit in Austin, Texas?

I am posing this last question because a variety of officers for the Austin Police Department (APD) in Austin, Texas, over a multi-year period have each stated to me during visits they made to my apartment unit in response to a crime report I had diligently filed with APD on the telephone, that unless I myself as the complainant and self-identified crime victim can prove to APD an alleged "illegal point of entry" into my bolt-locked apartment unit by one or more alleged illegal intruders during my bedtime hours, APD refuses to pursue ANY criminal-law investigation of ANY of my numerous crime reports about my being raped and molested and injured during my sleep that I've filed with APD in 2012 or 2013, for instance.

Wind River Crossing is a very large apartment complex that is reportedly owned and managed by "Westdale," a for-profit corporation headquartered in Dallas, Texas.

I appreciate having received a recent reply E-mail letter from the Penn State University President about this particular alleged going rape-crimes case in which I allege that I am myself the victim during my sleep on a daily and year-round basis inside my bolt-locked apartment unit where I live alone in Austin, Texas. it is very good to sense that many of the alarming "law-enforcement issues" in regard to this continuous crimes case in Austin, Texas, in which I am definitely the victim on a daily and year-round basis inside my bolt-locked apartment unit, are being reviewed by and commented on by many very influential cultural and political leaders throughout the United States and world, including the United States Department of Justice in Washington, D.C., and President Barack Obama, whom I have directly contacted through his online website about this ongoing-felony-crimes case in which I am definitely the victim inside my bolt-locked apartment unit in Austin, Texas, during my sleep on a daily and year-round and continuing basis.
